abc seven news reporter luz pena is looking into the plan to get rvs to move along. >> but we'll begin with tara campbell and the new developments, the city's journey home plan. tara >> yeah, larry. mayor, london breed just issued a directive to all city departments dealing with people living on the streets of san francisco. the mayor is ordering them to offer relocation assistance before providing any other services, including including housing and shelter. she's also requiring first responders to hand out information on these services, and the city will be tracking numbers to monitor whether the program is working. as for the reasoning behind this, well, according to the mayor's office, 40% of those living on city streets came to san francisco from another county or from out of state. now, this move comes as shelters are reaching capacity, and as the city ramps up efforts to sweep encampments. this all following a supreme court ruling giving cities more leeway to force people off the streets. we should also point out san francisco has always

offered people, has always offered relocation services to people. this directive prioritizes it, and we are working to gather reaction on this directive. and we will be bringing that to you tonight at ten, live in the newsroom. tara campbell, abc seven news. >> all right, sarah, thank you. san francisco's mayor is trying to build a better bay area by making sure more people have permanent housing, including those who have been living in rvs along winston drive near sf state. >> the city is now telling those people to move. as abc seven news reporter luz pena found out, those rv residents are one step ahead. luis. >> that's right. these rv residents knew this day was coming on september of 2023, sfmta's board of directors approved a four hour parking limit on winston drive. today, that parking limit begins. what this means is that rvs will get parking tickets if they're not moved every four hours. so we found that many people just decided to park in the surrounding areas where there are no parking restrictions. it's the day many rv residents

along winston drive in san francisco have been dreading. angela, when did you move here to ca? >> i a este lugar uh- hace dos dias two days ago. >> so instead of moving their vehicles every four hours to avoid getting a ticket, we found many of them spread out throughout the area on lake merced boulevard and skyline boulevard. one of them is angela, a mother of two. we haven't gotten tickets because we moved before they started ticketing. angela did not want to show her face because she works at a nearby school. she said her husband bought the rv to go camping as a family three years ago. but after losing his job during the pandemic, they moved out of their apartment in daly city and this became their home. recently, she was offered shelter aqui en la ciudad, the person from the city who came here to speak to us did ask me, what is holding you back? why are you here in san francisco? angela said. many here were given three choices a shelter, one month of free rent from the

city, and a third option to leave san francisco. when they came here is that they said that if i have a family member somewhere else in another state, the city would pay for us to fly there and leave it. tu quieres hacer eso? you want to do that? >> and la verdad? no tengo ninguna familia pero tampoco lo quiero hacer otra cosa dijeron ellos. >> i don't have a family member anywhere else. and i also wouldn't want to do that. a couple rvs down from angela. we met carla. she moved from winston drive to with her husband and two daughters. only my husband is working right now and we just don't have enough money to be able to move somewhere else. the coalition on homelessness said the city had enough time to find solutions for these families. i mean, it's been four years of winston drive residence, >> the vehicle housed immigrant families down there who have trusted the city to find it a safe parking site. in a statement, sfmta said in part, city streets are public space where the curb is designed for public parking use, and we need

to manage the sharing of the curb space as more rvs continue to park near a community center, residents here are beginning to notice the very sympathetic to these people. >> sfmta said they believe the city has contacted 100% of all the rv residents in the area to offer them shelter. what was clear today is that many of these families don't want to be in a congregate shelter when they can be inside an rv together as family. the city also looked into a safe parking lot for these rvs, but that has not been approved yet. luz pena, abc seven news louis, thank you, san francisco mayor london breed says the city's new budget will keep the city moving forward. >> the deal, signed by breed today includes $15.9 billion for the 20 2425 fiscal year and 15.5 billion for 2526. it closes a $789 million two year deficit. now, the mayor says the deal includes critical investments in core government operations, public safety, homelessness, children and families, and

economic revitalization. >> in the south bay, there is an outbreak of scabies at a homeless shelter in sunnyvale. so far, none of the cases is confirmed. abc seven news south bay reporter zach fuentes has the story inside the north county shelter in sunnyvale. >> more than 100 beds are set up for people experiencing homelessness. right now, less than 50 people are currently staying there. >> there's the county owns this facility and we contract with bill wilson to run the shelter day to day operations. >> bill wilson center, took over those day to day operations four weeks ago from another nonprofi. last week, people who stayed at the shelter reported that several people had contracted scabies, according to the cdc. it's an infestation of the skin by a human itch mite that causes intense itching and a rash. this woman said she stayed at the shelter for six months and contracted scabies. it's just really uncomfortable, especially at night. >> you can't sleep. you toss and turn and you're just always itchy. >> bill wilson, center, addressing those concerns at a

thursday press conference. according to our partners at santa clara county public health at this time, there are no confirmed cases of scabies, only presumed cases pending the results of a skin test. the county santa clara public health department sent abc seven a statement that said in part it received a report of a suspected scabies outbreak at the north county shelter. while scabies cannot be confirmed without sample testing, doctors commonly prescribed treatment for scabies based on symptoms, the bill wilson ceo telling us that there are seven of those presumed cases and that those people have been physically isolated off site. advocate sean cartwright says she's been helping many of the people isolated. i've been here at the hotel for five days. >> as long as people have been here, all these people are diagnosed with scabies. it says so on their records, though, bill wilson said it only knows of presumed cases. >> they say precautions include daily intensive cleaning. still cartwright said more needs to be done. >> everyone should be put in a hotel for three days while pest inspectors can bomb the building and take care of every pest

that's in there. >> the county's office of supportive housing said it will continue to work with the bill wilson center to make sure that public health guidelines are followed in sunnyvale. zach fuentes, abc seven news. >> a teenager is dead after a crash on ignacio valley road in walnut creek. hours after that crash, the road is still closed. abc seven news reporter ryan curry live in walnut creek for us right now. ryan, what is the latest on the situation there? >> yeah, larry. good afternoon. the pole is still on the ground here between between broadway and civic here on ignacio valley road. p-g-and-e's has been here all day trying to fix it. they have crews now sawing part of it away. they will then deter away. you can see the lines are still dangling on the roadway. the car that did crash into the pole was severely damaged. it had since been towed away and the young woman who was driving the car did pass away. >> it was a loud bang. it was just a loud, just big, solid thud against when it hit the

pole. and then it ended up cracking and falling over a scene. >> joseph jarosz won't forget this. honda civic hit a power line just after 1 a.m. thursday morning and flipped upside down. the driver, an 18 year-old woman, was ejected from the car and died at the scene. josh was working at the and oil gas station and tried to help. >> i had gone out to see if anyone if i could help anyone out there, and then we had other others that had driven up and were already calling 911. so i ran back in to hopefully get the first aid kit that we had. >> first responders told him to stay away. they took a passenger to the hospital with non-life threatening injuries. when asked about if speed played a factor, walnut creek police say they are looking into it based on the damage to the collision. >> i would say that that is accurate, but i cannot say since we're still investigating any data if there's any traffic camera footage. >> the road remained closed in the early hours following the crash. p-g-and-e's began working to restore power. josh's manager, jim mccracken, says they were without power after the crash. he said we lost power. >> there was a big, huge accident. >> he says the power came back

over an hour later, but he says p-g-and-e's could cut his power again while they make repairs. if that happens, he will have to close early. we're in a holding pattern and we're pretty much going to get shut down again for loss of business. but when the crash happened, both he and his employee knew something terrible had happened. >> it's not easy. i've. i've. i've been through a crash almost exactly like that on the highway before. so it's like, i think it's like i could have ended up like that. i came out mostly unscathed when i happened to me. i've had other people i know get into wrecks. it's just it's terrible thing to ever happen to anyone. >> tom happened. there's a tragedy and all we can have to do is pray for the family. >> now, i did speak with p-g-and-e's earlier this afternoon about how long it's going to take to fix this and reopen the roads, and they weren't really able to give me a timetable. they said this is a substantial and very significant repair. as you can see, it's going to take a while. they're still working even in the middle of the afternoon. and this is on

a major roadway, ignacio valley road, right by the freeway near downtown walnut creek. so just be prepared that if you are heading in this area, it is starting rush hour time to just avoid this and be prepared because traffic will be backed up. but for now, reporting live in walnut creek. ryan curry abc seven news. ryan, thank you. >> on the peninsula, crews rescued a construction worker who was trapped in a ditch outside a home in san mateo. it happened around ten this morning near 41st avenue from hacienda to alameda de las pulgas. it's unclear what type of work the crews were doing, but a plumbing truck was outside of the house at the time. >> coming up on abc seven news at four. a fire over the weekend causes major problems for bart and reveals some major weaknesses. the san jose police department, trying to close the case on two cold cases. the new information that they're releasing and yes, of course, it's still summer, but it's almost pumpkin spice season as well. >> it is indeed still summer. i'm spencer christian this past july was the hottest july on record for the bay area, and there's more heat coming our way

>> crews at oakland's 12th street bart station are making repairs to make sure this doesn't happen again. a fire in an electrical room forced four oakland bart stations to close over the weekend, prompting the evacuation of about 300 riders. >> yeah, there's been some pretty bad delays. >> margaret lehman says she experienced delays taking bart every day this week through wednesday. >> delays in the in the afternoon. when you're going back and then the train just get really, really uncomfortably crowded. >> bart says service had been fully restored by tuesday, but they were running trains slower on wednesday out of an abundance of caution, people might notice that their trains were slowing down. >> that was just to not overstrain our electrical system. >> bart board director deborah allen says this has brought to light a much larger issue. >> we have a fire like this. it brings to mind for me that we are not working fast enough. bart is not working fast enough on the replacement of these critical components. >> bart says the issue happened

at a 56 year old gap breaker station of the 47 gap breaker station, systemwide, they say this was one of 17 on a list slated to be replaced. >> we don't know if age is what contributed to the cause of the fire, but that's something that we're looking into. >> though they say the actual construction for that was still a few years out, but it does seem to me one of those things that it should have been taken care of urgently if it were a potential fire danger. while bart officials assure us their system is safe and they have a temporary workaround for the damaged gap breaker station, allen is encouraging riders to plan ahead. during this time. >> they need to allow an extra 20 to 30 minutes for delays. that's what my advice is to riders in oakland. >> lena howland, abc seven news. >> and now onto the latest on the fires burning all across the west. are nearly 100 large active fires across the country. here in california, more than a

dozen, including the park fire, which is still just 18% contained. it has burned more than 393,000 acres. the u.s. is at fire preparedness level five, which happens to be the highest level that exists. reporter amy kiley has the latest. >> harrowing evacuations are underway for humans and animals as almost a hundred large, active wildfires rage across the country. >> we are at planning level five. that's our highest level of fire response. >> colorado officials report at least one death. it's linked to the stone canyon fire. >> we do have a lot of law enforcement resources staged here and also on standby that if we do need to do additional evacuations, we can ramp up quickly and get people out of harm's way. >> the state's also battling the quarry fire. it's spreading rapidly. >> we have a rattlesnake problem to deal with. so we have a lot of things to be concerned about for our firefighters today. >> and colorado faces the alexander mountain fire.

>> we have evacuated about 4000 people on a mandatory evacuation and another 800 on voluntary evacuations in california, the park fire remains the biggest challenge. >> it's burn mark now spans almost 400,000 acres. that's bigger than the city of los angeles. rescuers are saving people and pets from harm. these dogs are repaying the favor, offering therapy to those who have lost everything, ordering people out of their homes is always a tough thing to do. >> we've recognized that the anxiety and the trauma that that visits on upon people. >> i'm amy kiley reporting. >> all right. so with all the fires, you know, starting to get warm again. >> yeah, things are inching up temperature wise. spencer christian here with the latest. >> hey, spencer, you're right about that. larry christian. they'll be inching up over the next seven days or more. here's a look at the july that was the hottest on record here in the bay area for all of the bay area, basically, except san francisco, which has a friendly relationship with the marine layer. but all these other

locations and more just recorded their hottest july on record. let's take a look at our satellite radar composite image and here it is. and this big ridge of high pressure over the southwest is going to be our dominant weather feature over the next several days, bringing us a week of warming. and you see this moisture associated with the circulation around that high. this is monsoonal moisture flowing up through the central part of the state. it will eventually reach up into the northern sacramento valley and may produce some lightning strikes over the weekend. friday into saturday, as the daytime heating on that moisture in the atmosphere could trigger instability that could result in lightning strikes. meanwhile, back here in the bay area right now, we're looking at breezy conditions. once again near the coast, and it's still warming inland areas right now, 5 to 10 degrees warmer than they were at this time yesterday. and that warming pattern is going to continue. here's a view from sutro tower looking out over san francisco, where, excuse me, is currently 63 degrees low to mid 70s at oakland and hayward, mid 80s at san jose, 76 at redwood city, 61 at half moon bay. looking down onto the bay from

mount tam, you see a finger of fog pushing out through the golden gate and out locally over the bay. other temperatures right now 92 at santa rosa, 82 petaluma. napa. almost 80 and mid to upper 90s at fairfield, concord and livermore. those inland areas are sizzling. so there's fog over the golden gate right now. it will get deeper and more expansive during the nighttime hours. forecast headlines more warm to hot pattern will be with us through next week. high temperatures inland will range from upper 90s to near 100, and the heat reaches its peak next tuesday and wednesday. tonight we'll see the usual, which we've seen the last several nights. lots of drizzle near the coast, some of it moving onshore, some high clouds passing by as well. overnight lows will be mainly in the upper 50s to low 60s. highs tomorrow. low 60s coast upper 70s to near 80 around the bay and mid to upper 90s inland. and here's the accuweather seven day forecast. and the temperatures don't retreat much. we'll see. maybe a 2 degrees cool down on sunday, but still mid 90s inland. and then look at monday tuesday and wednesday, especially up to about 100 in

hereditary cancer clinic >> i was diagnosed in 2008, it was actually a process. i wasn't prepared for. we were diagnosed with lynch syndrome here at ucs, >> she came to me when she was working at a lab here at ucsf, and it was a genetics lab, and she started to have concerns that her family history was something that might be genetic people. >> my family getting cancer that are very close to me, my father, my sister, my uncle. and i was worried that i could get cancer. >> we identified the alteration that was running in salinas family that was causing all of these cancers. we were able to then test everybody in the family to determine who inherited that alteration and who did not. for patients who do test positive and have an inherited cancer risk, those

patients are followed by a team of physicians and nurse practitioners to implement a high risk screening program. preventative surgeries, medications, etc. so our nurse practitioner team is making sure that our patients are staying on top of their screening and making sure that everything gets ordered and that they're being cared for. >> when i meet a new patient, the most important thing for me is to understand what their goals are and what they're afraid of. when they get this diagnosis, they feel like their health has now been taken out of their control. and so part of my job is to try to make them feel through screening, through surgeries, whatever it's necessary to take care of them, that they're having some sort of control over their health again. so we'll have the mri first and then we'll have a breast exam. >> does that sound good to you? okay. >> you know, i just really accepted, like i have this condition, i'm going to do whatever i can to prevent cancer or detect it. cancer early, get my screenings every year. >> genetic testing can help to

tell us if somebody was born with an increased risk to develop cancer. and so if we can identify those patients and families, we can hopefully intervene earlier with early screening and risk reduction measures, passing the gene on, which is a worry for, you know, parents with this condition, the mutation that i have that i could pass it on to her 50%, i was like, oh my god. >> so i was very yeah, nervous. they screened her and she didn't have it. and it was just like, she's a blessing. her name is samin and she's two years old. i think this changed my life trajectory to help take care of myself and my family, not to get cancer early. and it definitely helped me get information to family. i was able to help my dad. i think, live as long as he did. >> to learn more about the asian

marine paul whelan and wall street journal reporter evan gershkovich. >> in all, 24 prisoners were exchanged between multiple countries. abc news reporter perry russom has the latest. >> three americans once held in russian jails now free the three plus one legal u.s. permanent resident, all part of the historic prisoner swap now. >> their brutal ordeal is over and they're free. >> among the released are evan gershkovich and paul whelan. gershkovich is a reporter for the wall street journal, convicted in russia two weeks ago of espionage, an allegation he strongly denied. >> this was a fast secret and completely bogus trial. everything about it was a sham. >> whelan is a former marine convicted of espionage in russia in 2020. he too strongly denied the allegation. >> the deal that made this possible was the feat of diplomacy and friendship. friendship multiple countries helped get this done. they

news reporter cornell bernard, as well as the hope that she's holding on for others who are still imprisoned. >> i mean, i'm incredibly happy for them. i've always it always feels like i relive my own freedom in a small way. sarah shourd, sharing her joy about the release of journalist evan gershkovich and former us marine paul whelan in a historic us-russia prisoner swap. it's definitely something to celebrate, it's also it's a mixed feeling. >> shourd now lives in marin county, but in 2009, she and two companions, shane bauer and josh fattal, were hiking on vacation in the mountains of iraq when they unknowingly crossed the border into iran. the trio were arrested and sent to the infamous evin prison in tehran. >> i was being detained illegally without any charges, charged with espionage, and it was clearly a political pawn. >> shourd would spend 410 days in solitary confinement. >> it's like being just dropped off the planet. i felt so far

have been looking into overtime spending by a task force that worked in chinatown. here's abc seven news reporter anser hassa. >> the fbi raids in june of oakland. mayor shengtao, shouse and properties linked to the politically connected huang family expanded in july to the oakland police department. the east bay times is now reporting that the fbi may have flagged overtime spending related to an opd chinatown task force. between 2021 and 2022. the newspaper found. officers claimed more than 5000 hours in combined overtime over a ten month period, with some officers making hundreds of thousands of dollars in overtime. sergeant howie nguyen is one of those officers. he's now president of the oakland police officers association. he declined an on camera interview, but he tells abc seven news that staffing shortages meant officers had to work overtime to address the pandemic era spike in anti-asian hate crimes. he adds ot came down as crime came down. leronne armstrong was oakland's police chief during this time period.
