san francisco leaders today formally apologizing to the city's black residents. it's a move to right the wrongs of past harms. good evening. thank you for joining us. i'm dan ashley, and i'm ama daetz. >> just hours ago, supervisors passed a resolution apologizing. >> now they say it's just a first step in laying the groundwork for further commitments to the black community. >> abc seven news reporter julian glover is here with a closer look at this historic

move. julian. >> a first step being the key to all of this right here, the san francisco board of supervisors voted unanimously to apologize to black residents of the city of san francisco for decades of discriminatory policies and systemic discrimination that amount to anti-black racism, an important first step with a complicated and long road ahead. >> we have much more work to do, but this apology most certainly is an important step, and one of the over 100 recommendations made by the african american reparations and advisory committee. >> the resolution is adopted unanimous. >> with that move, san francisco joins a short list of major u.s. cities and states that have taken the first steps to repair its black residents is a long overdue apology. >> we know that an apology without action rings hollow. supervisor shamann walton wrote the legislation to create the african american reparations advisory committee to develop recommendations for repairing harm done to the black community

by the city government. >> the group released a blockbuster report in july of 2023, with more than 100 recommendations ranging from downpayment assistance for home buying, improved access to education to cash payments. the first being an apology. >> we didn't have those opportunities back then. we most certainly were held from those opportunities through policies even today. and so people have a responsibility for righting the wrongs of the past because they still affect us here today. >> doctor amos brown, the san francisco naacp president, was on the reparations advisory committee and also served on california, was first in the nation state reparations task force. >> but we must go beyond just words. we need work. we need concrete measures. the reverend is calling for additional measures from the board of supervisors to go beyond that apology, addressing areas of housing, health and economic

development for san francisco's dwindling black population, advocates daetz without much delay measures to correct the wrongs. if we can't do that, then in an apology will ring hollow and it will be, as i've always said, just feel good. cotton candy politics cheryl davis, the executive director of the sf human rights commission, which oversaw the work of the reparations advisory committee, says her office is now working on implementing a small slice of the 100 plus recommendations. >> we've already started to work on, on some of the other things in terms of the war on drugs, in terms of addressing the folks who were displaced during redevelopment era era times and trying to look at cash payments for them. >> the push for reparations in san francisco previously had a bit of a setback as the city,

faced with that significant budget deficit, pump the brakes on its plan to spend $4 million to create a reparations office. again, this apology is a first step in a long road ahead. >> for sure. uh- julian, there was a mention of cash payments in your piece. now, that's still a far cry from the million tons talked about by the reparations committee. >> exactly that $5 million number that was proposed got a lot of national international headlines when it was first talked about. but instead the s.f. human rights commission, they're looking at 5 to $25,000 payments. these would go directly to people who were pushed out of san francisco through the era of redevelopment and urban renewal. so, again, you know, not making them completely whole, but a gesture toward doing so. >> okay, keep us up to date. >> you know, we will. yeah, thanks. >> appreciate it. >> developing news with the shopping hub of san francisco macy's is going to close its flagship store in union square. this is one of 150 stores around the country that macy's is closing. because it is quote unquote, effective. city officials say the san francisco location will remain open until

macy's can find a buyer for the building. at least 400 employees are affected by the closure. the union square macy's is iconic, and it's a draw during the holiday season with the traditional tree lighting ceremony. the macy's windows with all the animals in it. mayor london breed says the closure has nothing to do with retail crime and that it is strictly business. >> we've had even this past holiday season between november 20th and the end of the year, we've seen a significant decline in crime, and so we know this has nothing to do with that decision. it's really a larger business decision that macy's has made. >> macy's says it's shifting its business model from larger stores and malls to boutique shops. >> hard to imagine union square without it. well, another future in question is the oakland coliseum. a's fans say it could be the site of a new economic opportunities. as the owner of the a's focus on moving the team to las vegas. but abc seven news reporter ryan curry says there is something standing in the way

for the future of east oakland is centered around the coliseum, and community groups wanted out of john fisher's hands. the oakland united coalition is calling on the alameda county board of supervisors to end their agreement with the a's owner. >> their agreement is allowing the a's ownership to block the flow of needed resources into the east oakland community. >> development groups such as the african american sports and entertainment group already have big plans to redevelop the land. the plans include new housing, a new entertainment district, and possibly new stadiums for other teams. however, fisher owns half the land which he bought from the county. >> john fisher stop preventing the use of the coliseum by interested sports teams and sporting events. sell your stake in the ownership of the coliseum. >> this is a massive chunk of land that could be used for so many different projects, and those we spoke with today say a development here would benefit not just this community, but the entire city and land is very important to us is it's not right for them to refuse to work

together with us and for them to have the rights to the land. >> that's right. >> we reached out to the a's and they said they're planning to meet with asg in the coming weeks about future plans. it's a project that could change the look of east oakland, but this group worries fisher will stand in the way. >> we want the board of supervisors to call on the athletics to stop their interference with events at the coliseum, a place that they claim is no longer viable, but a place that so many people in this community and beyond have come to love. >> the a's are currently negotiating to extend their lease to play games at the coliseum for a few more years, but the longer they stay in oakland, the longer it would take to redevelop the land. that is why this group wants fisher to give up his share. >> i, for one, am tired of billionaire years being able to dictate the lives of so many but care so little, care so little for those lives in oakland. >> ryan curry abc seven news jewish organizations in uc berkeley are condemning demonstrators, including pro palestinian activists who

violently disrupted an event on campus last night, according to the university, a group of 200 protesters surrounded zellerbach hall, where a former israeli defense force member was set to address a student group. >> the protesters broke doors and windows trying to get into the event. security worked to hold them back. those inside said they feared for their safety. here's a look at the outside of the building today. the event was canceled and the building evacuated. uc berkeley's chancellor's office issued a statement saying the incident violated university rules and fundamental values, including, quote, free speech, diversity of perspective, and the ties that bind this community together. >> an unhoused man was found sleeping inside a locker room at lowell high school in san francisco. several students and a coach encountered the man inside the girls locker room around 9:00 saturday morning. san francisco police say there were no signs of forced entry into the school or any other damage. police escorted the man out. no one was hurt. the school's administration says they're taking safety measures to ensure all exterior doors are

locked after school hours. >> election day is one week away, and there's a big effort to get people to cast their vote, especially those in marginalized communities. abc seven news reporter zach fuentes has more. >> from policy to candidates, critical decisions are being made in just under a week in the march 5th primary election. >> i think people forget that we, the community, are the employer because of our elected officials. >> still, officials and community groups are concerned with low turnout in primary elections. look at four years ago in our last presidential primary election, where only 52% of our registered voters turned out and cast their ballot. >> so those 52% of people made the decision, often for 100% of the voters. as of monday in santa clara county, about 89,000 of more than a million registered voters have submitted vote by mail ballots. >> local community groups are hard at work to increase voter turnout, many of them combining forces to form the together we vote coalition.

>> we bring candidates who may be running people who have policies and other organizations to come and get the community exposed to them because so often communities are not aware of many of these things. >> organizations like the latino coalition of silicon valley have also been part of the efforts, hosting phone banking sessions and social media campaigns to try and reach voters who may not be inclined to turn out. >> latinos are, unfortunately, one of the lower margins when it comes to voting. we make up 30% of the population here in san jose, and that, unfortunately, is dwindling as we're seeing more and more families pushed out of our communities. >> the latino coalition of silicon valley says they're intentionally targeting other latinas to not just vote, but get the rest of their family and friends to do the same. >> we are the matriarchs in our household and systemic change really does come down to us. and encouraging our our future generations and our older generations to come out and vote. >> carmen bremer says many in black and brown communities get turned off to voting after years of not seeing the issues impacting them addressed. but that's also why she says, it's

milpitas and more than 100 in san francisco, documents show. the bay area layoffs are expected to happen starting on april 15th, after nearly a decade of work. apple has stopped its effort to develop an electric car. the cupertino based company, rumored project titan, has been discontinued. it first sparked conversation back in 2015, but has since hit roadblocks, including the car not coming with self-driving capabilities as apple anticipated and difficulty keeping staff, company executives told the 2000 team members on the project that they will now focus on generative ai, a top honor for law enforcement officers in california. >> the men who were recognized today for their bravery and exemplary service

windy out there. a little breezy along the coast. headlines tomorrow. chilly morning, milder afternoon. thursday through sunday. we're looking at colder, wet and gusty. and this weekend, yeah, there is a chance of snow on our higher peaks tomorrow morning. just like this morning. we're going to start out with frost. so it is definitely going to be chilly in our north bay valleys 2 to 9 a.m. tomorrow. also the coastal range there. temperatures down to the mid 30s. frost will form today's temperatures. did drop down to the mid 30s tomorrow morning we're going to do it again. so 36 degrees in santa rosa, 38 in livermore, 44 san jose, 47 in san francisco, 45 in oakland. now tomorrow afternoon it's a pretty nice day. you'll see a mix of sunshine and occasional high clouds. temperatures will be in the upper 50s to the upper 60s, then here comes the level one storm. thursday light to moderate showers, gusty winds impacts the afternoon evening commute. that's where the biggest impact will take place. the winds will start to pick up as we head towards thursday afternoon. 3538 mile an hour
