mateo home. >> i'm meteorologist sandhya patel, tracking a series of storms, the first arriving tomorrow. i'll have your valentine's day forecast. plus a look at the holiday weekend coming up. abc seven news at 6:00 starts right now. >> will always live. abc seven news starts right now. it's trendy and it's deadly. >> train surfing. it's the reason two local teenagers have died in the past two months. good evening. >> i'm karina nova, and i'm dan ashley. thanks for joining us. despite the obvious danger, perhaps because of it, train surfing, riding on the outside of a moving train is a trend that is popular on social media. a teenager was killed sunday in between the balboa park and daly city bart stations. he's the mostrillionecent train surfer to die. >> abc seven news reporter luz pena spoke to the mother of another victim and has the latest on what city officials are suggesting. luz >> it's devastating. i spoke to the mom of 19 year-old, daniel

baran, who died last month. she said she wants to bring awareness to the dangers of this social media trend called train surfing. that trend killed her son and others in the last two weeks, two teenagers have died. train surfing in san francisco on sunday, a 15 year old was found on the tracks between the balboa park and daly city bart stations on january 29th, 19 year old daniel baran near the same area on the phone, his mom telling me their grieving, this young man that died recently had done it before. >> back in january, so i know his mother had taken away his phone, told him that he was going to stop his instagram account, and sure enough, he did it again and unfortunately it was fatal. >> our media partner, the san francisco standard, spoke to marina baran at her home in glen park as she sat in her son's bedroom. she confirmed that daniel was last seen on bart surveillance video climbing out

of the train where the carriages meet as he squeezed between two rubber spaces. she believes daniel may have been inspired by others doing similar stunts shared on social media. >> no social media post, no number of likes, no great footage is worth dying for. >> supervisor mandelman and supervisor safai represent the districts where these teens passed away. they have both contacted bart for solutions, but this is not a san francisco only problem. subway surfing is an issue. new york city is familiar with. new york city launched a prevention campaign in september after multiple deaths and injuries last summer, and has even started deploying drones to known subway surfing locations. we're seeing this happening all across the country in big cities san francisco and new york. so what can city officials like yourself do? >> this is what i this is what i would say. i think a call needs

to go out to the social media companies. they need to have higher alerts on this the minute they see something like this, they need to remove it. there should be no posting of this kind of uh- activity. >> bart riders like mikita, a mom of two teenagers, want bart to take action like the bart station. >> probably need to work better with their security system because it shouldn't have been. no way these kids should have been able to get on top of the train. period. >> we contacted bart and they declined an interview. marina said her son, daniel was in college and wanted to go to law school. one day in the newsroom, luz pena, abc seven news. >> liz, thank you. devastating but great for parents to know that's happening. thank you. yeah a historic moment today for the first time in nearly 150 years, a cabinet secretary has been impeached. >> hours ago, the house voted to impeach homeland security secretary alejandro mayorkas. the vote was 214 to 213. very close. this was the second attempt to impeach mayorkas. the first one failed. his department

fired back with a statement, quote, without a shred of evidence or legitimate concern grounds. and despite bipartisan opposition, house republicans have falsely smeared a dedicated public servant who has spent more than 20 years enforcing our laws and serving our country. end quote. we're learning more about a heartbreaking story out of san mateo. the murder suicide of a young family, including a four year old twin boys. autopsies are being performed today. a police discovered the bodies yesterday inside a home on alameda de las pulgas. abc seven news i-team reporter stephanie sierra is following the latest on the investigation in an unusual tragedy out of a safe, quiet san mateo neighborhood. >> any time there's kids involved that sucks. >> as a family found dead inside this home near 41st and alameda, de las pulgas monday morning, investigators say among the victims are four year old twins, the adults believed to be their parents. >> two children were found dead

on scene. um their cause of death is still under investigation, sources tell the i-team. >> evidence shows the young twins were likely poisoned. >> the adult male and the adult female were found dead inside of a bathroom. um, um, and they had gunshot wounds. >> sources close to the investigation say the incident is believed to be a murder suicide, where the father shot and killed the mother in the bathroom before killing himself. we're told it appears the mother tried to fight back and was found with defensive wounds. >> the pistol that was that we believe was used in the case was found in the bathroom. the coroner's currently have the bodies and doing an autopsy to further determine, um, who actually was the suspect. >> investigators say when they arrived on scene initially for a welfare check, all the doors and windows were locked except one in the front of the home. i couldn't believe it. the community is left in shock. neighbor steve lives nearby. it's actually a pretty quiet neighborhood.

>> it's, you know, more older people and there are some families moving in now. another neighbor described the two young boys she saw just last week. >> they were just like sweet little kids, you know, i just wanted to give them a hug. >> they would give me a high five. they would wave at me. >> according to several sources, the father worked in tech as far as a motive, investigators are still searching for clues as the community tries to cope with this disturbing tragedy. >> what could have happened? what on earth happened? and let me tell you, i didn't want to go to sleep last night, i. i was a wreck, as you can hear, the community is truly shocked. >> something like this could have happened. we are told once the autopsies are complete, the victims will be identified and investigators tell us they've had some challenge getting a hold of the extended family. as many of them are overseas in san mateo. stephanie sierra abc seven news stephanie thank you. >> and if you have a story for the i-team, you can call this number on your screen. one 888

40 team or go to abc seven news.com slash i-team. >> the man accused of stealing a small plane, then crashing it on the beach in half moon bay has pleaded not guilty to the charges. 50 year old luis gustavo erice, of miami, appeared in san mateo county court for arraignment today. his request to represent himself in the case was denied. erice is charged with stealing a single engine plane from palo alto airport last week. the plane was flown about 30 miles, then made a hard landing on poplar beach. he's being held on $10,000 bail. >> a portion of the pacific appear will reopen tomorrow as scheduled. it's been shut down since the end of december because of damage from big waves and storms. the city says about half of the main pier deck will reopen tomorrow. a complete structural assessment won't be finished until next month at the end of the winter storm season. pacific might temporarily closed the pier during bad weather in the future, we'll have to see. >> we are expecting stormy weather to return to the bay

area this week. i think we got a day of a break a day or two. >> much needed break of course, but we'll see rain tomorrow and maybe a lot more of it. abc seven news meteorologist sandra patel is here with the timing. sandy. >> yeah, and dan and karina. the timing is that it all starts tomorrow. and i love that. maybe a day or two of a break. let me show you live doppler seven. right now there's a lot of cloud cover. and there are some radar returns just off the northern california coast tomorrow. the level one system on our exclusive abc seven news storm impact scale will be moving in. and here's a look at the timeline. so first thing tomorrow morning during the commute at 8 a.m, there will be some showers in the north bay. by the time we head into the lunch hour, we start to notice more areas picking up the wet weather. the rainfall does pick up in intensity. at 4 p.m. you will see some brief downpours tomorrow afternoon and evening, so it's a one on our storm impact scale. rain briefly heavy at times, slippery roads and breezy to gusty conditions. let's talk about valentine's day if you have plans. eyes showers at 9 a.m. noontime some rain spreads, wet and gusty at 4 p.m.

emissions by 80. >> today is really about about improving public health for residents who live near refineries. um, everyone, no matter where they live, deserves serves or has the right to breathe clean air. >> mrc's parent company says it is happy to work with the air district. chevron released a statement saying it is committed to working with the agency, but feels its rulemaking process is, quote, fundamentally broken. real estate website redfin is adding air quality scores to home listings now. it's provided under the climate tab and it indicates how many days of poor air quality are expected per year at any property. redfin says it's an important factor. consider, just like walkability and schools, a harsh critic of san francisco mayor london breed is challenging her reelection. >> former supervisor mark farrell launched his mayoral mayoral campaign this morning. farrell is pushing a tough on crime approach. he says he would

fire the current police chief and hire one that would be more aggressive. he says he would also push to clear homeless encampments and require mandatory holds on people who overdose on drugs. he blames mayor breed for the city's problems. >> san francisco simply cannot afford another four years under mayor breed. no mayor has ever seen and overseen a steeper decline in our city's history. farrell is a venture capitalist who represented the marina district for eight years. >> he was interim mayor for six months after the sudden death of ed lee. current san francisco mayor london breed says her plan to revitalize downtown is working. the mayor's office provided a progress report today. one year after she launched her roadmap to san francisco's future. the report claims the city hit targeted milestones, including changing laws to fill vacant office and retail spaces as well as passing tax reforms to diversify and attract new industries into the downtown area. breed's office

says 2023 marked the lowest crime rates the city has seen in a decade. aside from the pandemic year of 2020, the sf mayor's race is not until november, but california primary is coming up fast. march fifth. each registered voter in california automatically receives a vote by mail ballot thanks to a post pandemic law that was signed in 2021, the last day to register to vote is february 20th. that's one week away. you can still register after next week up to and including election day, but you won't get a ballot mailed to you if you don't register or if you do register after next week. the 20th is the deadline. all right. >> coming up at 630 tonight, new safety standards in san francisco for some devices powered by lithium ion batteries . it's part of building a better bay area. >> and coming up next, the last time in the locker room for the season, the 40 niners wrap up their year after that heartbreaking loss in the super

3.4 million viewers across tv and streaming platforms, as well . that shatters last year's viewer numbers by about 7. next year, the super bowl is in new orleans. super bowl 60 will be here in the bay area at levi's stadium. and of course, the 40 niners players and fans and coaches and everyone wishes that all those viewers saw them win on sunday, but now they're left to cope with sunday's super bowl loss. today as they cleaned out their lockers and wrapped up the season, they said they're using it as motivation for next year. >> abc seven news south bay reporter dustin dorsey has the story. reporter the harsh reality of the nfl, after months of preparation and hard work, there's only one super bowl champion and 31 others who cleaned out their lockers with their heads hung low. >> i think when you get there, you now know what the deal is. i think it definitely makes you more hungry and it definitely hurts worse. i can't even describe it. >> it's like one of the biggest heartbreaks you will deal with

it's disappointing but good job. yes. all right let's talk about the weather. >> i don't know if some people are going to be disappointed and talking about more rain, but it's coming. >> we've got several days of rain now. >> yeah absolutely. it is coming. that was a disappointing loss for the niners. but you know what they gave it their best shot. and like you both said they made it to the super bowl. there's always next year. let's look at live doppler seven i don't think the weather is going to disappoint tonight. really looking nice from our golden gate bridge camera. but things are going to be changing. so let's talk about your storm system as we look at live doppler seven. here's the system coming in for valentine's day. there is another system developing out here that is due in on saturday. and a third one sunday night into monday. so you get the picture here. we're going back into a wet pattern as we look at a closer view of california. you can see some radar returns off the northern california coast. our mount tam cam, you can see the clouds are stacked up mid 50s from san francisco to

oakland, hayward, san jose, san mateo fairly uniform numbers from our walnut creek camera, you see a few clouds passing through low 50s in our cooler spots. santa rosa, petaluma, napa and livermore, concord 55 degrees. and here's a live view from our san jose camera right now. valentine's day rain moves in holiday weekend. stronger storms arrive, and for presidents day, we do have a chance of thunder. so let's talk about this level one storm for tomorrow. rain will be briefly heavy at times. slippery roads, breezy to gusty conditions tomorrow morning as the commute begins. the rain moves in 8 a.m. you will notice it's in the north bay. by the time we head into 10 a.m, starting to see some wet pavement from san francisco into parts of the east bay. the rest of you have to wait until the lunch hour, and then the rainfall will intensify and spread. in terms of coverage for the afternoon hours. by 4 p.m, you're looking at the east bay and the south bay, along with the santa cruz mountains getting the downpours. those downpours will be continuing as 6 p.m, so i think the afternoon evening drive will be a rough one. 7 p.m. you're still looking at that rain and then by the time we head into 11 p.m, the

rain tapers to just a few spotty showers. rainfall estimates with this system anywhere from about a quarter of an inch in brentwood to over an inch in places like the santa cruz mountains. the winds will pick up briefly. not terribly strong, but over 30 miles an hour along the coast. tomorrow morning as we head into 2 p.m. 36 half moon bay, 34 point rays, and then the winds start to back off as we head towards the evening hours. it will be gusty up in the mountains where winter storm warning goes up 4 a.m. tomorrow until 4 p.m. thursday day heavy snow up to two feet above 6000ft lower. totals below that, but definitely carry the chains if you're going because you'll need them. all right, here comes our weekend storm friday night. it's knocking at our door, but it's really saturday that looks wet. windy sierra snow. you get a short breather and then sunday night a storm starts to move in. and then it spreads. rain heavy at times going into monday. that's when our chance of thunder comes in. the sierra will pick up snow, so rainfall estimates for the weekend, storms taking you into early next week through tuesday.

higher than the federal reserve's target. investors fear that means the fed won't cut interest rates anytime soon. the dow lost more than 500 points, ending the day at 38,272. the nasdaq went down 286. the s&p lost 68. the price of food consumed at restaurants is up 5% year over year. that is significantly more than grocery prices, which are just up 1% by comparison. >> polls have closed in new york in the election to decide who will fill representative jorge santos's former seat. early results show democrat tom suozzi, who previously held the seat for three terms, leading against a registered democrat who is running as a republican, motsi philipp. the seat became available after jorge santos was expelled late last year for alleged ethics violations. it's high stakes for both parties, as the winner could indicate who will control congress after november's election.

like. leanne. >> yeah, so we're seeing more and more of these right? all over. i mean, i see families, i see, you know, their parents taking their kids, and that's a good thing. okay. so but not all batteries are created equal. now, the problem is the lithium ion batteries, if they are damaged, refurbished or if they come from a manufacturer that is not regulated, then we have a problem. now. new york has had a huge problem with these batteries. 18 people, 18 died last year in battery related fires. we're not new york, but we don't have the density of that city. but the fire marshal here says he wants to get ahead of the situation before it becomes a problem. electric bikes and e-scooters continue to be a part of san francisco's attempt to improve urban mobility. even city government is testing a pilot program where food delivery workers are using e-bikes instead of cars in an attempt to reduce emissions and traffic congestion. but with

more of them on our streets, it was inevitable that new rules for how they are stored and charged would follow. so here's why we sat down with san francisco's fire marshal, who showed us pictures of fires starting caused by faulty batteries causing extensive property damage. since 2017, the number of fires associated with a lithium ion battery has increased every year, with a high of 58. in 2022, the data for 2023 is still being compiled during that six year period, one person was killed, eight others were injured. the fire marshal says fires related to overheated lithium batteries are a serious problem. we can't put those out. >> they generate their own oxygen. we can put water on it to cool it and to keep other things from burning around it. but ideally, we have to wait till that fire burns out. >> in march, a new set of standards for charging and storing batteries used to power mobility devices will go into effect. anyone living in a

multi-use building will now be limited to four lithium powered mobility devices per household, and they must be parked when charging. each one must be plugged into its own electrical outlet, not a power strip. the new rule doesn't apply to single family homes. >> the other part of our campaign is, is give yourself a chance to get out. so if you're charging it, don't charge it by the front door when you first pull it in. >> the new fire code also states that refurbished and damaged batteries are not allowed. san francisco supervisor aaron peskin introduced the legislation. >> number one, they should be buying products that have been certified by underwriters laboratories, ul approved that they should not be using different chargers other than the chargers that were made to go with those that they should not be using extension cords. during charging, but. repair

shops like the new wheels say they now face numerous challenges because of the new regulations. >> here in this warehouse, we have mechanics hands, and each one of them is set up with an organized charging station, and typically our mechanics charge the bike while they're working on it, which is a highly safe context. they're standing. there with the battery and because of the new power strip rules. uh, we will have not allowed solution. >> that will likely mean installing new power outlets for each and every battery that needs to be charged. the shop says they have never had any issues, and the vast majority of the bicycle they work on have ul certified batteries. clearly marked. so here's how we know that. >> so this is classified ul. >> but the reality is that some of the batteries out there are not ul certified because not everyone can afford them. remember the hoverboard fad of a few years ago and how some caught on fire, 25,000 of them were recalled, some e-bikes and e-scooters have those cheaper

batteries as well. >> while thousands exist in the city right now that are not ul certified, we want to make sure that people who depend on those devices for their living are able to make a transition to better devices. as quickly as possible, and we want to see the board of supervisors address that. >> the san francisco bicycle coalition is asking for economic incentives to help people buy safe batteries. the city has also been working with companies that rent those mobility devices to actually put them in, contain , and cabinets that are fire rated, and to have them on wheels so they can be pushed out of buildings, the city says this is not about punishing people, but rather building an information safety campaign. >> that campaign just really needs to promote the use of these devices for the sake of the city, while making sure that people are doing it safely. >> so besides the random inspections by the fire department, who is really going to enforce this? well, we

suspect the building management, the landlords, because otherwise they could be held responsible if anything were to happen. but for now, they say it's more about informing the public. right? changing mindsets now, there is also a bill in congress that would regulate these batteries and do away with the ones that are poorly made. and believe it or not, they're in agreement. both parties. yeah. so we'll see the proliferation of these batteries in everything. oh absolutely. yes. >> and we're going to see more and more of these bikes, people using them. so and that's a good thing. >> that's a good thing that they're using to do it safely. yes. wear your helmet. yeah right. good advice. thanks liane . >> all right. well passengers helped flight attendants break up a mid-air fight on a plane that took off from oakland. watch. southwest airlines sa two customers got into it on board a flight yesterday from oakland to kauai. it's unclear how their disagreement actually started, but it got heated fast.

news anchor diane lim gives you an inside look at what it would take for these giant and beloved creatures to make a return. so we're standing in the front of the enclosure where the giant pandas were. >> it's been nearly 40 years since san francisco hosted panda pair union and yinxing. their three month visit left quite an impression on the highest attendance we have ever had on thanksgiving. >> in the history of the zoo, even though they were just here for three months, we were over a million visitors since then, zoo ceo and director tonya peterson has dreamed of hosting giant pandas once again. >> but on a more permanent basis. >> we've been pursuing this relationship for over a decade, particularly with the shanghai zoo and some of our partners in china. >> when san francisco hosted apec last november, chinese president xi jinping hinted california could once again see pandas return. mayor london breed even made a formal ask on the tarmac. then peterson got the call on christmas day, we received news that there were visitors and experts coming from chengdu. >> they want to get a sense of the zoo, a sense of our

community, our sense of our dedication to conservation. also to medicine and to animal wellness. >> so to san francisco, stand a chance in being gifted these pandas from china. i consulted with the leading panda conservation expert who has been advising zoos for decades to see pandas is a combination of financial, political uh- conservation oriented, and a legal town has advised zoos for decades on what it would take to host these black and white giants, and believes our city has the edge over san diego, whose zoo is also in the running . >> the leadership you have is that your san francisco uh, and you have a, you know, a very strong asian community, even if san francisco has loaned the pandas, the cost would be significant. >> before the pandemic estimates to convert this. space totaled about $25 million. >> in addition to that, you should budget for about ten years of operating expenses. it can be up to $1 million a year

it's fat tuesday, mardi gras. check out the party in new orleans. here in the bay area, they're making king cakes at noe valley bakery in san francisco. inside the king cake is a plastic baby. whoever gets the baby and their slice is supposed to have good luck for the new year. they also have to buy the king cake and next year, mardi gras is the final party before tomorrow. ash wednesday, the beginning of lent. and tomorrow is also valentine's day. of course, many couples will send flowers. none will be like that of an east bay couple that has been married, was married for almost 50 years now. >> even after one of them died, the flowers, they keep coming. if you're wondering how now, abc seven news reporter leslie brinkley has their love story.

>> i think that that is one of the most romantic things i've ever heard of in my life. >> this is the story of john and diana. >> we were married 47 years, but we actually met in high school when we were 16 years old. >> they married and had three children and lived happily ever after, including decades spent in danville until john maver passed away in october 2017. but their love story continued four months later on valentine's day 2018, through whatever magic works in his in his world, it's set up so that every year a bouquet of flowers shows up on her doorstep from my dad. >> when these flowers arrive, you should see the smile that comes on her face. it's just this incredible joy washes over her as she she just knows. she knows he's there with her roses and lilies, white lilies.

an overtime loss in the super bowl to the chiefs. the niners are now left with a heartbreak of losing that game and finding a way to eventually bounce back to try and do it all over again next season. this is the reality of every season in the nfl. it ends like that. plenty of moving boxes as guys pack up their stuff to head their separate ways in the off season. the sting of losing in that fashion on the biggest stage, you can bet the emotions are still raw. >> guys that came in and it worked. to be champions uh- every single day. everyone's goal is to win the super bowl and it's great when you win playoff games. >> it's great when you win a championship and you get there. but getting in the super bowl, going through that, you know, with your teammates and your families and just the whole process of it, it's always on how many people know about it, but it's not fun to go and lose. >> it's not fun to, you know, not achieve your goal at the end of the year. very proud of, you know, what we did, how we did

foot issues. he's set to have surgery soon with plans of being ready around the start of training camp this late july or early august. now, according to multiple reports talking baseball now, the giants have agreed to a three year, $42 million deal with outfielder jorge soler. he won the world series mvp with the braves back in 2021. he's got a career 317 batting average at oracle park, so that's good news. it looks like the oakland a's will play baseball at the coliseum beyond. and next season, the san francisco chronicle reports. the team officials will meet thursday with reps from oakland and alameda county to discuss a lease extension. the team's current lease runs out after the upcoming 2024 season. our casey pratt tweeted that this is really a logical step for the franchise to extend the lease and the quote, the city has some leverage here to ask for something major in return. just follow casey pratt. he knows everything. the a's making history today by their new play by play announcer, it's jenny kavner becoming the first woman in major league baseball history to be a team's primary play by play announcer. she's been in the business for two decades, most recently serving as a backup play by play announcer with the rockies. she also does a lot of reporting with the
