>> good morning everybody. it's almost friday. it is about that. >> yes. >> clearly we're having a bit of technical problems. it's okay, but we love you and it's okay. and we're here. andrew's going to tell us about the weather. yeah, we got those little things in a moment and we'll get to the forecast. >> so here we go. it is going to be a nice day out there. we will find less wind. so that's a plus for us as we head into the accuweather forecast this morning. you'll notice a live look from our exploratorium camera. we do have just a little bit of cloud cover out there right now. our cloudiest locations currently are along the coast and in the east bay for a lot of us san jose, concord, even the city right now it's either clear or partly cloudy. you see, napa is kind of fluctuating right now. we likely will see a little bit of fog developing in the north bay over the next couple of hours. we'll keep you updated on that. so temperatures right now we're starting out in the low 50s to

the low 60s. a little bit warmer than we were yesterday thanks to a little bit of a breeze out there. but heading into the afternoon, not nearly as windy as we were yesterday. yesterday winds over 30mph at times today. those winds between about 15 and 25mph. look at the inland forecast. first, lots of sunshine out there. it is going to be a beautiful day. temperatures in the mid 80s. sunny skies this afternoon around the bay shoreline. a little bit of patchy fog in spots. not widespread. cloud cover by any means. we'll find those temperatures a little bit warmer than yesterday. mid if not upper 70s along the coast. so we are dealing with cloud cover right now. we'll have partly sunny skies later on this afternoon and temperatures in the mid 60s. let's say hi to amanda. see those drive times. >> good morning drew. yeah. dense fog advisory issued for the golden gate. and you can absolutely see why here and even though there's a bunch of fog, it's not stopping drivers dashing in and out of the city at this hour. that's the good news. and then our overall map showing mostly green. this is minus that typical slowdown along the altamont pass. you can

see it reflected here. and then we do want to move to the san jose. 101 880 overcrossing here at 502. really no drama for your drive. so that's the good news. let's get back to reggie. >> amanda. thank you. breaking overnight. it came down to the wire, but a deal has been reached to keep teachers in half moon bay off the picket line today. just two minutes before midnight, the unified school district and teachers union announced a tentative contract agreement. it includes a 6% raise for teachers, retroactive to july of last year. the district will also pay the full cost of health insurance for teachers and give them $100 per month to wear benefits for their family. the deal still has to be voted on by union members and approved by the board of education and county before that gets finalized. >> in the south bay, parents are upset about the possibility of school closures. last night, many attended the berryessa union school district meeting, and there is a committee and a list of schools, but no action is expected until later this year. parents are furious and are questioning the district's priorities. >> our schools should be considered sanctuaries. this is

where our children are learning to be educated, to be good members of our society. if we're closing schools down, what does that tell us as a community, as a society that we don't value education? >> the school district says declining enrollment is a key factor in the decision to potentially close and consolidate schools. >> oakland unified superintendent gave an update on how they're managing the issue of lead in the water at many schools. 180 repairs have been completed at 32 schools, and retesting is now underway at all of those schools. 60 flow water bottle refill stations have arrived. those are being installed at the schools, most in need. first, flow water can filter toxins like lead. more than 4700 refillable water bottles will be given out. it's not clear how much money these changes are going to cost. the district. >> your p-g-and-e's bill could spike yet again today. state

regulators are set to vote on a proposal to increase rates. abc seven news reporter gloria rodriguez tracking the latest and gloria, how much are we talking about? >> well, kumasi, we're talking about potentially another $6 on an average monthly bill that's on top of other increases that we've already seen. >> utility watchdog groups are calling for fair utility rates. california regulators are scheduled to vote today to allow the utility company to recoup electricity expenses paid during a series of winter storms, which caused power outages. the price of natural gas rose in september, nearly $6 more on an average p-g-and-e's bill. the utility says a decrease in demand for gas is another reason. according to p-g-and-e's data, residential utility rates have increased 54% since 2020, when the utility exited bankruptcy, turned the utility reform network, says p-g-and-e's, has been granted too many hikes this year alone. we're looking at the fourth rate

hike in 2024 alone and rate hike is just the tip of the iceberg, and every hike stacked on top of each other, p-g-and-e's says in a statement. p-g-and-e's is working to limit combined gas and electric bill increases to no more than an average of 3% per year through 2026, and p-g-and-e's has adopted company wide savings initiatives to reduce operating costs and limit unnecessary expenses. today's meeting starts at 11 in the morning in sacramento and you can attend in person or remotely. you can also weigh in during public comment by calling in. just go to cpuc's website for more information. live in the studio gloria rodriguez, abc seven news. >> thanks, gloria. former president donald trump is planning another trip to the bay area. trump will appear at a private fundraiser tomorrow in san mateo county. the event is in woodside. tickets range from $3,300 to half $1 million for a

couple. the san mateo county republican party is also planning a rally to welcome the former president. today, vice president harris heads to north carolina, kicking off what she's calling her new way forward tour. fresh off her debate performance so far, trump is not committing to a second debate, with harris saying the vice president only wants another debate because she lost. although early polls dispute that, according to. 538, a collection of three national polls and one swing state poll shows on average, 57% of debate watchers nationally think harris turned in the better performance. only 34% said trump did. on our 3 p.m. news, we talked with paul mitchell, the vice president of california based political data incorporated, and he spoke about what he's looking for that data to show. >> i think it's pretty clear that she won it. but what we really have to see is in the days to come, say thursday, friday into the weekend, we start to get some polling. does

she get any kind of a bump out of this? does she actually have an impact on the race? because it's fine to say that she won a debate, but the real proof is in the pudding and that is how she looks going towards election day. whether or not this is a race that is still dead, even kind of 5050, or if this is a race where she can actually start to create a substantial lead. >> mitchell says harris would benefit from a second debate. 45% of people, political data inc. polled say they didn't learn more about the vice president's policies during the debate. >> developing news parts of the country dealing with heavy rain, wind and risk of tornadoes. this morning, francine made landfall along the louisiana coast as a category two hurricane, and it's since weakened to a tropical storm. amanda officials have declared a flash flood emergency. >> yes, and kumasi. >> president biden has approved louisiana louisiana's emergency declaration. now it will help response and disaster relief efforts. this morning. heavy rain and wind gusts are traveling from new orleans to

mississippi as francine forces people in its path to hunker down. francine made landfall last night, and with it came a flash flood emergency. some areas are bracing for up to ten feet of storm surge and experiencing 5 to 6in of rain per hour. the heavy rain has left cars submerged and the gusty winds downed trees and power lines. francine has since been downgraded to a tropical storm, keeping the threat of flooding and bringing another challenge as these bands come ashore. >> you can get these tornadoes to spin up. bottom line is it's just all hazards coming together here in southern louisiana. >> louisiana has activated more than 2000 national guard troops. francine is also expected to impact parts of florida and tennessee. now let's turn to drew. >> yeah. amanda, let's talk more about francine. very quickly, live doppler seven showing you the storm like amanda just alluded to. the main threat now transitions from wind to heavy rain. the winds are weakening,

but we still have some heavy bands of rain working through parts of mississippi and alabama or places like jackson, even to the north in memphis. could pick up 2 to 4in of rain over the next several hours. so flooding is a big concern there. back here at home, it's all about weakening winds. live doppler seven, along with satellite. this area of low pressure is now getting away from us. it was essentially on top of us yesterday, supplying us with those gusty winds as it moves away from us. and as high pressure starts to build in here, we lose the wind and we gain some heat today. so it's going to be a warmer afternoon compared to yesterday. looking at your forecast highs today back into the 70s and 80s, it feels nice once again those temperatures a little bit close to average 71 in the city with morning clouds. afternoon sunshine. it is breezy, just not as windy as we were yesterday. mild and breezy in oakland at 77. warm and sunny in san jose at 81 and walnut creek coming in at 86 degrees. winds not nearly as strong as they were yesterday. in fact, you look at the winds right now a lot lighter compared to 24 hours

they claim they are taking a financial hit, and customers and employees don't feel safe. the lawsuit was filed tuesday, the same day the council approved new rules that will allow for a more aggressive approach. >> we have these large, sprawling encampments where there have been major safety issues, fires, rats, you know crime, things that pose a risk to the homeless people that are sheltering there and to the broader community. >> the mayor adds, berkeley is still going to take a compassionate approach. the new rules for encampments the city deems as hazardous sweeps will begin as soon as possible. the city has not commented on this new lawsuit. in san francisco, it's been a month since the start of the city's crackdown on encampments. streets in the tenderloin appear to look the same. abc seven news crews checked it out. we found just as many unhoused people as before, but fewer tents and structures. hundreds of those were removed

last month. unhoused people are being offered shelter, but apparently not taking it. according to city data, in august, only 202 people accepted shelter, while more than a thousand refused help. >> i'm not applicable for a homeless shelter. why not? you take advantage of those when you need it. >> they want to be always in the street, so i don't know what the benefit of that. maybe in the residing shelter they don't. they are not allowed to do what they are doing outside. and i think this is the main problem. >> public works crews, with the help of police, continue to remove trash and ask people to pick up and leave in order to clean the street. it is a daily cycle where people simply go across the street and then go right back to the same area that was just cleaned. >> leaders in the south bay are looking for ways to lift up small businesses. this week, san jose voted to move forward with a plan to establish a new business district in east san

at a popular mall in china. this is in collaboration with under armor. >> rock legend jon bon jovi is being commended by police for talking a woman off a ledge. police in nashville say the musician came across a woman on the edge of a bridge and persuaded her to come to safety. abc seven news reporter tara campbell walks us through the life saving moments caught on camera atop this nashville bridge tuesday. >> surveillance video capturing jon bon jovi rescuing a woman who appears ready to jump. bon jovi was filming a music video when he saw the woman hanging onto the railing. you can see him and another person approaching and talking to the woman. eventually, bon jovi reaches over the railing and after about a minute you see him helping her to safety. mental health professionals weighing in on the incident, saying the rock n roll legend knew exactly what to do. >> jon bon jovi is associated with a foundation that does a lot of work with mental health, homelessness, you know, certain types of needs that he was able to know what to do in that

bans against voter intimidation ahead of the election, and kumasi ag bonta sent a letter to the ceos of alphabet and meta, microsoft, openai, reddit, tiktok and youtube. >> he is urging the companies to train experts to catch voter deception on their platforms. he highlighted the state's election code, which bans voter intimidation and bribing people to vote one way or another. now, the election code also does not allow pushing out unintentionally false information about voter eligibility or polling locations. companies are prohibited from posting intentionally misleading media about a candidate within 60 days of an election. election day is 53 days away. now the attorney general also wrote, quote, because your companies play such an important role in disseminating news and information, they are well equipped to ensure that california voters that use your platforms, products and services have access to accurate information about their right to

vote. ag bonta did not point out any particular company or its service. he says he welcomes the opportunity to work with them to use the tools to report intentional interference. >> back to you. thanks, amanda. happening today. another p-g-and-e's rate hike could be in the works for many bay area residents. state regulators are set to vote on a proposal and you can speak about speak up about it today. abc7 news reporter gloria rodriguez is here. so gloria, what is p-g-and-e's saying about the reason for wanting to charge customers even more? >> well, reggie p-g-and-e's says the rate increases is needed to recoup electricity expenses paid during winter storms that brought widespread power outages, and they also cite a decrease in demand for gas as a reason for the increase. but utility watchdog groups are fighting this, saying that ratepayers have had enough. today, the california public utilities commission could grant p-g-and-e's yet another electricity rate increase of 2.7%. that would mean paying about $6 more on your average

monthly bill. according to p-g-and-e's data, residential utility rates have increased 54% since 2020, when the utility exited bankruptcy. but turn the utility reform network says that p-g-and-e's has been granted too many hikes this year, with no limits to how much the public utilities commission can read in a rate hike. >> this is why turn has been fighting for a cap on increases. no more than the cost of living adjustment provided by social security. >> the utility issued a statement it says p-g-and-e's is working to limit combined gas and electric bill increases in no more than an average of 3% per year through 2026. p-g-and-e's adopted company wide savings initiatives to reduce operating costs and limit unnecessary expenses. today's meeting starts at 11:00 in the morning in sacramento. you can attend in person or remotely and weigh in during public comment.

from highway four to the city of san francisco, and from the live desk, the san francisco police department is telling its side of the story. after a controversial video went viral. we told you about this yesterday. it shows a hot dog vendor being arrested on the embarcadero. now, police say the video was orchestrated by vendors and doesn't show the complete picture. you may remember that in part of that original video, you could hear the vendors young daughter crying. police then posted on x saying that they have a witness who says someone in the crowd told the girl to cry near officers to manipulate the situation. and now new cell phone video is coming to light. it shows the moment the port employee tells ana luisa casimir, luca's daughter, to get back. now hulka is struggling to hold on to her cart as police try to detain her. it's hard to tell, but sfpd says in this new video you can see hulka hip and arm check a port worker. that's

situation, stretching resources thin. governor newsom declared a state of emergency for four counties yesterday. evacuations expanded for the bridge. fire burning in san bernardino and los angeles counties. the fire has destroyed 33 homes so far, burning more than 50,000 acres with no containment. eight firefighters were hurt battling the airport fire in orange and riverside counties, most of them from heat exhaustion. that fire has destroyed several homes and burned 23,000 acres, and firefighters are finally making progress on the lion fire in san bernardino county, with 18% containment today, more than 30,000 boeing workers in washington will vote on a tentative union deal that could trigger a major strike. >> a strike would mean airline production at america's largest exporter would come to a halt on sunday. the machinists union union and boeing reached a tentative agreement on a four year contract to avoid a walkout. but boeing didn't agree

to a 40% pay raise if union members reject the deal today, they could go on strike tomorrow. >> new this morning, a step forward for space tourism. overnight, spacex carried out the first ever private space walk. tech tycoon and billionaire jared isaacman led the team on board the spacex capsule, currently in orbit after launching three days ago. it's the highest orbit for any crewed mission since 1966. during the space walk, the crew performed mobility tests with the new space suits. spacewalking is rarely done because, as you can imagine, it's dangerous. it requires many hours of training. spacex says the four on board have undergone extensive training in preparation for this morning's walk. this morning is the first time ever that four people have been exposed to the vacuum of space at the same time. ooh! >> oh, that is cool. >> i'm glad this happened when i couldn't see it because it's nerve wracking to me. yeah, i was worried for these people, but, you know, they made it.
