in orinda with the very latest on this developing story. tim >> yeah. larry. christine. i'm here along las vegas road where, as you can see behind me, there is still a police presence going on. now, law enforcement hasn't released too many details as of yet about what exactly happened. however our crews did see a body near two vehicles further down the road behind me here. we were also able to uncover some 911 dispatch audio. i want you guys to have a listen to some of that just now. >> we have a murphy advising. he defended himself and he's in a dark gray vehicle. one party is bleeding profusely. okay, now, nails on the ground are advising the subject. pulled a gun out and started punching him. and then the rp shot him. >> now one of the vehicles on the road here behind me appears to be a tesla and the other a forerunner. there is no official word yet on what exactly happened between the drivers of these two vehicles. one neighbor saying she believes she heard cars speeding down the road

here. another telling me she was just coming home when she saw the police putting out the yellow caution tape. that woman saying she is shocked that this is happening in her neighborhood. >> it's very quiet little you know, car break ins here and there, but nothing violent. so yeah, it was very upsetting. >> now authorities say there is no threat to the public at this time. they are, however, still advising people to avoid the area while the investigation is ongoing. i'm live in orinda. tim johns, abc seven news. >> all right, tim, thank you. fremont man is under arrest, accused of assaulting flight attendants on a frontier airlines flight that was bound for sfo on monday. according to court paperwork, the 30 year old man tried to choke one flight attendant, pushed another and kicked one multiple times in the leg. the justice department says this all happened after he pulled down an oxygen mask from the overhead compartment and then started yelling obscenities. that flight was en route from john wayne airport in santa ana to san francisco. it had to be diverted to ontario international airport in san bernardino county.

>> california's largest investment to combat organized retail and property crime is paying off. governor gavin newsom's office gave an update today on the $267 million investment. the money was distributed to 55 agencies statewide last year. since then, those agencies report more than 6900 arrests. that includes more than 5000 suspects accused of retail theft, more than 1300 accused of vehicle theft and 34 accused of cargo theft. the san francisco police department is looking to change its district station boundaries. the department is proposing 15 changes. the map shows an example of one moving the boundary of the tenderloin station back to market street. the orange area is the current district, and the red outline reflects the commended or the recommended change. chief bill scott says creating these new boundaries would put more resources in high crime areas and improve response times for service calls. the sfpd will hold a series of community meetings on the proposed changes, and those will start

later this month. >> a state of emergency has been declared in la and san bernardino counties as three major fires continue to burn, and they are out of control. dozens of homes have already been destroyed. more than 100,000 acres of land burned. abc news reporter melissa adan with the very latest. >> firefighters are now getting a handle on these three major wildfires burning across southern california, as we are now also getting a closer look at the devastation. a state of emergency for several southern california counties after three major wildfires burned more than 100,000 acres across four counties in the mountains of los angeles and san bernardino counties. the bridge fire has scorched more than 50,000 acres, the largest active wildfire in california. >> it was pretty scary. a lot it's a lot more surreal than you can realize, when you're outside looking at the flames, you don't realize how scary and how chaotic it is. >> more than 30 homes were destroyed by the bridge fire, including this one. you can see

intense they actually created this phenomenon. take a look at this fire clouds that actually matured into thunderstorms as we check in with spencer christian for a closer look. spencer. >> yeah, larry, these fire clouds, as we call them, are actually the technical name is pyrocumulus clouds. and they are formed from the heat and the smoke generated by these large wildfires. and as that heat rises rapidly from the fires, it forms a little it rises in sort of a column of smoke that lifts up into the upper atmosphere and sort of caps the top with something that looks like a cauliflower type cloud. now, because of the heat associated with these columns of smoke, these pyrocumulus clouds, there are pockets of instability in the atmosphere where thunderstorms can form. so they don't always form from these clouds, but they certainly can form from these clouds. adding to the complicated adding to the to the difficulty. i should say, of containing these fires. larry. kristen. >> all right. thank you so much. spencer. francine has weakened

to a tropical depression, but the massive storm continues to pound parts of the south. francine hit louisiana as a category two hurricane last night, knocking out power to thousands of homes and businesses. francine is now the sixth hurricane to make landfall in louisiana since 2019. >> back here in the bay in the north bay, to be specific, an unhoused man is taking the city of san rafael to court to fight his eviction from the lawn of the city's public library. >> advocates say he has a right to be there, but city officials disagree. abc seven news reporter cornell bernard has the details. >> so i've got my things in there. yeah, i've got my backpack with the important legal papers in it. >> mark rivera is showing us his tent pitched on the front lawn of san rafael's public library. rivera is unhoused, and he says it's his right to be here. >> i'm not asking for anything more than what i deserve. and that's a place to live. it's a basic human right as far as i can read. >> we first met rivera in 2023, when he was living across the

street in the parking lot of the falkirk cultural center. he was forced to move this week after a judge's restraining order against the city expired within three days of displacing him from there is evicting him again, but the city says rivera can't stay here. on tuesday, rivera got this notice from the city, saying he had to pack up his tent because he was in violation of the city's camping ordinance. he was too close to the preschool at this church, where he currently is. >> camping is within 250ft of a school, and so he's welcome to camp elsewhere in the city on public property, so long as he abides by the city's regulations. >> this week, rivera and his advocates filed this lawsuit to prevent the city from making him relocate, claiming a police officer gave him permission to camp here. >> you're all set. you got all your things, you can go right in here. and i said, okay. >> i can't speak to what mr. rivera is claiming or staff has said to him. >> stefanski says san rafael is just weeks away from

sacramento reporting that major league baseball has not yet agreed to the upgrades at sutter health park. that's a minor league facility. now, this would include the installation of artificial turf. there are questions about how safe that would be, given that sacramento often gets triple digit heat in the summer and the stadium is open air, so it might be 130 or 140 degrees on that turf. right now, the a's last game at the coliseum in oakland is set for september 26th. we asked oakland mayor xiang tao about this earlier today on midday live. >> i'm not convinced. to tell you the truth, i'm not convinced that this that this will be the a's last game in the city of oakland. and, you know, i always say, if the a's want to stay in oakland, we absolutely welcome them back to the negotiation table. >> but the a's say they remain committed to leaving oakland. the team's director of baseball communications releasing a statement today saying, quote, it is a certainty that the a's will play their 2025 season in sacramento as planned. mlb is continuing to work productively with the mlbpa. that's the players association on the

driven by human activity, primarily emission of greenhouse gases, which we know very concerning, but important information to bear in mind. now, looking at the satellite radar composite image, you see, we still have a strong onshore flow because of the tight gradient between that low pressure system to our northeast and high pressure to our southwest, producing very breezy conditions, but not like the strong gusts we had yesterday. gusty though nonetheless up to 20mph at novato. 22mph over livermore and breezy just about every other location around the bay area. it's also a bit warmer today by just a few degrees than this time yesterday. six degrees warmer in hayward, four degrees warmer in novato, but a cooler weekend is ahead of us right now. it's 66 degrees in san francisco. mid to upper 70s at oakland and hayward. low to mid 80s at redwood city and san jose, and 63 at half moon bay, blue sky and breezy conditions over the golden gate, 84 degrees up north in santa rosa. right now petaluma 79. we have 80 at napa and the warmest region over in the east bay. we've got 86 in

concord, 87 fairfield and 83 at livermore. and as we look down into the bay from mount tam, these are the forecast headlines. sunny breezy and mild to warm tomorrow. the weekend will bring cooler weather with temperatures below average and early next week there is a chance of light rain or drizzle, which i'll get to in a moment. but first, a look at overnight conditions with clouds increasing a little bit, especially down along the coast in the early morning hours, we'll have low temperatures overnight in the mid to upper 50s and then tomorrow's high 64 half moon bay 71 here in san francisco around the bay shoreline, mainly upper 70s 1 or 2 locations may top out at 8082 degrees north bay. highs napa 8489. santa rosa the inland east bay will have highs around 9092 degrees and down to the south bay 86 at san jose and 87 at morgan hill. here's the accuweather seven day forecast and notice the drop in temperatures over the weekend. first on saturday, about a 60 degree drop from the inland. highs tomorrow. and then on sunday further cooling, breezy and much cooler with inland highs only in the mid 70s upper

hayes on the hook. >> i know i have good credit, but i've never seen anything like this ever. >> hayes and her husband were on a cruise in august when she got an informed delivery email from the u.s. postal service with what appeared to be dozens of credit cards headed her way. >> this fiasco ruined the end of our vacation. >> she says she got in touch with chase from the cruise ship. >> they were just very, you know, basic. okay. yeah. maybe it's some computer glitch. we'll stop it. >> hayes says chase also put her in touch with the fraud department, which she says called her back when she returned home with no explanation. >> just. we'll take care of it. we'll send you a new card, a new number, a response that was less than satisfactory to her. i wanted them to send an email. did you authorize all these people to be on your credit card? and i wanted them to say, we'll investigate it. >> in an emailed statement to seven on your side investigates, a chase spokesperson wrote, quote, we monitor customer accounts for suspicious activity and promptly contact them if something unusual is detected in

this instance, our vigilant customer alerted us first. we closed the unauthorized cards, issued a new account and card, and apologized for the inconvenience caused during her vacation, we put hayes in touch with the united states postal inspection service. >> my immediate reaction is that that sounds like an identity fraud scheme. >> u.s. postal inspector matthew norfleet says using the mail for any kind of fraud scheme is a crime which carries up to 20 years. he says the perpetrator could be overseas or right here in contra costa county. search warrants, surveillance, grand jury subpoenas. >> those are all tools that we use to investigate fraud schemes, big and small. >> the scheme didn't end with these chase cards. >> capital one, discover, citibank. i got from every bank in application. >> all denied. >> not enough credit history, but the names on the applications. >> now sounding more familiar. >> all of these names are the same as some of the people on the credit cards. they sent a lot of repeated names brittany jackson, like four times.

>> once somebody figured out a fraud scheme, they're going to do it as many times as they can. >> it's not clear if the fraudsters were planning to steal hayes's mail, but in addition to informed consent, she also happens to have a lockbox on her mailbox. and while no mailbox is perfectly secure, the u.s. postal inspection service says hayes did a lot of things correctly. in addition to a lockbox on your mailbox, an informed delivery which lets you know what mail is headed your way. the u.s. postal service also recommends having your mail held at the post office when you'll be traveling. the other thing that this woman did was freeze her credit, and that's a good tip here as well. >> i mean, the good news is it could have been worse. there were no charges by from all those people. but chase has got to be a way to like reverse engineer where these requests came from. >> well, they're investigating. hopefully we know the u.s. postal service is also investigating. now and because she was so vigilant. no, there were no erroneous charges. >> that's good. that's good news. all right. thanks thanks, mel. >> uh. for the fourth time, this

the postal service's new vehicle deliveries or delivery vehicles. they first rolled out in georgia, but they'll soon be everywhere. they have airbags, 360 degree cameras, collision sensors. most are electric. carriers will even be able to stand up inside those vehicles. they'll replace the current mail trucks, which date back to 1987. my first thought when i saw the height of these things is, would they fit in our garage? like not that they would become a mail truck. >> i was like, what? >> we're going back to the mail theft story. no no, but it's just they seem like gigantic. but i guess that's good. you don't have to hunch over if you work for the postal service. >> they remind me of the popemobile. so, wait, do the vehicles they have now not have airbags? please tell me they do already. >> i'm hoping they do.
