the final stretch before election day. the focus for both candidates on those crucial swing states. plus controversy over a proposed ban on parked rvs in san francisco. the response from the mayor's office. and another battle for oakland unified. why the city is now filing a lawsuit against the school district. good morning everybody. it's sunday, september 15th. i'm stephanie sierra, meteorologist frances dinglasan is here. great to have you with us. thanks >> good morning. >> and we have a cool down today. >> definitely. especially for inland areas. they'll notice it the most. it's all due to the strong winds. in fact, right now winds are already at 25 to even almost 28 30mph. these are at the peaks. but this afternoon we'll all see the gusty winds and those conditions at the surface. so inland areas 9:00 this morning cloudy skies. it will be warming up into the mid 70s around the bay. we'll get mostly overcast conditions, but right around midday we'll get

peeks of sunshine, temperatures topping out in the mid to upper 60s and then at the coast it is going to be cloudy and breezy and windy all day long, so temperatures will stay in the upper 50s to low 60s. i'll talk about a chance of rain coming up with the accuweather seven day forecast. stephanie. >> all right francis, thank you. now to our top story. one person is in critical condition after being pulled from a burning home in san francisco. fire crews responded to the call at about 830 last night at a home on hanover street near guttenberg. that's in the crocker-amazon neighborhood. the cause of the fire is still unclear. the victim was rushed to san francisco general hospital. san francisco is considering new restrictions on recreational vehicles. the city has been working to improve its homelessness crisis and reduce encampments. abc seven news reporter tara campbell tells us more about this proposal. >> in its latest attempt to get rvs off the streets. san

francisco could soon be banning people from parking overnight. >> there's a large number of people because of rising rents that are san franciscans who are living in rvs. many of them are families and some of those families we've met. >> knocking on doors and listening to their stories. many of them pushed from one location to the next. >> kids just started school. they need stability. this is a really cruel way to go about addressing a crisis. the new restrictions would ban rvs and other oversize vehicles from parking on city managed streets from midnight to 6 a.m, and give the sfmta the go ahead to tow vehicles in violation after they've offered shelter. >> vehicles potentially like this one, alex sack has been calling this home for a couple of years and says banning overnight parking will just force people somewhere else. >> where are they going to go? you're squeezing a balloon. it's just a charade every election season. >> the city has one designated safe parking site at bayview-hunters point, but challenges providing power means

only a few dozen rvs can comfortably park. there right now. >> a lot of people say, let's let's put people on edge of town. let's put them by candlestick park, even though they're building out there or whatever. but then there's some dilapidated shantytown. >> homeless advocates calling on the city to open more safe parking sites, saying it's a much better step than the ban. >> it would be much simpler to just open up safe parking while the steps are being taken to move people into affordable housing. >> when asked about the potential new restrictions, the mayor's office responded with this statement, reading in part there are currently no changes to our policy and we are continuing to explore a range of options while our outreach teams engage and offer shelter on a regular basis to try and help people off our streets and into the city's system of care. and the parking ban proposal still needs to pass a vote with the sfmta board of directors before it would take effect. in the meantime, homeless advocates are planning to rally against the proposal when the board meets this week. tara campbell, abc seven news. >> the number of families becoming unhoused is rising in

santa clara county. that's according to data from nonprofit destination home. nearly 10,000 people in the county are currently unhoused. an emergency homeless shelter in san jose says the amount of calls it receives doubled over the last year. county officials say they're working on the next five year plan to end homelessness. they're considering expanding programs that provide temporary financial assistance and legal support to people on the brink of losing their homes. now to your voice. your vote. we're less than two months away from the 2024 presidential election. former president donald trump and vice president kamala harris are zoning in on several critical swing states. abc news reporter johny fernandez has the latest words from both candidates as we enter the final stretch before election day. >> candidates on both sides are ramping up their campaigns saturday evening. vice president kamala harris delivering closing remarks at the congressional black caucus. phoenix awards

pass larger tax cuts for workers. >> johnny fernandez, abc news, new york. >> former president trump is calling out one of wall street's premier markets over trading issues with his social media company, truth social. nasdaq halted trading for truth social twice after trump said he would not sell his shares. those comments led to a buying frenzy, making the platform's stock jump 25%. trump rallied against nasdaq and the securities exchange commission on friday. nasdaq says the stoppage was due to rules in place to protect investors, and the public. trump threatened to move his company to the new york stock exchange if it happens again. coming up on this week, we'll hear from ohio republican governor mike dewine following the abc news presidential debate. when trump made claims about haitian immigrants in his state. you can watch the full interview on this week at eight this morning, right here on abc seven. well,

burning in the hills behind the school's softball field. there were also several broken windows around multiple buildings. investigators say they saw a man walking away from the scene. he was detained after police searched the area. happening tomorrow a nightly closure of a section of interstate 80 might affect your morning commute in san francisco. the closures will be on i-80 between fourth and harrison street, exits from 10 p.m. to 6 a.m. caltrans will close two eastbound and two westbound lanes on the freeway for emergency repairs. one lane will be open in both directions while work is underway. all lanes will reopen at 6 a.m. this work is scheduled through october. new. this morning, the city of oakland has filed a lawsuit against oakland unified school district. the city claims ousd hasn't paid a share of election costs for school board elections since 2008. they say it was due to an oversight by the city after failing to negotiate. the city is seeking election payments dating back to

2020. usd has outstanding invoices from oakland of about $1.5 million. california law states school districts must pay a portion of election costs if someone from the board is up for election. this comes as usd expects to face a $79 million budget deficit by the end of the current school year. as kids return to class, some schools are making changes to address their emotional and mental health. a new pilot program provides support to nearly 500 schools, including san ramon valley unified in contra costa county. abc news reporter reena roy has a look at how it's working. >> there have been some improvements in teenage mental health over the last few years, but overall it's still a pretty dire situation. >> the jet foundation and aasa, the school superintendents association, launched a new pilot program. the district comprehensive approach, or dca, in 480 schools across 14 states to address student mental

health. >> in our training, we talk about mental health services, but it's not necessarily been on the menu. >> the dca focuses on assessing the mental health needs of students, analyzing where the gaps are and using that data to create a strategic plan of action that meets the unique needs of that district. >> a lot of district leaders know that they have mental health needs for their students, that they need to attend to. they just don't know how to give it form and shape and life and what it should look like. >> in rural south carolina, lawrence county school district superintendent doctor jody penland is excited about the dca program, saying student mental health is a real problem in schools. >> kids can't grow. kids can't learn. kids can't succeed if they're struggling. >> lawrence county high school senior jalen harlan says juggling classes and extracurriculars can be stressful for him and his peers, plus the pressure to fit in. >> everybody wants to be known by everybody and so trying to juggle that and trying to live that social life and how people

view them on social media and in person, has just brought a great deal of stress on students. >> he says the school's efforts are appreciated by students. >> we see our school adding more stuff for us and trying to help us mentally and create that environment, even more so that it's not just on the students. >> so what do these changes look like? in some schools, it's adjusting student schedules where there are more opportunities for brain breaks, or just an opportunity to maybe practice yoga or creating a plan for when teachers notice a student is struggling. >> if every school would implement these types of changes, our future will be young adults that will be true. citizens run our country, run our businesses, and kind to everybody. >> the main goals for the program protect youth, mental health and prevent suicide. the second leading cause of death among young people ages ten through 34, according to the cdc. >> the what ifs we would have done is not a question you ever

want to have in your life. i'm so happy that jed and aasa has provided this opportunity to help us look at the beginning of the mental health of our kids, to see what we should be doing instead of what we should have done. >> reena roy, abc news, new york. >> san francisco has joined nationwide protests calling for a democratic, secular republic in iran. local groups say they're standing in solidarity for women, life and freedom. speakers and performers gathered in front of city hall. the protest also honors mahsa amini. she died in iranian custody after being arrested for refusing to wear her hijab. supporters say they are showing resistance in her honor. the so-called masa day is tomorrow, the 16th, when amini was killed in the east bay. a celebration of latin american cultures. the cities of richmond and san pablo hosted their first ever latin american independence day parade. abc seven news reporter

different independence days. you know, the nice thing about getting to celebrate in september is that we're not just highlighting mexico, but we're also highlighting all of the central american countries as well. this is the first time we've done a parade for this particular day. >> richmond police chief lisa french is marching, taking the opportunity to reach out to the community. it means a lot to bring everybody together non enforcement type situation where we could just, you know, party together. it's unclear if this parade will become an annual tradition, but for now a time to celebrate. in san pablo cornell, bernard abc seven news. >> well if you want to laugh today, you might want to head to golden gate park. the park is hosting its annual comedy day. we're talking five hours, 40 comedians all on one stage. inside robin williams meadow. it's a free event and goes from noon to 5 p.m. today. mayor london breed will also be. there should be a nice day for it. frances. we've been talking

about this cooldown. >> yeah, you'll definitely want to bring some layers and hold on to your hats at golden gate park. it is going to be especially breezy and windy there today, so there are some changes on the way. here's a look at live doppler seven. the satellite radar image. we're starting to see some clouds around the coast and in parts of the bay, and we'll show you that right now. and temperatures are going to be much cooler as what you'll notice is the winds will really pick up. in fact, right now it's already breezy and gusting up to 29mph in concord, 22mph in livermore, and in san francisco, 17 sfo 24. so how it's starting out this morning. it's going to get even breezier later this afternoon in san francisco. it's currently 54 degrees. oakland, 59, hayward 60, san jose's 57. and also in redwood city and half moon bay were in the mid 50s. right now you're seeing some of those low clouds in the gray skies over the bay bridge toll plaza and santa rosa. it is 48 degrees with only a fourth of a mile visibility. due to the fog. and

then many areas are also in the 50s. petaluma also on the cool side at 52, napa 55, and we're seeing 58 degrees right now. fairfield, concord and livermore. and hear from mount tam. you see some of those clouds also coming in from the coast. and today what you need to know is it's going to be gusty, cooler and fall like temperatures are going to be below average for many areas tomorrow. just a heads up, a chance of light rain and even a slight chance of thunderstorms. so just be aware of that. and then this week we have partly cloudy and unsettled weather through the workweek. so here's a wind forecast notice even later on this morning they'll start to increase. and then this afternoon and early evening it will be gusty. anywhere from 30 even 35mph. discovery bay 36mph. we could see gusts increasing up to 40. even more than that in some of the valleys and also temperatures. you'll notice really come down today for inland areas, for example, livermore yesterday was near 89

degrees. today 70. so only 70s for the inland areas. but along the coast, with the windy conditions, temperatures will hold steady. it was very breezy yesterday. today very similar. san francisco 65, oakland 68, san jose 72. and in some of the north bay areas, we'll see 70. san rafael 74. santa rosa, one of the warmer spots at 79 degrees. the clouds roll in tomorrow morning. temperatures will be in the mid to upper 50s, even a couple 60s out there. and notice those spots of green that is a light rain. so i'll show you that with the futurecast and you'll notice we'll see some breaks of sunshine in the afternoon. but then tomorrow morning as that low moves through, that's where we see the chance of light rain. but it's not too much rain. we're talking possibly a few hundredths of an inch for many areas. here's the accuweather seven day forecast. so gusty fall-like cooler. today we can watch the emmys this afternoon and this evening. and then a chance of showers mainly tomorrow morning. another slight

they overcharged customers. several district attorneys around california filed the claim. they accused the home improvement chain of engaging in false advertising. they say home depot shoppers were charged more money than advertised on store shelves. as a part of this settlement, home depot did not admit any wrongdoing. united airlines is trying to stand out compared to other carriers by providing free wi-fi on some of its flights. the airline struck a deal with space x to offer

satellite based starlink wi-fi service. financial details of the deal were not immediately disclosed. united said it will begin testing the service early next year and begin offering it on some flights in late next year. this morning, seven on your side investigates a walnut creek woman says chase bank allowed dozens of people to be added as authorized users to her credit card without her knowledge or approval. 35 credit cards in other people's names showed up in her mail. frustrated by the bank's response, she called seven on your side i-team reporter melanie woodrow has the story. >> marsha rhodes, chantel brown, tawana rogers, sean jones they're not friends or family. taylor elliott, derrick marble, 35, names angela crawford, brandon hemphill jody hayes has never heard before alicia fulle, kevin amunga with the power to charge up to $19,000 on her

marriott bonvoy chase card or get $950 cash back, leaving hayes on the hook. i know i have good credit, but i've never seen anything like this ever. >> hayes and her husband were on a cruise in august when she got an informed delivery email from the u.s. postal service with what appeared to be dozens of credit cards headed her way. >> this fiasco ruined the end of our vacation. >> she says she got in touch with chase from the cruise ship. >> they were just very, you know, basic. okay yeah. maybe it's some computer glitch. we'll stop it. >> hayes says chase also put her in touch with the fraud department, which she says called her back when she returned home with no explanation. >> just. we'll take care of it. we'll send you a new card, a new number, a response that was less than satisfactory to her. i wanted them to send an email. did you authorize all these people to be on your credit card? and i wanted them to say, we'll investigate it. in an emailed statement to seven on your side investigates, a chase

spokesperson wrote, quote, we monitor customer accounts for suspicious activity and promptly contact them if something unusual is detected in this instance, our vigilant customer alerted us first. >> we closed the unauthorized cards, issued a new account and card, and apologized for the inconvenience caused during her vacation, we put hayes in touch with the united states postal inspection service. >> my immediate reaction is that that sounds like an identity fraud scheme. u.s. postal inspector matthew norfleet says using the mail for any kind of fraud scheme is a crime which carries up to 20 years. >> he says the perpetrator could be overseas or right here in contra costa county. >> search warrants, surveillance, grand jury subpoenas. those are all tools that we use to investigate fraud schemes, big and small. >> the scheme didn't end with these chase cards. >> capital one, discover, citibank. i got from every bank and application. >> all denied. >> not enough credit history, but the names on the applications now sounding more familiar. all of these names are

a cooler day today. here's a live look from our mount emeryville camera. actually, this weekend marks the start of a cooldown that we'll be seeing throughout the week across the bay area. and we have francis here to tell us more about what we can expect. >> yeah, temperatures are really going to tumble, especially for inland areas today. and it's going to be on the cooler side, cooler than average. and that's because of the gusty conditions right now. winds are gusting up to 30mph there in some of our peaks above 500ft. and we will all see the effect of the wind this afternoon. here's a look at today's forecast. inland areas will get some sunshine and temperatures only in the low to

mid 70s this afternoon around the bay. look for cloudy conditions, but they'll also get some sunshine right around midday. temperatures peaking in the mid to upper 60s and at the coast all day long. it is going to be cloudy and windy and temperatures start off near 57 degrees, but they only warm up to the low 60s. now after these windy conditions today and below average temperatures for many spots, we will get a chance of rain that moves in tomorrow morning and even a very slight chance of thunderstorms. i'll talk more about that with the accuweather seven day forecast, and i'll let you know when we'll start to warm up closer to average again. stephanie. >> all right. francis. thank you. new this morning, three u.s. citizens were arrested by venezuelan authorities on suspicion of plotting to destabilize the country. that's according to venezuela's government. officials claim the u.s. government has links to an operation aimed at assassinating

president nicolas maduro. the u.s. state department confirmed a u.s. military member was detained. it also says the claims about the united states's involvement are false. and there you can see the spacex polaris dawn crew is back home. they landed off the coast of florida after 330 local time. four astronauts made history after completing the first ever commercial space walk. the five day mission reached a higher altitude than any human has traveled in five decades. the crew reached an orbit around earth, which extended as high as 870 miles. it's the highest altitude reached by humans since nasa's 1966 gemini 11 mission. back here at home, we are following new details this morning, police arrested four suspects for

multiple retail thefts in san francisco and san mateo counties. officers say they stole merchandise with an estimated value of up to $100,000. san francisco police announced two suspects were arrested thursday at serramonte center in daly city. the other two suspects drove off but were arrested later near 16th and bryant street here in san francisco. officers found one gun and stolen merchandise in the car. right now, cities around the state are cracking down on homeless encampments. in july, governor newsom told cities it was time to address the situation. now, the city of santa cruz says they will go after police officers who drop off homeless people there. abc seven news south bay reporter dustin dorsey tells us more about these new rules. >> the city of santa cruz is working to clean up the town's image by cleaning up the streets and addressing their homelessness problem. mayor fred keeley says efforts have led to a more than 50% decrease in street homelessness in the past

two years, but he's concerned that a city in the central valley is threatening to impede their progress. we don't need under the cover of darkness and stealthy and tricky maneuvers for some city to move their problem to us. >> that's not the right way to do it. >> in june, mayor keeley says hanford police drove a homeless woman with an undisclosed disability. nearly 200 miles to the city of santa cruz, where she was left outside of a local shelter. keeley says the woman is from las vegas and had no ties to his city, but hanford officers in plain clothes in a police car took her anyways without previous arrangement. now the city council has made the unsanctioned government agency transport of homeless people into the city illegal. >> we would have sited those police officers. it would have been a crime, a misdemeanor. and let me tell you what i think is going to actually happen. i think this is going to have the deterrent effect we're looking for. >> we reached out to the city of hanford. a spokesperson told us

the woman, who previously rejected local homeless resources, requested transport somewhere else after suggesting cities which police deemed unfeasible for transport. she landed on santa cruz, a place they say she researched on her own and found shelter options. a statement from city officials says at no point in time did hanford police department officers suggest, encourage or coerce the individual to go to the city of santa cruz. any claims of this nature are flat out false. mayor keeley says he has been unable to get in contact with anyone from the city of hanford. >> we wouldn't do that to another community. we don't want another community doing that to us. >> keeley hopes his council's actions will allow the city to focus on santa cruz residents experiencing homelessness in santa cruz. dustin dorsey, abc seven news. >> the city of berkeley has voted to take action on addressing homelessness, but apparently it isn't enough. several businesses, including boychick bagels and fieldwork brewing, are suing the city to clean up homeless encampments. they claim they are taking a financial hit, and customers, as

well as employees, do not feel safe. the lawsuit was filed earlier this week when the council also approved new rules for a more aggressive approach. >> we have these large, sprawling encampments where there have been major safety issues, fires, crime, things that pose a risk to the homeless people that are sheltering there and to the broader community. >> the mayor adds, berkeley is still going to take a compassionate approach. the new rules are for encampments the city deems as hazardous. the city has not commented on this lawsuit. still to come this morning, a 20 year old bay area native making her community proud. her message to her hometown after winning a gold medal during the paris olympics. and we'll take you outside for a live look atop our roof camera. looking at the bay bridge

walnut creek is celebrating a big win by a hometown olympian. 20 year old amit alur brought home a gold medal in women's wrestling. she's lived in walnut creek almost all her life and continues to train at a local gym. she was joined by her brother, two of her coaches neighbors and abc seven news anchor dan ashley. >> i constantly have to pinch myself to believe my life right now, to believe i'm sitting here in the park that i grew up playing in with all of you guys here today. you know, we're celebrating this, our olympic gold medal. and it's, it's amazing. so thank you for being here today with me. >> incredible. another celebration will happen later this year for sabrina unesco.
