>> cal fire says it was burning in the area of willow pass and avila roads, and firefighters were able to stop the forward progress around 2:30 p.m. it is currently 30% contained now. >> abc seven news meteorologist sandhya patel is here with the winds out there. gusty today. sandhya. oh absolutely. >> you've got to hang on tight, dan. and let me show you a live picture right now from our mount tam cam. you can see how shaky this view is as we look towards ocean beach right now. conditions near that fire. the willow fire 81 degrees. winds are out of the west 18. but here's the concern. they've picked up gusting to 30 miles an hour. and as we look at the hourly wind forecast for that area remaining gusty at 6:00, starting to drop off late tonight. going into tomorrow morning, look at the winds across the bay area. 44 at sfo. gusts to 43 right now in oakland. all the way out towards concord right now gusts to 30 miles an hour. and as we go hour by hour. still strong, still gusty at 6:00. continuing into 7

p.m, you will notice that the winds start to back off at 11:00 tonight. i'll be back with a full look at the forecast to let you know when you can expect some changes in our forecast. and let me underline changes ama. >> all right. look forward to hearing more from you. thank you sandhya. in southern california, the fast moving bridge fire has scorched more than 49,000 acres in the angeles national forest, making it the largest active wildfire in california. officials say flames have destroyed 20 homes in the mount baldy area with another 13 homes lost in the wrightwood area. six cabins were also destroyed. 2500 structures are still threatened by the flames as sweeping evacuation orders and warnings remain in place. >> i'm hoping it's still there. you know, i'm almost 80 years old. i'm retired, i'm disabled, and i really don't want to live anywhere else. but if my house is gone, i don't know what to do. >> the fire, which started on

sunday, remains 0% contained. cause hasn't been determined. >> on the other coast, another natural disaster to talk about. hurricane francene is ripping through louisiana tonight after making landfall. this afternoon as a category two storm. it intensified just before coming ashore with sustained winds of 100 miles an hour. the storm caused water to rush across the roadways, and the wind whipped up the waves pretty substantially. francine is expected to dump several inches of rain. this is what it's like in the middle of the storm. check out what a reporter from cnn went through. now, that body of water behind him is a lake that is not the gulf of mexico. it's usually pretty calm, but not now, obviously. francine has weakened to a category one storm after it made landfall, but it is expected to affect new orleans and the rest of the louisiana gulf coast with heavy rain and high winds in santa cruz.

>> the city council has now passed a resolution to prohibit the dumping of homeless people in the city. this comes after officials say in june, police from the central valley dropped a woman off outside a santa cruz homeless shelter. abc seven news reporter dustin dorsey explains. >> the city of santa cruz is working to clean up the town's image by cleaning up the streets and addressing their homelessness problem. mayor fred keeley says efforts have led to a more than 50% decrease in street homelessness in the past two years, but he's concerned that a city in the central valley is threatening to impede their progress. we don't need under the cover of darkness and stealthy and tricky maneuvers for some city to move their problem to us. >> that's not the right way to do it. >> in june, mayor keeley says hanford police drove a homeless woman with an undisclosed disability. nearly 200 miles to the city of santa cruz, where she was left outside of a local shelter. keeley says the woman is from las vegas and had no

ties to his city, but hanford. officers and plain clothes in a police car took her anyways without previous arrangement. now the city council has made the unsanctioned government agency transport of homeless people into the city illegal. >> we would have cited those police officers. it would have been a crime, a misdemeanor. and let me tell you what i think is going to actually happen. i think this is going to have the deterrent effect we're looking for. >> we reached out to the city of hanford. a spokesperson told us the woman, who previously rejected local homeless resources, requested transport somewhere else after suggesting cities which police deemed unfeasible for transport. she landed on santa cruz, a place they say she researched on her own and found shelter options. a statement from city officials says at no point in time did hanford police department officers suggest, encourage or coerce the individual to go to the city of santa cruz. any claims of this nature are flat out false. mayor keeley says he has been unable to get in contact with anyone from the city of hanford. >> we wouldn't do that to

another community. we don't want another community doing that to us. >> keeley hopes his council's actions will allow the city to focus on santa cruz residents experiencing homelessness in santa cruz. dustin dorsey, abc seven news. >> in the east bay, three people are under arrest in connection with an investigation into stolen catalytic converters and copper wiring. hundreds of them, according to the contra costa county sheriff's office, detectives searched served search warrants at the american iron and metal recycling center in richmond and at a home in san pablo. they uncovered more than 700 catalytic converters and 1,100 pounds of copper wire. the total value is estimated to be $113,000. just last week, police said the area has become a hotspot for copper wire theft back in june. a theft in pinole knocked out the 9-1-1 dispatch systems in hercules and san pablo, and in august, a man's body was found electrocuted in an underground p-g-and-e's vault during an apparent attempted theft.

>> san francisco police have busted an alleged illegal gambling operation in the city's tenderloin. according to the chronicle, sfpd raided two liquor stores and a laundromat yesterday on leavenworth street near turk. the chronicle reports officers seized 16 gambling machines and led four people away in handcuffs. police were reportedly tipped off by citizen complaints. >> now to your voice, your vote and the local impact of some of the topics from last night's debate, including the discussion about the manufacturing of semiconductors and chips. abc seven news south bay reporter zach fuentes has more now on how the local production of chips impact the local and global economy. >> vice president kamala harris and former president donald trump sparred over multiple topics in tuesday's debate, but one of the shorter, contentious discussions has roots right here in the bay area. that topic chips or semiconductors? >> silicon valley is the brain. silicon valley is where you have all the ideas coming from. >> the topic was first brought up by harris. >> he ended up selling american

chips to china to help them improve and modernize their military. basically sold us out. >> trump quickly responded. >> first of all, they bought their chips from taiwan. we hardly make chips anymore because of philosophies like they have and policies like they have. >> but the u.s. department of commerce says the u.s. is making chips at a growing rate. last month, the department said the u.s. is expected to manufacture nearly 30% of the world's leading edge chips by 2032, up from 0% in 2021, when president joe biden and vice president harris took office. the chip shortage during the height of the pandemic had devastating impacts on the supply chain and overall economy. multiple factors contributed to the shortage, including a drought in taiwan, a chip plant, fire in japan, and more. all of that while demand grew. >> whatever we are using, there is a chip inside it. whether it's a small camera microphone, they come from different manufacturers from inside the united states, outside the united states. >> but in august 2022, the chips

and science act passed, aiming to encourage more production here in the u.s, investing $53 billion money that has an impact right here in the bay area. announced last year in sunnyvale by vp harris. a new semiconductor research and development facility by chip maker applied materials is set to be built by 2026. >> it will contain some of the most cutting edge technology the department of commerce said that america will be home to all five of the world's leading edge, so-called logic and dram semiconductor manufacturers. >> still, tech experts say whoever ends up in the white house has to maintain a deep commitment to supporting u.s. produced chips, especially here in the bay area. >> a lot of countries are trying to catch up with us. >> we should not allow that in silicon valley. zach fuentes, abc seven news. >> coming up, the 40 niners were back on the practice field today, gearing up for their next game sunday in minnesota. but will christian mccaffrey play? sports reporter chris alvarez will join us live with the details. >> plus, marking 23 years since the september 11th attacks and as the nation pauses to remember

he holds himself accountable. and i know that he can do it for the city of san francisco. describe that interaction as very polite. they arrived at the ground zero ceremony this morning in downtown manhattan. president biden spoke saying our country came together in the darkest of hours to defend and help one another. vice president kamala harris and biden attended two other commemorations today at shanksville and the pentagon. >> there were remembrance ceremonies around the bay area today. san francisco firefighters gathered at all sffd facilities across the city. mayor london breed and senator scott wiener joined them at station five early this morning. they spoke on behalf of the emergency responders and civilians who died in the tragic

events. on this day, 23 years ago. >> the oakland fire department. the officials there gathered in one place for their own ceremony at brooklyn basin. fire chief damon covington honored the memory of those lost on nine over 11 and reflected on the sacrifices they all make to protect their own community. in oakland, mayor xiang tao and some city leaders were in attendance. they took part in a two minute moment of silence at 8:48 a.m. crews at old firehouses simultaneously participated in that tribute. >> contra costa fire led their remembrance event at fire station 11 in clayton today. they took the opportunity to honor their own firefighters on their memorial wall. the counties honor guard participated by conducting a traditional bell ringing and ceremony that you saw there today. it was a gathering of leaders, employees and their families to honor those who died in the line of duty. >> coming up, we are tracking those windy conditions around the bay area today. this is a live look outside right now. you can see that wind blowing.

yeah, they're going to travel to minnesota to face the vikings on sunday. >> abc7 news sports reporter chris alvarez was at today's practice. he joins us live from levi's stadium. hey, chris. >> hi, guys. yeah, it's going to be a battle of undefeateds 210 teams. the niners and the vikings both coming off week one wins. they'll meet sunday in minnesota. now christian mccaffrey, the niners running back who missed monday night with a achilles a calf injury. we're wondering how he's going to be if he's going to play. well he's officially listed as limited in practice as he gets ready for sunday. he says he wants to play, but we'll wait and see. he'll probably end up being a game time decision sunday afternoon. our cameras were only allowed to film the first portion of practice. there's number 23 getting in some high kicks during his stretch routine, so really hard for us to gauge how he looked in

practice today. he missed all of monday night. as i mentioned with the calf and achilles injury. now, if he can't go, it's going to be more of jordan mason, who came off a career game filling in for cmc. and here's what christian said on what he expects of himself sunday. come kick off. >> my mentality is i'm playing this week. that's that's where i'm at. that's how i am every week. you know, i'm not lying. i think as soon as a player says, you know, maybe i'll play, maybe i won't. that's not a good mentality to go into a week with, you know, when you're kind of on the, on the fence. so for me, i'm ready to go. it's artificial turf. any issue. no. yeah. if you can't run on turf you can't run on the field. can't run on grass, can't run on turf. i think if you can go, you can go. >> is it way premature to suggest that he could maybe go on ir just to make sure he's good for the rest of the year or something you've never even considered at this point? >> no, i've never considered that. i was considering him to play last week, so definitely not thinking about four weeks off. >> so that's a little bit of a good sign from head coach kyle

intrigued now with this iowa state iowa rivalry, because those two guys, they send it back to you and they're making a lot of fun. >> it smells like it. that was good. thanks, chris. all right. let's get a check on our weather. that wind was gusting today. >> it is. and it's spreading some fires. we've been talking about meteorologist sandhya patel is here. sandhya. yeah, and we're not out of danger yet. >> dan and ama, take a look at this live picture from our santa cruz camera. a very shaky view as you will notice. so choppy waters. we have gale warnings going up for parts of the san francisco bay through tomorrow night. small craft advisories outside the bay. gusts right now. 43 at oakland, 44 sfo, 33, in novato. even places like san jose 28 napa 31 miles an hour. those winds are fierce. going hour by hour. 6:00 tonight. still gusty across the region. winds start to back off just a little bit at 8 p.m, but they will die down even more later on tonight. and by tomorrow morning it will be a different day. not quite as windy. it will be a

breezy afternoon as we head into thursday 3:00. you will notice 24 point reyes, 23 san francisco, oakland. but like i said, not nearly as strong. let me show you the setup here and why we are seeing the windy conditions. high pressure is over the eastern pacific. there's a trough moving to the north. we are pretty much squeezed in between. so the winds are just funneling through california. and that's why we are facing the gusty winds right now on live doppler seven. the atmosphere is well mixed, only a few patches of clouds lingering near the coast. temperatures are responding to the well mixed atmosphere. you will notice it is a milder day. up by six degrees. oakland livermore nine degrees warmer in santa rosa and up to in san jose. san rafael cameras showing you the trees blowing around 66 in the city right now 70 oakland, hayward, san jose, redwood city. a live view from our kgo roof camera. and you can certainly see the flag just blowing around in the wind. 70s from santa rosa to napa. our warmest spots getting up into the 80s today.

fairfield, concord and a live view from vollmer. you can see a little bit of the low cloudiness this evening. strong gusty winds. the next two days, mild to warm and breezy and your weekend weather cooler and below average. we're going to show you those temperatures first thing in the morning. the winds may hold some of the numbers up, but 40s to 60s to start the day. areas of low clouds. and for the afternoon hours, we're looking at breezy conditions. mid 60s coast side to the upper 80s inland there will be plenty of sun. quick attention on francine. it made landfall near morgan city, louisiana, as a category two hurricane. it has weakened, but it is just dumping heavy rain across the region, life threatening storm surge is a big concern. there are tornado warnings for parts of the region, along with flash flood warnings. as we take a look here right now, packing winds of 85 miles an hour, it is racing northeasterly to 17. it will continue to weaken, but hurricane force winds also a big concern. you will notice it's one. it becomes a tropical storm tomorrow morning and then

quickly weakening to a depression as it continues its northward track. the accuweather seven day forecast. it is going to get interesting mild to warm the next few days. that warmth bringing us back to average friday. but look at the temperatures over the weekend sliding more fall like again below average. and we're introducing a chance of showers on monday or drizzle a slight chance on wednesday, which is the premiere of the golden bachelorette right here on abc seven news. good weather for love, dan and ama. yeah, we'll see. >> one of those days if it rain. all right. thanks, andrea. >> we will see. san francisco police are setting the record straight as we move on here on a viral video showing the arrest of a hot dog vendor on the embarcadero. >> tonight, the police department is telling its side of the story on the controversial arrest. >> hours after we first told you about it, the sfpd posted a startling claim on social media saying the viral video was,

quote, orchestrated by the vendors and doesn't show the complete picture. >> abc7 news anchor dion lim is following the story and dion. according to police, why would the vendors do this? >> we should explain dan and ama, sfpd claims this was an attempt to undermine the city's efforts to enforce vending laws, but we went back to talk to the vendor in the video to ask her about the claims. she says that's not true. and her account, along with some new exclusive video of the incident, shows this story is complicated. we're back. guys are moving to a new cell phone video coming to light shows the moment a port employee tells a crying five year old girl to get back, while her mother struggles to hold on to her hot dog cart manifest. it's a new look at a situation that unfolded sunday morning at pier 33 along the embarcadero. this original clip went viral, showing single mother ana luisa casimir on the ground being detained by police as her daughter wails nearby. sfpd posted on x tuesday night that

the viral clip did not match reality, adding it was orchestrated by illegal vendors and cited a witness who claims someone in the group told the girl to start crying near officers to manipulate the situation. casimir was taken into custody only after police say she attacked a port employee. it's hard to tell in this new clip, but sfpd says she hip and arm checked this port worker, assaulting him. >> you're under arrest. you're under arrest. >> back up. >> no no no no no no no, i did not hit the cops, nor the port or anyone. >> the only thing i was trying to avoid them taking my cart. >> so how did all of this unfold to begin with? sfpd tells me they're vending. enforcement task force went out to pier 33 ahead of time to warn vendors they needed to vacate. when officers returned one hour later. those vendors were still there. sfpd provided me the statement, saying in part. officers multiple times tried to avoid putting handcuffs on. they

worked to de-escalate the situation and officers had no choice. in the meantime, casimir says, cart is still confiscated and as a new immigrant from peru worries about her ability to provide for her daughter luciana. >> los latinos todos latinos. >> i think we come here to work hard for the american dream. i work monday through sunday for my daughter. >> the department of public health holds hearings where vendors can seek to recover their confiscated items. what do you hope will come out of all of this? >> yo quisiera qué? qué bueno? to bring some awareness, to let there be anticipation that they're coming. >> lost in translation. that's the term we use to describe the story yesterday. and whether or not the vendor knew she was breaking the law. that is not clear. but the mission street vendors association tells me that they want to work with city officials to make sure something like this does not happen again. dan, back to you. >> all right, dion, thank you.
