starts right now. >> always live abc seven news starts right now. an check out live doppler seven. >> it proves that we are not done with this storm yet. and there are more stormy days ahead. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. we're done with the strong level three storm for this week. thank goodness. and while we might think of this as a silver lining , it's really, well, more multicolored rainbow color. check out the various views of rainbows we spotted around the bay area this afternoon. >> but take a look at this. a reported funnel cloud in petaluma was spotted a little after 11:00 this morning near pepper road. the person who shot this video says it lasted about two minutes and the funnel passed over. some ranches, but he did not see it. do any damage and check out what it's like at the coast at abc seven news was in half moon bay at venice beach, where the high surf swallowed much of the shore. there's a high surf advisory. you can see those big waves. abc seven news meteorologist sandyha

patel has been tracking those conditions and more. >> indeed, in san diego, you can give us a look ahead. >> absolutely. and dan and let's take a look at live doppler seven, because tonight we are not done with the wet weather just yet as we go into street level radar, i'm going to show you where we are seeing some downpours right now right around davenport, santa cruz mountains, ben lomond area across highway nine. you know this area can be rough, especially when the rain is coming down. visibility is poor. also seen scattered showers, moderate in intensity around tiburon mill valley, larkspur. as we look to our north. flood warning until 7 p.m. they've already seen minor urban flooding and that is going to continue through. looking ahead to what's off the coastline, there is a cell that is just offshore here, and it is going to be moving towards pescadero at 654, tracking it into la honda at 717. watch out. could be isolated thunderstorm with hail. it is a level one as you look at the wider picture. atmospheric river hitting

southern california. we're getting the unstable air, cold unstable air behind that low. so those scattered showers are going to continue tonight. going even into tomorrow morning's commute and even into tomorrow afternoon. you'll notice those showers off and on the threat of thunderstorms is still elevated for tonight across the entire bay area. it's a level one storm. scattered downpours, thunderstorm and hail. uh- big waves at the coast. high surf advisory until 3 a.m. large breakers, 21 to 25ft. by the way, as a side note, there were numerous reports of flooding and storm damage that reported funnel cloud. the video sure looks like it, but the weather service is saying this afternoon that it is unconfirmed report of a tornado in sonoma county from 1110 this morning. they are investigating getting. i'll be back with a full look at the weekend forecast coming right up. dan and emma. >> all right. thank you sandra. you can track the storm with the same live doppler seven that sandia uses. just search abc seven bay area in your device's app store to download it.

>> now a san francisco supervisor is calling on the city to start tracking new data to better understand the city's drug crisis. specifically, he wants to know if the city is a drug users destination, but he is also the first to say, even if the data shows that it is, he's not sure what they'll do about that. abc seven news reporter tara campbell on the heels of the deadliest year yet amid the drug overdose crisis, a san francisco supervisor is calling for more data on where people who are using and dying from illicit street drugs are coming from. so we know anecdotally that there are people who come here from out of town and often over the years i have seen it play out where there's debates about whether or to what extent san francisco is a destination city for drug tourism. >> supervisor matt dorsey sending this letter to the city's comptroller's office requesting it compile home address histories of people arrested for drug use and those who have died of an overdose.

>> so i wanted to work with the comptroller to identify a methodology. see, these numbers are not unknowable. >> and once a methodology is established, the supervisor would like to see an annual report which would also include data on where people are from, who are receiving general assistance benefits from the city. >> we owe to our taxpayers to make sure that the services we provide as part of a social safety net that's worthy of being the city of saint francis, is something that is for residents of the city of saint francis. we can't be the social safety net for the western united states, the idea being that an annual report that will help policymakers make more informed decisions addressing the drug overdose crisis, and we have to have a clear eyed view of what we're incentivized and what we may need to change in terms of public policy. but before we do that, we should have a complete report. >> but not everyone agrees with the supervisors approach. >> focusing on energy, on pointing a finger as opposed to like fixing a problem. it's just

seven news.com/take action on a story shared by governor newsom is getting a lot of attention. >> he says he confronted a target worker who watched as a thief walked out. abc seven news reporter zach fuentes has more. now. >> it started moments before a wednesday press conference involving the mayors of california's big cities. governor gavin newsom shared an encounter he had with a target employee after seeing a shoplifter. he's walking out as we're checking out, the woman says, oh, he's just walking out. >> he didn't pay for that. i said, well, why aren't you stopping him? she goes, oh, the governor, although it's unclear if grand theft would have applied to this situation, newsom said he told the worker that at $950, california has the 10th toughest threshold in the u.s. for grand theft. she looks at me twice, and then she freaks out. she calls everyone over, wants to take photos. i'm like, no, i'm not taking a photo. we're having a conversation. where's your manager? how are you blaming the governor? and it was, you know, $380 later. and i was like, why am i spending $380? everyone can walk the hell

right out. >> the chairwoman of the california republican party gave a shout out to the worker on x, saying in her post that newsom and democrats are to blame for surging crime in the state. according to state data, shoplifting totals in 2022 are higher than 2021 and 2020, but still lower than pre-pandemic levels. political. analyst nolan higdon says it's no surprise that as governor, newsom is taking blame, newsom is certainly been active in state politics here for years at this point. >> um, so he definitely bears some of the responsibility. but you know, a lot of the things that have to do with crime and or the lack of accountability when it comes to crime, these have been structural issues that are that are decades in the making. >> and a response to abc7 newsom's office highlighted his efforts to address crime and improve public safety, including a 310% increase in the annual operating means to combat organized retail crime. still, if crime rates go up, higdon said, it might only be more difficult for leaders in a blue state like california to defend their policies. >> unlike nationally, where you can, you know, blame trump or

blame mitch mcconnell, it's really tough to do that in a state like california. and so democrats have to own a lot of these problems. and i think that's why you you see him and others kind of struggling to find the right response for how to deal with it. and the south bay zach fuentes, abc seven news a show of support this morning at san francisco's superior court for activists who are arrested for blocking the bay bridge while they were calling for a ceasefire in the middle east. >> people comparing this typekit up down. more of the protesters were arraigned this morning. they heard the formal charges against them. the activists facing charges for shutting down the bay bridge on november 16th. the protest blocked westbound traffic on the bridge for more than two hours. 78 people face charges. >> a new report from the contra costa health department shows the martinez refining company had several management issues that led to the thanksgiving day chemical release. abc seven news reporter ryan curry has the report and explains how the release happened. an independent

investigation into the thanksgiving day 2022 chemical release details how it happened. >> investigators highlighted three main factors six procedural and training issues, a lack of oversight in the refineries fatigue policy and distracted operators. >> personnel did not release, did not recognize that there was a release that was occurring. um, first of all, they didn't associate the fact that the, uh, fourth stage separator was at high, high level with a condition that would be leading toward a significant catalyst release. >> the report says a part failed in one of the systems several days before thanksgiving. one employee worked 20 hour shifts to help replace that part after it was fixed. there were several issues getting the system restarted, pressure kept building, and a valve that was supposed to be closed rapidly wasn't super slide valve was not closed fast enough. >> um, and in in that manual operation mode. and so, um, so

what happened. was that the regenerator, um, level catalyst level went, went quite high. >> the individual report is not blaming any particular employee, but rather the refinery as a whole. they claim bad management led to improper training and little oversight for an employee working long hours with little rest. we reached out to pbf energy and they told us they are examining the report and willing to cooperate with the investigation. some in martinez are still wondering how safe is the refinery when decay with healthy? martinez asked if the valves mentioned in the report are damaged, whether they they have been evaluated, uh, for corrosion or, um, residue. >> and if that's part of the failure, she questions whether the refinery needs to update its infrastructure. >> so if a worker makes a mistake, there won't be a chemical release. >> it's a stressful situation to constantly question if your air is safe to breathe, then i think we all, we all deserve to have

here in california, the california legislative black caucus is making history by announcing a package of reparations bills. >> and this makes our state the first in the country to seriously consider reparations for black people. >> abc7 news anchor and race and social justice reporter julian glover is here with the story. julian >> no doubt the black caucus made sure they timed this to be at the start of black history month two. this package of more than a dozen bills aims to make good on some of the more than 100 proposals issued by california's first in the nation state reparations task force in

the summer of last year. but even here in california, at a state where democrats hold a supermajority, the political calculus involved in passing these bills is far from simple. >> reparations is not charity. it's not a handout. it's not a gift. it is what was promised. it's what is owed. and it's something that is 160 years overdue to african-americans who built this country, the state of california is now one step closer to making good on that promise to repay our black californians harmed by the legacy of slavery and anti-black policy. >> in the century and a half since emancipation in the legislative black caucus is announcing a package of more than a dozen reparations bills. the first step in making black californians whole. i mean, i'm hoping that we'll all be successful. >> i'm real realistic enough to know that there's going to be some setback. >> reporter state senator steven bradford of southern california is one of the legislative black caucus members behind the reparations package. bradford is

one of two legislative leaders who served on california's first in the nation reparations task force. assembly member reginald jones sawyer is the other. >> we have this moment, this task of trying to get legislation and budget recommendations done. we're looking at a probably a five year strategy on how to do this. >> the bills come from the more than 100 recommendations released by the task force last summer. at the conclusion of two years of work, the package includes, in part, bills to expand access to career education and financial aid in redlined communities. prison reform improved access to healthy foods and a formal apology from the state. when the assembly chamber in the senate, respectively. do you think that there is the will? there are enough votes to make this happen ? >> i think we got we got work to do and be real honest with you, we have to do a lot of work with our members and our colleagues to get them there. >> i want to talk about the economic calculus of it all. obviously, as california faces a significant deficit right now,

how do you make the case to your colleagues to say that we need to put some money aside? >> it's going to be a tough year because of the budget, but i've been here at the toughest times, and we found ways to fund those things that we said were a priority. >> as for the black californians like andrea jordan, who can draw their lineage back to an enslaved african brought to america, they say reparations is long overdue. my great grandfather was a sharecropper who had 17 children and worked from sunup to sundown and died with absolutely nothing. >> they took his land and created laws to keep his land, and he died with a frown on his face. what do you think he would say about you being here today? >> making sure your voice is heard, carrying on his legacy? >> oh, i would hope that he would be proud and know that i

stand on his shoulders and there are no better shoulders to stand on. >> and you can hear the pain, but also the optimism there in her voice. there is a notable absence from the package of bills being proposed that many who attended the reparations task force meetings have demanded, and that's direct cash payments for black californians that can trace their lineage to an enslaved african american. the legislators i spoke to contend that long time investment in education home ownership could outweigh those one time cash payments. but of course, it's a lot of wait and see at this point. yeah, absolutely. >> i like the two words you used pain and optimism. all right. thanks, julie. >> appreciate it. >> all right. turning to our weather. yesterday was quite the day. still some rain today. >> boy it was a day. wasn't it? >> more rain is coming though. meteorologist sanjay patel is here with the forecast. sandhya, absolutely. >> more rain is coming. it's happening right now in parts of the bay area and dan and ama right now, as we look at a live view from homewood, do want to show you the snowflakes that are flying in. this is good to see.

obviously we need the snow up in the mountains. sierra snowpack right now 53% of average as we look at the radar here. live doppler seven. they are taking requiring chains on 88 and 50. so there are some snow showers and rain showers mixing in winter. storm warning is going until 4 a.m. saturday. heavy snow up to two feet over the peaks with those gusty winds. snow levels right now 4 to 5000ft dropping to 3500 tomorrow morning. by the way, in terms of our rain percent of normal, we are running 80 to 117% of average tonight for the bay area. so that's good news. local doppler showing you where we are on live doppler seven. you can see some moderate to heavy pockets of rain in the marina district, heading out towards thtibun area. as we look around other parts of the region, seeing some downpours right around yountville, silverado trail. you know what that area is? the wine country area and in the santa cruz mountains, all so seeing some

moderate to heavy rain right now, numerous storm reports in the last 24 hours, 39 to be precise from debris flows to flooding, we're going to widen this picture here. and as you look here, thunderstorms have been firing up in the bay area around the state still have the secondary part of the same storm. atmospheric river came through last night. this is cold , unstable air in association with the trough that is still off the coast. i do want to show you what is developing out here. this is your sunday monday storm. you can see that atmospheric river with it stretching all the way to hawaii . so we're still not going to be completely done with the wet weather as we look at the picture here, as sierra is still seeing the snow, southern california got hit with that atmospheric river today. they've seen a lot of damage as well. now rainfall 3.96 at kentfield over 2.5in san francisco. more than an inch. oakland, san jose, napa nearing two inches. there and ben lomond was definitely up there. over four inches of rain. so so far and still counting 40 and 50 on your temperatures

and we're still seeing pockets of rain on the radar. this is a look at live doppler seven, which has been busy. the last 24 hours or so in the north bay fire. rescue crews are gearing up for the possible uh- chance that there could be flood rescues. >> abc seven news reporter luz pena went out with a crew that is training to save people who may be stuck in their vehicles.

>> as the storm continues, sonoma county fire crews are using any slight break in the rain to prepare. >> you know, right now, as it's the calm after the storm, right? so people think it's no big deal. they can pass through these areas. >> we joined sonoma county fire inspector osborne as he put out barriers in high flood zones, signs that residents like jodi norberg are thankful for. she has lived in this area for 40 years and knows just how fast floods can happen. she witnessed it last night. >> thank god for the rescues. but yeah, i would never ever push it. i mean, if i can see if i can't see the yellow lines through the water, i don't do it. >> as more rain is expected, crews are constantly monitoring the russian river. >> all the water that came over last night and yesterday is draining into our lower creeks, which ultimately drain into the russian river and then out to the ocean. so right now, with the break in the rain that is

great because it's allowing that water to be released. >> the swift water rescue team is taking advantage of the high water levels around this time last year, they were deployed to at least 12 rescues. >> so these are pre-position and from ows. and so we're in each of the boats has a staffing of at least three people. and we also have a jet ski. >> the swift water rescue team is gearing up to begin their training today. they trained 5 to 6 times a year and days like today are pivotal. just yesterday they had to put this into practice. >> a motorist that was stranded in flooded waters with water rising into the vehicle. so this person actually went around the road signs the barricades that said flooded road closed, a successful rescue that is dependent on this training. >> in the meantime, on the road, fire inspector osborne is doing his part, hoping to prevent someone else from getting trapped in fast moving waters. >> so it's for your own safety.

we don't want you to get hurt. okay okay. sorry. >> in sonoma county, luz pena abc seven news. >> for the first time today, us defense secretary lloyd austin is speaking publicly about his prostate cancer diagnosis. taking the podium at the pentagon, austin admitted he was wrong for keeping the news from the public and the president. he was hospitalized last month after complications following prostate cancer surgery. but the white house didn't learn about his prolonged recovery for three days today, austin attempted to explain why i was being treated for prostate cancer. >> the news shook me and i know that it shakes so many others, especially in the black community. it was a gut punch and frankly, my first instinct was to keep it private. >> he went on to acknowledge what he called a mistake, but says he will not resign. instead austin says he hopes to use this opportunity to raise awareness

about prostate cancer. >> a former college professor from san jose pleaded guilty today to starting fires near the massive dixie fire in 2021. a grand jury indicted gary maynard on three counts of arson on federal property back in november. the justice department says. maynard admitted to starting at least four fires in july and august of 2021, that threatened to trap firefighters as they battled the nearby dixie fire. he will be sentenced in may and faces up to 20 years in prison and a $750,000 fine. the bay area sikh community is condemning the vandalism that recently targeted two bay area hindu temples. the possible hate crime being investigated by local law enforcement. but as abc seven news reporter anser hassan tells us, they still don't have any leads. >> reporter calls to end hate on thursday as investigators work to find out who defaced two hindu temples. how can this still be happening in 2024? >> anti-hindu government graffiti was found on the sri swaminarayan temple in newark in december.

>> then the vijay diwali temple in hayward in january. the spray painted messages reading modi is a terrorist, in reference to indian prime minister narendra modi and khalistan zindabad, or long live khalistan in support of a separatist movement seeking to create a homeland for six in part of india. >> we actually got our federal counterparts with the fbi involved as well, so we definitely take this seriously. >> several bay area law enforcement agencies are investigating, but as of now, they say there are no leads. surveillance video didn't capture any footage. it's being treated as a possible hate crime . >> we know that it's going to be handled with the utmost of care and the most possible thorough investigation that we can do. >> so there are different riffs and different strains of thought , even within the hindu community. with regards to the upcoming election in india. so sometimes there is a desire for certain right wing forces to play two communities against each other in order to strengthen its own position.

teams of dedicated biologists to help rescue an endangered habitat. other times, it takes just a team with a special skill set. in this case, sea otters. abc seven news meteorologist drew tuma has their story. >> they may wear fur coats instead of red capes, but these sea otters are still environmental superheroes, helping to restore the scenic elkhorn slough near moss landing on monterey bay. so the sea otters haven't totally stopped erosion, but they've slowed it down dramatically. brett hughes is a researcher with sonoma state and formerly the moss landing marine lab. teams from the lab monitor destructive species, including striped shore crabs, which have been wiping out plant roots and eroding the slough itself. hughes says the burrowing crabs went almost unchecked until otters started reappearing. the hungry otters survive in the cold pacific waters by consuming huge amounts of prey to increase their metabolism and body heat, which

translates to about 20 to 25 pounds of food. >> um, that they need to consume. and crabs, especially in estuaries, are just one of the more, more abundant and easy to grab snacks for a sea otter. the sea otters have been slowly expanding their range in monterey bay since being hunted nearly to extinction more than a century ago, and researchers believe there's still a lot to learn about their contribution to the marine ecosystem. >> charles andrus maps the geology of the estuary for the moss landing marine lab. >> well, i think people are going to try to apply this theory of a top predator in an ecosystem, um, to their own environments, you know, to understand what's been lost. >> and there are already proposals to reintroduce sea otter populations further north, including the sonoma county coast. one hope is that the otters would help control an exploding sea urchin population that's threatening the coastal kelp forest there.

after a couple of days off, the 40 niners held their first super bowl practice today as they get set to play the chiefs in vegas into sunday's. we learned a really interesting tidbit about brock purdy from 40 niners owner slash ceo jed york. so there's a conversation that took place before last season. head coach kyle shanahan put jed aside a training camp, and he said, you know what? i think brock purdy is better than jimmy garoppolo. and trey lance. and it turns out kyle was right. with purdy taking the red and gold to the super bowl in his first full year as the starter. here's jed
