the house, but he did assure investigators a year ago that his son did not have unis up telling them if convicted they could each spend the rest of their lives behind bars. breaking overnight, authorities arresting the father of the teenage suspect in that tragic georgia high school shooting. >> these charges are directly connected with the actions of his son. >> reporter: colin gray now charged with four counts of unvoluntary manslaughter, two counts of second degree murder and eight counts of cruelty to children. >> these charges stem from mr. gray knowingly allowing his son, colt, to possess a weapon. >> reporter: sources telling abc news, investigators believe colin gifted his 14-year-old son an ar-15 style rifle for christmas, which the teenager used to terrorize his school wednesday, leaving four people dead. >> we're heartbroken. a young person brought a gun

into a school, committed an evil act. and he took lives. >> reporter: this as the suspected shooter, 14-year-old colt gray, also faces four counts of felony murder for allegedly killing those four people and injuring nine others. it comes as abc news has learned possible early warning signs with the shooter displaying an affinity for mass shooting. the fbi receiving anonymous tips as early as may of 2023 about a disturbing post gray allegedly made on the social media platform discord where they say he had constantly threatened to shoot up a middle school the next day. the jackson county sheriff's office interviewing the suspected shooter at the time, saying he denied making the post. his father interviewed, too, telling investigators there were guns in the house but his son did not have unsupervised access, adding that his son was being picked on at school. >> i worry about him and school

ver happen. >> reporter: the sheriff's office saying there was no probable cause to make an arrest at the time. but urged school officials to monitor gray. the student later transferring to this county where he allegedly gund down his victims. the community now mourning the students, both just 14 years old, along with two teachers. >> i honestly thought it could have been my last day probably ever alive. >> reporter: aspinwall's student brian maldonado sprinting into action the moment he realized his math teacher had been gunned down. >> i looked up and we could see his body halfway through the door way just laying there taking his breaths. and then later on his final breath. >> reporter: maldonado leaving other students to quickly barricade the door. >> we found a cabinet, so we put that heavy thing there. desks, chairs. whatever we could put, we put it

in front of the door. hoping the shooter won't come in. it was scary. god was watching over us that day. >> reporter: and, michael, this case is reminiscent of the crumbly case in michigan where for the first time ever, u.s. parents were charged and then convicted after their child carried out a deadly mass shooting. michael? >> michael: looks like they're making the parents accountable as well. faith, thank you very much. now the flash flooding threat along the gulf coast. ginger has the track and timing of the storm, as well as the heat wave in the west. good morning, ginger. >> ginger: good morning. so the timing is slow. that's what it is. it's a stationary front that dropped some 4 to 6 inches of rain from slydell to baton rouge. you did have flash flooding. this is only day one. today a low pressure system that was off the coast is going to get closer so you're going to pump up the volume on those storms. the same area, including new orleans, will be in that significant flash flood risk. you could see up to 10 inches east of tallahassee through tomorrow. it will get a very wet start to the weekend all the way to jacksonville. wanted to mention the heat.

116 yesterday in phoenix, arizona, which is the hottest on record. we just keep breaking these. tied the hottest september on record. they now have been above 110, 56 times which breaks a record for the year. not just phoenix. portland oregon was 102. remember, we had 2,325 heat deaths just last year. we're already on track to be high in the heat deaths again. a third came from the state of arizona. you could see the excessive heat warnings go all the way to 100 there in los angeles and up into seattle. i also wanted to mention that now officially capernicus said the globe had its hottest summer on record. >> george: way too many triple digits there. thank you. now the hunter biden tax case and the surprise move the president's son pleaded guilty to all nine criminal charges. the judge will now decide whether to sentence him to jail time or probation. chief justice correspondent pierre thomas has the story. good morning, pierre. >> reporter: george, good morning. hunter biden took a surprise and dramatic move giving his fate to

the mercy of the court with the real prospect of years in prison. this morning the fate of hunter biden now in the hands of a california federal judge. president's son, in a surprise move, pleading guilty to felony tax charges, with no agreement for leniency from federal prosecutors. hunter biden pleading guilty nine times to three felonies including tax evasion and six misdemeanors. biden had been accused of engaging in a scheme to avoid paying $1.4 million in taxes while spending hundreds of thousands of dollars on exotic cars, escorts and drugs. the guilty plea could land biden in prison for up to 17 years, force him to pay more than $1 million in fines. >> this plea prevents that kind of show trial that would have not provided all the facts or served any real point in justice. >> reporter: biden surprising saying i will not subject my

family to pain and needless embarrassment so i have decided to please guilty. biden's surprising move coming just as juror selection was about to get under way, but biden catching the special counsel completely off guard, telling the court, he wanted to enter something called an alford plea, where he would plead guilty but maintain his innocence. special counsel attorney leo wise immediately saying i want to make something crystal clear. the united states opposes an alford plea emphasizing biden maintaining his innocence was a nonstarter. the white house yesterday again reiterating that president biden will not commute his son's sentence or pardon him, something he told david muir in june. >> as we sit here in normandy, your son hunter is on trial. and i know that you cannot speak about an on going federal prosecution. but let me ask you, will you accept the jury's outcome, their verdict, no matter what it is? >> yes. >> and have you ruled out a pardon for your son?

>> yes. >> reporter: with that, one of the most consequential doj cases in recent history. the prosecution of a sitting president's son nears a close. biden will be sentenced in december. rebecca? >> rebecca: all right. pierre, thank you. we turn now to the race for the white house. vice president harris is off the trail preparing for the presidential debate in just four days while former president trump is expected to appear in a new york courtroom. let's go first to rachel scott, who is at that courthouse. good morning, rachel. >> reporter: hey, rebecca good morning. yeah, this is quite the split screen as vice president harris hunkers down in pennsylvania, former president trump expected to be in a new york courtroom today attending the oral arguments in his appeal of the case involving writer e. jean carroll. the former president has continued to deny any wrongdoing and his appearance today is completely voluntary. of course, it comes just four days out from the debate against harris. the former president has never been a fan of traditional debate

prep, but he has been sitting down with advisers, going over policy. the campaign brought in a former rival of kamala harris. she challenged her on the debate stage back in 2019. she's been helping with debate prep. top of mind for trump has been his legal troubles. he's been railing against them on social media. it was here in new york where the former president was found guilty on 34 counts of falsifying business records and later today a judge is expected to decide whether the former president will in fact be sentenced on september 18th. we know trump's team has been pushing for a delay until after the election, rebecca. >> rebecca: right up to the wire. rachel, thank you. mean time, mary bruce is tracking the vice president harris campaign. good morning to you, mary. >> reporter: good morning, rebecca. well, the vice president is taking a very different, almost opposite approach. she is hunkered down. she is studying up on the issues. we know she's been doing mock debates.

she is asking plenty of questions. while she does have a lot of debating experience, the campaign knows in many ways this is unchartered territory for her. this will be donald trump's seventh presidential debate, harris' first. the first time they have come face to face. the two have never actually met before. harris is taking her preparations very seriously. we do though expect her to take some occasional breaks to pop up and make some public appearances in pittsburgh, where she is studying and preparing. gives her a chance to interact with voters in that key must win state. there's no question, rebecca, that harris goes into the debate with the momentum. her team is touting the best grass roots fund-raising numbers in presidential history announcing she has raised $361 million in august. that's more than double donald trump's haul last month. rebecca, it means harris has raised more than $615 million since entering this race. >> rebecca: on track to raise a billion by the end of this campaign. mary, thank you. you can see the first

presidential debate live on tuesday night right here on abc. george? >> george: now the fbi raid on the homes of top aides to new york mayor eric adams. investigators are seeking information on other including the police commissioner. aaron katersky has the story. >> reporter: federal investigators are reaching into the mayor's inner circle, taking aim at some of his top deputies and closest aides. this morning the mayor of new york insists he and his administration are clean and cooperating. >> i'm not aware of any misdoings. and i'm going to, again, follow the rules. >> reporter: the mayor says he can't fathom why, but sources tell abc news federal prosecutors and the fbi have opened new investigations focused on city hall and the nypd including many of the administration's senior leaders. investigators have seized the phones of the commissioner and a half dozen other top nypd officials. in predawn raids they searched the homes of two deputy mayors and the school's chancellor. no charges have been filed and

dead locked. prosecutors accusing then 41-year-old read of hitting her boyfriend, police officer john o'keefe with her suv in 2022 after a night of drinking and then leaving him to die in the snow. it all started on a friday night in january 2022, read and o'keefe drinking with friends at a local bar. later that night read said she last saw john after dropping him off at an after party at a home on fairview road before going home to sleep. she says she awoke in the middle of the night and he wasn't home. >> i called two of his buddies, their wives. now i have an immense sense of dread, like fright in me that i have not experienced before. >> reporter: you expect to see him lying on the street drunk? or passed out? >> i was worried he might have gotten hit by a plow. >> reporter: they all returned to the house where the after

months. when it finally undocks from the space station, it will be leaving its crew behind. we know on the way up the star liner suffered helium leaks and a problem with the control thrusters. for sometime it was unclear how the astronauts were ever going to get home. well, nasa officials say there were many tense meetings with boeing. they ultimately decided it would be too risky to bring the astronauts home on board. instead, butch and sunny will be staying there until february. that will make it an eight month mission for them. then will ride home with one of boeing's competitors space x crew dragon set to launch up to space later this month. the starliner will begin its journey back tonight around 6. it will use a different maneuver than if the astronauts were on board. it should land in new mexico just after midnight. of course, that is assuming everything goes according to plan and there's not any further issues. >> rebecca: wow, trevor. supposed to be eight days and now more than eight months. wild. all right. thank you for bringing us that. coming up later, why some parents say they don't want to see smart phones banned from

we'll break it down. we'll talk about the women as well. that's coming up just ahead. >> george: also ahead, jobs report. right now we'll look at the top stories. we start with the latest on the school shooting in georgia. the father of the shooter was arrested while the teen's due in court this morning where he will be charged with four counts of murder. want to go back to faith abubey in winder, georgia. >> reporter: good morning, george. the suspected shooter and his father appeared in court separately this morning for their arraignment. the son staring straight ahead at that judge. the father walking back in court as the judge read his charges telling each of them that if convicted, they could spend the rest of their lives in prison. the father was arrested just yesterday on numerous charges, including two counts of second degree murder, four counts of unvoluntary manslaughter and eight counts of cruelty to children. the alleged shooter also facing four counts of felony murder. there could be more charges as this investigation continues.

now meanwhile, abc news learned possible early warning signs the shooter displaying an affinity for mass shootings. the fbi received anonymous tips about a disturbing post on social media where an account linked to the suspected shooter threatened to shoot up a middle school the next day. he denied making the post at the time. authorities say there was no probable cause to arrest him. in the mean time he is in court today for his first appearance. michael? their next court appearance is scheduled for december 4th. michael? >> michael: all right, faith. thank you very much for bringing that to us. going to turn to the russian/american foreign policy expert who was an adviser to donald trump first campaign. he's been charged with violating u.s. sanctions against moscow. our senior national correspondent terry moran has more for us. good morning, terry. >> reporter: good morning,

michael. this is a stunning indictment of a man who is a major figure in the foreign policy establishment here in washington and who also was an outside campaign adviser in donald trump's first campaign for president back in 2016, eight years ago. the justice department alleges that he and his wife violated u.s. sanctions law by illegally receiving more than $1 million for his work since 2022 at a russian state run tv channel in moscow under u.s. sanctions after the invasion of ukraine. at the same time federal prosecutors say his wife helped a russian oligard launder money including art purchases like this painting and statue. he left his home in virginia in 2022. moved to moscow where he started hosting a program on tv. the indictment alleges he coordinated with the russian government on what he should cover and how. earlier this week, the justice department in a separate and unrelated case, did bring new charges against two executives at rt.

that's another state run russian tv news channel for a scheme, an alleged scheme that would spread disinformation to american voters. that remains a major concern in this election. rebecca? >> rebecca: okay, terry. thank you. now the new jobs report, which could have a big impact on the fed's decision on interest rates. elizabeth schulze joins us with more. good morning, elizabeth. >> reporter: this jobs report is pivotal for the federal reserve as it prepares to cut interest rates this month for the first time in four years. that would make it cheaper to take out a mortgage, car loan, credit card debt. 161,000 jobs were added to the work force in august. that would be an improvement from that weak july report showing just 114,000 jobs. the unemployment rate jumping to 4.3%.

well, teachers say they're already seeing positive results. but they're all getting push back not just from students, but from their parents, too. many kids are heading back to their classrooms this year with a new rule. leave your cell phone behind. >> this is really thrilling that states and schools, school districts all over the country and indeed all over the world this year are saying, enough. >> reporter: for students, it's an adjustment to a new reality. how is this working, from what you're understanding? >> you have to think back like when you and i were in high school. imagine in ninth grade and they said you can bring in your television set. you can bring in your tivo or vcr. you can bring in your walkie talkies, paintny by number. how do you think that would have gone? not very well. but if you have a smart phone in your pocket, that's what you have. >> reporter: social psychologist

and author of "the anxious generation" jonathan haight has long argued smart phones are stealing our kids' childhoods. he said they are seeing immediate impact on students. >> i have never found a school who said we went phone free and it was terrible. we hear laughter in the hallways. we haven't heard this much laughter in the hallways in ten year. >> reporter: he said research shows the mental health toll cell phones are having on kids who become consumed with content, often feeling insecure about their own lives and growing distracted during school. >> the phone is always more interesting than everything else going on around you. that's why our kids are getting hooked. >> reporter: but with schools taking a tougher approach to protect students, some parents aren't buying in. like larry mckeown a father of five whose 13-year-old twins attend middle school in washington, d.c. what's your overall feeling about the ban on phones at your kids' school? >> they should just let the kids have it and just try to have the parents, like myself, dictate, tell the kids, please, stay off

your phone when you are not supposed to be on your phone. >> reporter: he said his kids need their phones for school work during class and he worries about their safety. twins were in a school lockdown last year and he couldn't reach them. >> no one knew what was going on. >> reporter: he's not alone. this maryland mom wants her daughters to be able to reach her if something frightening happens. >> i think kids should have access to their phones at all times. >> reporter: she communicates frequently throughout the day including to coordinate schedules. >> i don't have to keep going to the school. >> reporter: she argues it's the teacher's responsibility to police the classroom. >> i understand they don't want them to use to it disrupt class, but to me kids have to learn self-control because as an adult they're going to need self-control. they're going to have to learn when it's appropriate to take out their phone and not. >> reporter: what about the parents who will say we worry about emergencies?

we want our kid to have access to the phone, heaven forbid something happens during the course of the day? >> i certainly understand that fear. i have got a 14-year-old and 18-year-old. but what do the experts say? our kids have been practicing what to do in these circumstances. imagine you send your kid to one school where everyone has a phone on them. what's going to happen? at the first sign of trouble, half the class is going to be calling their parent saying, mom, mom, there's something going on. and now you can't respond. this is not safe. what you want is a school where the students are doing what they're supposed to do in an emergency. that's the best outcome for your kids. >> it's understandable that after a tragedy like we saw this week, parents are jittery about not being able to be in touch with their kids, which is why some kids have different approaches how they limit phone use. experts like haight caution that it is difficult for kids to have their phones and not be distracted by all those notifications, which we're gonna talk more about in our next

jess will use variety. use variety, get her uncomfortable. after that when she starts to miss, you got to get the crowd involved. the crowd wants to push her to her first grand slam title. >> lara: i love it. let's talk about the guys now, our all-american matchup. must see tv tonight on espn. francis tiafo/taylor fritz. break down what they need to do, each of them, to get the other. >> these are two guys who have known each other since they were 14 years old. they've grown up in the light of american tennis. these guys are going to be the future. now the future is here. got two guys in the semifinals, two american men for the first type since 2005. going to be an exciting night. biggest weapon on the court will be tiafo's serve. playing in the evening will bode well for francis. it will slow the ball down. he will hope to get in some service games. both guys love to dictate with their forehand. both have rock solid back hands. francis has a lot more variety, is a better mover around the

court. he's got to try to make it athletic. use the variety, use the slice. come to net, drop shot. don't allow fritz to serve big and club forehands from the middle of the court. otherwise it will be a tough day. francis, also, knowing him, he'll try to do a good job getting the kproud crowd on his side. the stadium will be rocking tonight. francis will make it a point early to get that crowd behind him and try to make it difficult for fritz. it's going to be a fun matchup. i can't wait to sit court side and watch it. two friends going to battle. >> lara: too close to call? any predictions? >> i think if francis is able to neutralize fritz's serve and get the crowd in it early. if fritz gets in a nice rhythm and he's feeling comfortable and confident from the ground. again, if you have the biggest weapon on the court and you are the in form player. francis has had an up and down year. one thing that does help francis as well, he has the experience
