i would say. >> some say they're already seeing an improvement. one month after a curfew went into effect in san francisco's tenderloin district. good evening. i'm ama daetz, and i'm dan ashley. >> thanks for joining us. the curfew was implemented in the hopes of reducing crime and open air drug markets, but it's only in effect for this part of the tenderloin, shaded in red from midnight to 5 a.m. abc seven news reporter luz pena has been following this story, and joins us live in the newsroom with a first data points on this loose. >> dan, we went to the tenderloin asking, is the curfew working? and it depends on whom you ask. this is a two year pilot program, and the first month is already showing some progress. but not everyone agrees the curfew should exist at all. for the last seven years, kathy vaughn has called san francisco's tenderloin home. she walks these sidewalks on a daily basis and says there was a clear shift about four years ago, leading to a change in her daily routine. >> i put myself on lockdown at 7

p.m. during the wintertime. i put it at five because i don't feel safe out at night. >> in june, san francisco's mayor, london breed and board of supervisors approved a plan that banned businesses except restaurants and bars from staying open between midnight and 5 a.m. it's been about a month, and kathy is noticing the change. >> it's getting better. it's like a little bit at a time. >> the tenderloin housing clinic pushed for this curfew, and their preliminary data points show the areas between o'farrell and mcallister and polk to jones, where the curfew is enforced, are doing better. >> it has been very successful. i would say for a month because we have seen less of congregation in various parts of tenderloin and in the night because this legislation has impacted in the night and we have seen less crime, so to speak, less gunshots. >> our abc seven news data team

looked into incident reports from midnight to 5 a.m. in the tenderloin police district, which includes where the curfew has been enforced. we noticed a drop in incident reports for the month of august so far, compared to prior months before the curfew was enacted. despite this glimpse of progress, businesses have had to close by midnight. say they're suffering. >> we used to close at maybe 2 a.m, 3 a.m, and now they're making us close at 12. we don't even let customers in anymore. like they come knock on the door and we tell them it's closing time. what's going on in the streets? what's going on in the stores and family businesses shouldn't be affected. >> other residents want police to crack down harder on people selling drugs on sidewalks, and not just businesses. >> there's still people out here selling drugs and selling their illegal stolen goods, right? so it's not really all businesses are closed during the curfew, is it? >> and for every hour, a store remains open during the curfew hours, the city can find them up to $1,000. businesses like the smoke shop say they feel like collateral damage, as the city

looks for ways to improve an issue that is impacting the neighborhood outside of these stores. in the newsroom. luz pena abc seven news. >> all right, lewis, thank you so much. police in oakland are investigating a deadly shooting outside a dollar tree store. we counted about two dozen shell casings in the parking lot on east 12th street at 25th avenue, about a mile from fruitvale. bart police say one person was shot and killed there just before 4 p.m. they were at a tent where people could sign up for free cell phone service. police haven't shared any details about its suspect. >> new developments in a deadly shooting at a shelter for unhoused people. police in berkeley say they've arrested a man tied to sunday's killing. it happened inside ursula sherman village on harrison street, close to the target off 580. a shelter, residents told us a man who lived there was shot in his room. police found the suspected shooter in a parked car yesterday morning, and they arrested him inside the 67 year old's car. they found guns and ammunition. the suspect is in

jail, being held without bail. >> today we're learning more about the victims of yesterday's deadly crash on highway 85 in san jose. and we have new video of the wrong-way pickup truck moments before the collision. abc seven news reporter zach fuentes is following the story. >> take a look at this video. slowed down. it shows the white pickup truck traveling the wrong way on northbound highway 85. the chp saying that truck traveled in the wrong direction for several minutes before the tragic crash at the highway 8587 interchange, officials said. they first got calls around 340 in the afternoon that monday. >> some of the first calls that we had put the pickup truck in the area of 85 and saratoga, which is several miles. >> chp confirming that a 47 year old woman and 14 year old boy were killed in that crash, though the santa clara county coroner has not officially named the victims. on tuesday, this email was sent to families at the school. the boy attended. it stated that he was in ninth grade and that his family said

he was happy at the school. he only got to attend for a short time. the new school year started less than two weeks before the crash. officials say the driver of the truck was a 39 year old man. he was hospitalized with major injuries. the pickup had florida license plates. a check of his name found records in his florida county listing. several traffic infractions, including one misdemeanor for careless driving. patrick garrison lives just by the highway. 8587 interchange near oak ridge mall, where it happened. he heard about the crash when his daughter called him. >> she called me just to make sure i was okay. and you know, i said, what's up? she said, oh, there's a fatal accident. >> he's lived by the freeway for nearly a decade and has seen bad crashes. still, he says, the cause of this one is one of the most shocking. he's come across. >> it's heartbreaking. and to be driving the wrong way during the daylight. it's just crazy. the chp said it's still investigating why the driver was going the wrong way and where he came from on the freeway. >> officials tell us that the suspect is still in the hospital and has not been booked. investigators are looking into felony manslaughter charges. the chp asked any witnesses to

please come forward in san jose. zach fuentes abc seven news. >> and a frightening scene out of santa cruz county, where a car slammed head on into a school bus this morning near watsonville. 43 students from aptos junior and high schools were on board. one student was injured but is expected to be okay. the driver of the car was handcuffed and taken into taken to the hospital. the chp says he was driving the wrong way. officers are still investigating, but it appears drugs and alcohol were not a factor. >> two students ended up in the hospital after a bad fight at hayward high school, hayward unified school district says 215 year olds and a 14 year old got into a fight on campus yesterday. one of them had a knife. the other two were hurt. they are going to be okay. we're told now. there was extra security on campus today and the district says hayward. police will staff more officers around hayward high. hayward police say they haven't arrested anyone, but they are investigating. >> tonight, leaders in the bay

area's largest school district will share how they'll make some tough decisions going forward. san francisco unified doesn't have enough students to keep all of its schools open. facing a financial crisis and major staffing shortages and struggles as well. tonight, the school board will discuss the factors they'll focus on when deciding which schools to close and the timeline on september 18th. the superintendent will share the district's proposed list of closures. sfusd says it will hold at least two meetings, with each potentially closing school before a final vote in december. >> in vallejo, residents in the south part of the city are dealing with an awful smell of sewage. it's being caused by repair work underway at the vallejo wastewater treatment plant. abc seven news reporter ryan curry tells you what's being done to mitigate the stench and how long it will las. >> you can't see it, but you can definitely smell it on this hot late summer day. vallejo residents are struggling to stay outside. >> it's in different areas of

vallejo. if you go down sonoma, there's a big, huge. we don't have a sewage plant down there. smells like that. >> the odor is wastewater. go anywhere in the south side of vallejo and it will smell like sewage and chemicals. >> if it's like a hot day today and the air isn't moving and you're around there, it's pretty pronounced. it's pretty pungent. >> it's coming from here. the vallejo wastewater treatment plant. the reason why it smells so bad is because this giant tank called a bio tower is shut down. it's going through some much needed repairs. >> there's millions upon millions of square feet of media, plastic media in there on that media. there's a mass zulu mass that actually grows. that media has not been replaced since it was actually brought on line in 1988. >> media is a term for when plastic and rocks build up in the filter. orlando cortez is the superintendent of the project at the plant. he walked us around the facility to show us the refurbishing plans. but while they retrofit one tank, it means they only have just one working to filter all of vallejo's wastewater.

>> the strength of the wastewater doesn't go down whatsoever, however, our treatment did, so we reduce our treatment by 50% and thus you know it is what it is. >> the flood district installed these misters around the edges of the tank. they have a cherry aroma coming out of it. it's anything they could do to try to make the air smell just a little bit nicer. the project started back in march and the wastewater district told vallejo residents it was going to smell, but what they didn't anticipate was how strong it would smell and how far it would travel. >> we undershot the actual radius of notifying our ratepayers. i believe we went out a half a mile, now, in hindsight, we would have went out a little further, maybe two miles, just to make sure that we covered everyone in that area. >> mix that in with it being a hot summer, and it means vallejo is one stinky city. but cortez says this project is necessary for the plant to stay running long term. he says it is supposed to be done the 1st of november, but that also means two more months of dealing with

a bad stench. in vallejo, ryan curry, abc seven news. >> today, governor newsom announced a major step in the project to transform san quentin prison into the san quentin rehabilitation center. demolition of the prison's old furniture factory is now complete, and construction of a new educational and vocational center will soon begin. the changes are part of the plan that newsom announced last year to transform san quentin into a facility focused on improving public safety through rehabilitation and education. today the governor also signed two bills into law aimed at addressing the state's homeless crisis. the first law clears the path for additional emergency shelter beds by using hotels and motels. the other streamlines the process for local governments to permit and facilitate the construction of accessory dwelling units, or adus, that you hear so much about. this will happen throughout the state. newsom says the new laws will provide local governments with even more tools to provide housing. >> still ahead, expanding california's first time homebuyer program to include

things from us, and the latest scheme involves qr codes. >> if you're not looking closely, you might end up paying a whole lot more than you expected. >> reporter carlos granda from our sister station in los angeles, has a look at how scammers are trying to take advantage of drivers paying parking meters. >> at first glance, nothing looks wrong with this sign, a qr code and a website to pay for parking. vance edmonson went to the website we punched in the url. >> the url. the first five on

the google search were fakes. it was a scam. it has the logo. it says passport, parking. >> this happened as he tried to park his car in san clemente. a few minutes later he knew something was wrong. >> i put in my credit card number. her credit card company. about two minutes after i put in my information, called her and said, we have unauthorized charges here. >> this also happened over the weekend in redondo beach. the city says it found fake qr codes stuck to about 150 parking meters along the esplanade and riviera village area. they were glued next to the legitimate park mobile and pay by phone labels. >> of course, you would think that's a normal code to do a parking fee with. nobody wants to put their credit card in. >> the fake codes actually sent drivers to a website called pay by phone instead of pay by phone. just one letter off. but that sent it to an entirely different site, asking them to input their location and payment information. the issue of scammers putting fake qr codes

over the real ones could happen anywhere. >> we have heard about qr code scams where people may put a phony sticker over top of a real qr code, or email someone and tell them to use that code to go to a specific site. and so we definitely want people to be aware that this type of scam is out there. >> officials say thieves can use qr codes to steal important personal information. >> it could be that they send you to a website that's phony, that installs malware on your device, or they're trying to steal your information and make you think that you're on a real website and ask for personal information. >> carlos granda, abc seven news. >> it feels like levi's stadium just opened. why is it about to go through hundreds of millions of

the state's first time homebuyer program. the bill passed the state senate on a party line vote. it would allow undocumented californians to apply for up to $150,000 in down payment assistance through the california dream for all program. the bill heads to the assembly next for a final vote. it's not clear whether governor newsom will sign it. >> homeowners along stinson beach who recently roped off their properties, as we showed you here, are breaking the law. that's according to marin county. the county yesterday sent a notice of violation to six property owners. they have to take down the makeshift fences or get a permit for them. county officials started an investigation last week after receiving complaints, saying the ropes were blocking public access to the beach. >> today, the san francisco 40 niners and levi's stadium announced plans to invest $200 million to upgrade the stadium ahead of the 2026 super bowl and world cup. abc seven news south bay reporter dustin dorsey has a look at how the stadium will be improved over the next year.

>> levi's stadium has hosted some of the biggest events in football, soccer, hockey and more in the past ten years, but nothing compares to what's to come in 2026, when it becomes the first venue ever to host a super bowl and a fifa world cup in the same year. oh my gosh, we're so excited. >> we are an economic engine here for the bay area, and so we're super excited that fifa world cup decided to allow us to host them, as well as super bowl 60. >> but before that time, there's a lot of improvements to be made. this includes new patio bars and 120 renovated suites, which we got to see for ourselves today. fans will also see frictionless concession stands where they can get food and drinks without the need of a cashier, and they could post all about their stadium snacks with the upgraded super fast wi-fi six infrastructure with 5g connectivity in every seat. >> it's a technology environment for so many. our fans come in, they want to shoot pictures and they want to stream what's happening here at the stadium. they want to get that information to their friends and family that are watching them.

there so it's important for us to stay up with technology. >> but the fast wi-fi isn't the only technological advancement. new stadium lights will bring brighter views to primetime. while actually conserving energy, and you'll see just how bright they look on brand new video boards on either side of the stadium. the largest 4k displays in the nfl. >> from a display standpoint, that's one of the things that many of the other teams don't have that large 4k display. and so we're excited about it. >> the san francisco 40 niners will invest $180 million in the stadium. authority will throw in 20 million more to make way for a total of $200 million in upgrades. always improving to make sure they're always attracting the next big event. >> after ten years, levi's stadium has been a great facility for so many, but we want to continue to stay relevant here, whether it's technology, whether it's just the look and feel we want people to come back and we want them to remember levi's stadium. the upgrades are scheduled to be complete ahead of the 2025 football season at levi's

stadium. >> dustin dorsey, abc seven news. >> brand spanking new. yeah, a little spring cleanup or fall cleanup. >> all right. >> it's time to get a check on the weather. yeah. >> feeling like summer. abc seven news meteorologist sandhya patel is here. sandhya? >> yeah, as it should. right. but those temperatures ama and dan were a good 10 to 15 degrees above average in many areas. i want to show you a live picture right now from our east bay hills camera. and it is just a sea of blue. as we check out the temperature in concord, it is 97 degrees. so yeah, you can definitely feel the heat there. look at the humidity 11%. sun shining. big contrast compared to concord in half moon bay right now our summer microclimates. it's 61 degrees and visibility is down to eight miles. with the westerly breeze. this is kind of the beauty of the bay area. in the summertime we get the variety and as we check out those temperatures, most areas are running 2 to 6 degrees above where they were yesterday. at this time it is 94 right now in san jose, 95 in santa rosa, 97 in concord, oakland, 83. and san francisco

is at 77 degrees. a beautiful view from our santa cruz camera. you can certainly see a little patch of fog hanging around. high pressure came in today and as it built in, it brought us the warmth, the wind coming more out of the north. downsloping wind helped to clear some of the fog, but it's still there. there are some patches right near the coastline right now, as we look at a live picture from our exploratorium camera. it is clear sky there. tomorrow, hot again inland overnight, some dense fog at the coast. and for your labor day weekend, it's going to be a cooler start with near average temperatures, and then we'll turn things around on monday so as we go hour by hour this evening. numbers in the 60s, coast side, 90s inland, still warm at 815. you will notice away from the beaches and then it's slow cooling. but tomorrow morning we start out with the fog near the coast and parts of the bay shoreline. as we head into the afternoon, it's once again warming up quickly away from the beaches. as we head into the early afternoon, you see those 90s popping up so
