here at home, california lawmakers are pushing a bill that would allow rental car companies to use gps technology sooner so police can find stolen cars faster. we're talking about rental cars. state law requires companies to wait 72 hours to use gps to find missing cars. assembly member matt haney authored a bill that would shorten that window to 24 hours. he says there has been a 266% increase in rental car thefts over the past three years. the da says there frequently used to commit other crimes like organized retail theft. >> oftentimes when they are driving vehicles through the front doors of our business stores, they're not driving their own vehicles through those doors. they're driving stolen rental cars because they don't mind damaging those cars. >> sfpd says it could also make the city's newly installed license plate readers more effective. governor gavin newsom has until the end of september to sign the bill. the mayor of antioch has proposed a new idea

as the city looks to tackle the homelessness crisis. mayor lamar hernandez thorpe wants to update antioch's no camping ordinance that was passed back in 1996. it mandates that no one can camp in a tent or car, but currently applies only to city parks and recreational facilities. the mayor wants to expand that now to include public waterways, trails and plazas that would give city service providers a greater ability to offer help to people living in dangerous encampments. >> antioch is not going to be a dump site for the bay area's problems, so i would encourage other cities to do take the same actions that we have taken with the hotel and other services that we have. >> antioch has requested more funding from the state to increase motel capacity for its transitional housing programs. >> san francisco mayor london breed is gaining extra cash for her reelection bid. billionaire michael bloomberg donated $1 million to a committee supporting breed. the donation is one of the largest this

6:17 am
going viral on social media. the grocery store even posted jokes about it on its pages, and at least once police had to go to the store because of crowd control issues. but nobody got arrested. >> so why does it have to be upside down? that's my question. i get something. >> it's a little something to do. i guess if you went and you didn't know, you just wanted to buy a pineapple. >> yeah, that's what i was thinking. yeah, right. >> you got to be intentional. >> so, yeah, we're going to kind of come up to your cart and be like, oh, how are you doing? >> how are you? what are you doing? i'm just here for pineapple, ma'am. >> nice, nice, nice cart you got there. oh, gosh. >> this is cute, though. it's like a meet cute, right? yeah. >> yeah. it is. >> this reminds me of date way. you know, they call it the safeway in the marina and date way. >> yes. that's right. that was. well we won't go there. >> what do you mean? that's right. you were really excited about that. no. are you organic? >> here's a look at what's happening with the weather.
6:18 am
finally we've got high pressure building in. as you can see on the satellite radar. composite image bringing us clear skies, but a big, big warm up as well. clear skies out over the embarcadero right now, as we see from our rooftop camera. it's only 57 here in san francisco right now, but warming up in other locations. we have 66 in san jose, 61 redwood city only 55 at half moon bay. a few fingers of light fog pushing through the golden gate right now and out over the bay. but that won't last long because it's just going to burn away today. right now it's low to mid 50s at petaluma and santa rosa. napa close to 60 degrees and low 60s at fairfield, concord and livermore. and you can see the skies getting brighter right no. we're going to have a hot day today. next three days will bring us triple digit heat in our inland areas. coastal areas will warm up well above average, so i guess that's good news for beach goers. and of course, this kind of heat increases the risk of fire. so there's elevated fire concern over the next few days. highs today will be well above 100 degrees in our inland
6:19 am
east bay areas. 105 in livermore, 106 at concord, 104 up at fairfield. we'll see mid 90s to just over 100 in the north bay. mid 90s to about 100 in the south bay, and low 90s around the bay shoreline, which we don't often see an indicator of just how hot it's going to be. so we have a heat advisory, but that will be in effect from 11 a.m. today to 11 p.m. tomorrow for virtually all of the bay area except the immediate bay shoreline and the coast and again, under these conditions, there is an increased risk of heat related illnesses. so overnight it won't cool down much. look for lows mainly in the mid 60s. antioch will drop down to 71 degrees, but not much lower than that. and as you look at the accuweather seven day forecast, you can see this heat continuing through friday with just a little bit of a tapering off of the heat on friday, but still up to about 100 inland. but over the weekend we get a sharp cooldown and going into next week it's going to be really comfortable. back to the desk. >> thank you spencer. now we're checking in with ginger zee who's live with what's coming up on gma.
