towing vehicles and a viral video showed a truck attempting to tow an occupied vehicle in downtown san francisco. good evening. thank you for joining us. i'm dan ashley, and i'm ama daetz. >> the company is called specialty towing, and we have learned from several investigators or federal investigators rather, at least two people were arrested and appeared in court today. >> abc seven news reporter luz pena is following the story. she spoke with neighbors who saw federal agents swarm the business early this morning. luz? >> yes, i spoke to a witness who said fbi agents and law enforcement officers arrived to specialty towing offices around 6 a.m, and we recently learned the owners of specialty towing appeared in federal court today to face mail fraud, wire fraud and money laundering charges. fbi agents descended on a troubled san francisco towing business, with law enforcement personnel staging outside for two hours, according to a witness. they were watching the place listos con, and they were

ready with their guns. multiple agents came out of specialty towing with evidence bags, and others questioned people inside. one of the evidence bags listed ten items and multiple keys and key fobs, all found under a tv by a ■wall on lane street. thats one of the three locations federal agents checked today. maria lives next door to the business, she said. agents began the operation between six and 7 a.m. she feared for her safety after hearing loud noises, and i looked outside because i thought they were maybe fireworks. so i saw what was going on and then i just went back inside my house. specialty towing and its owners have been under fire for months in april, we reported on a specialty towing tow truck that tried to hook a vehicle waiting at a red light with a driver and passenger inside. then san francisco city attorney david chu confirmed his office had been investigating auto towing, a company owned by the same owners as specialty towing. the city suspended auto towing and

several of its affiliates, including specialty towing, from doing business with san francisco, telling us then i did enough evidence such that auto towing could be permanently barred from doing business with the city for the next five years. after the raid, the u.s. department of justice confirmed to abc seven news that jose badillo and jessica najarro, who owned or operated jose's towing and auto towing, appeared in federal court today to face mail fraud wire fraud and money laundering charges related to an alleged scheme to defraud an auto insurance company, saying the couple conspired to defraud an insurance company by submitting insurance claim on a wrecked car. the indictment says that one of the accused bought a car, said it was damaged and undrivable obtained an insurance policy on and later took title to the car before falsely reporting to the insurance company. in july of 2019 that she had been in a single car accident in it in san francisco. the insurance company approved the claim and sent a check for

over $34,000. this morning. neighbors were shocked to see fbi agents taking over the area. >> having it be your neighbor next door is a little alarming sometimes, you know, like what else was really going on there? i don't know. >> if convicted, jose badillo and jessica nazario could face a sentence of ten years in prison and a fine of $250,000. we contacted specialty towing and did not get a response. luz pen, abc seven news. >> all right, luz, thank you for that report. dozens of people living in rvs along one san francisco street will soon be on the move again. today authorities began citing vehicles parked on zoo road. owners know they must be out by this sunday. at least one vehicle was towed today. owners are upset, telling abc seven news they don't know where else to go. some of these vehicles moved to this location from winston drive between lake merced and stonestown galleria, where they were parked for

years. they were ordered to move ahead of a repaving project scheduled for next month. we're following developing news about bart and another difficult day for riders. a computer problem closed all the stations from san jose to hayward. bart tells us the problem is partially fixed, but service is still out between fremont and hayward. abc7 news reporter zach fuentes joins us live from one that's still closed. what's the latest? zach >> yeah, the latest from bart came just about 20 minutes ago. pretty much telling us what we see right now that the service is still closed between hayward and right where we are in northern fremont on the orange and green lines. now, initially, this had a much bigger impact. it was closed from hayward to north san jose when this all started at ten this morning. still, a lot of people impacted with this closure in place now for about seven hours. bart saying all of it attributed to that computer problem. gates were closed and system monitors blanket the berryessa bart station in north san jose, leaving some bart passengers and even employees confused.

>> we're going to the other side and then we see, like almost all the gates are closed and people are just exiting. and so we asked them like, oh, what's going on? and they're like, oh, the busses, the trains are shut down. something happened in the, the computers at one point thursday morning. >> it was a similar scene at all bart stations serving the green and orange lines between hayward and north san jose, though three stations in south fremont, milpitas and san jose did eventually reopen before noon. bart officials telling us that its system experience and network computer shut down. >> one of the reasons we're not running trains is out of that abundance of caution for safety. whenever anything impacts the train control system, that requires us to respond and to be assured that that is working properly, because that system is what allows us to avoid any sort of, collisions on the system. >> this latest issue comes almost two weeks after an electrical fire that forced several bart stations to close in oakland. ripple effects from those closures caused delays in service that lasted for days

after. >> it does appear to be separate issues, but certainly any time that we can provide service that is not reliable and not what our riders are typically expecting, that's a disappointment for us as much as them. >> passengers impacted by the latest shutdowns were encouraged to find other transportation and also offered alternatives. >> there is mutual aid from both ac transit and vta. that means they are honoring bart fare. if somebody already paid to get on to the bart system, they can use those busses without a charge. and there is also a bus bridge, an additional bus bridge. >> still, for many of the passengers, it's been a frustrating day. >> i was coming out, going out to go visit family. so there's there is a chance i might not be able to today, and i might have to just do it till tomorrow. it is a bit of an inconvenience. the real inconvenience for me is more of i had to come from the other side of town to get here. >> so again, that latest from bart coming at about 440, saying again that the stations at hayward, south hayward, union city and right here, northern fremont are still closed. ac transit is providing a bus bridge between bay fair and warm

springs for people who need that. but right now, we'll continue to track updates and developments as soon as we get them and bring them to you on air and online. right now live in fremont. zach fuentes, abc seven news. >> all right, zach, thanks very much. new details on last month's hill bomb at dolores park. our partners at the san francisco standard have learned the san francisco police department spent nearly $250,000 on overtime for the event. police worked extra hours to set up barricades on dolores street and brought in extra officers to try to prevent the hill bomb. it didn't work. skaters ended up moving a block over and still went speeding down the hill. last year's hill bomb ended with dozens of arrests and a muni bus being vandalized. some scary moments at uc berkeley today after shots fired on campus. this happened near the clark kerr residence hall track. the university went on lockdown for more than six hours as police searched for a suspect. abc seven news reporter lena howland has the latest now on the investigation. >> gunshots at uc berkeley set

off an hours long manhunt, just as summer session comes to a close. it started thursday morning when campus police say a man fired at least two gunshots toward the clark kerr campus track. a neighbor told us he heard the shots. >> i think about us laying in bed about 737. i don't know what time. and i thought i heard a pop, you know, the gunshot and then all of a sudden, about two minutes later, all you heard was sirens and everything going off for about ten minutes. >> no injuries were reported, but the nearly seven hour search for the suspect put both the clark kerr campus and the hillside campus on lockdown. seven bay area law enforcement agencies did an exhaustive search of the area, including the popular hiking trails right behind clark kerr. >> seeing an earnest response is, you know, it's reassuring to some degree. >> rishi garg was in the area to drop his daughter off at a nearby gymnastics class, but the class was canceled as a precaution. >> it's blocked off and we heard

from different people, maybe gymnastics classes closed, maybe it's not. so maybe we'll go check it out or maybe if there's a shooter, maybe we won't do anything. i think our inclination is to maybe go back to school a few hours into the investigation, uc berkeley police say they got a tip the suspect was spotted in the hills of oakland off of panoramic way. >> officers in full tactical gear surrounded a home, but they didn't find anyone inside. that's when uc berkeley police ended their search around 230 thursday afternoon. the suspect is still on the run, according to a uc berkeley. warn me, alert. the suspect is described by witnesses as a white male that has bleached hair with possible orange or red highlights. he is believed to be wearing all black clothing and carrying a red backpack. if you see someone matching that description, you are asked to call police right away in berkeley. lena howland abc seven news. >> coming up next, one year ago,

aloha spirit. you know, it's just saying, oh yeah, yeah, aloha spirit. but i experienced it. >> the famous banyan tree in lahaina is showing signs of recovery as well. burned in the fire, it now has plenty of green leaves as well as fruit. as you see, the fire remains under investigation and a $4 billion settlement was announced late last week. as we remember the anniversary of the maui wildfires, abc news has an all new primetime special, maui rising the fight for hawaii's future, narrated by actor and hawaii resident jason scott lee. the special examines how the tragedy ignited a grassroots movement for statewide change. >> august 8th was a wake up cal. change has to happen. >> within days of the fire, a new generation of leaders emerged to fight for their town. their community, and ultimately, a more equitable future for all of hawaii. >> you can watch maui rising, the fight for hawaii's future

tomorrow night at 8:00, right here on abc seven and streaming the next day on hulu. >> closer to home, more people are being ordered to evacuate because of a wildfire in the sierra foothills. the crosier fire, which is northeast of placerville in el dorado county, has burned nearly 1200 acres. it is just 5% contained tonight. cal fire says the fire is burning in a remote area, making it difficult for firefighters to reach it and conditions are also ripe for the fire to spread. with high temperatures, low humidity and gusty winds. a little farther north, the park fire has grown to more than 427,000 acres. now it is 34% contained. the terrain is making things difficult for firefighters because it is fairly steep. cal fire is trying to get ahead of the flames by setting controlled burns to create fire breaks, like the crosier fire. the weather is a concern and crews were expecting today to be a fairly active one along the fire lines. >> we are going inside outside lands with the music festival

park. yeah, it's become one of the biggest music events in the country and synonymous with the city. >> abc seven news reporter tim johns with a preview of what fans can expect. >> reporter it's a celebration that's uniquely san francisco on friday. outside lands will kick off in golden gate park for the 16th year, welcoming some of the biggest artists in music. >> our headliners are the killers, sabrina carpenter, post malone doing a country set which he hasn't done anywhere, and sturgill simpson. >> besides the performances, attendees can expect a range of some of the best food and drink offered anywhere in the city. and this year, among other new things, a recreation of san francisco city hall, where, yes, people can actually get married.

>> believe it or not, people have signed up to exchange their vows. uh- if i offered to marry my spouse of 25 something years at a music festival, i would not be married. but to each his own. >> organizers say they're expecting as many as 75,000 people to descend here on golden gate park every day this weekend, and that surge of people bringing a big economic boost for the entire city, mayor london breed says. beyond the money that the festival pumps into the city, outside lands helps establish san francisco as a major center of entertainment around the nation. >> and when people come here and they have these great experiences, it really just uplifts our city and people take that with them. >> but outside the confines of golden gate park, not everyone is as excited. for years, the festival has gotten pushback from many who live nearby over the behavior of some of those who attend. >> don't really respect the cleanliness of the neighborhood. they sort of like, you know, trash everywhere, you know, like do their business in front of my

driveway. >> mandy cook says while she supports the festival overall, the cleanup afterwards can be troublesome for neighbors. cook tells us while things have gotten better over recent years, she thinks there's still room for improvement. >> i think they can do a bit more, you know, in terms of like hiring more like sanitary crews to kind of like cleaning up after the people are gone. >> since it began, outside lands has contributed more than $1 billion to the local economy in san francisco. tim johns, abc seven news. >> good stuff. so everyone wants to know how the weather is going to be for it. >> we got three days of music festival in the city. meteorologist sandhya patel is here. sandhya. >> yeah, and it's going to be music to your ears if you like this kind of weather. dan and ama, let me show you the forecast for tomorrow. it's going to start off gray in typical golden gate park fashion, and then afternoon sun and breezy mid 60s. certainly we'll have a nice westerly breeze saturday fog to start, but it's a milder one. and on sunday breezy and cooler. take a look at this live picture looking at downtown oakland, there is some haze in the air as

we are seeing some impacts from wildfire smoke coming in from canada and the western u.s. air quality advisory has been issued for today and tomorrow. looking at the air quality, it's expected to be good to moderate, but there have been pockets that are poor. you can clearly see this on the purple air website as we look at air now. good to moderate. there are fewer sensors with the official reporting agency, which is air. now as we look at the smoke forecast continuing to see haze from time to time, it will actually increase a little bit tomorrow. so don't be surprised if you do see a little bit of haze in the air, but if you are sensitive, definitely avoid exposure if you can live views from our tower cameras. certainly the fog is in the picture from golden gate to mount tam, san jose is a little bit hazy. temperatures have dropped compared to yesterday. 16 degrees cooler in san carlos down nine in san jose. sea breeze is starting to pick up. you will notice it's sfo is 23 miles an hour, and if you are

flying out of okay it's aloha travel forecast time 73 degrees tomorrow afternoon morning fog followed by sun a little breezy in kahului 88 degrees. expecting a lot of sun there though. and scattered showers. and lihue 85 degrees. we do have some showers and some thunderstorms in the sierra and into the nevada side. there you will notice it's all due to the monsoon flow. meanwhile here we're seeing occasional high clouds from leftover tropical moisture and the fog down below, which has been lingering much of the day along the coast, keeping those temperatures in the 60s coast side but 90s inland. so it is a cooler one. but definitely seeing a wide range of temperatures. la nina advisory was issued today by the climate prediction center. let's talk about the lower sea surface temperatures near the equatorial pacific. so we're on the subject of cooler there. seeing 66% chance of la nina developing september through november of this year. and there's a 74% chance it continues november through january. now, you know,

last month, many bay area cities had their hottest july ever. and that was the case around parts of the globe. it was the second hottest, a drop in global average temperatures is expected as we head into the la nina year later on today, later on this year, today through tomorrow. hazy skies for some overnight fog and spotty drizzle and your weekend outlook will be cooler than average for sunday. overnight tonight, the fog will fill back in, the drizzle will start off your morning, and then as we head into the afternoon, fog is going to hang around. well into the evening hours. your morning temperatures, 50s 60s afternoon highs will be in the low to mid 90s inland low 60s coast side with the lingering fog and breezy conditions. accuweather seven day forecast mid 90s inland. the next couple of days. low 60s coast. we'll have breezy and cooler weather sunday, monday, tuesday. it's going to be below average for august, but at this point we'll take it because it's a good thing from that fire weather perspective to get a break from the heat. >> absolutely. thank you sandy.

june and have been acclimating to their new home. yeah, they're the first giant pandas to enter the country in 21 years. >> san francisco continues to raise money to try to host two pandas at its zoo with a pair possibly arriving. fingers crossed. next year. >> okay, sticking with animals, a california teacher was preparing for the new school year when an unexpected visitor appeared in her classroom. >> elaine salmon left her kern county classroom to print some copies, and this is what she found when she returned to black bear. salmon says she closed the door, locked the bear inside, and called her husband. >> yeah, when he got there, they held the door open, banged on the window to get it run away, took off back into the mountains. the only damage was to an earthquake kit that had some snacks inside. bears happened to be the school mascot, so it was one wild west to get the school spirit. i'm thinking the bear found out that her last name was salmon. oh, and thought there. maybe there's salmon wrong kind of salmon.
