in the upper 50s to the lower 60s. let's see how we're doing on the commute this morning. gloria. good morning. >> good morning drew. well, right now we are following a situation that we're still getting some more information on, but there's a big rig crash over on northbound 880 after broadway. so we're going to keep tracking this for you throughout the morning and see if this is causing any delays. right now, it looks like there are no issues. guys >> thanks so much, gloria. breaking news law enforcement activity, putting an east bay neighborhood on lockdown. this is happening. san pablo. the contra costa sheriff's office says it's impacting the montalban manor area near rachel road and heather drive. people are being told to stay inside to close and lock their windows and doors. abc seven news reporter lena howland just arrived there. selena, what do we know? early on? >> reggie details are still pretty scarce about what's happening out here right now, but we do know that this area has been placed under a lockdown by the contra costa county sheriff's office. i'll take a step out of the shot so you can get a better view of what's

happening out here right now. all we know is that this is happening because of some sort of a law enforcement activity in the area near rachel road and heather drive. there are several homes and apartment complex and a school, montalvo and elementary school, all within the parameters of this lockdown. officials haven't said how school will be impacted by this sheriff's deputies are urging everyone to stay inside, close and lock all windows and doors until this situation is resolved. they're also telling neighbors to stay off the phone and to not call 911 unless they have a life altering emergency or a life threatening emergency. again, people living nearby are told to stay indoors until they receive either official word live in san pablo. lena howland abc seven news okay, lena, we'll keep checking in with you. >> thank you. this morning, neighbors are raising concerns about the dangerous chemicals coming from the valero refinery in benicia. it started with a malfunction friday night. it caused a chemical spill and release of the highly toxic gas hydrogen sulfide. after that

incident, the refinery is ground level. monitoring showed a huge spike in hydrogen sulfide levels . hours later, the citizen run benicia air monitoring system also showed large levels of the chemical in the air as much as 100 parts per billion, the fire department says. at that level, the chemical could have led to some health problems if people were exposed to it for several hours. >> the levels that we were seeing in the neighborhoods were something where you wouldn't want to be in it for hours and hours and hours, but an hour or two, you're going to be okay. >> we reached out to valero to get comment, but we are still waiting to hear back. >> today, the supreme court is hearing two cases that could determine the future of what we see on social media. at issue is whether states can limit how tech companies remove content on their platforms. gloria it's a process some critics claim is censorship. >> good morning amanda. this morning, a crucial question takes center stage at the supreme court. how far can the

government go in regulating political content on social media? the justices will be hearing arguments today about whether two laws passed in republican run states are constitutional. the florida law bans tech companies from suspending the accounts of political candidates. the texas law makes it illegal for tech companies to remove political content based on someone's viewpoint. even if it is hate speech support of these laws say that social media platforms have been censoring users, especially those with concerns or religious views. but tech companies argue they have a right under the first amendment to set their own standards to prevent misinformation. both laws would allow tech companies to be sued for violations. lawmakers in those two states say that they are trying to regulate the business actions of social media platforms, not their freedom of speech. this case could have far reaching implications from what you see about the presidential election to how spam is regulated. the justices are

forum this thursday. >> the finalists for the job have not been announced yet, but we do know it will not be former police chief laurent armstrong, a representative, told the newspaper he's no longer seeking reinstatement. he's now suing the mayor and the city after he was fired without cause by mayor shengtao. more than a year ago, shot owners in the east bay rallied together yesterday to honor slain shopkeeper aristeo zambrano. he was a former united farm workers leader of the 1970s and a longtime oakland business owner. organizers say his story embodied the american dream. zambrano was killed in his own auto repair shop on international boulevard earlier this month. supporters and speakers used the rally yesterday to demand an end to the violence that is plaguing oakland in the south bay. >> people from all over the bay area came together over the weekend to help out a small pie shop on valentine's day. a last minute cancellation from tesla cost the owner of the giving pies thousands of dollars on

seen clinging to bushes in the moving water. sonoma county firefighters were able to get all three back to safety. the fire department says the river can be really dangerous due to strong currents and cold water. >> they entered the water. additionally in an attempt to rescue her. at that time, our rescuers also got on scene from sonoma county fire district and deployed our rescue boat, uh- performed a rescue on all three of the victims in the water. two deputies and one civilian on the woman was taken to the hospital in critical condition, and she's believed to be suffering from hypothermia. >> today, san francisco's board of supervisors is expected to push for answers from p-g-and-e's about power issues in the city. storms earlier this month led to the most outage impacts in the utility's history, leaving hundreds of thousands of customers without power, some for days. the board wants to know more about the utility's response and what p-g-and-e's is doing to prevent more disruptions. it comes as customers are about to face a
