little bit warmer than yesterday. upper 80s. i think a few cities like antioch brentwood could hit 90 degrees later on. today. as we look at the bay shoreline. some patchy cloud cover early on, but lots of sunshine mid 70s. it is breezy this afternoon. we'll find those winds about 15 to 25mph along the coast. this morning we have quite a bit of cloud cover. some fog. we'll get midday sunshine, temperatures in the low and mid 60s, but it will be breezy along the coast today. those winds as high as 35mph. let's check in with amanda. see those drive times this morning? >> good morning. we're taking you back to the richmond san rafael bridge, where there is a traffic spot. there but you will start to see improvements in the next few minutes. hopefully this is because of a solo crash westbound 580. after the decline, it was blocking the left lanes, but bridge crews are moving that crash and the involved vehicle off of it to san quentin. there is an 85 minute delay though. here's a live look at that backup from our richmond cam. again, take the golden gate or highway 37 to get around. that backup is to

castro street, and then i'm going to leave you here with a commuter alert. ace train one is late. we're told about 15 to 20 minutes because of a signal problem. bart and caltrain doing okay. back to the desk. >> thanks, amanda. happening now in the north bay. firefighters are working to gain control of a vegetation fire that forced brief evacuations in novato. flames broke out late last night near atherton avenue and highway 101. the marin county sheriff's office says this fire is now 25% contained. all evacuation warnings and orders were lifted around 120 this morning. firefighters say no homes have been damaged. the cause is being investigated. >> developing news while you were sleeping, we reached the deadline for families to leave the road where they've been staying near the san francisco zoo. they've been living in rvs since they were evicted from another street near lake merced earlier this year. abc seven news reporter gloria rodriguez is live along zoo road this morning. gloria, the city has been threatening to evict much everyone has left. >> yeah, all the rvs are now

gone. reggie aqui. and they do have signs posted saying that nobody can stop between midnight and 6 a.m. until mid september. we just saw parking enforcement come out. but again, those rvs are now gone. the city had given those rv residents until midnight to leave or be towed, and yesterday morning there were still about two dozen rvs that were parked out here on zoo road near the san francisco zoo. many of these residents had moved from winston drive. they were also pushed out of that road after the city implemented a four hour parking restriction for an upcoming repaving project, and many of those residents had been living in rvs since the pandemic, and the community was made up of many working families. city workers have been meeting with residents to give them housing, resources and vouchers for housing, and the coalition on homelessness says that the help is working and that they have been able to help many of those families out. so we're working to get an update on that this morning. live in san francisco. gloria rodriguez, abc seven news. thank

you. >> gloria. well, we are following up on a story so many of you are looking at on abc seven news.com. waymo now has a reason why a group of robo taxis keep honking at each other in san francisco in a parking lot yep, that racket has been bothering neighbors in soma for weeks now. waymo says the honking is because of software that's meant to prevent slow moving crashes. so, for example, if somebody is backing out of a parking spot and they don't see you, you would honk if they got too close. so that's basically what the waymo vehicles are doing. the company says it is adjusting the software. >> passengers going from sfo to rome never even left california. the united airlines flight had to be diverted because of a mechanical issue. the plane landed safely in sacramento just before six last night. officials didn't specify what that issue was. here's one passenger describing what happened.

>> that's all they said. it was overheating, so they had to shut it off. and so they had to divert us to sacramento. it was kind of funny to me is that i left sacramento to san francisco and came back to sacramento. >> passengers were flown back to sfo on a different plane, and the airline rebooked the 148 passengers so they could go to rome. >> new developments in the effort to bring new life to san francisco. amanda, the mayor, has just announced a half million dollars for some iconic businesses to bring more nightlife to the city. >> yeah, and kumasi will have a map up ahead showing which businesses across the city will be involved. >> but first, the city says the goal is to produce a number of diverse weekend and evening events downtown through the downtown entertainment and nightlife revitalization grants or energy program. with this new funding, 14 entertainment and nightlife businesses, along with neighborhood organizations will receive grants. those grants can range up to $50,000, and you can see some of those businesses

involved here. some of them are iconic venues like the stud oasis and black cat. programing is slated to launch later this month. we'll see concert pop up theaters or theater performances. i should say drag shows and street parties. the new entertainment zone proposed earlier this year will also be incorporated through the energy program. these grants will fund various expenses permitting and event planning, amongst other costs. the hope is for this new program to bring life to downtown and promote businesses and nightlife growth. mayor london breed says the city is exploring, quote, every possible avenue to make downtown an exciting and welcoming 24 over seven destination that attracts more people and new business opportunities. back to you at the desk. >> thanks, amanda. breaking overnight, a magnitude 4.4 earthquake hit near las vegas just after eight last night in indian springs, which is about 45 miles northwest of vegas. thankfully, no reports of any injuries or damage.

>> vice president kamala harris is set to release her first major economic plan as a presidential candidate friday. during a speech in north carolina, her campaign says she will outline a plan to tackle inflation day one, lower costs for middle class families and take on corporate price gouging. this week, vice president harris is on the cover of time magazine. the article inside traces her path to becoming the democratic presidential nominee, including looking back at her bid for president in 2020. her voice is absent from the piece, as her campaign has repeatedly declined interviews. security preparations are well underway in chicago ahead of the democratic national convention. it officially starts monday, and fencing is going up around the united center, where it will be held. the secret service took part in an update yesterday and said its plans are unchanged by the attempted assassination of former president trump in pennsylvania. >> as far as comparing butler to a national special security event, you can't compare it. this is a whole of government

back in session today for even more bay area families this morning, at least a dozen districts begin their school year, including berkeley, martinez, napa and pacifica unified, as well as santa rosa city schools. school safety, of course, a main subject of discussion among parents, teachers and students at santa rosa city schools. after struggling with fights, gang issues, even a stabbing death on campus. in recent years, the district has made some changes that will be continuing this year. district officials say student safety is a top priority. >> what we've done is increased staffing. i think one of the big changes that took place towards the end of last year is the change in in terms of campus supervisors. >> the school board has also passed a measure that would allow a law enforcement presence to come back onto campuses. they also have a new school superintendent. she is expected to introduce herself to students today as the school year. the new school year gets underway.

students and staff are dealing with a crackdown on cell phones. amanda is at the live desk with the push from governor newsom and kumasi. >> there's certainly growing pressure from governor newsom. he sent a letter to school districts across the state yesterday urging them to limit cell phone use on campus. he cited reported negative impacts of social media on the mental health of young people. in his letter, governor newsom said every classroom should be a place of focus, learning and growth. on abc seven news at three. state superintendent of public instruction tony thurmond echoed the governor's concerns over mental health. >> it is clear when you look at the rates of depression and anxiety that our kids have, they need less time on the phone and more time focused, and they'll do better academically and mentally. >> diablo and ignacio valley high schools in concord are one week into their no phone pilot programs. students have to put their phones in locked pouches during the school day. >> ultimately, i think that the kids will, you know, probably

see that they, you know, enjoy their peers more. they, you know, have better interactions. and yeah, i think it's going to be a good thing. >> one criticism of phone limits is the ability to communicate in an emergency. thurmond says there are many solutions for that, and it's something they will work through. back to you. kumasi >> thanks, amanda. in the south bay, a high school in san jose is starting the new school year with a huge hit to its football program. the coach says thieves broke in and stole almost everything, including the wiring that powers the football fields, lights and the scoreboard. police say they're investigating the weekend theft and the damage at santa teresa high school. the school's athletic booster club is a volunteer parent group that fundraises all year long to provide what the school or the district can't supply. the co-president says the thieves stole thousands of dollars worth of equipment and materials. >> we store in our merchandise that we use to fundraise. our supplies for our concession stands. heartbreaking like you,

whale migration off of our coast. a program designed to help keep those animals safe is showing increased success. high tech buoys can now relay warnings when they detect whales in the area, and an increasing number of shipping companies are participating in a voluntary speed reduction program. it involves slowing down ships to avoid hitting whales. >> and so when we look at these reduced speeds from the large vessel community, we can very clearly see that we're significantly reducing the risk of ship strikes for these endangered whale populations. >> the speed reduction program is celebrating its ten year anniversary. a special surprise for a school in san francisco's tenderloin neighborhood. former giants star hunter pence joined about 30 other volunteers yesterday, getting tenderloin community elementary ready for the students when they return next week. pence and the others removed a truckload of debris and added dozens of plants. his nonprofit, healthy plant healthy

families who have been living along zoo road in san francisco are now gone. overnight, a city imposed deadline for them to leave came and went. it's the latest challenge for a group of people who have been struggling to find permanent housing since the pandemic. abc seven news reporter gloria rodriguez has been following this story for weeks now she's live along zoo road. gloria >> good morning. reggie. yeah most of the rvs are gone this morning. there's one rv behind us right now, but that one just got here probably about 15 minutes ago. there are signs that have been posted saying people can't park there between midnight and 6 a.m. until mid september, and those rv residents had a deadline of midnight to leave or risk their rvs being towed. yesterday, there were still about two dozen rvs out here on zoo road in san francisco, and city workers have been meeting with these residents to give them housing, resources and vouchers for housing. in many cases, some of these rv residents will qualify to get a percentage of their rent paid by the city for up to three years, but san francisco will not be paying for people's

rent indefinitely. city workers say it's a case by case situation to help get people into housing now as a way out of homelessness, and many of these residents had moved from winston drive. they were also pushed out of that road after the city implemented a four hour parking restriction for an upcoming repaving project here on zoo road, the chronicle reports that a rehab and recreation center serving those with disabilities argued that the vehicles were not safe for clients, and this is all part of the recent crackdown on homeless encampments in the city. and many of those residents who have been living in the rvs here had been living there since the pandemic. many were working families, and the coalition on homelessness has been helping those residents. so we're hoping to get an update on how they're doing this morning a little bit later on today. live in san francisco gloria rodriguez, abc seven news. thank you. >> gloria. developing news this morning. there is a legal battle over your right to privacy inside your car. amanda, this involves a practice by general

motors that may have led to higher insurance rates for potentially millions of people. yeah >> and kumasi, the state of texas is suing general motors, accusing the company of violating the privacy of millions of americans. the suit claims gm misled customers by encouraging them to enroll in its tech based safety program like onstar smart driver. gm then collected data on things like how many times people exceeded the speed limit or violated traffic laws. then the company sold that data to data brokers who sold it to insurance companies, who then raised rates for some drivers. the problem drivers didn't know their data was going to be sold. texas attorney general ken paxton say, quote, millions of american drivers wanted to buy a car, not a comprehensive surveillance system that unlawfully records information about every drive they take and sells their data to any company willing to pay for it. that's the end of his quote. a gm spokesperson says the company has been in discussions with the attorney

general's office, and gm may not be alone. texas authorities are also investigating other automakers for their handling of customer data. back to you. >> amanda. thank you. your voice. your vote. vice president harris and donald trump are heading to north carolina this week for campaign stops. at the same time, the battle between the two vice presidential candidates is escalating. governor tim walz is coming off his first solo campaign event as the democratic party's vp pick. walz is also being forced to defend his military record after trump's campaign jumped on comments that walz made in 2018. >> we can make sure that those weapons of war that i carried in war is the only place where those weapons are at. >> walz was deployed to europe in 2003 to protect against potential threats, but j.d. vance said walz never saw active combat. walz, who previously admitted he misspoke, hit back on vance's attacks. >> i am proud of my service to this country, and i firmly believe you should never

denigrate another person's service record. >> walz continues his solo fundraising swing before heading to chicago for the democratic national convention next week. >> people in richmond may not get to vote on taxing chevron after all. today, city leaders are expected to decide whether to drop a november ballot measure in exchange for a big payout. the city says chevron has offered $550 million over ten years if they give up that tax initiative. the idea behind the tax was to compensate the city for pollution caused by chevron's oil refinery. richmond was already facing one lawsuit over the ballot measure. chevron was expected to sue if the plan passed in the south bay. >> some answers for the family of a mentally ill incarcerated man who was killed in a santa clara county jail in 2015. yesterday, three former jail guards pleaded guilty to voluntary manslaughter charges after beating michael tyree to death. matthew farris raphael rodriguez and jared lubran

agreed to a plea deal to serve a maximum sentence of 11 years for their involvement. >> they pled guilty to voluntary manslaughter to beating and killing michael tyree with conscious disregard for his life conscious disregard for human life. >> the three former guards will be in court again october 22nd to determine how much of their remaining sentence they will serve. >> former political organizer in san francisco, john jacobo, will soon be released from jail. a judge granted his release while he is awaiting trial on rape charges. jacobo has been ordered to stay on house arrest. this means he can only leave for medical appointments and is subject to electronic monitoring. he also has to surrender his passport. now it could be a couple days before he gets out of custody. the sheriff's office needs to check out his home first. >> at this point, he's just grateful to get to go home to be with his partner and his baby. i mean, his partner has a two

month old baby, and knowing that she's home, dealing with that alone has been devastating for him. so pretty much any conditions could have been placed on him. and as long as he got to go home, he would have been grateful. >> jacobo has pleaded not guilty to the charges. >> we're seeing new video of the moments before an 18 year old richmond man was shot and killed by los angeles police. surveillance video shows the moments leading up to the shooting on july 13th. ricardo ramirez and three others were in a cadillac that was reportedly involved in a dispute with a driver of another car. an unmarked police car followed the cadillac when they stopped, ramirez got out and approached that car. seconds later, police shot him. his family's attorney says the officers should have identified themselves, and they followed protocol and waited for the marked vehicle. >> ricky would have known who he was approaching, and i think the video shows quite clearly ricky did not have a weapon in his hand. his arms were open on both sides near the window of the door, and he was right in front

>> now it's your morning money report. inflation eased slightly once again in july, likely keeping the fed on track to cut interest rates. inflation reached its lowest point in more than three years last month. prices rose 2.9% in july, down from 3% in june. this is the latest sign that the worst price spike in 40 years is fading. the fed will discuss possibly cutting interest rates next month. >> intel is selling off its stake in british chip firm arm holdings. the santa clara based company is in the midst of laying off thousands of workers, reuters reports. the sale is expected to make more than $140 million, according to recent arm stock prices. the chip maker said earlier this month it would make moves to focus on ai chip production. intel and arm have not yet commented on the sale. >> legendary beauty products seller avon has filed for bankruptcy. it comes as the company faces hundreds of lawsuits over products that use talc like face powder and eyeshadow. talc has been linked

are warning of a rise in a respiratory virus. the cdc says it's watching para parvovirus b19 is also known as fifth disease. and it's a common virus, especially for children with symptoms of fever, muscle aches, rash and joint pain. cases did go down during the pandemic because people were taking more precautions. but the cdc says now it's seeing an unusual rise in infections and complications. >> coronavirus levels in wastewater remains very high, and that, coupled with students heading back to school, is creating concerns about a spike in cases. schools can be an incubator for viruses and experts say they wouldn't be surprised to see continued activity throughout the rest of this month and into september. so it's important to stay vigilant. >> we feel like we're back to normal this year. it is an option for families to have their children mask at school, but it's nothing that we require, and schools are recommended to allow a student to mask if they want to mask, and there shouldn't be any,
