sufficiently between periods of heavy use. >> in phoenix, a new record set. >> look at all the 110 degree days we've had. >> the city hitting 100 degrees for the 100th consecutive day. >> this year is definitely worse. >> the conditions dangerous for the unhoused and outdoor workers. there's been a 117% increase in heat related deaths nationwide in the last two decades, and this week, from spokane and portland down to las vegas and palm springs, potentially record breaking heat 107 degrees for the next three days in vegas. no relief for sin city, which just saw its fourth hottest august on record. a far different extreme in central texas. record rainfall. this driver in san antonio was recording as floodwaters surrounded his suv. >> there was water everywhere. and then my car kind of started drifting. >> firefighters had to rescue him through the window. at one point, there were eight rescues

on the same street. >> farther north, fish guys trying to swim fish were trying to swim against the current to cross this street after a creek flooded. >> and your friend. your other fish friend. >> and in the grand canyon, days after hotels were forced to close after deadly flooding. word now that hotels in the park will reopen tomorrow. and back in texas, more than five inches of rain fell in a single day in galveston, breaking a record that stood for 83 years. and more rain is expected today. rhiannon. andrew. >> all right, lionel. thank you. now to the presidential race. both candidates are gearing up for next week's big debate right here on abc. and both are claiming momentum as they focus on the key issues in the battleground states. with harris set to unveil a new economic policy today. abc's em nguyen has all the details. good morning andrew. >> good morning with the debate less than one week away, both candidates are working to get out their message. former president trump focusing on the

border and vice president harris on the economy. today, vice president harris heads to new hampshire, unveiling a plan she hopes will boost her standing among voters when it comes to the economy. she's focusing on small businesses proposing a tenfold expansion of tax deductions for startup expenses from 5000 to $50,000 and cutting some red tape, eliminating certain licenses and tax filing requirements to make it easier to start a business. recent polls show harris gaining an edge over trump, but this morning, the former president's campaign is out with a memo touting trump's momentum, saying compared to 2020 exit polls, president trump is outperforming with blacks, hispanics and even younger voters. the campaign is denying a report that it's pulling out of new hampshire to send more resources to battleground states like pennsylvania. trump is emphasizing what he describes as harris's failed record, including on the border, saying

this in a podcast interview. >> we have the worst border in the history of the world. we have coming into our country right now. millions and millions of people. >> and trump, standing by his personal attacks on harris. >> i think you are at your best when you're talking about a positive vision of the future versus criticizing the other side. >> yeah, i think you have to criticize, though. i think i think they're nasty. >> meanwhile, an upcoming event targeting harris hosted by a far right commentator and the founder of the proud boys, is causing controversy. the naacp is demanding the university of south carolina cancel what organizers are calling a roast of the vice president, scheduled for later this month because of its blatant sexist and racist nature. the event's title and promotional poster, too sexually graphic for us to broadcast. students at the university say they recognize the importance of free speech, but also acknowledge the outrage it's

protected under the constitution for them to even be here. so i think we need to respect that. and if you don't want to go and if you want to protest, you have the right to do that too. the election is 61 days from today, but early voting is right around the corner, with some voters in north carolina receiving ballots this friday. rhiannon. >> all right, it's coming. thank you. a former top aide to new york's governor has pleaded not guilty to spying for china. linda sun is accused of acting as an unregistered agent of the chinese government. she is accused of using her position to advance china's agenda while raking in millions for herself. sun worked for two governors recently serving as deputy chief of staff. >> i'm furious and i'm outraged and absolutely shocked at how brazen her behavior was. it was a betrayal of trust, the trust of government, the trust of the people. and i'll tell you this the second we discovered some levels of misconduct, we fired her.

>> sun is a naturalized u.s. citizen born in china. her husband is also charged with laundering the money they allegedly took from china as kickbacks. the jewish community here in the united states is mourning the six hostages killed in gaza over the weekend, including american hersh goldberg-polin. >> hundreds gathered for a vigil at a washington synagogue, including vice president harris's husband, doug emhoff, who spoke at the gathering. protesters in israel poured into the streets for a third night, demanding a ceasefire deal to free the remaining hostages. emhoff spoke about the phone call between vice president harris and hersh goldberg-polin, his parents, after they learned their son had been killed. he says a ceasefire was still in front of mind for the parents. >> with this unspeakable tragedy that they were going through, they were comforting us, but also asking about the latest in the negotiations. they were asking how we can use this terrible moment to make progress on the deal. and they told the vice president in no uncertain

terms, they do not want hersh's death to be in vain as hostage negotiations remain stalled, the u.s. justice department announced charges against several top hamas leaders for their role in killing americans. >> now to a terrifying shooting spree on a major interstate, the second in less than a year along the same highway. one victim is describing how bullets tore through his car, nearly hitting his wife and kids. a suspect is now in custody after a shooting spree along a seattle area. highway vehicles apparently targeted at random. at least seven shootings in all, with at least six people shot. it should be alarming to everybody. police receiving multiple calls monday night, describing a driver in a white volvo shooting at cars on interstate five. >> it didn't hit my child, thank god. and the bullet landed right there. >> one victim staying anonymous, saying he was driving with his wife and two young kids when bullets came flying through the

passenger side of the car, narrowly missing his kids who were in the back seat. >> the one that really hit me was this one. obviously, my son and then this right here, because it was like, so close. but thank god, man. >> another bullet came flying through the passenger window, traveling through the windshield, barely missing both parents. >> as you can see, came really, really close to my wife's face. she had some glass in her eye, like all the way down on the ground. >> police arrested the alleged shooter after finding a car matching the white volvo near one of the shooting scenes. authorities have yet to identify the suspect, who is due in court today. last year, police arrested another suspect for randomly shooting at vehicles on the same highway. that suspect claimed a meth induced paranoia fueled his violence. as for the latest shooting spree, two victims are still hospitalized, one in critical condition. >> time now for your wednesday weather. lightning lit up the

sky in northern utah as storms rolled through the rockies. wind gusts were up to 50mph. more storms are expected in the mountains today. and looking at the radar, more rain in texas, but the highest threat of flash flooding today will be from louisiana, including new orleans to alabama. showers and storms are also possible in florida, and checking today's high temperatures. 70s in the northeast, 80s in the midwest, and a september scorcher in the west. how about 97 degrees in portland, oregon? >> coming up, the 17th century masterpiece that was found in an attic of a home in maine. what it just sold for. but first, he was recently shot through the chest during an attempted robbery. >> but now forty-niners wide receiver ricky pearsall just did something that shocked everyone. >> and later, restaurants forced to make changes. why more people are dining alone these days

be dancing this season? just wait till you see on gma. >> we're learning more about the nfl rookie shot in the chest on a street in san francisco over the weekend. his teammates are revealing something surprising about his recovery. this morning san francisco 40 niners rookie ricky pearsall is back at work just days after being shot during a robbery attempt. >> it's miraculous that the kids are doing as well as he is. >> 40 niners radio analyst tim ryan says he spoke to pearsall, who said he was back in the weight room with his teammates monday despite being shot on saturday. >> very traumatic experience for all involved. just super happy. super happy that he's alive. we're able to see him and talk to him. >> police say the receiver was shopping for luggage in san francisco's union square when a teenager tried to rob him. pearsall fought back and was shot in the chest. the bullet exiting through his back. a responding officer helped seal the wound. >> i said i want you to listen

to me. i know you don't know me, but please trust me. god is with us. it's not your time. >> turns out the bullet missed his vital organs. he was released from the hospital sunday. >> absolutely amazing what happened, to be honest. i mean, it's a one in 1 in 100, 1 in 200, 1 in 300. chance of surviving that sort of injury. >> the 17 year old suspect was also hit by a bullet in the struggle. he's charged with attempted murder. it remains unclear whether or not he will be prosecuted as an adult. >> my office has to take a close look at the facts. the you know, the history of the minor and move from there. >> the 40 niners say the focus now is on pearsall's recovery, physically and mentally. >> the best thing for ricky was to have a little bit of time, and he's going to need that time physically. he's going to need that time, emotionally, mentally. >> pearsall will miss at least the first four games of the season. >> imagine finding this in your attic. that's what happened to someone. they just cashed in big

>> back now with a wild crash in new york. a minivan slamming into a parked car, then flipping over, hitting a woman and a child. they're expected to be okay. the driver was allegedly fleeing a hit and run. he was rescued by bystanders who teamed up to flip over the van and get him free. he was later arrested. >> we turn now to a stunning picture after a landslide in alaska. two dogs somehow alive. days later, a remarkable rescue is giving one community in alaska hope amid the loss and destruction from a deadly landslide triggered by days of rain. it was like, oh my god, i found the dog. >> i see eyes and they're blinking. survived their home collapsing in the ketchikan landslide last month, but their beloved pet dogs were missing until this past sunday. a full week later, when geologists heard whimpering in the rubble. rescuers carefully clearing a path. a firefighter was able to

find the two dogs alive, huddled inside a small gap in all that debris. >> it was like a three foot crawl space. so i shimmied through that and then back up into that foot and a half void to the couch, and i saw eyes. >> firefighters were able to free the dogs and reunite them with their owners. >> we got him. okay. >> it comes as another landslide has now triggered a state of emergency in southern california. the land beneath rancho palos verdes is now sliding 9 to 12in per week, buckling roads and damaging homes. >> when you look around at this damage, what's the emotion that goes through your head? >> this was this was a hard pill to swallow. this one we've been we're in our 80s. >> power has been shut off to more than 200 homes, and owners have been warned to be ready to evacuate. back in alaska, those dog owners say they survived that landslide that crushed their home because their couch and their dishwasher tipped
