characterize president biden's move. this ultimate move to step aside. how stunning and monumental do you think it is? i mean, did you ever in your decades in politics, think something like this could happen? >> never in fact, when you look at the history of this country, no one who has power ever voluntarily gives it up. and that's what president biden did. the only one really you can speak to is george washington, who could have continued to be president into a third term. but chose to not run for a third term. they were willing to call him your excellency. he was so beloved, joe biden is that beloved. and, what he did was really remarkable. and for everyone who said that he has put country over personal gain, i mean, that's true, but it doesn't even begin to speak to the gravitas of this man and his
3:14 pm
willingness, to always do the right thing. and his life has been one of, you know, a series of tragedies and challenges. and yet he comes back and hearing him speak at his former headquarters in delaware, just a few moments ago, he's going to be all in. he's going to be campaigning for kamala. he's going to be engaged, raising money for her and also continuing his work as president of the united states. >> yeah, this is all so, so amazing in the way that it's playing out. and part of it is the donations, 81 million in the first 24 hours. does that surprise even you and what does that suggest to you about what is happening with voters? >> no, it absolutely surprises me. >> it surprises donald trump. i can assure you. and to have it be the highest uh- money raised ever in a 24 hour period in the history of the country is really remarkable. now, having said
3:15 pm
that, we are not out of the woods. this is going to be a short but long campaign, and it is going to, you know, test everyone's, ability to look beyond the lies, look beyond the, racism that we will certainly see and the misogyny and, you know, speak to, goodness over evil and that may be a simplistic way of looking at it, but you're going to see former president trump do some despicable things. i'm i'm very confident that that's what's going to happen because he can't help himself. and kamala's going to have to stand strong and erect and not necessarily give it back, but show the strength of her person, which i know she's i've known her for over 30 years, and she has everything necessary to take on, the powers

that be within the republican party. and donald trump in particular. and the comment about, you know, the former prosecutor and the felon is couldn't be more apt. and, you know, they always talk about october surprises in elections. unfortunately, unfortunately, the surprises came in july this year, a tragic situation with the attempted assassination. and then president biden's willingness, selflessness to turn over the reins of the democratic party. >> to kamala harris, you just gave what sounds like a ringing endorsement of kamala harris as the top of the ticket. it does seem like a lot of people are falling in line and saying the same things. you know, speaker emerita, of course, nancy pelosi today gave her endorsement. the clintons did right away. governor newsom, who some had earlier talked about as a potential rival, right. for that position, many, many more. but until this point, really, there

have been some ambivalence in terms of is she the strongest candidate? does she have some negative? she ran in 2020 and didn't win. does it seem like all that has quieted away and fallen by the wayside, or is that contingent still there? i mean, is she definitely can you see any scenario in which she's not the nominee? >> i see no scenario where she is not the nominee. and i think you have to realize that the coffers, the campaign coffers of the biden-harris campaign go to her. if someone else got in the race, they would have to start raising money from ground zero. so much of campaigning has to do with raising the money and getting your message out. so she's in a very good position to do that, and she's been at his side for the last three and a half years. involved in all of the decision making. he's had to make. uh- been at all of those important briefings that take place every morning where the cia and the national security

community comes to a brief. the president. that was laughable during president trump's era, because i was on the intelligence committee at the time, and they kept having to dumb it down to try and keep his attention because he wouldn't read the briefing book, and he would want to provide it orally. so, she's prepared and far more prepared to be president. i think. >> well, donald trump, we've got about two minutes and i have two questions for you, so i'll make them quick, what does it take for this whole process to be official for her? that is the delegates or pledged to biden right now? what does it take for them to, you know, go into her bucket, if you will? how does that work? and is that happening in california as we speak? >> so, in fact, in california and across the country, there are endorsement forms that delegates can fill out. to indicate whether or not they're endorsing kamala harris. that's
3:19 pm
happening, throughout the country, six states have already indicated that they will, or have, assessed the situation and have chosen kamala harris, and all their delegates have agreed to that. so there's six states already. california is in the process. about half the delegates in california have already filled out those endorsement forms in favor of kamala, there will be a rules committee meeting. i believe this afternoon that will also decide how california is going to move forward. i think most of this is going to happen before the actual convention, so we should be in a position to know, i think, relatively soon. >> okay, real quickly, who would you think would be the most strategic for her as a running mate? i know the ultimate choice is hers, but what does that person need to bring to the table? and who do you think? do you have a name in mind? >> i do, and i think it's josh
3:20 pm
shapiro, i think andy beshear is great. i think, collins is great, but you have to look at the number of electoral votes, and pennsylvania has 19, kentucky has 11. if she's looking at the electoral map, she's got to be very strategic in terms of who she picks. of course, she's got to have chemistry with that person as well. but they're all very strong candidates. >> all right. well josh shapiro we'll mark it down that that's you know, that's what you said. we'll see who, ends up being the one. thank you so much, jackie speier. really appreciate your insight. we'll continue to bring you updates out of washington as they happen. you can get the latest anytime on our website, abc seven news.com, including a full list of those who have and have not endorsed harris. that list is growing, so stay with us all right. a delay today in the effort to create a new city in solano county. you'll learn why those behind the effort are push
