bay area. and we're looking at multiple big developments tonight for the future of our schools. shrinking student counts and really hurting budgets are creating a massive challenge for educators and families. >> and tonight we're diving into big issues in three school districts across the bay area, beginning with that possible teacher strike. just hours away. >> abc seven news reporter j.r. stone is in half moon bay with the down to the wire negotiations. >> i was talking to a parent this morning and i just lost it because it's not what we want for our students. i feel like i'm just getting to know my students. i've already connected with them. i have four year olds. i have tk. >> instructor annette angeles hagerty, emotional about the idea of going on strike with dozens of other teachers in less than 24 hours. wages and health benefits are front and center for her and others in the cabrillo unified school distric. and while the small half moon bay district of seven schools is negotiating into the night right now with the union. teachers say they will strike thursday if no

agreement is made. >> i mean, it's hopeful, but we've been here for two years and i just i just can't i mean, i hope that's what we pray for. i mean, i put it out to my family and say, please pray for us because i really want them to come to an agreement. >> those with the union say they haven't had a cost of living raise since the 2021 2022 school year. the district even voted tuesday to pay substitutes during the strike and keep all schools and programs open. >> the fact that they're paying substitutes, you know, instead of just sitting down at the table and working it out with us, it's kind of like a slap in the face. >> the cabrillo unified school district issued a statement saying in part, it is unfortunate that we have not reached a settlement despite our collaborative efforts and the district's offer, particularly in light of the district's ongoing structural financial challenges. i spoke with the superintendent late wednesday,

who tells me that she and others from the district are at the table right now with those from the union trying to get an agreement. both sides tell me they are close on the two main issues of wages and benefits in half moon bay. j.r. stone abc seven news. >> meanwhile, in the south bay, parents are upset about the possibility of school closures. converged on a meeting tonight in san jose. they filled the room as the berryessa union school district met but did not hold a vote. there's a committee and a list of schools, but no action is expected until later this year. parents are furious and questioning the district's priorities. >> our schools should be considered sanctuaries. this is where our children are learning to be educated, to be good members of our society. if we're closing schools down, what does that tell us as a community, as a society that we don't value education? >> the school district says declining enrollment is a key factor in the decision to

potentially close and consolidate schools. >> also tonight, oakland unified superintendent gave an update on how they're managing the issue of lead in the water at a number of schools, 180 repairs have been completed at 32 schools. it was quite a project and retesting is now underway at all of those schools. 60 water bottle refill stations have arrived. those are being installed at the schools most in need. first. more than 4700 refillable water bottles will be given out. it's not clear how much money these changes are costing the district, but of course, it's not cheap. all right, turning to the weather in your accuweather forecast. winds are dying down, thank goodness. as we look live out at san francisco tonight. abc7 news meteorologist sandhya patel is tracking another breezy day coming tomorrow. sandy. >> yeah, dan. but nowhere near the intensity of today. i do want to show you how gusty it was from our emeryville camera this evening. i mean, the camera was just shaking as we look back toward sutro tower and san francisco tonight. the view from

our kgo roof camera at transamerica pyramid all decked out and ready for tomorrow. big rock ridge. peak wind gusts 65 miles an hour. oakland and sfo 44 to 45. you'll notice even san jose. concord, 31 mile an hour winds. novato, 38. right now over the hilltops. we have 29 mile an hour winds over big rock ridge. sfo is gusting to 32. but notice how much lighter the winds are in most other areas as we go. hour by hour. a little breezy by morning. the winds dial back even more and then tomorrow afternoon it is going to be breezy. but as i mentioned, nothing like the gusty winds of today. we do have some big changes coming our way for the weekend. i'll be back with a look at that coming right up. ama all right. >> thank you sandhya. time now for our abc seven news at 11 deep dive, where we take an in-depth look at an issue with a lot of impact. tonight, we're focused on homelessness and how three different cities are changing their approach. we begin in berkeley, where action taken last night by the city council apparently isn't enough. several businesses, including biotech bagels and fieldwork

brewing, are suing the city to clean up homeless encampments. they claim they are taking a financial hit, and customers, as well as employees don't feel safe. the lawsuit was filed yesterday, the same day the council approved new rules that will allow for a more aggressive approach. >> we have these large, sprawling encampments where there have been major safety issues, fires, rats, you crime, things that pose a risk to the homeless people that are sheltering there and to the broader community. >> the mayor adds, berkeley is still going to take a compassionate approach. the new rules are for encampments the city deems hazardous sweeps will begin as soon as possible. the city hasn't commented on the lawsuit. >> in san francisco, a month after the city's crackdown on homelessness, the tenderloin looks mostly the same. abc seven news crews checked it out, and it appears there are just as many unhoused people as before,

but fewer tents and structures out there on the streets. hundreds of those were removed last month. unhoused people are being offered shelter, but many are not taking it, according to city data in august, only 202 people accepted shelter, while more than a thousand refused any help. >> i'm not applicable for a homeless shelter. why not? you take advantage of those when you need it. >> they want to be always in the street, so i don't know what the benefit of that. maybe in the residing shelter they don't. they are not allowed to do what they are doing outside. and i think this is the main problem. >> public works crews, with the help of police, continue to remove trash and ask people to pick up and leave in order to clean the street. it's a daily cycle where people simply move across the street and then reclaim the same areas that have been cleaned. >> and the city of santa cruz is addressing a homelessness incident. mayor fred keeley says hanford police drove a homeless woman with a disability. nearly 200 miles from kings county to

santa cruz, where she was left outside of a local shelter at night. now, the city council has made any unsanctioned government agency transport of homeless people into the city illegal. a hanford spokesperson says the woman had requested transport there after rejecting local homeless resources. leaders in the south bay are looking for ways to lift up small businesses. this week, san jose voted to move forward with a plan to establish a new business district in east san jose. the proposed district follows tolay road from 101 to east capitol expressway. abc seven news reporter lauren martinez explains how businesses are working together to build a better bay area. yeah >> a brand new business is bringing new energy to a decades old shopping center. on saturda. cafes kwan held their grand opening at lion plaza in east san jose. >> our hope is to not only for our business, but to help out others business owners in the plaza so we can bring the vibe back. >> wendy tran, owner of cafe

kwan, said the shopping center off tolay road was once a central market for the vietnamese community, and she believes it has potential to be the hub it once was. >> to get more people, you know, come back like before, like ten years, 20 years ago, around the corner, christina bui and her mother have owned love me knots bridal at this center for 35 years. as a second gen here my i was trying to retire my mom. and you know, the day i left it to go get married and have my family and the day i came back, nothing had really changed. >> bui said during the pandemic, many of the small businesses suffered. it was during that time the city's office of economic development allocated funding to those willing to start a business association. bui then helped create the toll road eastridge business association, or treba, for short. >> i felt that we were bringing people together and having actually a voice, a common voice. >> the corridor includes around 550 businesses. already. the association has received $50,000

a state of emergency today. evacuations expanding for the bridge. fire burning in san bernardino and los angeles counties. reporter tim caputo on the front lines. reporter >> the largest active wildfire in california continues to grow. the bridge fire, now at 50,000 acres. as fire crews hope tonight fares better than last night when 33 homes in wrightwood and mount baldy were destroyed. all day today, the focus has been on structure protection. we found firefighters keeping an eye on a hill behind a neighborhood in wrightwood, dousing the flames with water whenever it crept too close to the backyards here. >> if you go down any street, you're going to find these engine companies that are allowing that fire to burn off that undergrowth and finally

starting to form as the winds are dropping off. we did get fortunate in terms of the fires. there was one near concord, but luckily we're out of the fire danger in terms of the winds. not in terms of critical fire conditions for vegetation. so live views will show you a very socked in emeryville, sfo and san mateo cameras. there is some fog from our exploratorium camera looking at the city as well, but it has been coming and going. taking a look at the visibility down to six miles and half moon bay, there has been dense fog in that area about a quarter mile visibility a short time ago, so watch out during the morning commute. here's what brought us the wind. area of low pressure going in across the pacific northwest, bringing them some rain. high pressure in the eastern pacific. we get squeezed between the two. the pressure difference between the two just funneled those winds right across the bay area and the state right now, as winds come down, the fog is starting to regroup and your temperatures are falling in the 50s and 60s. although they are running warmer or higher, i should say, than

yesterday at this time in many areas, because the winds held those temperatures up. not for long though. overnight tonight, breezy areas of dense fog. the next two days we are looking at mild to warm afternoons and your weekend forecast will be cooler with below average temperatures. today, temperatures bounced back a few degrees first thing in the morning. watch out for some areas of thick fog as we head into about 12:00. the fog pulls away from bayside communities where it's sitting right now along the coast as well, and you get some clearing along the north bay coast by the late afternoon into the evening. your morning numbers in the 40s to the 60s. once again, watch out for that fog tomorrow afternoon. it is going to be in the low 90s in places like fairfield, mid 60s, coast side. it's a breezy one, a bright one for most of you. not as windy as it has been today. now, i do want to fast forward to your weekend as a deeper trough is going to drop down here sunday night going into monday. this model is bringing in the chance of a few showers here in the bay area. certainly the sierra parts of southern california getting in on the action, going into

monday, and then another system wednesday, bringing some wet weather for the sierra. a slight possibility here. a lot of rain falling in association with francine, pushing from louisiana into mississippi and alabama. this is hurricane francine made landfall as a cat two in louisiana. earlier, morgan city. flash flooding is one of the biggest concerns they've had storm surge, high winds, and of course, the tornado threat is still there. 50 mile an hour winds right now racing to the northeast. as you look at the track, it will continue northward, weakening rapidly, but certainly drenching much of the south. the accuweather seven day forecast breezy and mild to warm. the next couple of days, we'll be back up to average, breezy and cooler for the weekend. you go from the 80s saturday to the 70s for the warmest spots. that's well below average. it certainly clouds up leading up to a chance of showers sunday night into monda, and then tuesday's a little warmer and wednesday for the premiere of the golden premiere of the golden bachelorette right
