fringes of the shower. so we're talking mist and drizzle today. not heavy rain by any means. a live look outside from our emeryville camera. this is 80. you can see there is some moisture in the atmosphere. we do have some damp pavement out there, especially areas close to the coast right now, mid 50s to the low 60s. those are our starting temperatures. you'll also notice it's a bit humid out there. this morning. the inland forecast today. it's mostly cloudy. highs in the low and mid 70s. so we continue that trend of below average temperatures around the bay shoreline. you see these percentages. that's the possibility. we'll still find some mist and drizzle even later on this afternoon. it's just a cloudy day with highs in the upper 60s for the most part along the coast today. just expect a gray day. this is the best area to find any sort of drizzle and mist out there. highs in the low and mid 60s. let's check in with amanda. see those drive times? hi drew. >> back to that mist and drizzle that you have been talking abou. and i'm going to take another live look from our emeryville cam. of course, headlights headed toward the bay bridge. so that's westbound 80 highway four

at least 12 people have died after thousands of pagers exploded yesterday. at least 2800 people were also hurt in this. israel has not claimed responsibility, but an abc news source says israel was working to coordinate what's called a supply chain interdiction attack. former state department official steve ganyard explains how it may have worked. >> the israelis likely saw an opportunity, bought up thousands of pages, took them apart, inserted explosives and then put them back on the market to sell directly to hezbollah, and then using the radio frequencies that normally bring data into that pager, they simultaneously detonated all of the pagers. >> u.s. officials say they had no involvement in this attack and no warning. hezbollah stopped using cell phones earlier this year due to safety concerns. >> tomorrow, uc regents will vote on whether to approve requests for military equipment for campus police. >> the equipment includes drones, robots, pepper balls,

projectile launchers, and sponge bullets. the requests are from several campuses, including uc berkeley, ucsf, and uc santa cruz. a spokesperson for the uc president says the equipment consists of non-lethal alternatives that allow police to de-escalate situations. the vote will come months after pro-palestinian protesters clashed with uc police at several campuses. >> stanford is issuing new freedom of expression policies, following those protests. the new rules prohibit unauthorized tents on campus and require students to remove face coverings if asked to by an official. similar rules were issued last year, but were ignored when students set up camps to protest the israel-hamas war. provost jenny martinez sent the campus a website that lays out these new rules, along with another website for students to report discrimination. >> hundreds of new housing units are coming to bart ashby station. the berkeley city council approved an agreement with the agency to build more than 600 units on the lot currently used for parking. at

least 50% of these units have to be affordable. berkeley also plans to develop another bart site across adeline street for use by the berkeley flea market and community organizations. construction could begin by 2026. in oakland, crews are cleaning up a homeless encampment under an overpass on mlk way between 20th and 25th streets. according to the city, the decision to close the encampment is because of a rise in crime, including a double homicide at the encampment earlier. this month. they say up to 30 people have been living there. outreach workers have been on site to help find shelter for those who want it. the cleanup is expected to last two weeks. >> in san francisco, people living in rvs and their supporters are pushing back against a proposed ban on overnight rv parking. many gathered during a rally to request that city officials abandon the plan, which calls for rvs to be towed if they are in violation. they say it will only make things worse for the unhoused. this ban will destroy the fragile stability at the

center of the lives of hundreds of extremely vulnerable families. >> just because you live in an rv doesn't make you less. >> so we're putting together the resources, but what we are doing now is just not letting things happen the way they used to, because now the capacity and the laws are on our side and we're making it more difficult for people to just pitch a tent in our city anywhere, and we're making it harder for them to also be out on the streets, especially when we're offering them an alternative place to go. >> the rally happened ahead of yesterday's sfmta meeting. the proposed ban would prohibit rvs and oversize vehicles from parking on city managed streets from midnight to 6 a.m, and it would also allow the city to tow vehicles violating the ban. but only after offering shelter. the proposal still needs approval from sfmta's board of directors. and as you just heard, mayor

london breed says the city is working to address this issue. breed says those resources include help getting into shelters or addiction treatment programs. >> san francisco is petitioning a judge to immediately stop oakland from using its new airport name. san francisco's city attorney, david chiu, filed the legal motion, saying the name san francisco bay oakland international airport is causing confusion for passengers, specifically, it's that san francisco part that's an issue, chiu says. there have been multiple incidents where people ended up at the wrong airport. >> sfo conducted a survey that demonstrated confusion levels over 20%, which is again just truly indicative of the impact of this very confusing name change, chiu says the city has tried to find a compromise with oakland, but nothing resulted from those discussions. >> the port of oakland defends its position. in a statement, officials said the legal action is, quote, an attempt to stifle

it was ice cream, which has been serving scoops in the richmond district for nearly 65 years. supervisor aaron peskin, who is running for mayor, says the building was recently purchased by a real estate mogul from texas and is being targeted for redevelopment. peskin introduced legacy business protections to businesses in the city's fillmore district and now wants to expand them citywide. >> i firmly believe that san

the chronicle. crews working to repair the site have discovered major infrastructure issues since they began demolition months ago. the new operator is anticipating more than $10 million in repairs. the hope is to reopen next year instead of this year as originally planned. the space will be occupied by a to be announced food and beverage business. there's been plenty of news about the giant pandas. the san francisco zoo is hoping to get next year, but the zoo wants to put a spotlight on a smaller animal. this weekend. the zoo is prepping to celebrate international red panda day on saturday. it will be commemorating the ten year anniversary of the zoo's red panda, tenzing. prior to tenzin, the last time the zoo had red pandas was back in 1982. the zoo will be hosting educational talks to inform visitors about the endangered animals. next, at 630. passports are now much

month. it will be the second time the bay area native has fundraised here in person since replacing joe biden as the democratic presidential nominee. the upcoming fundraiser will be significantly more affordable than the last one. the cheapest ticket is about $500. tickets for her last event started at $3,300. >> efforts are underway to target certain groups of people who may be less likely to vote, according to the u.s. census, the 18 to 24 year old demographic in california tends to see the lowest turnout. that was especially true in 2022. students and staff at csu put up informational booths on campus yesterday for national voter registration day. senior malik diaz is urging his peers to use their voices. >> young people aren't voting as large as they need to. and, you know, we have a lot of issues on the ballot. a lot of issues in this country that i think that affect young people, and that will be continuing to affect young people throughout these years. >> a coalition of nonprofits

also came together in san jose. their goal is to increase voter turnout among marginalized communities. the last day to register to vote is october 21st in the east bay. >> antioch police are asking the community for help solving a series of shootings that have happened in the area. this map shows the locations of all of the shootings over the past week. there have been almost a dozen. many of them happened along pepper tree way and near sycamore drive. police believe the incidents may be related to the death of 21 year old elijah scales, who was shot in the same area earlier this month. several other people have been injured by the gunfire. antioch police are hoping anyone with information will call them. in the meantime, they have assigned extra officers to patrol the sycamore corridor for at least the next week. >> we continue to follow the chp surge in oakland and its impact on crime. halfway through a new four month enforcement. the california highway patrol says it's made 329 arrests, seized 35

firearms and recovered 606 stolen vehicles. that's a 218% increase in seizures since the initial enforcement period in february, as both violent crime and property crimes spiked since that february surge. the chp has arrested 930 people and recovered more than 1800 stolen vehicles. installation of a camera network to identify vehicles linked to crimes is now complete. >> developing news now. sean diddy combs is due back in a new york courtroom today to ask for bail. he's in jail after being arrested on sex trafficking and racketeering charges. amanda, yesterday, a judge denied bail, saying combs was too much of a risk. >> yeah, the judge said combs is a flight risk and was concerned witnesses and victims in this case could be in danger. during yesterday's hearing, combs pleaded not guilty to charges he led a criminal enterprise. prosecutors say combs subjected young women to violence, the use of firearms, threats, coercion

newsom and ceo of salesforce marc benioff took the stage at dreamforce. salesforce's annual tech conference yesterday for a one on one interview. the conversation centered on ai regulations and the 30 plus bills on the governor's desk. the governor asking if he could sign three bills, which he did. one of the new laws forces online platforms to remove deepfake videos that target voters. another requires consent of performers to use their digital likeness. and the third extends protections to performers who are deceased, involving digital recreations of them. benioff seemed to be neutral on this. uc berkeley professor olaf groth reacted to how it all went down. >> there's also the chance that benioff was not briefed and prepared for that kind of moment. right. and that the governor used it to have a, you know, make a political splash. uh- all of that is possible. of course. >> and there is another bill on

highlighting some events that are happening in the bay area today. >> first, your chance to get an update on what's happening with california's high speed rail project. today, the state's high speed rail authority is kicking off a series of open houses. you'll be able to find out about the project's status, see maps and ask questions. today's event starts at 4 p.m. at the burlingame community center. another will be held in san jose tomorrow. then in gilroy and san francisco next month. >> public hearings begin today on a proposal to tackle gas prices that has divided the state legislature. the governor wants lawmakers to pass his plan to require oil companies to maintain a backup supply of gas. he says it would avoid shortages and price spikes during refinery shutdowns. there's been a lot of opposition. oil companies say the idea will actually drive up prices because of the cost of storage. republican state lawmakers want to tackle gas prices a different way by reducing gas taxes. even the governors of arizona and nevada have asked governor newsom to shelve this plan. they're worried it will drive up prices

in their states. a final vote on the gasoline storage measure is scheduled october first. >> and here's something we don't hear about too often. tonight, sonoma county residents will debate one of the most contentious issues on the november ballot. factory farms measure j would prohibit large farms where animals are raised in confined areas. supporters say they exceed animal population limits and lead to several health and safety concerns. opponents argue it would have catastrophic impacts on the local economy. the debate will be livestreamed starting at 6:00 tonight. >> still to come when amazon's next prime day is going to go live, and you're looking live at the big board at the new york stock exchange. >> you see the dow is down 21 points. we'll have another update coming up. >> then when the proposed merger between alaska and hawaiian airlines is going to move forward. but first here's drew. hey there. >> 642 this morning, looking at the forecast, it's a very cloudy one out there today. we keep the trend of cooler than average

temperatures. and now we're adding some drizzle into the mix this morning thanks to low pressure sliding down our coast. so look at the forecast this morning. it's just going to be an overcast day for much of the day. temperatures pretty much staying in the 60s through lunchtime. it's humid out there and you can see an increased chance right around lunchtime of finding some mist and drizzle as the center of the low is right off our coastline at that hour, so our drizzle chances today they're not impressive by any means, but you look closer to one 3:05 p.m. this evening. that's when the center of the low is pretty much off our coastline, and that supplies the best chance of some mist and drizzle. the most likely area. seeing any of this moisture is along the coast, but i wouldn't be surprised if 1 or 2 drops do fall in our inland area, so expect a lot of cloud cover today. it's muggy out there. highs in the low to mid 70s. cloudy with some mist and drizzle around the bay shoreline. we'll keep it in the 60s all day and the coast is the best area of finding any moisture. this morning into the

i managed at the live desk with what's changing, starting today, tens of millions of american travelers can renew their passport online for the first time ever. >> this only applies to adults 25 years or older who have had a passport before, though. so if that's you, you'll no longer have to print out the paper application and mail a check or book an appointment to start the process. you have to set up an account on the state department's website, then enter your old passport information and upcoming travel plans. you can even upload your passport picture online. the state department says no selfies. it has to be recent and in front of a plain white background. >> so many americans, when you get your passport picture, it's a whole ordeal. you have to go somewhere to get it taken. now you can do that on your phone. >> you can upload your photo and apply completely online without having to do anything in person, or send anything through the mail. >> the modern change comes as more americans are traveling internationally. the state department processed a record 24

million passports last year. it is important to know expedited services will still be done by mail or in person. back to you at the desk. >> thanks, amanda. now to a seven on your side investigation. a consumer advocacy group is accusing california's insurance commissioner of betraying his oath to regulate insurance rates. consumer advocates say ricardo lara's plan to expand fire insurance coverage in certain areas across the state, and to increase transparency on rates is full of loopholes. they say the plan violates a state law that prevents insurers from arbitrarily increasing rates by allowing companies to use catastrophe models that aren't verified, use computer models and software, and algorithms to jack up our premiums. >> they're not allowed to do that under proposition 103. >> consumer watchdog also says the fine print in lara's latest proposal also removes transparency requirements, and the deadline for insurers to

implement this. commissioner lara says he's launching local assistance centers near areas of major wildfires to help consumers answer questions and file claims. today in the bay area. history. the fbi captured newspaper harris, patricia hearst after 19 months. on september 18th, 1975, hearst and another woman were arrested at a san francisco apartment. in april 1974, the symbionese liberation army kidnaped hearst in berkeley. however she soon became a fugitive wanted for bank robbery and other crimes. during her trial, she claimed she was brainwashed, but a jury found her guilty anyways. she served two years of a seven year sentence after president carter. commuted it. president clinton gave her a full pardon. years later, the merger between alaska and hawaiian airlines has been cleared for takeoff. >> the department of transportation signed off on the $1.9 billion deal yesterday. there are some conditions alaska

will have to maintain service on key routes in and out of hawaii. and if you're a member of either company's loyalty program, your current points cannot expire and must transfer to any new loyalty point system at a 1 to 1 ratio. both companies expect the deal to close in the coming days. >> today, the federal reserve is expected to reduce interest rates for the first time in about four years. analysts say it could lead to lower borrowing costs for consumers and businesses. weeks before the presidential election, fed officials are focused on supporting a weakening job market and trying to achieve a rare soft landing. that's when it curbs inflation without causing a sharp recession. >> if the fed nails this, if they manage to cool the economy down without sort of sending it careening off a cliff, we're all going to feel that because it means the job market will stay stronger than it otherwise would. unemployment won't shoot up as much. >> the fed is expected to cut rates by a quarter of a

cover and some cool temperatures. tomorrow we're changing the forecast. we're bringing back the sunshine. start to warm up those temperatures and that warming trend continues into the weekend. the weekend is looking so beautiful. lots of sunshine. anything outdoors will be just fine and you'll find summerlike heat coming our way. but it's all about the low pressure. pretty active this morning. live doppler seven along with satellite. here's the center of the low. it's getting closer to us, but you notice the movement of this system. it's paralleling the coastline. so it's not moving onshore. that's why we're not going to find any downpours or heavy rain showers with this system. we're just getting scraped by some of these outer bands supplying us with the mist and drizzle today. so here's future weather showing you the bulk of the moisture stays offshore with the center of the low. but there you can see some pops of green along the coast, and even a chance as we head into the afternoon underneath all this cloud cover. so overcast today. temperatures continue that cool trend mid 60s to the mid 70s. also a bit humid out there as well. overnight tonight we'll see lows dipping into the 50s heading into
