the response from the mayor's office. and another battle for oakland unified. why the city is now filing a lawsuit against the school district. good morning everybody. it's sunday, september 15th. we'll get right to your forecast. frances is here, and it's looking pretty gloomy out there. yeah, it is looking great. >> it's one of those days where you want to hold on to your hats, because the winds are going to pick up. in fact, they're already gusting to 28mph in sfo or at sfo and also at concord. and winds will really pick up, gusting to even possibly 40 50mph this afternoon. so here's today's forecast. we'll see those very windy conditions, especially in the afternoon. and that means inland temperatures generally only in the mid 70s. today. yesterday we saw some upper seconds. so that's quite a drop around the bay. we'll get some sunshine right around noon. and midday. and then temperatures only in the mid to upper 60s. and then at the beaches with the clouds and the winds all day long, we will only reach the low

60s. i'll talk about a chance of rain and even a chance of thunderstorms with the accuweather seven day forecast. stephanie. all right, frances, thank you. >> well, new this morning, san bernardino county firefighters are continuing to work to contain a wildfire this morning. take a look. flames from the so-called bridge fire have burned nearly 54,000 acres. the fire started last sunday, just after 2 p.m. over 2600 fire crews were deployed. crews have been working around the clock using secondary contingency lines with dozers and hand crews to contain the flames. the fire is currently 5% contained as of this morning, and two people have been injured here in san francisco. one person is in critical condition after being pulled from a burning home. firefighters responded to the call at about 830 last night at a home on hanover street near guttenberg. that's in the crocker-amazon neighborhood. the cause of the fire is still unclear. the victim was rushed to san francisco general. also in san francisco, city officials are considering new restrictions

on recreational vehicles. it's part of an effort to improve its homelessness crisis. abc seven news reporter tara campbell tells us more about this new proposal in its latest attempt to get rvs off the streets, san francisco could soon be banning people from parking overnight. >> there's a large number of people because of rising rents that are san franciscans who are living in rvs. many of them are families. >> and some of those families we've met knocking on doors and listening to their stories. many of them pushed from one location to the next. >> the kids just started school, they need stability. this is a really cruel way to go about addressing a crisis. >> the new restrictions would ban rvs and other oversize vehicles from parking on city streets from midnight to 6 a.m, and give the sfmta the go ahead to tow vehicles in violation after they've offered shelter. vehicles potentially like this one. alex sack has been calling

this home for a couple of years and says banning overnight parking will just force people somewhere else. >> where are they going to go? you're squeezing a balloon. it's just a charade. every election season, the city has one designated safe parking site at bayview hunters point. >> but challenges providing power means only a few dozen rvs can comfortably park there. right now, a lot of people say, let's let's put people on edge of town. >> let's put them by candlestick park, even though they're building out there or whatever. but then there's some dilapidated shantytown. >> homeless advocates calling on the city to open more safe parking sites, saying it's a much better step than the ban. >> it would be much simpler to just open up safe parking while the steps are being taken to move people into affordable housing. >> when asked about the potential new restrictions, the mayor's office responded with this statement, reading in part. there are currently no changes to our policy and we are continuing to explore a range of options while our outreach teams engage and offer shelter on a regular basis to try and help people off our streets and into the city's system of care. and the parking ban proposal still

needs to pass a vote with the sfmta board of directors before it would take effect. in the meantime, homeless advocates are planning to rally against the proposal when the board meets this week. tara campbell, abc seven news. >> the number of unhoused families is rising in santa clara county. that's according to data from nonprofit destination home. nearly 10,000 people in the county are currently unhoused. an emergency homeless shelter in san jose says the amount of calls it receives doubled over the last year. county officials say they're working on the next five year plan to end homelessness. they're considering expanding programs that provide temporary financial assistance and legal support to people on the brink of losing their house. the city of berkeley has voted to take action on addressing homelessness, but apparently it isn't enough. several businesses, including boychuk bagels and fieldwork brewing, are suing the city to clean up homeless encampments. they claim they are taking a financial hit, and customers, as well as

employees, do not feel safe. the lawsuit was filed earlier this week when the council also approved new rules for a more aggressive approach. >> we have these large, sprawling encampments where there have been major safety issues fires, rats, you know crime, things that pose a risk to the homeless people that are sheltering there and to the broader community. >> the mayor adds, berkeley is still going to take a compassionate approach. the new rules are for encampments the city deems as hazardous. the city has not commented on this lawsuit. now to your voice, your vote. we are less than two months away from the 2024 presidential election. former president donald trump and vice president kamala harris are zoning in on several critical key swing states. abc news reporter johny fernandez has the latest. >> as we enter the final stretch before election day. candidates on both sides are ramping up

held a rally in the city looking to energize his supporters with promises of tax cuts. >> and when i'm back in that beautiful white house, we will pass larger tax cuts for worker. >> johny fernandez abc news, new york. >> new this morning polls are claiming vice president harris as the debate winner over former president trump. a new abc news ipsos poll shows more than half of americans declared vice president harris the victor of tuesday's debate. 37% of people said it made them favor her more, versus 23% who showed less favorable. however, polls also showed little impact on trust surrounding the issues both candidates discussed. former president trump is calling out nasdaq over trading issues with his social media company. nasdaq halted trading for truth social twice after trump said he would not sell his shares. those comments led to a buying frenzy, making the platform's stock jump 25%. trump rallied against

a section of interstate 80 might affect your morning commute in san francisco. the closures will be on i-80 between fourth and harrison street, exits from 10 p.m. to 6 a.m. caltrans will close two eastbound and two westbound lanes on the freeway for emergency repairs. one lane will be open in both directions while that work is underway, and all lanes will reopen at 6 a.m. this work is scheduled through october, so give yourself some extra time. novato police detained a man following a suspicious fire and vandalism at college of marin. it happened at the indian valley campus. fire crews responded to the alarm yesterday morning. they found a small wildfire burning in the hills behind the school's softball field. there were also several broken windows around multiple buildings. investigators say they saw a man walking away from the scene. he was detained after police searched the area. in the east bay. students attending last night's college football game at cal's memorial stadium got so

hosting the area's first ever latin american independence day parade. >> and it's really to celebrate the diversity of our community. there's, you know, great participation by schools and organizations and clubs and nonprofits. >> this parade started as the cinco de mayo event but got rained out. now it's become a celebration of all latin american cultures. >> today, you know, we're grilling, so we have some chicken going on, some carne asada, some shrimp. >> oh, yeah. >> daisy chacon and her family are partying in their driveway watching the parade go by, marking the independence anniversaries of many countries. >> we're celebrating all the different independence days. you know the nice thing about getting to celebrate in september is that we're not just highlighting mexico, but we're also highlighting all of the central american, countries as well. >> this is the first time we've done a parade for this particular day. >> richmond police chief lisa french is marching, taking the opportunity to reach out to the community. it means a lot to bring everybody together, not

enforcement type situation where we could just, you know, party together. it's unclear if this parade will become an annual tradition, but for now, a time to celebrate. in san pablo, cornell, bernard. abc seven news. >> all right. if you want to laugh today, you might want to head to golden gate park. the park is hosting its annual comedy day. we're talking about five hours, 40 comedians all on one stage inside robin williams meadow. it's a free event, and it goes from noon to 5 p.m. and we're told mayor london breed will also be there as well. just make sure to pack a jacket as francis is tracking this cooldown that's coming with breezy conditions. you talked about the blustery conditions and we were just looking outside the window too, and it's not very inviting. i know it's looking great, so it's a great day to stay inside, watch us or the emmys. >> today we're starting off with live doppler seven, the satellite radar image. so we have a mix of cloud cover, even some peeks of sunshine depending on where you are in the bay

area. so right now it's dry. but things possibly could change tomorrow morning and here's where we're seeing bits of blue. this is in san jose at highway 87 where it's a little bit milder. san jose right now 62 degrees. but in san francisco where it is quite gray, only 55, oakland and hayward 60 degrees at this point. redwood city 58. half moon bay 57. and check out these gray skies over sfo, where right now the low cloud ceilings are causing flight arrival delays of about an average of 40 minutes. so double check your airline before you head out the door. and also in santa rosa, there's a lot of fog, so visibility is down to half a mile there. santa rosa and petaluma at 54 degrees. napa 59 fairfield. concord. livermore. this is where we're getting a little bit more sunshine. they're already in the low 60s. and for mount tam, we can see a mix of clouds there in the background. what you need to know today is it's going to be gusty, even blustery temperatures are cooler and more fall like. so we are below average. and then through

tomorrow morning we could see some late, very late tonight there could be light rain and even a slight chance of thunderstorms. only about a 10 to 15% chance, but something you should be aware of. also this week it's going to be partly cloudy and unsettled, with possibly another chance of rain coming in on wednesday. here's a look at the satellite radar image. so this area of low pressure is going to sweep through the bay area in the next 24 hours. and that's going to really cause winds to pick up. in fact, winds anywhere from 30 to 35mph this afternoon and early evening gusts could even reach 40 to 50mph. so just be careful if you have anything outdoors, you want to maybe bring it in or make sure it is tied down. also, the wind gusts remain pretty breezy tomorrow morning. that's usually when we see calm winds, but notice it's still moving between 50 to 20, even 23mph in the morning. and that's when we'll see our chance of rain. highs today are significantly cooler, especially in the inland areas, for example

it's a new season of live with kelly and marc. >> home depot will pay nearly $2 million to settle claims they overcharged customers. several district attorneys around california filed the claim they accused the home improvement chain of engaging in false advertising. they say home depot shoppers were charged more money than advertised on store shelves as a part of the settlement. home depot did not admit any wrongdoing. united airlines is trying to stand out compared to other carriers by providing free wi-fi on certain flights. the airline struck a deal with space x to offer satellite based starlink wi-fi service. financial details of the deal were not immediately disclosed. united said it will begin testing the service early next year and begin offering it on some flights in late next year. still to come on abc seven mornings. the promise from israeli leaders after a missile is fired into the country

right now, they're already gusting to 28mph at sfo. also 28 in concord and 22mph in san mateo and in san francisco. the winds will really kick up this afternoon and early evening, and that's why temperatures will be much cooler for inland areas. so here is today's forecast. by lunchtime we will get some sunshine, but then the clouds return. the winds really pick up. so inland areas only in the low to mid 70s throughout the day. and that's quite a change from yesterday's numbers. and then around the bay look for of course gray skies with some sunshine around lunchtime and before the clouds return. temperatures only in the mid to upper 60s at the coast where it's going to be cloudy all day long. we'll only warm up to the low 60s, and i'll talk more about how much rain you can expect and when we can expect another chance of rain in the accuweather seven day forecast. stephanie. all right. >> thank you francis. new this morning, three u.s. citizens

were arrested by venezuelan authorities on suspicion of plotting to destabilize the country. that's according to venezuela's government. officials claim the u.s. government has links to an operation aimed at assassinating president nicolas maduro. the u.s. state department confirmed a u.s. military member was detained. it also says the claims about the united states's involvement are false. new this morning, israeli prime minister benjamin netanyahu is vowing to retaliate after a missile was launched into central israel from yemen. the houthi movement confirmed responsibility for that attack. they say they used a new hypersonic missile. it traveled just over 1200 miles in less than 12 minutes. it's also the first time a houthi missile has been able to reach central israel. no injuries or deaths have been reported, but the attack comes amid rising tensions between israel and the iran backed militant group. israeli prime minister netanyahu

says houthis will pay a heavy price for that attack. >> and there you can see just squashed. >> history in the making new this morning, the spacex polaris dawn crew is back home safely. they landed off the coast florida while you were sleeping, just after 3:30 a.m. local time. four astronauts made history after completing the first ever commercial space walk. the five day mission reached a higher altitude than any human has traveled in five decades. the crew reached an orbit around earth, which extended as high as 870 miles. it's the highest altitude reached by humans since nasa's 1966 gemini 11 mission. back here at home, we're following new details this morning. police are arrested four suspects for multiple retail thefts in san francisco and san mateo counties. officers say they stole merchandise with

an estimated value of up to $100,000. sfpd announced two suspects were arrested thursday at the ceremony center in daly city. the other two suspects drove off but were arrested later near 16th and bryant streets, san francisco. officers found one gun and stolen merchandise in the car. right now, cities around the state are cracking down on homeless encampments. in july, governor newsom told cities it was time to address the situation. now, the city of santa cruz says they will go after police officers who drop off homeless people there. abc seven news south bay reporter dustin dorsey tells us more about these new rules. >> the city of santa cruz is working to clean up the town's image by cleaning up the streets and addressing their homelessness problem. mayor fred keeley says efforts have led to a more than 50% decrease in street homelessness in the past two years, but he's concerned that a city in the central valley is threatening to impede their progress. we don't need under the cover of darkness and

stealthy and tricky maneuvers for some city to move their problem to us. >> that's not the right way to do it. >> in june, mayor keeley says hanford police drove a homeless woman with an undisclosed disability nearly 200 miles to the city of santa cruz, where she was left outside of a local shelter. keeley says the woman is from las vegas and had no ties to his city, but hanford officers in plain clothes in a police car took her anyways without previous arrangement. now the city council has made the unsanctioned government agency transport of homeless people into the city illegal. >> we would have sited those police officers. it would have been a crime, a misdemeanor. and let me tell you what i think is going to actually happen. i think this is going to have the deterrent effect we're looking for. >> we reached out to the city of hanford. a spokesperson told us the woman, who previously rejected local homeless resources, requested transport somewhere else after suggesting cities which police deemed unfeasible for transport. she

landed on santa cruz, a place they say she researched on her own and found shelter options. a statement from city officials says at no point in time did hanford police department officers suggest, encourage or coerce the individual to go to the city of santa cruz. any claims of this nature are flat out false. mayor keeley says he has been unable to get in contact with anyone from the city of hanford. >> we wouldn't do that to another community. we don't want another community doing that to us. >> keeley hopes his council's actions will allow the city to focus on santa cruz residents experiencing homelessness in santa cruz. dustin dorsey, abc seven news. >> new this morning, the city of oakland has filed a lawsuit against oakland unified school district. the city claims ousd hasn't paid a share of election costs for school board elections since 2008. they say it was due to an oversight by the city after failing to negotiate. the city is seeking election payments dating back to 2020. usd has outstanding invoices from oakland of about $1.5

million. california law states school districts must pay a portion of election costs if someone from its board is up for election. this comes as usd expects to face a $79 million budget deficit by the end of the current school year. speaking of. as kids return to class, some schools are making changes to address their emotional and mental health. a new pilot program provides support to nearly 500 schools, including san ramon valley unified in contra costa county. abc news reporter reena roy has a look at how it's working. >> there have been some improvements in teenage mental health over the last few years, but overall it's still a pretty dire situation. >> the jed foundation and aasa, the school superintendents association, launched a new pilot program. the district comprehensive approach, or dca, in 480 schools across 14 states to address student mental health in our training, we talk about mental health services, but it's

not necessarily been on the menu. the dca focuses on assessing the mental health needs of students, analyzing where the gaps are, and using that data to create a strategic plan of action that meets the unique needs of that district. >> a lot of district leaders know that they have mental health needs for their students that they need to attend to. they just don't know how to give it form and shape and life and what it should look like. >> in rural south carolina, lawrence county school district superintendent doctor jody penland is excited about the dca program, saying student mental health is a real problem in schools. >> kids can't grow. kids can't learn. kids can't succeed if they're struggling. lawrence county high school senior jalen harlan says juggling classes and extracurriculars can be stressful for him and his peers, plus the pressure to fit in. >> everybody wants to be known by everybody, and so trying to juggle that and trying to live that social life and how people view them on social media and in person has just brought a great

here at home is 105 francis. >> yeah, and during the first pitch, it will be sunny before the clouds move in once again. right now we're showing you live doppler seven satellite radar image. so we have a mix of sun and clouds depending on where you are in the bay area. but in san jose, we're seeing more blue skies out there and it's warmer at 62 degrees in san jose. in san francisco, only 55 oakland, hayward, 60 degrees, redwood city 59. half moon bay 57. this time it's looking quite dreary from emeryville as we look out towards the bay bridge and san francisco in the background, santa rosa finally out of the fog now. so temperatures are starting to climb 58 degrees. petaluma 57. in napa 59. and we'll find more sunshine in some of the interior locations. and that's where temperatures are also in the low 60s, fairfield at 63 concord in livermore at 61 degrees. so we're a little bit cooler in many areas than we were 24 hours ago. but notice along parts of the shoreline

line and maybe right along the coast, temperatures are about the same, even a little bit warmer in half moon bay. so along the coast things are not going to change too much, but inland temperatures will change. so here are the headlines. it's going to be gusty, cooler, and more fall-like temperatures below average. and then late tonight into early tomorrow morning we could see some light rain. even a slight chance of thunderstorms. so we'll look out for that this week will be mainly partly cloudy and a little bit unsettled with possibly another chance of rain on wednesday, so an area of low pressure is going to drop through, and that's going to bring us the very gusty conditions this afternoon. right now, winds are already 25mph in san francisco, gusting up to 2021 at sfo and half moon bay, 22 miles in san mateo, even 28 miles in concord. and that is just going to increase in the afternoon hours. so many areas will see winds anywhere from 30 to 35 miles an hour, possibly

33, in san francisco, which means gusts could even be 40 to 50mph. this afternoon. notice tomorrow morning we hang on to breezy conditions, and that's normally when things are calm, but we'll see many winds around 2020 three miles per hour, especially in the peninsula and maybe in the east bay. and that is when we also see the chance of showers. so a narrow band of temperatures today only ranging from the low 60s to mid 70s. so in san francisco, so a high of 65 santa rosa will be one of the warmest spots at 79 degrees. we'll see some low to mid 70s in the interior valley like livermore 70, san jose 72. with some of that sunshine tonight, high temperatures will drop into the 50s for the most part. cooler in the north bay, and those spots are green. that's where we could see the showers tomorrow early tomorrow morning. so i'll show you that with the futurecast. so here we are at 10:00. we have some clouds. we'll get a little bit of a break during the midday hours. and then tomorrow morning, as that low wraps around, we could
