friend. but today's forecast you look at it so inland. we have a lot of sunshine coming our way mid upper 80s for daytime highs. you also notice a lot less wind right on the order of about 11 to 15mph around the bay shoreline. some patchy clouds right now. sunny this afternoon. feels very nice in the mid 70s and along the coast. we are dealing with a bit of cloud cover, some mist and drizzle throughout the afternoon. it's a mix of sun and clouds and daytime highs in the mid 60s. along the coast we could see some winds gusting closer to 20mph. let's check in with amanda. see those drive times this morning? >> yeah. good morning drew. now besides the typical slowdown that we expect along the altamont pass, our overall map showing things are looking pretty good across the bay area. however, if i take you down to the south bay, that's where the trouble spots are. this is a deadly crash on northbound 101 at story road in san jose. you can see speeds are down to 14mph. we're told this is a big rig versus a pedestrian that happened earlier this morning.

and right now the right lanes are still closed. traffic is passing and only the left lane there. then down to morgan hill. northbound 101 at dune avenue there is a multiple car crash at the center divide. it is causing sluggish traffic to marsden avenue with speeds down to 22mph there. let's get back to the desk. >> thanks, amanda. breaking overnight. it came down to the wire, but a deal has been reached to keep teachers in half moon bay off the picket line today. just two minutes before midnight, the cabrillo unified school district and teachers union announced the tentative contract agreement. it includes a 6% raise for teachers, retroactive to july of last year. the district will also pay the full cost of health insurance for teachers, and give them $100 per month toward benefits for their family. the deal still has to be voted on by union members and approved by the board of education and county before it's finalized. >> in the south bay, parents are upset about the possibility of school closures. last night, many attended the berryessa

union school district meeting. there is a committee and a list of schools, but no action is expected until later this year. parents are furious and are questioning the district's priorities. >> our schools should be considered sanctuaries. this is where our children are learning to be educated, to be good members of our society. if we're closing schools down, what does that tell us as a community, as a society that we don't value education? >> the school district says declining enrollment is a key factor in the decision to potentially close and consolidate schools. >> oakland unified superintendent gave an update on how they're managing the issue of lead in the water at many schools. 180 repairs have been completed at 32 schools, and retesting is now underway at all of those schools. 60 flow water. water bottle refill stations have arrived and those are being installed now at the schools most in need. flow water can filter toxins like lead. more than 4700 refillable water

bottles will be given out. it's not clear how much money these changes are going to cost. the district. >> we have new details about a standoff in alameda county that left a sheriff's k-9 injured. sheriff's deputies were called to oakland avenue in hayward around 220 yesterday morning. a standoff started with a resident who had a firearm during that standoff. a pit bull came from the home and attacked the k-9 officer. gambit. gambit had puncture wounds and was bleeding from his back leg. he was rushed to a vet and is going to make a full recovery. officers were able to apprehend the suspect eventually. he's now in custody at santa rita jail. >> happening today, you can sound off on plans to raise your p-g-and-e's rates again. state regulators are going to vote on that proposal, and abc seven news reporter gloria rodriguez is here. gloria, how much are we talking about and how can we voice our opinion? >> well, reggie, we're talking about $6 for an average monthly bill. and you can speak up that the increase that we're talking about is on top of other

increases that we've already seen. utility watchdogs are calling for fair utility rates. california regulators are scheduled to vote today to allow the utility to recoup electricity expenses that were paid during a series of winter storms, which caused power outages. the price of natural gas rose in september, nearly $6 more on an average p-g-and-e's bill. the utility also cites a decrease in demand for gas as a reason for the increases. according to p-g-and-e's data, residential utility rates have increased 54% since 2020, when the utility exited bankruptcy, turned the utility reform network says that p-g-and-e's has been granted too many hikes this year alone. we're looking at the fourth rate hike in 2024 alone, and every rate hike is just the tip of the iceberg, and every hike stacked on top of each other, p-g-and-e's says in a statement. p-g-and-e's is working to limit combined gas and electric bill increases to no more than an average of 3%

per year through 2026. p-g-and-e's has adopted company wide savings initiatives to reduce operating costs and limit unnecessary expenses. and today's meeting starts at 11 in the morning in sacramento. you can go in person. you can also attend remotely and weigh in during public comment. by calling in. you can go to cpuc's website for all the information. live in the studio gloria rodriguez, abc seven news. >> thank you. gloria former president donald trump is planning another trip to the bay area. trump will appear at a private fundraiser tomorrow in san mateo county. it's in woodside. tickets range from $3,300 to half a million for a couple. the san mateo county republican party is also planning a rally to welcome the former president. today, vice president harris is heading to north carolina, kicking off what she's calling her new way forward tour. fresh off of her debate performance so far, trump is refusing to commit to a second debate, with harris saying the vice president only wants another debate because she lost. but early polls dispute

that sentiment. according to fivethirtyeight, which is a collection of three national polls and one swing state poll, it shows on average, 57% of debate watchers nationally think harris turned in the better performance. only 34% said trump did. on our 3 p.m. news, we spoke with paul mitchell, who is the vice president of california based political data incorporated, about what he's looking for data to show. >> i think it's pretty clear that she wanted. but what we really have to see is in the days to come, say thursday, friday into the weekend, we start to get some polling. does she get any kind of a bump out of this? does she actually have an impact on the race? because it's fine to say that she won a debate, but the real proof is in the pudding. and that is how she looks going towards election day. whether or not this is a race that is still dead, even kind of 5050, or if this is a race where she can actually start to create a substantial lead.

>> mitchell says harris would benefit from a second debate 45% of people. politico data inc. polled said they didn't learn more about the vice president's policies during the debate. >> developing news parts of the country are dealing with heavy rain, wind and the risk of tornadoes. this morning, francine made landfall along the louisiana coast as a category two hurricane. it has since weakened to a tropical storm. amanda officials have declared a flash flood emergency. >> yes, and reggie. president biden has also approved louisiana's emergency declaration. it will help response and disaster relief efforts. this morning, heavy rain and wind gusts are traveling from new orleans to mississippi as francine forces people in its path to hunker down. francine made landfall last night, and with it came a flash flood emergency. some areas are bracing for up to ten feet of storm surge and experiencing 5 to 6in of rain per hour. the heavy rain has left cars submerged, and the gusty winds downed trees and

power lines. francine has since been downgraded to a tropical storm, keeping the threat of flooding and bringing another challenge as these bands come ashore. >> you can get these tornadoes to spin up. bottom line is, it's just all hazards coming together here in southern louisiana. >> louisiana has activated more than 2000 national guard troops. francine is also expected to impact parts of florida and tennessee. now we turn to drew that we'll show you live doppler seven. >> francine, you can see, has now moved onshore. and the main threat transitions from wind to rain. you can see these heavy bands around jackson that is some rain that will eventually fall between 2 and 4in. so we do have those flooding concerns still as the storm weakens and pushes off to the north. back here at home, the big story is that weakening winds and warmer weather are on the way for this afternoon. this area of low pressure is moving away from us, lessening the wind. high pressure getting closer, bringing us the increase in the

temperatures today and tomorrow. looking at the wind forecast, not nearly as strong as yesterday. winds are pretty light right now. they do increase a bit this afternoon, but still not too gusty on the order of about 15 to 25mph. so looking inland today, expect a lot of sunshine. look at this forecast. lovely mid and upper 80s for daytime highs around the bay shoreline. just some patchy cloud cover right now. bright conditions move in here pretty fast this morning. this afternoon we'll go into the mid and upper 70s along the coast. we do have some mist, some drizzle, some cloud cover right now mix of sun and clouds this afternoon. highs in the 60s. so looking at the map today less wind a little breezy this afternoon. it feels warm. that warm weather continues tomorrow, but kumasi cooler weather for the weekend. we'll show you that coming up in about eight minutes. thank you drew. >> coming up the giants in alaska airlines teaming up where you need to be today. if you want a free flight voucher. then lifting up small businesses in the south bay. the

people think it's not enough. several businesses, including boychick bagels and fieldwork brewing, are suing the city to clean up homeless encampments. they claim they're taking a financial hit, and customers and employees don't feel safe. the lawsuit was filed tuesday, the same day the council approved new rules that will allow for more aggressive approach. >> we have these large, sprawling encampments where there have been major safety

issues, fires, rats, you know crime, things that pose a risk to the homeless people that are sheltering there and to the broader community. >> the mayor adds, berkeley is still taking a compassionate approach. the new rules for encampments the city deems as hazardous sweeps will begin as soon as possible. city has not commented on the lawsuit. in san francisco, it's been a month since the start of the city's crackdown on encampments, but streets in the tenderloin appear to look the same. abc seven crews checked it out and we found just as many unhoused people as before. but fewer tents and structures. hundreds of those were removed last month. unhoused people are being offered shelter, but not taking it, according to city data. in august, only 202 people accepted shelter, while more than 1000 refused help. >> i'm not applicable for a homeless shelter. why not? you take advantage of those when you

need it. >> they want to be always in the street, so i don't know what the benefit of that. maybe in the residing shelter they don't. they are not allowed to do what they are doing outside. and i think this is the main problem. >> public works crews, with the help of police, continue to remove trash and ask people to pick up and leave in order to clean the street. and this is a daily cycle where people just move across the street and then reclaim the same areas that have been cleaned. the city of san jose is moving forward with a plan to establish a new business district in east san jose. the proposed district follows tully road, which is from 101 to east capitol expressway. it includes the tully road, east ridge business association, or trevor. trevor encompasses 550 businesses, and it's gotten $50,000 in city grants. christina bowie owns love me nots bridal in that area, and she says the association brings the community together and helps businesses, especially after

are calm, so look at our inland forecast first. it's a lovely afternoon. lots of sunshine, winds about 15 to 20mph this afternoon. mid and upper seconds for daytime highs and our warmest areas around the bay shoreline. patchy cloud cover right now. sunshine, full sunshine appears very fast this morning. the afternoon it is bright. it is mild in the mid and upper 70s along the coast we are dealing with some cloud cover, some mist, some drizzle at this hour. we'll get a mix of sun and clouds and daytime highs going into the mid 60s. let's check in with amanda and see those drive times. >> good morning drew. as the morning commute begins to ramp up, we are seeing some slowdowns across the bay area. our overall map showing you that typical slowdown along the altamont pass, and you're seeing that will take you 64 minutes from tracy to dublin, 17 minutes from san rafael to san francisco, and then a 37 minute drive to get from antioch to concord and then an update in the last few minutes over in san jose. this is northbound 101 at story road. this was a deadly crash that involved a pedestrian and a big

illuminate the building at 8:30 p.m. they have new restaurants and new sculpture garden, which is open to the public. a new york based developer took ownership of that building in early 2020. the $400 million project was promised and completed despite the challenges of the pandemic. well, the renovation of the transamerica pyramid has unveiled some hidden treasure. this renovation revealed a secret piece of history to jason gullickson, who has been overseeing the project after studying plans for the pyramid from 1974, he found an area labeled time capsule, the maze like design of the foundation made it difficult to locate, but eventually crews noticed something odd. >> but it didn't make any sense because a beam never stops in between two other beams. so i knew that this must be the time capsule. >> oh yes. >> i didn't think it would look

video. we told you about this yesterday. it shows a hot dog vendor being arrested on the embarcadero. and amanda, police say the video was orchestrated by vendors and doesn't show the full picture. >> kumasi you may remember in part of that original viral video, you could hear the vendors young daughter crying out, but police posted on x that they have a witness who says someone in the crowd told the girl to cry near the officers to manipulate the situation. and now new cell phone video is coming to light. it shows the moment a port employee tells ana luisa casimir, who was daughter, to get back. now hulka is struggling to hold on to her cart there. and as police try to

scorch homes in southern california with tens of thousands of people under evacuation. a pretty scary situation that is stretching resources thin. governor gavin newsom declared a state of emergency for four counties yesterday. evacuations expanded for the bridge fire burning in san bernardino and los angeles counties. that fire has destroyed 33 homes so far, burning more than 50,000 acres. there's no containment. eight firefighters were hurt battling the airport fire in orange and riverside counties, most of them from heat exhaustion. that fire has destroyed several homes and burned 23,000 acres. and a little bit of good news. firefighters are finally making progress on the lion fire in san bernardino counties. they now. san bernardino county, excuse me. they now have 18% containment. >> another college sports shakeup could be on the way. espn reporting four schools are set to join the pac 12 conference. the conference stanford and cal, formerly called home. reports say the

capsule, currently in orbit after launching three days ago. it's the highest orbit for any crewed mission since 1966. during the space walk, the crew performed mobility tests with the new space suits. spacewalking is rarely done because it's so dangerous and it requires so much training. spacex says the four on board have undergone extensive training in preparation for this morning's walk. this morning is the first time ever four people have been exposed to the vacuum of space at the same time, and that is because of the design of this capsule. i was just reading. so they basically because usually spacewalks are done where you go into like a chamber, like a lock out chamber and then you go out so that other people aren't affected. but this is everyone like you just open the door and everyone, whether you're spacewalking or not, is exposed to space. so you have to wear your suit the whole time. that's not for me. >> you don't think so? >> no. if you're going to go space walking, lock it out. >> go ahead. >> let me be in my regular
