everyone. i'm andrew dymburt and i'm rhiannon ally. >> good morning to you. we want to begin with some breaking news. gunfire outside the u.s. embassy near beirut, lebanon. >> the lebanese army says multiple gunmen tried to attack the embassy. officials say soldiers shot at least one attacker, who is described as a syrian national, and took another suspect in custody. the gunfight lasted for nearly half an hour. one attacker was reportedly wearing a vest that said islamic state. >> no embassy staff members were injured. the lebanese military says it deployed troops to the area. >> tensions in the region have been high during the war. in nearby gaza, hezbollah fighters in lebanon often exchanged fire with israeli troops. >> an outage affecting phone service across the country has apparently been resolved. at&t and verizon customers were affected. some were unable to make certain calls. here's abc's lionel moise this morning. >> at&t says service is back up and running after an issue left millions of customers unable to make calls to other networks.

the company saying we collaborated with the other carrier to find a solution and appreciate our customers patience. during this period, customers in 24 states from washington to florida were affected. self reported outages showed new york, chicago, philadelphia, dallas, pittsburgh and indiana alice among cities with the most reported issues. verizon an also monitoring the situation, saying some customers , primarily in the northeast and midwest, are experiencing issues when calling or texting with customers served by another carrier. at&t insists calls to 911 were not impacted, but customers were quick to react on social media. seriously. at&t again, another saying can't wait to get $5 back on my $300 bill, referring to the $5 credit at&t gave customers after another outage back in february. that time, 911 emergency services in several states were affected and customers lost service for hours

. at&t blamed that outage on a technical error, while it was expanding its network. the company is also investigating a data breach from march, where the personal data of some 70 million current and former customers was leaked on the dark web. as for this most recent outage, at&t says calls between its own customers were not affected. no word overnight on the cause. the fcc is investigating both outages. rhiannon andrew. >> lionel. thank you. president biden's new border policy took effect overnight, limiting who can seek asylum on the southern border. biden's executive order is expected to face legal challenges in the meantime. it is a big change. abc's christiane cordero has details. christiane good morning. >> andrew good morning to you. the biden administration is now pushing migrants to use legal pathways to enter the country through ports of entry. but critics say this change may only cause more problems overnight. a new policy on the southern border. president biden's new executive order now makes it harder for migrants who illegally cross into the u.s. to

get asylum. the order was designed to take effect when the number of border encounters between ports of entry hit 2500 per day, meaning it took effect immediately at midnight. because the last time average daily encounters were below that level was back in 2021, when biden took office. the order will only be lifted when apprehensions drop to 1500 per day. numbers not seen since the pandemic. on the abc news start here podcast, homeland security secretary alejandro mayorkas spoke about the changes. it is certainly our hope that with our continued press on, lawful pathways are continued. >> attack against the smugglers in the cartels and this bar that we will be able, to drive lawful pathways successfully. >> migrants who arrive at the border but do not express fear of returning to their home countries will now be subject to immediate removal within a matter of days, or even hours. there are exceptions, including for unaccompanied minors. >> what we have done over the past three years is build lawful

pathways, and in fact, more than a million people have access. those lawful pathways in the past year. so asylum is very much still alive. immigration advocates worry biden's executive order will only worsen the already months long backlog at border crossings. >> struggling with a lack of resources. but president biden says he had no choice in taking this executive action because republicans rejected a bipartisan border security bill earlier this year at the urging of former president trump. >> i've come here today to do what the republicans in congress refused to do take the necessary steps to secure our border. >> a group of voters who supported nikki haley for president called biden's executive order a huge win for haley. republicans. but republicans in congress dismissed biden's plan as an election year stunt, arguing biden's reversal of trump era border policies years ago is what created this migrant crisis. >> don't be fooled. one executive order can in no way

undo the 64 specific executive actions he's already taken, and three and a half years of chaos that they've allowed to ensue. >> migrant encounters at the border have been on the decline for months, but administration officials say the numbers are still far too high. >> rhiannon, christiane, thank you for that report. a disturbing story near cleveland. police say a three year old boy was fatally stabbed in a random attack outside of a supermarket. witnesses say a woman attacked the boy and his mother. his mother survived. surveillance video shows the suspect there. she is a 32 year old woman holding the knife. police say she got it from a nearby thrift store. she was arrested and police are now looking into possible mental health issues. >> testimony resumes today at hunter biden's felony gun trial. an fbi witness will return to the stand, prosecutors told the jury the president's son knowingly lied about his drug abuse on a form to buy a gun. but the defense says hunter was using alcohol at the time, not drugs, and did not knowingly

break the law. >> stormy daniels is speaking out about her decision to wear a bulletproof vest when she testified at former president trump's hush money trial, her payment to keep silent about an alleged sexual encounter with trump was the focus of the case, and she says she got death threats every day. >> and there was one email in particular that just felt odd, and i showed it to some law enforcement friends, that live here in florida. and they said, you know what? it's better safe than sorry. you're not going to you know, regret wearing this if someone shoots at you. trump is now asking the judge to lift the gag order from that case. >> we turn now to artificial intelligence. it holds so much promise in making our lives easier and healthier. but there's also risk a lot of risk. and now some prominent experts are sounding the alarm this morning, current and former employees at two major artificial intelligence companies are sounding the alarm about what they describe as a reckless and secretive industry. in an open letter, the group is

calling for more transparency, saying a.i. companies possess substantial nonpublic information about the capabilities and limitations of their systems. however, they currently have only weak obligations to share some of this information with governments and none with civil society. the letter calls for a.i. companies to stop blocking employees from openly criticizing them, and create anonymous ways for employees to voice concerns to regulators. >> if we let this horse get out of the barn, it will be even more difficult to contain than social media. and we are. >> last year, senators josh hawley and richard blumenthal released a bipartisan framework for regulating ai. we have a responsibility here now to do our part to make sure that this new technology, which holds a lot of promise but also peril, actually works for the american people. but more than nine months after that framework was announced, not a single federal law governing artificial intelligence has been passed in response to the new letter, openai saying, we agree that

rigorous debate is crucial given the significance of this technology and will continue to engage with governments civil society and other communities around the world. one author of that letter says ai is advancing with worrying speed. openai said it will soon establish a new committee to make recommendations about safety. >> turning now to the weather and a potentially historic heat wave is bearing down on the west. let's check your wednesday forecast. right. >> good morning. some gusty thunderstorms will be moving through parts of the ohio valley, the great lakes area, even into the interior south with a small risk of an isolated tornado. flash flooding is a big concern as well. all this slides east through the ohio valley in through this afternoon, evening and into the night, and eventually into the northeast later into the night. another big story will be the heat scorching heat. accuweather realfeel temperatures 110 to 115 into phoenix and las vegas. very hot weather for accuweather. i'm jeff cornish for abc news.

evidence against him. they say james craig poisoned his wife's protein shakes with cyanide, and they claim he discussed the plan with his mistress, who was interviewed as a witness. craig's lawyers claim her statements were coerced. >> we are learning more about a near collision on the runway and one of the nation's busiest airports. those involved are describing just how close they came to disaster. this morning. investigators are blaming, multitasking and missed communication for a near collision at new york's jfk airport. >> 1943 runway four left everything else in january last year, air traffic controllers cleared a delta flight for takeoff. >> but as the plane accelerated down the runway at 120mph, an american airlines crew made a wrong turn and crossed into the path of the delta plane. the ntsb's final report includes a phone conversation after the incident between the tower controller and the american airlines captain. >> i don't remember exactly now. exactly. and, i guess enemy

crossed the runway. >> the plane stopped within 1000ft of each other. the ntsb found the american crew had been distracted by other tasks. as the plane was taxiing with 149 people on board. i lose sleep over this one, the captain later told investigators. because i can't figure out why i missed the turn. it was a radar system that alerted air traffic controllers to the imminent collision, and they warned the pilots to stop just in time. >> luckily, his reaction time was rapid and the flight crew's reaction time was also rapid, which prevented something worse from happening. we've seen more close calls in recent months. >> in april, a southwest flight and jetblue flight came within 400ft of each other at reagan national and last year in austin, a fedex cargo plane preparing to land flew over a southwest jet that was taking off, coming within about 100ft. really scary. the ntsb is now

space. wootton's chunk appears similar to this four foot chunk of debris found in nearby canton , north carolina, his son in law pointing out the similarities, he said look at this article on wls tv. >> he said, that piece you've got it goes with this space junk has crashed to earth recently. >> in march, this piece of debris crashed through a home in naples, florida, tearing through the roof and two floors, causing $15,000 in damage and nearly hitting the owner's son, nasa confirmed the cylindrical object was part of a cargo pallet for the space station and back in 2019, this pseudo satellite launched for a samsung promotional campaign came crashing down onto a farm in michigan. the us is tracking an estimated 45,000 objects in orbit, including nearly 19,000 pieces of space debris among them. this tool bag dropped by astronauts during a spacewalk back in north carolina. no official word on the source of that debris, but one expert claims a space capsule may have passed over both impact sites. but spacex has not yet commented.
