daredevil biker riding on water. >> from abc news this is america this morning. >> good thursday morning, everyone. i'm rhiannon ally. >> and i'm lionel moise. in for andrew. we begin with the flood emergency overnight after francine made landfall as a category two hurricane. >> the storm, now moving north through louisiana with water rescues across the state, and winds up to 100mph. new orleans in the storm's path and hundreds of thousands of power outages have been reported. >> overnight, francine, packing a punch as it slammed southern louisiana. these cars in new orleans submerged. a flash flood emergency declared in the city. several surrounding parishes reported downed trees and power lines in jefferson officials warned the sewage system was being overwhelmed by floodwater and could back up into homes. this video, taken from inside a shrimp boat in

dulac, louisiana, where heavy rain quickly flooded roads. louisiana has activated more than 2000 national guard troops, with some areas bracing for ten feet of storm surge. >> overwhelmed, scared. >> even though you've been through storms before, i still feel the same way every time a storm comes. >> abc's matt rivers was in houma yesterday where francine made landfall as a category two hurricane. >> this was a bit of a doozy. we had wind gusts up to 100 miles an hour. we took a little tour just in our neighborhood here. we saw lots of downed power lines. we saw power lines sparking it was a problem in this neighborhood. most of this neighborhood is out of power. >> up to a foot of rain could fall. and today, what's left of francine pushes inland with heavy rain and possible tornadoes from mississippi to tennessee. and some people in new orleans briefly reported problems calling 911, but that issue was resolved. francine is now a tropical storm. we will take a closer look at your

forecast in just a few moments. >> well, california's governor has declared an emergency in los angeles and san bernardino counties as multiple wildfires burn out of control. three fires in the region have consumed more than 100,000 acres. that is nearly 160mi■!s. the smoke is nw reaching las vegas. more than 200 miles away. delaying flights. the largest fire is the so-called bridge fire. it has destroyed at least 33 homes in the mountains. cooler temperatures are expected, but gusty winds could still pose problems. the flames turning the sky red over the town of wrightwood. about 2500 buildings are still threatened. >> turning now to the presidential race, new fallout from tuesday night's debate. city officials in springfield, ohio, are reacting to claims that former president trump made about immigrants in that city. meanwhile, vice president harris is answering critics who have accused her of trying to hide from the media. abc's christiane cordero has all the details. christiane, good morning. >> lionel. good morning. with 54 days until the election, the

candidate's return to the campaign trail today. each facing questions after tuesday night's debate. this morning, vice president harris heads to north carolina, kicking off what she's calling her new way forward tour. the campaign, facing criticism that harris has been avoiding interviews, is expected to ramp up media engagements, especially in battleground states. former president trump heads to battleground arizona today, insisting he won tuesday's debate but refusing to commit to another. >> i enjoyed it. are we going to do a rematch? i just don't know. we'll think about it. >> the two candidates shook hands at the september 11th memorial yesterday, but the seemingly bipartisan truce was punctuated by controversy after former president trump invited nine over 11 conspiracy theorist laura loomer as his guest. trump, also facing fallout for this comment during the debate about haitian immigrants eating people's pets. >> they're eating the dogs. the people that came in, they're eating the cats. they're eating. they're eating the pets. >> officials in springfield, ohio, insist those claims are

false. >> it is disappointing that some of the narratives surrounding our city has been skewed by misinformation circulating on social media, and further amplified by political rhetoric. >> officials acknowledge immigrant population growth in springfield is causing challenges, but they say they're frustrated by their city being the subject of partizan rancor. 11 year old aiden clark died in a school bus crash involving a vehicle driven by a haitian immigrant. aiden's parents accused the trump campaign of using their son's death to disparage migrants. >> we have to get up here and beg them to stop using aiden as a political tool is, to say the least, reprehensible. don't spin this towards hate. >> while many pundits and voters say it's clear harris won tuesday's debate, many voters accuse her of falling short on policy details, especially on the border and inflation. >> the economy is something that i'm obviously very interested in as a millennial. of course,

week and a massive strike is looming at boeing. union members will vote today on a contract offer that includes a 25% pay raise over four years. workers could walk off the job tomorrow if they reject the deal. >> new legal troubles for music mogul sean diddy combs facing a new sexual abuse lawsuit just days after a $100 million judgment in a separate case. here's abc's andrea fujii. >> this morning new accusations against sean diddy combs in a new lawsuit, don richard, who was a member of the combs formed group danity kane, accuses him of terrorizing and sexually abusing her for years. >> i can tell you that the music industry is, in my opinion, the number one worst industry for women when it comes to sexual abuse. the metoo movement largely bypassed the music industry. >> richard and combs worked together on mtv's making the band three and four. it was then that richard said combs deprived miss richard and her danity kane

bandmates of basic needs such as adequate food and sleep. richard accuses combs of keeping some of her earnings and subjecting her to years of inhumane working conditions, which included groping, assault, and false imprisonment, among other violations. richard is the eighth person to accuse combs of abuse. she also claims to have witnessed him beating his ex-girlfriend cassie ventura, who last year sued combs, claiming physical and sexual abuse. security video showed combs attack ventura at a hotel in 2016. combs settled that lawsuit within a day, with no admission of wrongdoing. in march, federal agents raided his homes in la and florida. sources say in connection to a human trafficking investigation. as for richard's accusations, combs says he's innocent, saying she manufactured a series of false claims, all in the hopes of trying to get a payday conveniently timed to coincide with her album release and press tour. combs was also recently

january, at 16,000ft. >> the first indication was it was an explosion in my ears. and then a whoosh of air. my body was forced forward and there was a loud bang. >> she tells cbs she felt the cabin quickly depressurized and knew immediately something was wrong. >> yes, we are. emergency. we are depressurized. we do need to return back to. and i looked at my flight attendants and i said, are you okay? >> and in that response, i heard whole for five empty seats and injuries. >> the boeing 737 max nine had taken off from portland, with nearly every seat occupied. but remarkably, no one was sitting next to that door panel. i was so thankful i was in shock. >> i disbelief everybody was there.

>> investigators say the plane left the factory without four bolts that hold the door panel in place. the incident prompted a wide scale investigation into boeing, including whistleblower claims about manufacturing issues, and rushed production schedules. boeing insisting it's made changes, saying safety is its top priority. the ntsb investigation into that door panel blowout is still ongoing. >> a judge has temporarily blocked utah from implementing a social media access law aimed at protecting children. the law would require age verification and force minors to get parental consent to use social media. a trade group claims it is a violation of the first amendment. the judge ruled the state has failed to provide evidence that social media hurts children's mental health. >> coming up, singer bon jovi comes to the rescue on a busy bridge. >> also ahead, olympic gymnast jordan chiles now opening up about why she thinks she was about why she thinks she was stripped of
