officially coming to an agreement to sell their portion of the coliseum. the african american sports and entertainment group is paying the a's $125 million. >> abc7 news reporter ryan curry spoke with a group that will soon have full control of the land. >> the african american sports and entertainment group is one step closer to turning the oakland coliseum into a housing and entertainment hub. >> this really gives us a chance to get down into the details of exactly how this development will work. >> the group's founder and manager, ray bobbitt, announced a tentative deal with the a's to buy the team's interest of the coliseum for $125 million. bobbitt's group recently purchased the city's half just last week for $105 million. >> this unlocks the opportunity to actually move development forward sooner. you know, obviously, you know, this site has had an undivided interest for so long and hasn't been owned by one entity since its existence. >> the a's are leaving to west sacramento next year. this is their last season at the

coliseum, and with ray and his group now gaining full control of this site, the question is, how soon will we see changes? >> when you look at it in phases, you might start with the arena and say the arena could be a centerpiece to what they call sports and entertainment tourism, like you have in la life, where the staples center is the center point, you have the restaurants around it. however, not everyone is thrilled with this sale. >> the oakland police officers association is concerned over how the a's got more money than the city. >> i don't recall seeing the city ever come out and saying, what's the value of the property? is and that's another concern to me, that the a was able to sell it for $125 million in the city of oakland and sell it for $105 million. >> bobbitt says the a's half was always going to cost more, because the a's invested more into the site. >> the reason why it was different is not because it was a fundamental difference between each side negotiating better than the other. it was just having to take into consideration what the a's had already put in as the focus shifts towards redevelopment, both sides say whatever happens

amazon, meta, microsoft and tesla. >> there's a broad array of companies that are eventually going to make money in artificial intelligence, but for right now, it's very narrow. >> economic experts say all this signals an interest rate cut coming from the federal reserve to fend off a recession, a cut in interest rates would also help those looking to get a mortgage or car loan. the fed is set to meet again next month. melissa don, abc news, los angeles. >> a driver died this afternoon near the bay bridge toll plaza when their vehicle slammed into the rear of a big rig. video of the crash on eastbound 8-80 shows a honda sedan wedged into the back of the big rig. the front windshield was completely shattered. the deceased driver was the only person in the car. the driver of the big rig was not injured. in the south bay, san jose police are remembering one of their own killed trying to keep others safe. today, police identified the community service officer killed by a

suspected drunk driver and share new details about the suspect's criminal history. police identified the fallen officer as long pham, who graduated from the academy less than two years ago. the crash happened late saturday night on monterey road near palm avenue. pham and his partner was standing behind their patrol car, managing traffic around an unrelated crash. police say the suspected drunk driver smashed into their patrol car, which then hit the officers. pham died at a hospital the other officer is still in the hospital dealing with a dislocated shoulder, a broken jaw, fractured ribs and a brain bleed. police say the 44 year old driver, who has prior arrests for dui, was arrested at the scene for dui and manslaughter. >> the decision by this individual to get behind the wheel while intoxicated is disgraceful. his decision and actions put the public and the people protecting the public in grave danger. his careless disregard for human life was both blatant and callous.

>> this is the first time a san jose community service officer has died in the line of duty. >> well, it's happened again. a group of dirt bike riders taking over the streets in san francisco, running stop signs and witnesses say putting people at risk. the big question here is, is anything being done to stop this? abc seven news reporter suzanne vaughn joining us live in the newsroom with what she found out. suzanne. >> larry, many of us have seen them. many of us have heard them here in san francisco, circling around people we talked to say it's dangerous, but the riders keep getting away with it. >> it's just a block up there. up lombard tree at the bottom of the curvy street. >> sonny iqbal couldn't believe what he saw sunday night at lombard and leavenworth streets in san francisco. >> it was probably 15 plus of actual, bikers. >> iqbal captured video of the bikers coming down lombard street just before 6 p.m. >> the bikers are coming down the hill and they're just honking and then this happened.

that's when i seen the one, two, three bikers starting to circle, and doing wheelies and kind of just burning rubber around the officer there, a handful of bikers circles, an officer who's there to help direct traffic. i just found it interesting that it would happen with a officer. there are definitely antagonizing. >> iqbal said no police ever showed up. no one was arrested. tourists who saw the video of the bikers find it hard to believe they're a little crazy. >> i don't know what to say, but they were doing it just up there. it was the same guys i saw yesterday on fisherman's wharf. >> we showed bernard guettel's the video of the bikers at lombard street. he and his family are visiting from belgium and were shocked by what they saw at fisherman's wharf. he even got pictures of it. >> motocross cycles, who were masked, didn't wear helmets, but you couldn't recognize their faces and they were doing all wheelies, on the footpath and bringing the tourists and danger. >> iqbal and other san francisco

residents say they've seen and heard the rowdy bikers before along the embarcadero, on the bay bridge and by the palace of fine arts. >> people can just kind of get away with stuff. >> all the activity raises questions and concerns. >> i was actually thinking, why on earth are they not being stopped by the police? >> this afternoon, the san francisco police officers association released this statement saying, quote, san francisco police officers would like nothing more than to arrest each and every individual shown wreaking havoc on our streets in those videos. if we had the number of officers we should have, you would have seen a lot more of those bullies in cuffs. and a chp spokesperson told me they have seen motorcyclists doing wheelies and doing donuts on the golden gate bridge, and they have arrested some of those riders for reckless driving, impeding traffic, unlawful assembly and exhibition of speed. live in the newsroom suzanne phan abc seven news. >> suzanne. thank you. homeless encampment sweeps are now happening every day at several locations. it's an effort to

move unhoused people off the street. >> abc seven news reporter luz pena joining us live now with details that she has learned about this operation. hi, luz. yes, larry. >> almost a week ago, mayor reed announced the city would begin to adjust its practices for encampment resolutions and offer services to people on the streets. but as we continue to cover this, we have learned there are actually two types of operations happening at the same time, and one of them doesn't include social services. on site. july 31st, 2024. our crews captured the moment public works employees cleared out several items from homeless individuals across from pier 39 on the side, one sfpd officer overseeing the operation. people here told us they have felt harassed by police officers for weeks. >> nobody called you. nobody called you. you just. you just know what our stuff looks like. so you come over here and you harass us. just. it's sad. >> turns out that aside from the city's emergency management encampment, resolutions that

include giving people a 72 hour notice. sfpd has been doing their own operations and public works. is following orders, working with them in tandem on those smaller encampments in some of the neighborhoods. this all goes in line with what the mayor announced last week, announcing police officers will be going out to address smaller encampments, saying in part, the goal of the engagements is to prevent encampments for areas recently cleared and adding sfpd will be able to offer connections and information about shelters or services, and public works staff will follow all bag and tag policies going to the afternoons. >> now early evenings places where there are smaller encampments and where there have been encampments before. >> this man who did not want to be identified, said public works took his belongings several weeks ago and did not bag and tag accurately. >> when i went to dpw to retrieve all my property, they only said i had five items and then on the police report, it shows that i had way more than

five items. so clearly the dude was lying. >> public works confirmed they can store everything a lot of times we come across items that are really contaminated with human waste of some sort, or with needles or with fetid food. the big difference between the city's emergency management team and sfpd's operations is one uses social service workers, the other doesn't. the vice chair of the city's homelessness oversight commission wants police to also use social service workers. >> so it's a very concerning to not have leading with a social service response. this is a public health crisis. a lot of people that are experiencing homelessness also suffer from substance use disorder. >> and we contacted sfpd. they responded with a list of their policies. the mayor did say that the sfpd strategy will be evaluated and modified for effectiveness based on outcomes. luz pena, abc seven news, san francisco supervisor aaron peskin is putting pressure on developers and the city to build more affordable housing, peskin pointed at the site near

miles an hour. we'll keep you posted. >> san francisco no longer marks the spot for x. the new york times is reporting that elon musk plans to close the company's san francisco office in the coming weeks, with workers moving to existing offices in san jose. the times is basing its reporting on an internal email. chief executive linda yaccarino sent employees today. last month, musk announced that he planned to move the company to austin, texas. we reached out to x for a comment, but we have not yet heard back. >> well, nearly a year ago we told you about federal workers near san francisco's federal building, and they were working from home because of safety concerns. >> well, it turns out they may not be the only ones. a major san francisco based corporation appears to be taking it a step further, asking that you move out of their way so they can go to work. >> abc seven news reporter lyanne melendez found out about this company's security policy and what's going on behind it. >> well, this corporation tells us that this is a nationwide policy, but hold that thought, because we're talking about

wells fargo bank, a bank that has called san francisco home since 1852. now they claim these extreme security measures are designed to keep employees safe. but we are asking safe from exactly what? now, statistics show that despite its reputation as a dangerous place, san francisco is actually one of the safest major cities in the united states. now, when you see where it is being applied, you may wonder, too, if this is a policy rooted in fact or just more fear. the time is 8:40 a.m, 20 minutes before this wells fargo branch in the financial district is set to open to the public, the way employees enter the branch resembles something out of a spy movie. each worker is positioned a distance away from the entrance. they constantly check their surroundings and wait until they are given some kind of

permission to enter. otherwise they are not allowed to proceed. this wells fargo employee starts walking towards the bank, but then retreats and waits behind this column. a few seconds later, she makes her move. this other employee circles the entire building before he enters from the right side of the building several minutes later. bizarre? somewhat. but what happened next took us by surprise. customers are not allowed to stand or wait within a few feet of the door while employees are entering. even though this is a public space, the man sitting near the entrance and abc seven staffer was asked to move away because the employee you see on the right of your screen is about to enter the bank. good morning sir. >> how are you, we're letting some members in, and we were just for a brief period of time, and we said we have to wait just for a brief point of time so we

can get all our team in. >> why do i have to move? it's like a public plaza. >> we then approached the wells fargo employee to ask why the unusual policy? >> excuse me. >> excuse me. i'm with abc seven news. my name is lyanne melendez. we'd like to know why you have this security policy. is. is this wells fargo in general? throughout the country at a different san francisco wells fargo branch, a young man standing next to the entrance was asked to move away and to also stand clear of the atm. but this time, the wells fargo employee explained the company's security policy as employees enter. are you with the bank? >> yeah. wells fargo correct. is it a policy that people have to step away from the door? yeah. and who instituted that policy? >> our security for our safety, for the safety of our team members. we can't have anybody standing by the door or by the atm in case there's an ambush and try to get in. we can't have

anybody in this area. so due to the safety of our team. >> okay. is this a national policy or is it applied just to san francisco? why, just because we're curious. >> she then told us to call corporate headquarters. wells fargo said the policy applies nationwide, but would not answer our specific questions about this unusual procedure of moving people from public places for their employees, but sent this statement, quote, the safety of our employees and customers is our top priority to keep our employees and customers safe, the branches surrounding areas must be clear before employees can enter the branch. we apologize for the inconvenience. this may cause our valued customers. according to san francisco police incident data, there have been only eight bank robberies this year in the city in random places. police told us most robbers don't carry a weapon and end up giving tellers a note. we asked other banks if

they followed the same procedure. only bank of america responded to what wells fargo was doing by stating, quote, this sounds like an industry security procedure and advised us to contact the california bankers association. they wrote, quote, specific opening procedures can vary depending on the branch location. we send someone to monitor a wells fargo bank in new york city. this is the branch on east 14th street near union square. it's 843 in the morning, and the bank has not opened to the public. and employees are arriving. >> i will be seeing if the same policies exist in san francisco as they do in new york. at wells fargo, i will be standing outside near the door and see if they kick me out before opening. >> the person stands next to the door and engages with another customer, who is also waiting in front of the entrance. meanwhile, wells fargo employees wait for the branch manager to

open the door. the customers standing outside in the path of the employees are never asked to move. when the bank opens to the public at 9:00, they are greete. morning. >> they can't actually usher people off of our sidewalks in front of their business anyway, the president of the board of supervisors told us he is concerned with wells fargo's security policy and the negative image it might portray. >> they do it in san francisco. they're headquartered here. yeah. what does that say about wells fargo? what does it say about the city? >> it says it's time for me to pick up the phone and call the head of wells fargo, because the reality is, the streets of san francisco are safe. they're as safe as any city in this country. they're safer than our conditions are safer than most of the cities in this country, supervisor peskin said. >> if wells fargo employees feel frightened or concerned about their safety, he wants to know why. now, you heard the word ambush in that report. wells

expected as debby now moves up the east coast as a tropical storm, and we are in hurricane season. very dangerous. >> we are. we are, of course, lots of flights already canceled today because of this. spencer, take a look at it for us. yeah. here's a look at the storm. >> it's just a massive storm. even though it's down to tropical storm strength. but that's not necessarily good news because this dumping, flooding, dangerous flooding, rains, all over the southeastern u.s. there right now, florida and up into southern georgia. and this is the expected path of the storm over the next few days up along the coastal carolinas by midweek, then up through turning inland a little bit over north carolina, up through virginia, up towards washington, d.c. this storm has the potential to dump over ten inches of rainfall still in areas because of its slow movement, so we'll keep watching that for you. meanwhile, back here in the bay area, we started the day with gray skies as we have the last several days, that lazy, lingering marine layer was there until about midday. finally gave way to some sunny skies. and right now we're looking at breezy conditions across most of the region, with gusts ranging from 20 to about 30mph in the

windiest spots. uh- temperatures are a few degrees lower than they were at this time yesterday. 2 to 5 degrees cooler in most bay area locations. here's a nice view of bright skies looking across the embarcadero from our rooftop camera. 62 degrees in san francisco, right now. oakland, 6667, in hayward, upper 70s at san jose and redwood city, and 61 at half moon bay. we had gray conditions over the golden gate for much of the day right now, mainly blue sky. but of course the marine layer will redevelop overnight. it's 83 right now in santa rosa, low 70s at petaluma and napa, upper 80s at fairfield, concord and 83 at livermore. and on we go to our forecast headlines as we look westward from emeryville. heat spike tomorrow. triple digit high temperatures are likely in a few inland areas. the heat will ease a little bit on wednesday. not a lot, though. it's still going to be warm to hot, maybe 2 or 3 degrees less hot than tomorrow. but by the end of the week we'll have cooling developing with a lot of relief from the heat going into the weekend. but while we have that heat tomorrow, a heat advisory will be in effect from 10 a.m. to 10 p.m. for the santa
