>> keep your hands up. >> keep your hands up. >> this is video of the man just before the shooting as police tried to get him to stop. >> i just heard them say that this happened at the powell street bart plaza, where police shot a man that they say was armed. >> and people in the area were running everywhere for cover. abc seven news reporter luz pena went to the scene and spoke with witnesses and joins us live now. luis. >> yes, larry, this happened around 10:15 a.m. in the heart of san francisco's shopping area on market street. i spoke to several witnesses who were working in the area and said they heard anywhere between 7 to 9 gunshots. we also obtained a video from a witness who caught the suspect walking as police officers chased him. >> there's a suspect in the liquor store taking cover behind a wall. >> a san francisco resident who social media name is frisco live 415, caught the moment sfpd officers surrounded the gmg liquor store on fifth street,

demanding for a man believed to be armed to come out. >> this is the real deal. i got way too close to that incident, guys. >> seconds later, the suspect wearing a mask, can be seen walking out of the liquor store, putting something in his waist and casually crossing the street while sfpd officers pointed their guns at him. earl jackson, with urban alchemy, was in the alley after they ordered him to come out. >> i saw the gentleman walking who i believe the suspect was walking across the street here. and then the officers were falling with their guns drawn, and they pursued him down the street around the corner. >> video shows the suspect walking towards the bart powell station with multiple officers demanding for him to stop. employees and a customer inside a starbucks coffee store that connects to the bart area saw the suspect. >> there was one customer in the store, so i'm like, get her out behind the counter. i don't care if she a customer or who she is, but get her back here and then we'll walk her and send her back to the mall because we know that she was working in the mall. >> as officers chased him down

frisco live 4-1-1 five caught the sound of multiple gunshots below. oh my god locked the doors and saw the suspect trying to flee. >> the guy was trying to jump to the bart entrance to get in there, and then i saw him. he has a gun on his right hand. he decided to shoot the gun, and i don't know where the gun bullet go, but then the cop was already like, as soon as he shot that first gun that i heard the cop already. like dropped his trestle out on the street level. >> tourists waiting for the cable car ran for cover. hours later, sfpd confirming officers first made contact with the suspect after noticing he was armed inside. what is to believe a stolen vehicle leading to this pursuit. >> they observed this armed person because of proactive police work, and they took the appropriate action in terms of engaging with this person.

>> sfpd chief bill scott confirmed officers recovered the suspect's gun at the scene. the suspect was later taken to the hospital and is in fair condition. sfpd is expected to hold a town hall on this shooting within ten days of the incident. in the newsroom, luz pena, abc seven news. >> thank you. the man killed in a deadly road rage shooting in orinda thursday has been identified. investigators say 50 year old scott decker died at the scene. he was a resident of truckee and orinda. the shooting happened around 11 a.m. at the intersection of las vegas road and la esperanza road. decker was reportedly driving a toyota four runner when witnesses say a man driving a tesla shot him. the contra costa county sheriff's office says the man was detained, but has since been released. >> all right, now turning to your voice, your vote and the election that is now just 52 days away. >> so this is video of former president trump's plane as it flew into the bay area today for a quick trip and a campaign

fundraising event in woodside. >> abc seven news reporter dustin dorsey joining us live now in woodside, where he spoke with supporters eager to see the former president here in town. dustin >> yeah, larry and kristen. they were eager to see him as fresh off the debate. they were. president donald, former president donald trump was here in town in the bay area. the old stomping grounds of vice president kamala harris for a very important campaign fundraising event. now unfortunately for all those supporters that were excited to see him this on this day, president trump went actually a former way or a different way. i should say. excuse me. and they were not able to see him, but the excitement could still be felt today on both the california and the election spotlight friday, as former president donald trump spends time in the golden state for fundraisers in los angeles, in the bay area, here in san mateo county, dozens of his supporters

lined el camino real to make their voices heard. in what's considered a blue state. there is still red. >> californians are here to support trump. there are a lot of people here in california that do, do, do believe in trump's values, do believe in his policies, and that we are here to support him. >> support heard loud and proud. after mr. trump arrived friday afternoon after the last debate here on abc polls across the country are tightening up between trump and vice president kamala harris. here in palo alto, it was obvious which way this group was voting. woodside is once again home to an important campaign fundraiser. the l.a. times reports the location is the home of tom and stacey siebel, distant relatives of governor gavin newsom's wife, jennifer siebel newsom. this is trump's second visit to the bay area. this summer. politicians know this is where the election money is at, as major campaign events are no stranger to woodside. trump supporters hope the money earned here will make a difference in the economy of the nation. should the former president be reelected. >> we are being hoodwinked and

>> yeah, the latest washington post polls actually shows that trump is losing in three of seven of those and two of those states, including nevada, is actually tied right now with vice president kamala harris. so, like i said, very important. the next couple of days as they continue to travel and kamala harris will be visiting pennsylvania soon as well. another battleground state. >> all right, dustin, thank you. every vote counts. earlier today at a news conference in los angeles, the former president called out california's leaders. >> but what they've done, gavin newsom and kamala and i won't say kamala more.so. she destroyed san francisco and she destroyed the state. when you look at the kind of destruction that's taken place, it's all man made or woman made destruction to. it's things that should have never happened. but we're not going to let that happen. with four more years of her in the white house, because if you have

you'll have one place for all the latest information as we head toward election day in the north bay. >> about 5000 students were told to stay home from school today after a bomb threat came into the tamalpais union high school district headquarters this morning. the threat wasn't specific, so officials and police chose to close all five high school campuses. just as a precaution. abc seven news reporter cornell bernard with more now from marin county. >> i got up this morning and i got dressed, and i looked at my phone and i got a text. >> redwood high school freshman noah gurvich says the message was from the district superintendent saying school was closed friday due to a threat of violence. please remain home. >> i mean, it's kind of scary that, like, someone would do that. >> it was a bomb threat which came into district headquarters but did not specify a target site. in a statement, the superintendent said school administration immediately evacuated all buildings on all five district campuses and contacted local law enforcement to secure all sites. tam high, redwood high, archie williams

and two other campuses were closed and searched by police, so out of an abundance of caution, we worked with the school district and made the determination that we were going to shut down the schools for the safety of all the kids and we are starting our investigation into the credibility of that threat. police can't say where the threat of violence came from, possible students calling it a threat. i have no idea at this point. >> we're just following up on some leads. >> noah's dad, leo, told us by phone that he believes canceling school was the right call. >> you know, you can never be too safe at this point. i mean, with all the school violence is going around the country. i mean, we live in a very safe community, and certainly i wouldn't want it to change. >> by afternoon, the district sent a message home to parents saying after police sweeps, all schools had been declared safe. weekend activities will go on as planned in marin county. cornell, bernard abc seven news. >> and an update now, just in the last half hour, we learned

central marin police have arrested a san anselmo girl for threatening to, quote, shoot up a school today. now, police say the fbi found a threat that the girl had posted on social media. that girl attends archie williams high school, which is in the tamalpais union high school district. however, police say this incident is not related to the threat that shut down all of the schools today. meanwhile, several schools across the country closed today as fake threats of violence rapidly spread on social media. none of the threats was deemed to be credible, but schools were impacted all the way from sacramento to new jersey. >> happening now two bart stations are closed in the east bay due to an equipment issue on the tracks. south hayward and union city stations are shut down with a bus bridge connecting the locations for now. maintenance crews were seen from our sky seven chopper working on the tracks there. there's no estimated time for reopening. >> coming up on abc seven news at four. special honor for the iconic rainbow flag created here in san francisco. so if you've been putting off getting that

to curb homelessness. under the proposal, sfmta would ban rvs from parking on all city managed streets between the hours of midnight and 6 a.m. the agency's board of directors must pass the proposal before it would take effect. >> the iconic rainbow pride flag installation that flies over harvey milk plaza in san francisco's castro district is now an official landmark, and this is a process that's been years in the making. >> abc seven news reporter tim johns is live here now in the studio with us with the details. tim. >> yeah. larry. kristen. the flag first went up in san francisco's civic center back in 1978. it was then permanently raised over harvey milk plaza, near the intersection of market and castro streets in 1997. the significance of that back then was historic, and now, nearly three decades later, it's landmark status means the flag will remain flying there foreve.

with the flick of a pen, it's done. san francisco mayor london breed officially making the rainbow pride flag that flies over the castro neighborhood, a city landmark. >> whatever happens in this neighborhood, whatever happens in this plaza, that if any change is going to be made to this, it has to be looked at through its implications for historic preservation. >> rafael mandelman, who serves as the supervisor for this district, spearheaded the legislation. on friday, he co-hosted the signing ceremony before city leaders and community activists symbolically carried a new pride flag down the street to harvey milk plaza. once there, the new flag was hoisted up the flagpole, a process that's happened every few months since 1997. jeff sheehy was at that first flag raising. i could just feel this whole neighborhood just kind of explode with exhilaration and joy and hope. >> it was such an amazing moment. >> a large part of friday's event also focused on gilbert baker. baker created the original rainbow flag in the 1970s, and was the one who

petitioned then mayor willie brown to fly it in the castro. baker sat down with abc seven news in 2017 to talk about the flag's creation, and what would be the last interview before his death. >> pink is for sex and red for life, and orange for healing, yellow for sun, green for nature, turquoise for magic, blue for serenity, and purple for the spirit. >> while the flag has enormous significance within san francisco, many also tell us its importance reaches far beyond the city. charlie beal is the president of the gilbert baker foundation. he says earlier in the week, he received an email from a gay teenager in rural pennsylvania after his school district voted to ban pride flags. >> i get these emails every week. people that are just, they become scared because there's concrete evidence that shows that after this flag has been banned in these communities, hate crimes go up. >> all the more reason mandelman says san francisco must remain a beacon of hope for all in the lgbtq plus community.

>> abc news reporter reena roy has a look at how it works. >> there have been some improvements in teenage mental health over the last few years, but overall it's still a pretty dire situation. >> the jet foundation and aasa, the school superintendents association, launched a new pilot program. the district comprehensive approach, or dca, in 480 schools across 14 states to address student mental health. >> in our training, we talk about mental health services, but it's not necessarily been on the menu. >> the dca focuses on assessing the mental health needs of students, analyzing where the gaps are, and using that data to create a strategic plan of action that meets the unique needs of that district. >> a lot of district leaders know that they have mental health needs for their students that they need to attend to. they just don't know how to give it form and shape and life and what it should look like. >> in rural south carolina, lawrence county school district superintendent doctor jody penland is excited about the dca program, saying student mental health is a real problem in schools. kids can't grow.

>> kids can't learn. kids can't succeed if they're struggling. >> lawrence county high school senior jalen harlan says juggling classes and extracurriculars can be stressful for him and his peers, plus the pressure to fit in. >> everybody wants to be known by everybody and so trying to juggle that and trying to live that social life and how people view them on social media and in person, has just brought a great deal of stress on students. >> he says the school's efforts are appreciated by students. >> we see our school adding more stuff for us and trying to help us mentally and create that environment, even more so that it's not just on the students. >> so what do these changes look like in some schools, it's adjusting student schedules where there are more opportunities for brain breaks, for just an opportunity to maybe practice yoga or creating a plan for when teachers notice a student is struggling. >> if every school would implement these types of changes, our future will be

watch, you can now find it on post street in union square. the new rolex store opened last month, despite the many for lease signs in the union square area. kazuko morgan, executive vice chair for commercial real estate firm cushman and wakefield, says there's a lot going on there right now. >> there are several other tenants that have signed leases or are in lease negotiations in union square. >> morgan helps find tenants for exclusive retail spaces in union square. >> rolex opened a few weeks ago. patek philippe is opening this month. saint john relocated from the four seasons hotel to post street. >> christopher clark gallery relocated from geary street to post street. max mara is under construction and will open by the end of the month. morgan says a lot of new businesses are expanding or moving into union square. >> there has been a lot of work that's been done over the last year and really getting leases done. >> downtown san francisco continues to grapple with record high office vacancy rates.

during the second quarter of this year, it was nearly 37%. in union square, though, the vacancy rate during the same period was nearly 22%, according to cushman and wakefield. morgan says spaces are leased or in negotiation, even though the signs have not been taken down. next year, a new nintendo store will go up at 331 powell street in union square. as for the san francisco macy's flagship store that's expected to stay open until the property is sold. macy's released this statement saying, quote, macy's union square remains open as the fall and holiday season draws near. we are working in close partnership with the mayor's office and others as we explore options for this location. morgan says people often think san francisco is a challenging market to enter, that it's expensive, that the best locations have been taken, but not now. >> for the first time in my career, there's a lot of good opportunities for brands and landlords are most flexible we've ever seen. >> morgan and others hope the

momentum continues for businesses survive and thrive in union square in san francisco, suzanne phan abc seven news. >> now, if you haven't gotten a real id yet, you may get a reprieve. the tsa wants to push back full enforcement of the real id requirement at the nation's airports. right now, the deadline is may 7th. well, the deadline would not change, but enforcement will be phased in over a two year period. >> now to gas prices. got some good news? got some bad news. the bad news first. all right. gas prices in california still high. an average of $4.75 a gallon in the bay area. as high as 523 on average in napa county. okay, now the good news. prices are starting to go down. here's abc news reporter rhiannon ally. >> experts predict a steady drop in gas prices, putting the national average below $3 a gallon as soon as next month. the national average price for regular stands at 3.24 a gallon, down $0.20 from a month ago. multiple states are now

reporting prices under $3. >> gasbuddy now counts 14 states where average gas prices are below the $3 mark. that represents 50,000 stations in the country that are now selling gasoline below the $3 a gallon mark. >> the drop is attributed to multiple factors, including the summer driving season ending and oil prices have fallen to their lowest level in three years, hitting $65 a barrel this week. gas prices are expected to continue falling through the election, seen as a possible boost for vice president harris. but hurricane season could change the narrative if mother nature does throw a major storm in the gulf of mexico that threatens refineries, we could temporarily see gas prices going up. gas prices remain high in some states. california averaging $4.75 a gallon. california republicans are now introducing a new bill they say will lower gas prices in their state. but governor gavin newsom has voiced concern, saying he
