behind the wheel. >> and new plan to tackle homelessness in san francisco. one mayoral candidate saying the city has been handling it all wrong. mayor breed's campaign is now responding. >> a live look this morning from chicago. day three of the democratic national convention about to get under way. did you see the obamas last night? how about doug emhoff addressing the electrified crowd, making the case for vice president harris? tonight it's time for tim walz to take center stage. good morning. welcome to wednesday, august 21st. >> we start with a check of our forecast. andrew. yeah. >> yesterday was lovely. today we have cooler weather starting to move in here. so a live look at sfo. you can see we have our coastal cloud cover. it has returned. yesterday we had a clear morning this morning. it's really just the immediate coastline that is dealing with any cloud cover. in fact, you look at sf oakland areas inland, we have clear skies, but it's half moon bay right now that is reporting that fog. and it's just an indication that we're going to see some cooler changes coming our way over the next couple of days. temperatures right now though, are running a

few degrees warmer compared to this time yesterday, upper 50s to the mid 60s around the bay shoreline. good morning fremont. we're at 58. 59 in redwood city. even the north bay, a lot warmer right now. yesterday we were in the 40s. today we're in the upper 50s to the lower 60s. so looking at our inland forecast first, we do have cooler days ahead. so we'll go into the upper 80s today. it's a warm one just not as hot as yesterday. a lot of sunshine on the board. a bit of a breeze this afternoon around the bay shoreline. just some patchy fog right now. lots of sunshine. it's a nice looking day. mid 70s for daytime highs with that breeze. again with us this afternoon. now along the coast it's not going to be as sunny as yesterday was yesterday. we had wall to wall sunshine this morning. we're dealing with fog. it's partly sunny later on today and highs in the low and mid 60s. let's check in with sue. see those drive times. >> well good news and good morning. it's just a little after 5:00 we're going to the golden gate bridge. and as drew said fog free you are down to one lane in the southbound direction due to the road work

that should be picking up momentarily. and the san mateo bridge moving nicely this morning. just a few brake lights as you make the turn to the high rise. we have better news this road closure that actually happened last night or yesterday afternoon, i should say, with a pole down, electrical pole down eastbound highway four at franklin canyon has just now been reopened within the last five minutes. so that's even though it's the reverse commute. that is good news. eastbound for reopen guys. >> thank you sue. this morning a santa rosa man is facing a murder charge after prosecutors say he killed a 31 year old mother and police officer. the victim was on her way to pick up her daughter from school on friday when she got hit. abc seven news reporter gloria rodriguez is tracking the new developments in this case. gloria. the suspect appeared in court yesterday. >> he did. and according to the sonoma county district attorney's office, the suspect now faces a murder charge. and he's also facing charges of felony gross vehicle manslaughter, felony dui, and driving without a valid license.

authorities say that 68 year old leon van nguyen was under the influence of alcohol when he crashed his car on friday, killing a 31 year old police officer. prosecutors say that jessica avila munoz was on her way to pick up her 13 year old daughter from school when nguyen ran a red light and slammed into her. munoz later died at the hospital. police say the driver has four prior misdemeanor duis. legal analyst stephen clark says this murder charge is the most serious way that a da sends a message to dui drivers that if you continue to do this and someone is killed, you will face a murder charge. no longer just a misdemeanor. >> it's likely that this man, if he's convicted of second degree murder, will not get out of prison. it carries a 15 to life term and also the other conduct involved felony dui. so it's not likely that he will be released from prison anytime soon.

>> munoz had just started working as a sonoma county juvenile correctional counselor last year, and her coworkers, of course, are saddened and shocked by her death. as for the suspect, he's in jail without bail and is expected back in court on september 11th. live in the studio gloria rodriguez, abc seven news. thank you gloria. >> right now we are going live to chicago, where day three of the democratic national convention is set to get started. and about an hour from now, the california democratic party is hosting a breakfast where senator alex padilla and first partner jennifer siebel newsom are set to speak. now, tonight, the headliners include former president bill clinton and speaker nancy pelosi, before minnesota governor tim walz takes the stage to officially accept the party's nomination for vice president. they will all be trying to continue the intense excitement from last night, when the convention felt more like a party. during the ceremonial roll call, one state called in a well known artist to

francisco da brooke jenkins remove herself from the case. the 26 protesters surrendered to authorities last week after jenkins issued warrants for their arrest. they each face 40 criminal counts. in a letter sent to the da's office yesterday, protesters say jenkins and her staff have a conflict of interest because they receive gifts of wine from the israeli consulate. in a statement to the chronicle, the da's office denies that claim. it says public officials routinely meet with consulates of different countries to discuss safety of consulates and staff. >> mayoral candidate and city supervisor aaron peskin is laying out his plan to solve san francisco's unhoused crisis. he says if he's elected mayor, he wants to stop evictions and offer more shelter instead of encampment sweeps. peskin proposes buying empty properties in the city and turning those into shelters. he discussed his plans in the mission yesterday alongside other community leaders. >> homeless people are being swept from one neighborhood into another, and what i am proposing

is standing up the shelter beds that we need, creating the facilities to address the behavioral health crisis that we are experiencing. >> peskin says mayor london breed is to blame for the current state of the homeless crisis. a campaign spokesperson for mayor london breed released a statement. it says in part, quote, aaron peskin has been in office for over 20 years but waited until he was running for mayor to propose a homeless plan. breed is the only candidate actually delivering shelter and housing and moving people off the street end. quote. >> 5-10. this morning, a live look at walnut creek. it is clear out there. the big takeaway over the next couple of days, we're tracking cooler weather moving in here. yesterday was the warmest day of the week by friday. those temperatures will be well below average right now. 63 degrees in walnut creek. great visibility, a breeze right now out of the west at 14mph. the travel forecast. much of the us is going to be very quiet today, so you should have no issues getting to where you need to go later on this morning or into the afternoon. still quite hot in our deserts. 107 in vegas,

across the midsection we are finding just a mix of sun and clouds today. warm temperatures above average. it's the northeast that's feeling like fall today. low to mid 70s for daytime highs. a couple of afternoon thunderstorms in florida, but still pretty close to average for this time of the year. back here at home we have some coastal clouds this morning. expect bright sunshine today. it's just a little bit cooler than yesterday by a few degrees. we'll call it back to average this afternoon. the winds will pick up a little bit. it's breezy, very similar to yesterday in the afternoon. those winds about 15 to 25mph. so today we'll have coastal clouds. temperatures in the 60s along the coast, 70 around the bay shoreline. we're mainly in the 80s for daytime highs inland. now the three day forecast will continue that cooling trend. and by friday we're talking about only cloud cover but also some drizzle. to finish out the week. we'll preview that and the weekend forecast coming up in just a few minutes. >> thanks, drew. we could be on the verge of a shakeup in the presidential race. rfk's running mate says their campaign is considering dropping out and endorsing donald trump. how the former president is reacting to

takes off. the medical world is raising concerns about the number of serious injuries. abc seven news reporter laura martinez takes a look at the larger debate in the bay area. >> this is a class two, so it's 20 miles an hour with throttle option. >> the electric bicycle market is growing fast. for the past 16 years. doug schwartz has sold e-bikes and scooters at lv motors in santa clara in california. there's three e-bike classes, depending on their features. >> this is what a lot of the kids love. this is the super 73. this is a class three. 28 miles

an hour. >> and then there's products marketed as e-bikes. but the motor can go over 28mph. >> we put this as a as an off road vehicle because you can flip a switch and it can do 50 miles an hour. >> and with power comes responsibility. a recent ucsf study highlighted the dangers of e-bike injuries doubled nationally from 2017 to 2022. while e-scooter injuries rose by 45% each year. coauthor kevin lee said the median age involved adults in their 30s or older. >> i think on a ridership level, there's probably a lot more public education and enforcement of regulations that can happen, particularly around helmet use speed limits. more regulations are happening. >> the first day of school for the larkspur corte madera school district is wednesday. beginning this fall, students who ride an e-bike between home and school will be required to register for a permit only class one and two

e-bikes will be allowed on campuses. the executive director of the marin county bicycle coalition supports a bill that would make the sale of out of class vehicles illegal in the state. >> if that law passes, which we believe it will, i don't believe it takes effect until 2026. and so this registration process that's happening in the schools in marin county is kind of a band aid approach until something like that were to take effect. >> e-bike proponents say they are environmentally friendly, affordable and a great commuting option. some models are so ligh. this lemon barely weighed 30 pounds in the south bay. lauren martinez, abc seven news. >> san francisco is getting ready to host a series of block parties to bring more people to the mid market area. this is called unstaged. live on mid market. live performances. art exhibits. food and drink vendors will be filling market street between fifth and sixth. the block party will also focus on mid market's history as the

the tropics. we're watching the pacific very closely because now we're likely going to have our next system developing this area of cloud cover right here has about a 90% chance of forming into a tropical system over the next 48 hours. here's hawaii for reference, and likely as we head into the weekend saturday especially, this storm passes south of the big island, but it will likely bring some heavy rain saturday into sunday, so just be aware of that. if you are traveling to hawaii, that storm will impact some of your travel plans back here at home. it is a lovely afternoon. we have temperatures about average for this time of the year. cooler than yesterday, but still a very pleasant afternoon. the winds will be breezy later on. today, about 15 to 25mph overnight. tonight we'll have more cloud cover developing and overnight lows, mainly in the mid 50s to the low 60s. let's talk about that cooler air coming our way. this trough is about to set up shop over northern california by thursday and friday. and the center of it is basically over the border of california. and oregon, supplying us with cooler temperatures over the next

take a look at the bay bridge toll plaza. no metering lights are on at this hour. traffic is flowing nicely. so far, so good. >> number seven bart soundtracks summer concert series is returning today. tonight at 5 p.m, the latin rhythms will be performing at the el cerrito del norte station. concerts will also be held august 28th and then again on september 4th. a new study could be a game changer for people who are at risk of developing diabetes. it found the popular weight loss drugs zetman and monjaro reduced chances of developing type two diabetes by 94%. researchers studied more than 1000 people who were living with diabetes. excuse me? with prediabetes, obesity, or who were overweight. and they all took these drugs for three years. the study found those taking the highest dose lost 30% of their body weight, on average. >> so this speaks to not only the benefits of this medication in terms of weight loss, but

preventing a diagnosis that 1 in 10 americans live with in this country. >> according to the cdc, preventing type two diabetes can reduce the risk of kidney failure, stroke and heart disease. but you probably heard about shortages of these drugs recently. eli lilly, the maker of zetta and monjaro, says its increased production to meet demand. >> building a better bay area means finding new pathways to healthier lifestyles, from new forms of nightlife to newnds anr living. a new set of studies joins the growing body of research on the negative impacts of alcohol. it's happening as a movement of nondrinkers emerges in the bay area and across the country. abc seven news reporter tim johns spoke with some of those leading the charge here at home. >> reporter two recent studies from the world health organization have shown the dangers of drinking alcohol. the first saying alcohol consumption contributes to the deaths of over 2.6 million people a year and another concluding that there is no safe level of

drinking when it comes to your health. a departure from older, more traditional thought processes, some of which include things like a glass of red wine a day. >> the research is really evolving, so we're starting to see new studies come out showing new associations with cardiovascular disease, cancer that we didn't see before. >> the new data comes at a time when there's been a slow but steady shift in drinking patterns nationwide. that's especially true for younger people. the percentage of whom drink has fallen for the past two decades. as the number of drinkers has dropped. the number of businesses catering to that crowd has grown. >> they either delocalize the product or they just never let it be, ferment and become alcoholic. this is a ready to drink canned cocktail. >> carley hall is the store manager of the new bar in san francisco, a bottle shop that sells only nonalcoholic i-team's. she says the company is growing rapidly, supported by loyal customers. >> i feel like definitely during the week, a lot of people don't want to drink or just can't

drink, so they're looking for options and that is not just water. >> it's a similar story at local restaurants, many of whom have adopted nonalcoholic menus in addition to their traditional offerings at copre. chief operating officer dana kassakhian says they're planning on doubling the number of nonalcoholic drinks they serve. >> if we have a private party, we automatically will pass drinks that are both nonalcoholic and alcoholic, so no one has to feel like they have to make a declaration about what they're drinking and why. >> despite the new scientific research, though, experts say the risk for individual people remains a case by case basis for those who are drinking casually and have are healthy and have low risk to begin with. >> i think those factors need to be taken into account. >> but whether you drink or not, it looks like the nonalcoholic options are here to stay in san francisco. tim johns, abc seven news. >> renaming the rotunda at san jose city hall coming up at 530.

>> hey. good morning. okay, so the next couple of days, cooler weather gets introduced to the region. here's a live look outside from our east bay hills camera early this morning. you will find some coastal cloud cover. right now that's being reported in san francisco. pretty cloudy and half moon bay, but other areas like concord, san jose, and napa we do have clear skies, so the marine layer is visibly back this morning, which is going to bring about some of those cooler changes over the next couple of days. but out there right now, actually we're a few degrees warmer compared to this time yesterday morning because we're hanging on to some of that warmth we had yesterday afternoon. good morning, san mateo. 60 degrees 63, in hayward. we're at 61, in cupertino, not nearly as cold in the north bay like yesterday morning. we're in the 40s this morning. we're in the 50s 60s right now in the inland east bay. so looking at our inland forecast first, it's a little cooler than yesterday. temperatures going back to average this afternoon mid and upper 80s with full sunshine inland today around the bay shoreline. some patchy cloud cover right now, but we do expect lots of sunshine throughout the afternoon. very pleasant in the mid 70s with a

charge. this is a story we have been following closely since it happened on friday. abc seven news reporter gloria rodriguez joining us live. and gloria, this is not the first time the suspect in this case has been arrested for drunk driving. >> that's right. kumasi. police say the driver has four prior misdemeanor dui and is now facing a murder charge, as well as charges of felony gross vehicle manslaughter, felony dui, and driving without a valid license. family and friends of 31 year old peace officer jessica avila munoz are mourning her death. prosecutors say that munoz was on her way to pick up her 13 year old daughter from school on friday, when a driver ran a red light and slammed into her. munoz later died at the hospital. authorities say 68 year old nguyen van nguyen was under the influence of alcohol when he crashed his car in santa rosa, killing munoz. she had started working as a sonoma county juvenile correctional counselor last year, and her coworkers, of course, are very saddened over the news of her

death. >> when i got the call from the santa rosa police chief and it took my breath away. >> she loved her daughter more than anything and was her number one priority. and i myself, and i know our department will do anything that we can to assist her with anything that she need. >> legal analyst stephen clark says if nguyen is convicted of second degree murder, it is not likely he'll get out of prison because it carries a 15 to life term. two fundraisers have been started to help munoz's daughter and parents. one was organized by the sonoma county probation peace officers. the other is a gofundme that was started by a friend. live in the studio gloria rodriguez, abc seven news. thanks, gloria. >> residents in a santa clara condo complex are relieved to know that a major mail theft operation is now shut down. security video captured the thieves using stolen mail keys to access dozens of mailboxes. santa clara police announced the arrest of 12 suspects for their

role in a major fraud ring. they found u.s. postal, mail, keys and even a uniform along with drugs, gambling machines, body armor, and other illegal items. the stolen mail included id cards, checkbooks, and license plates. the u.s. postal inspection service says the stolen mail keys are a widespread problem. >> letter carriers are being robbed of these keys. really on an altogether alarming basis, the daily or weekly occurrence across the bay area, across the country, along with security cameras and alarms monitored 24 over seven. >> the complex installed coded key locks to deter thieves. >> san jose will rename the city hall rotunda to honor its trailblazing first female mayor, elected nearly 50 years ago, janet gray. hayes was elected in november of 1974, and she wasn't just the first female mayor of san jose. she was the first woman to be elected mayor of any major u.s. city. last night, hayes's daughter thanked the san

even the chance of some drizzle, some light showers. but for the weekend we recover nicely. it is brighter and it is warmer. let's get you an update on the tropics. we do have our next storm developing. this is hector, the national hurricane center gives this system about a 90% chance of developing into hector over the next 48 hours. we're highlighting this storm because it's going to get very close to the big island over the next six days. the consensus right now is that the center of the storm will stay south of the big island, but still on this track, it would bring some heavy rain and some gusty winds. saturday and sunday. just be aware of that. if your travel plans do take you to the big island, we'll keep you updated on the track over the next couple of days. back here at home it is lovely temperatures back to average, lots of sunshine away from the coast, a bit of a breeze later on this afternoon. overnight tonight we'll find more cloud cover than we have right now, and lows in the 50s and in the 60s. our cooling trend accelerates here tomorrow and especially into friday. so tomorrow temperatures go below average, but by friday look at these temperatures. it

will of collecting personal information from people without their permission. through its chrome browser is moving forward. a panel of federal judges in san francisco made that ruling yesterday, which reverses a lower court decision to dismiss the lawsuit. a company spokesperson says google disagreed with the ruling and that it was, quote, confident the facts of the case are on our side. a judge has made a major decision that impacts 30 million u.s. workers. a ban on non-compete agreements has been put on hold just two weeks before this rule was set to take effect. a federal judge in texas upheld a challenge to the ftc's rule banning the controversial contracts that prevent workers from joining their employer's rivals or launching competing businesses. the ftc argues the
