more positive narrative of san francisco organizers looking to revive one of the city's most problematic areas. good morning to you and happy sunday. it is august 4th. i'm gloria rodrigue. meteorologist lisa argen is tracking the weather all morning long. and lisa, i know it was foggy this morning. san francisco looks like it's still the case right now. >> yeah, it's pretty gray out there here, but we are beginning to see that cloud deck erode in our inland valleys. here's a visible picture. and you can see the extent of the marine layer all the way into the east bay. but it is soon to be gone as it approaches the bay there. sunshine over mount tam, mount diablo, and we will look for the temperatures to follow suit and warm up. there's walnut creek with some scattered clouds. temperatures from the mid 50s. half moon bay 63. in san jose and from okay, it is pretty gray there, but we've got sun on the way today. slightly cooler than yesterday 55 in petaluma compared to yesterday. a lot cooler out there. 10 to 12 degrees cooler from hayward to livermore and then through the

11:00 hour we are sunny across the bay and the afternoon highs in our inland valleys, anywhere from the low 90s to the mid 90s. that's cooler than yesterday's 99 in livermore. low to mid 80s in oakland. and we'll talk about when we warm up and the fact that it's not going to be that extensive for the week ahead. that's an important fact. we'll discern going ahead. gloria. okay. >> we want to know all about that. thank you lisa. developing news at least one community services officer is injured following a crash in san jose overnight. it happened around 10 p.m. in morgan hill at monterey highway and palm avenue. the area was blocked off for hours last night as san jose police officers were on the scene. it's not known what caused the crash or how many people were involved, and this is a developing story, so we'll bring you any updates on air or online at abc seven news.com. target is closing another bay area location because the store is not generating enough revenue. we're talking about the east palo alto location. this is

right off of highway 101, in a busy shopping center. abc seven news reporter anser hassan spoke with the city's mayor about what's next for residents of east palo alto. >> target isn't just a store, it's a destination. >> well, everybody goes shopping here. everybody is just the go to store. and it really helped us a lot when it came. >> but come september, this target store is set to close. >> losing a name like target with its reputation with its visibility for a city like ours, it's unfortunate. you know, that's that's the reality. >> east palo alto mayor antonio lopez says he got the call from target on monday. underperformance is what he was told. but when target closes, it will leave just one pharmacy for a city of 28,000 people and few grocery store options. in a city once described as a food desert. >> because now it's if a town is closing, then there is no grocery store here in this area. >> underperformance, as you said, is one of the reason.

theft could be another reason. but generally the changing the e-commerce model that is getting in it is also changing the way retailers operate business. >> professor balaraman rajan says it should not be a shock that target is closing. he says for target to open at this location means there is data to support. it could be successful, but as new business models emerge post-pandemic, companies are reevaluating. >> it's not going to be something that is going to stop at east palo alto, enlarged a pick up places rather than the in-person shopping places. i think that is something also that stores will be looking at for a place like east paul. >> it's a working class community of color, has been around for only 40 years, really struggled to preserve and persevere given our proximity to so much wealth, it's been a challenge. >> mayor lopez says the news of the target closing comes as the city has been working on a new economic development plan. but he points to the strength of the shopping plaza right off highway 101, making it attractive for commuters. anchored by stores

like ikea, nordstrom's and home depot. >> looking at the macro level, we just have to stay positive. we have to go out there and get those, get those bids, get those stores that want to work with us, and i'm confident that we'll get them in east palo alto, anser hassan. >> abc seven news. >> building a better bay area means finding solutions and following up to see how well they work. we're learning. one approach to fight illegal dumping in oakland may not be working. two years ago, the city announced new cameras to catch people dumping trash on oakland's streets. a new report from the city's interim public works director found the cameras are not working, as well as foot patrol. the cameras caught nearly 460 instances of illegal dumping from last april through this march. only 13% led to citations and the report says many of the incidents could not be pursued because the car's license plate wasn't clear. public works enforcement officers, though, had better luck. they issued more than 500 citations in that same time

period. a fourth death penalty cases possible is possibly over. claims of racism by alameda county prosecutors, a federal judge is ordering alameda county to either release or retry curtis irvin in a decades old murder case. for months now, the district attorney's office has been digging into old death penalty cases, looking for signs of misconduct. d.a. pamela price says that they found evidence that prosecutors excluded black and jewish people from juries. in 1991, a jury found irvin guilty in a murder for hire case. irvin's attorney says prosecutors excused multiple black jurors in the case. state attorney general rob bonta has asked a federal judge to grant irvin a new trial, and the judge agreed. in the north bay, sonoma county residents are on alert after thieves took their tires off of their cars, and these pictures show you how the cars were left. owners say that they found their cars sitting on concrete blocks. police are looking into at least 15 cases

of tire thefts in petaluma, santa rosa and rohnert park and they all happened in the last week. the thieves have been targeting honda accords and civics, along with toyota camrys and corollas. san francisco's doing everything it can to pump life into the downtown area and nearby to break what's often referred to as the doom loop. and one of those examples is the love fest sf. the block party brought music and crowds to the streets with organizers celebrating progress for small businesses. abc seven news reporter cornell bernard has the story. joe one, former san francisco mayor willie brown, cutting the ribbon unofficially ending the city's so-called doom loop, a post covid economic narrative. >> san francisco is still trying to shake. >> we wouldn't be here if it wasn't interesting, attracted, fascinating, etc, as we love san francisco, we got to enjoy the

city. >> it's back. it's moving forward. the tenderloin needs love. >> adam swig says he believes in the city so much he organized this block party called love fest san francisco to support small businesses in the tenderloin. >> we all love the tenderloin, a lot of us are afraid to come down here. there's nothing to fear. there's great businesses. >> the tenderloin merchants association says the neighborhood is improving. signs are basic cleaner streets, safer streets, less car break ins, less business break ins. george luna opened this larkin street taqueria five months ago. >> all the messes, they start to clean it. and i think it's pretty good. >> but others say it'll take more than a love fest to change the narrative. here in the tenderloin, which still faces a lot of challenges every day. is your business down? yeah. by how much more? 70%. 70%? yeah. golden lotus owner hung ho says that's because of all the unhoused people living in the alley next to his eatery, keeping customers away even

after homeless encampment sweeps ordered by governor gavin newsom. >> as far as on the street. some days are better than others. >> justin batiste lives and works in this neighborhood, he says. things are slowly improving and efforts like this block party are a step forward. >> i think any type of event that brings positive energy and influence and positive traffic to the neighborhood is really important. >> in san francisco, cornell, bernard, abc seven news. >> now to the northern california and the latest on the park fire burning near chico. hot and dry weather has returned to the fire zone, which raises concerns for firefighters and nearby residents. the acreage increased to over 400,000. it is now burning in four counties butte, tehama, shasta and plumas. the fire is 30% contained. this morning, 2700 structures are still threatened in what has now become the fourth largest wildfire in state history. some residents are

being allowed back into the fire zone to check on their homes, or to find out what's left. linda forrester and her neighbors escaped the fire when flames crept closer to their cohasset neighborhood. she says she packed her suv with all of her pets before she took off on friday, she was allowed back to check on her property. >> my home is okay. my little neighborhood. somehow survived. i'm just trying to process the they call survivor guilt because it's hard to be at your house and know that everybody else has lost theirs. >> forrester has been given the okay to return home, but she says she will wait for utility crews to turn the water and the power back on. now let's shift gears and get a check of your forecast for this sunday morning. good morning lisa. >> hey gloria, good morning to you. fog slower to clear this morning. certainly here in downtown san francisco a little bit of a breeze. upper 60s today with some afternoon peeks of

volunteers are making sure students have all the supplies they need for the upcoming school year. the organization held its annual backpack giveaway in san mateo. 1000 backpacks were given out and they were filled with supplies that were generously donated by local companies and residents. >> the backpack drive has been in place for over 20 years. this was an add on to our already established programing that keeps families fed, clothed, healthy and housed. >> a couple thousand more backpacks will be destroyed. we did in the coming days by organizations that work with samaritan house. all of this to make sure that students have everything they need to succeed in the classroom, and also on the peninsula. the world dog surfing championships brought the best surfing dogs to pacifica. check them out right there. dog surfers and their human friends were hanging ten at linda mar beach for the annual competition. judges looked at things like distance of the ride as well as bonus points for style. look at that dog right there. just coming in

very smoothly there. doing a great job. one french bulldog owner says his dog started liking the water by just being in the pool. >> as you know, french bulldogs don't surf and or swim. they usually kind of sink. this one, this one's an overachiever. i got myself an overachiever, and organizers say the competition almost did not happen because of the rising cost of doing business in the bay area. >> fortunately, though, a fundraiser this past spring saved the contest. the proceeds from the event go to local animal rescue groups, and i was out there. yesterday was so much fun seeing the dogs out there, but it was so crowded. lisa, i really had to kind of fight my way to get to the top just to see the dogs surfing in, but it was just incredible. it was a little foggy in the morning, but then the sun came out. i took my dog out there, my husband, my son. we all just had an amazing time. it looks like. >> yeah, he was like, don't put me on that. >> no, he doesn't like the water. >> right. okay. well we are certainly looking at another gray day to start along the shoreline. sunshine breaking out

in walnut creek and livermore. but as we look at the fog footprint, live doppler seven, you can see it's clear in the east bay mount tam, parts of the north bay up by petaluma, still foggy in santa rosa and san jos. and look at the peninsula just socked in there. sfo right now with all the gray sky, the sea breeze is on the way and temperatures will be cooler from redwood city to palo alto today, anywhere from 3 to 5 degrees cooler. then we'll make up that difference as we get to about tuesday 55. right now downtown, it's 59, in oakland, 63 with the clouds in san jose. and from mount tam, you can see the marine layer there in the distance. 57 santa rosa. it has been sunny out by the delta, but breezy 66 right now 63, in livermore, concord at 64. so our forecast headlines looking at the fog and drizzle near the coast and bay. today and tomorrow. we'll have persistenc. the generous fog bank giving way to a sunny and breezy afternoon.

temperatures a bit above average inland. and then when we get to tuesday, the numbers really jump up in our inland valleys. they'll cool back another 5 to 7 degrees into wednesday. but wednesday will still be warm, so we are caught in between a trough that will be forming to the north and west of us, and that four corners ridge to the south and east of us. and in between our stable air sits. we clear on out through your sunday afternoon and then the fog coming back eight 9:00 tonight. and far reaching into the delta once again for your monday and our east bay valleys. pulling back mist and drizzle for your monday. so kind of uneventful throughout the next couple of days before we see that moderate heat risk on tuesday tomorrow. a lot like today with some mid 90s inland with 60s and 70s across the bay. and then as we get into your tuesday, looking at temperatures at about 100 of the low one hundreds in our inland valleys from antioch, 104 in cloverdale, 90 in san jose. so

luz pena looks into how effective it's been. >> a bus ticket out of san francisco before shelter or housing. that's the new directive city workers are mandated to follow as encampment resolutions or sweeps continue. >> this is our van. >> cheryl fields works with the city's homelessness and supportive housing department. her job is to transport homeless individuals to shelters, housing options or greyhound stations if they have a family member outside of the city ready to welcome them. how often are you driving people to greyhound, >> it varies on a it varies week to week. sometimes we may do 2 to 3 in the week. >> this week, san francisco's mayor, london breed, made an executive directive to offer a ticket out of the city before shelter. if homeless individuals are from outside the city. this after the latest survey of homeless individuals showed 40% of people on the streets are not from san francisco. the mayor's

executive order also requires first responders, including police officers, firefighters and paramedics, to give out fliers that provide information on the city's relocation services. >> really saying to the individual, you know, look, it's going to be very hard to get a shelter bed in the city. it's going to be even harder to get a housing unit. but since you're from somewhere else, we can give you, provide you transportation back home. >> relocation assistance programs have been around for decades. san francisco's human services agency executive director has been leading this effort with an intervention that costs literally less than, $300. >> right? versus, you know, shelter beds that cost $15,000 a year. we're ending someone's homelessness by reconnecting with their families throughout the years. >> these services have proven to be effective. earlier this year, supervisor asha safai authored legislation to expand the city's program. >> two thirds of 13,000 people never came back to san

this half hour with a look at the weather. meteorologist lisa argen has been tracking it all morning. and lisa, behind us, you can see san francisco still foggy. are we going to see sun today? >> it's pretty gray out there. yeah, it's going to take a little longer today. in fact, as we look outside in our preening friend here for the camera, you'll notice how gray it is from our exploratorium camera 58, in hayward. only 59 in oakland, where the sun has been shining. it's warmer, but we still have the clouds from redwood city in the low 60s. and san jose, you can see 63 there, but it's a little bit sunnier in concord, in livermore in the mid 60s. so because it's going to take a little longer to see the sun, we will warm up. but that is going to be at a slower pace, ten degrees cooler right now in fairfield and hayward. so when we do get sunny in the next hour or so eastward into the bay shore, numbers are going to come up quickly into the 80s to mid 90s this afternoon. but along the bay, no more 80s, more like mid and upper 70s. so that's a cooldown of maybe 3 to 5

degrees. the coast some afternoon sun it will get warmer. we'll talk about our temporary warming trend coming up. >> gloria. thank you so much, lisa. and now to your voice. your vote. vice president kamala harris is meeting with potential candidates and is expected to announce who will be on her ticket in just a couple of days. meanwhile, former president donald trump is on the campaign trail in a key battleground state. abc news reporter mark remillard has more on the two candidates debate differences. >> vice president kamala harris on the cusp of choosing her running mate. sources tell abc news. harris, who secured enough votes to become the democratic presidential nominee, is meeting with candidates including popular first term pennsylvania governor josh shapiro, a former prosecutor, arizona senator and retired astronaut mark kelly, minnesota governor tim walz and kentucky governor andy beshear, former attorney general eric holder's law firm conducting the high stakes vetting process. her opponent donald trump, speaking to supporters at a campaign

rally in georgia saturday. i'm thrilled to be back in the great state of georgia. >> i love georgia with thousands of proud, hardworking american patriots. >> trump, joined by running mate j.d. vance. >> she's asking us for a promotion and i think it's time to say to kamala harris, you're fired. >> georgia, which went to president biden, is a battleground state decided by fewer than 12,000 votes in 2020, with just over three months until the election. abc's fivethirtyeight polling average shows a very tight race. harris up a point and a half over donald trump nationally, shrinking the margins he had over president biden prior to his dropping out in crucial swing states. harris now has a slight edge over trump in michigan, wisconsin and pennsylvania. trump says he's accepted an invitation to debate harris on fox news on september 4th. harris has not accepted the fox invitation. trump and president biden had both accepted an abc news invitation

to debate on september 10th. now that biden has left the race, harris said she would keep that commitment to the abc debate. trump has falsely claimed the abc debate is, quote, terminated, but the abc invitation to both candidates remains. marc remillard, abc news, new york. >> a federal judge rejected an attempt from donald trump's defense team to dismiss an indictment against him. defense lawyers in the election subversion case claimed he was prosecuted for vindictive and political purposes. the judge denied the arguments. they said trump knowingly made false statements to further criminal conspiracies. this judge will determine which acts remain in the prosecution after the supreme court granted trump immunity. new this week, white house deputy national security advisor john finer talks about how the u.s. is moving forward after attacks in the middle east grow finer, says the main goal of the u.s. is to prevent the situation from escalating. >> the pentagon is moving a significant assets to the region

and north carolina, and a state of emergency is still in effect in florida through thursday. and meteorologist lisa argent has been tracking debbie and lisa. i understand it is intensify right now, right? >> that's right. quickly because the sea surface temperatures anywhere from 3 to 4 degrees above average. so we'll get rapid intensification later on today. you can see all of that rain. it is situated now a right west southwest of tampa with winds of 65 miles an hour. the gusts are 75 miles an hour. moving to the north northwest at about 13. so it intensifies to a cat one tomorrow morning at 90 miles an hour. right there from northern florida to the peninsula where it transitions is where it's likely to hit. and then it slows down to a crawl. and so that is why it is going to spread anywhere from ten to maybe 20in of rain from northern georgia, southern south carolina . and then you notice it becomes

dwelling unit, an adu. >> that adu pricing will be much lower than a traditional single family home. >> assembly member phil ting created legislation allowing homeowners to not only build an adu, but eventually sell it like you would a condo, and san jose is leading that trend. what i see is that you have your house there and it's so private. beginning here. this is a different world back here. yeah, the idea was when we developed the adu, we wanted to make sure whoever lived in the back house had the opportunity to have a lot of space. he paid $250,000 prior to the pandemic. for now, he rents out the 500 square foot adu. but he is thinking of subdividing the property and selling it. adu and all to his in-laws, who otherwise could not afford to move to san jose. >> this now gives them the opportunity to actually own in san jose at a lower price point, and also be closer to us, so it's kind of a win win.

>> san jose has allowed the fast tracking of adus since 2019, 1310 adus have been built here, literally from start to finish. >> it took four months. >> joyce higashi wanted the extra rental income. so how about, you know, plumbing, electricity, all those all those things they they take into consideration. >> they tell you whether or not it can be done. they came in and laid the foundation. they did all the trenching for the all the utilities when it came time to deliver the unit, a giant crane lifted the adu over her main house and onto its foundation. >> it took a total of four minutes. the city of berkeley is expected to allow homeowners to sell adus like a condo. council member rashi cezar says it may happen this year. >> it would essentially work in the way that a homeowners association would for a condo. >> i actually grew up in a condo, and so you know, my parents paid property taxes. we had our trash bins, everything

was as if we owned you know, just like a single family home. >> this book is for homeowners who want to build an adu. >> cole peterson is an expert on the process of building adus. he's based in portland, where there are more adus per capita than anywhere in the country. so that's kind of the biggest misconception is just like, how much is cost? >> and then then but then the important thing to understand is like, well, even if it cost $500,000, what's the return on investment? >> and so in the bay area, obviously, yeah, things are expensive to build, but you can also get huge amounts of rental income from these things. so it might be a very rational investment. >> san jose has received four times as many applications to build adus as san francisco has, so far. san francisco has built 937 adus since 2019. the san francisco planning department acknowledged that adus are easier to build in san jose, with large, lots more easily

lending themselves to modular structures and pre-approved designs. here's one example of the challenges san francisco faces. notice how higashi and kieran's properties have separate entrances to their adus. san francisco homes usually have no access to the rear yard from the street, and there isn't always room to build them. but the city is allowing some homeowners to convert a garage into a small adu accessory dwelling units, you're right, are fully independent dwelling, so yeah, they have their own kitchen, their own bathroom. ryan o'neill is the founder of the website how to adu. he says california is on the cutting edge of the adu movement. >> 1 in 5 units last year for new home construction. >> we're actually adu permits in the state of california. >> that's really exciting because that's incremental homes. >> it's a lot of housing that wouldn't exist otherwise. >> leanne melendez, abc seven
