news. >> current and former employees at two major artificial intelligence companies are sending a warning about the industry. and amanda, they've come together to publish a letter calling for more transparency. >> kumasi those employees describe the ai industry as reckless and secretive? in an open letter, they say ai companies have weak obligations to share nonpublic information about the capabilities of their systems, with governments. the letter calls for ai companies to stop blocking employees from openly criticizing them. it also asks for anonymous ways for workers to voice concerns to regulators. last year, two senators released a bipartisan framework for regulating ai. >> we have a responsibility here now to do our part to make sure that this new technology, which holds a lot of promise but also peril, actually works for the american people. >> if we let this horse get out of the barn, it will be even more difficult to contain than

social media. >> but more than nine months after the announcement of that framework, not a single federal law governing ai has been passed . in response to the new letter, openai said, quote, we agree that rigorous debate is crucial given the significance of this technology, and we'll continue to engage with governments, civil society and other communities around the world. openai ai recently said it will establish a new committee to make recommendations about safety. back to you at the desk, amanda. >> thank you. new developments and a contract dispute that could cripple public transportation in san francisco this summer. the chronicle reports the union representing muni workers and sfmta met yesterday. the union is asking for a 16.75% raise. sfmta is offering 15.25, which union members wanted last week. muni drivers are also asking for better working conditions. lawyers for sfmta argue the agency simply can't afford any more money, and they say muni operators are already the

highest paid operators in the nation. if no agreement is reached, there is the potential muni workers could vote to authorize a strike this summer. developing news the uc system taking its fight against striking grad students a step further, university of california officials sued the students union, saying the current work stoppage violates the no strike provision in its labor contract. according to the chronicle, they say it will cause irreparable harm to the university of discontinues. the suit was filed monday, the same day the state's public employment relations board denied the ucs request to halt the strikes for a second time this morning. we're following up on the pro-palestinian encampment on uc santa cruz's campus. we first told you this on friday on abc seven mornings. that's when law enforcement moved in to clear demonstrators from that space. the chancellor now says the encampment was disrupting services on campus and was also a safety issue. she says more than 100 people were arrested, and the protesters did hundreds of thousands of dollars in damage to campus. a post from

the uc santa cruz students for justice for palestine is drawing criticism after it backed the burning of a uc berkeley police vehicle. the jewish community relations council responded, saying anti-israel protests are taking a, quote, dark and dangerous turn. the defense and david depape state criminal trial will begin arguments tomorrow. >> the paps, already sentenced to 30 years in federal prison for the attack on speaker emerita nancy pelosi's husband. the government just retested, rested, i should say, its case yesterday after four days of testimony, a jury of seven men and five women listened to a revoiced transcript of david depape being questioned during his federal trial. in the transcript, there was an admission of the targets the 44 year old had on his so-called hit list after his planned kidnaping of then house speaker nancy pelosi. some on that list included adam schiff, mike pence , bernie sanders, hunter biden, gavin newsom and george soros. >> i mean, the facts are actually pretty clear. so i

think that they they really need to have something that a juror can hang their hat on. >> that legal expert says despite the extraordinary amount of evidence, it's unlikely de pap will get life in prison if convicted of the state charges this morning, phone service is back up and running after an issue left millions of customers unable to make calls to other networks. >> the outage affected at&t and verizon customers in 24 states. at&t insists calls to 911 were not impacted. this is the second major outage in recent months. at&t gave customers a $5 credit after an outage in february. the company blamed that outage on a technical error while it was expanding its network. the fcc is investigating both outages this morning. >> we're learning more about a near collision on the runway last year at jfk international airport. the ntsb released information from its report on this close call between delta and american airlines passenger jets. so as a delta plane sped down the runway for takeoff, an

american airlines crew made a wrong turn into the delta jet's path. a radar system alerted air traffic controllers of the impending collision, which helped them to warn pilots to stop before crashing into each other. >> luckily, his reaction time was rapid and the flight crews reaction time was also rapid, which prevented something worse from happening. >> investigators found multitasking and miscommunication was to blame for this incident. they also found the american crew had been distracted by other tasks. ntsb is now pushing for more technology in the cockpit that can warn pilots of an impending collision. >> a live look at sfo now. there is some good news. if your summer vacation involves a flight in or out of sfo, a months long construction project that's been causing widespread delays is coming to an end early. airport officials tell our media partners at sf standard work on the 28 left taxiway will wrap up no later

president biden arrived in france to commemorate the 80th anniversary of d-day. he'll spend five days there and attend d-day celebrations in normandy. he's also expected to deliver a speech and hold a formal state visit with french president emmanuel macron this morning. the us mexico border has effectively shut down after president biden's executive order on immigration went into effect. a man of the order issued new rules for how many people can cross a week. and we've already reached that threshold. >> yeah, reggie, president biden's action shuts down the asylum process in the u.s. for people crossing the border illegally. once migrant apprehensions averaged 2500 a day over the course of a week, the southern border reached that limit last night. now, the rules would hold until unscheduled apprehensions dip below 1500 per day for two weeks. there are limited exceptions for unaccompanied children and victims of human trafficking, and there is no limit on the legal process at ports of entry. the administration says something needed to be done to

in redwood city. drone view seven captured what's left. the area was still smoking more than 24 hours later. it's a big loss for affordable housing efforts. the complex would have had 179 affordable apartments, including some for unhoused people, the contractor said. workers tried to put out the fire with extinguishers, but it spread too fast. neighbors forced to evacuate worried they'd have nothing to come home to. >> flames were already over and the heat was was so intense and embers falling. i was i was for sure like, we're going to lose the house. >> fire investigators don't know yet how the fire started. the contractor says workers were not doing any hot work on the site. that's work that involves gas or welding equipment that can easily start fires. mercy housing, the partner of the project with san mateo county, says it plans to rebuild the family of a little boy who was a victim of a vicious dog attack on a san francisco sidewalk, is hoping the dog's owners come forward.

>> surveillance video captured a really scary moment in the marina. you can see the four year-old boy walking with his nanny when that big dog ran toward him and attacked the owners, who were dining outside, got up and blocked the dog from continuing to attack the nanny says the couple eventually went back to their table to finish the meal, didn't apologize, and didn't leave any contact information. the boy had to get five stitches. abc seven news spoke with his mother and the executive director of san francisco animal care and control. >> he asked me, why did the big white dog hurt me? and he absolutely broke my heart because he didn't do anything wrong. >> and we have a leash law in this city. the dog should have been on a leash. second, the owners of the dog are legally obligated to give the victim or in this case, the nanny contact information, name, phone number, address. that's the law. you have to give that information up
