causing havoc in our communities. >> oakland mayor chantel, on what she calls a game changer in fighting crime. >> and as dreamforce wraps up the bigger impact it's had on the community. good afternoon. thanks for joining us. >> i'm larry beil and i'm kristen z. let's begin with an effort to not only build a better bay area, but also better state. >> there's approximately 154,000 homeless in the state of california. about 25,000 of them are here in the bay area. in response to this crisis, governor gavin newsom today signed a package of more than 30 bills that will not only help the unhoused, but build more housing for everybody. >> abc seven news reporter suzanne fawn is live in the newsroom with more on the bills. suzanne. >> so chris and larry, the governor says he wants to boost home building, and he wants to boost the number of affordable housing available for the unhoused. and veterans. now, he says, he wants to, quote radically change the way we've been doing things in the mission district. la phoenix at 1950 mission is an affordable housing

complex with 157 units, 40 of them are for people who used to live on the streets to tackle homelessness and to create more affordable homes. governor gavin newsom has signed a number of new bills. >> the original sin in this state is affordability, and that's the issue. the cost of housing. and it's that imbalance of supply and demand. and that's the challenge we're trying to address. >> the new laws are aimed at boosting home building. some are meant to streamline the approval process for certain projects. one law will impose penalties for cities and counties that don't abide by state requirements to accommodate new housing. >> we continue to struggle with accountability. we continue to struggle with transparency. but for those that turn their back on this crisis, we're turning up the heat. >> karen nemzek is director of housing justice for united way bay area. >> we need the public will to build this housing where we need it throughout the throughout the state and particularly in the bay area where our housing prices have just gone up leaps

and bounds. >> nemzek applauds the governor's efforts. >> i think these bills do something. do they? they are making the effort to make it easier to build affordable housing. >> but not everyone is on board. reina tello works with underserved communities in san francisco. she believes we have an affordability crisis that can't be solved by building more units that are unaffordable. >> i'm disappointed. we need the governor's office to partner with local cities and local communities to be able to ensure that we have the funding that we need to create that affordable housing. what is stopping housing right now is the cost of building, and we can't really work our way around that without funding. >> other laws require local municipalities to create plans to house individuals at risk for homelessness, or who are currently unhoused. governor newsom also introduced the homekey plus housing program, which will help veterans or individuals experiencing mental health or substance use disorders. and the governor talked about several cities that

have banned emergency shelters in supportive housing or have refused to comply with state housing mandates. one bill he signed, sb 1037 from state senator scott wiener, will enable the attorney general to seek civil penalties against local governments that violate state housing laws. violators could face a $10,000 dollar penalty per month if they don't comply. back to you. >> suzanne. thank you. a big announcement today in san francisco's effort to tackle the homelessness crisis. mayor london breed says the city is on track to reach its shelter goal three years early. in july 2023, san francisco launched the home by the bay plan, a five year plan to cut unsheltered homelessness in half by 2028. in the first year, the city has provided shelter to nearly 10,000 people and has moved more than 5000 people into permanent housing, so mayor breed is now doubling the plan's goals for shelter and temporary housing. >> oakland leaders gave an update today in the ongoing effort to install automated

license plate readers all around the city. oakland's police chief says 124 plate readers have been installed, so far. another 26 will be going up by the end of this week. oakland has been allocated a total of 290 cameras. the goal would be to have them all installed by early november. one police lieutenant shared a story about how the plate readers were used recently to help solve a crime. >> we gathered video surveillance and overlaid them with alpr and identified a suspect vehicle. the vehicle was stopped two days later, and a suspect was arrested, who ultimately confessed to the shooting. >> the chp is also installing license plate readers on freeway ramps throughout oakland for privacy reasons, though the data is being deleted after 30 days. if it's not being used to prosecute a crime. in the south bay, new tool to help fight crime and empower small business owners in a popular business district. the camera safety program there was unveiled today in san jose's alum rock village. business owners can receive the

surveillance cameras at no cost and then register them with the police department. >> the cameras will definitely help us watch out for one another and get the help that we deserve, because a lot of the businesses here are second language and their culture they don't like to report. >> right now, the camera safety program is limited to the alum rock village area, but the goal would be to expand it throughout san jose. >> new developments today. university of california regents voted to approve requests for a new weapons for campus police. the request came from several campuses across the uc system, including uc berkeley and ucsf. police asked for more drones, robots, pepper balls, and other equipment. the request came following last year's campus protests over the israel-hamas war in the public comment portion of today's meeting. many students said they were against investing more money in weapons. >> how dare you propose approval

of ab 481 to allow police to buy more military grade weapons that will only further hurt pro-palestine protesters? right to freedom of speech, health and wellness. >> uc officials said police are not requesting anything that is military grade and the goal is to improve public safety. >> new covid 19 boosters are now available, but they come with a cost. instead of being free like we saw in years past, they now may come with a price tag. that is, if you're uninsured or underinsured. abc seven news south bay reporter dustin dorsey explains how a program can help those in need to get the vaccin. >> reporter now available at a pharmacy near you. the updated covid boosters for 2024. the updated shot targets the flu subvariants that caused havoc across the united states over the summer. santa clara county health officer doctor sara cody says there may be vaccine fatigue, but staying protected is still important. >> covid continues to circulate will likely pick up this winter and may be circulating for year.

and so this is a new part of life where you need to get your covid booster when it comes available. >> santa clara county is recommending anyone over the age of six months old to get the shot when they can. if you're coming off of a recent infection, doctor cody says you should wait three months until getting the vaccine. this despite santa clara county wastewater data showing some of the lowest transmission rates of 2024. >> but we anticipate that they will rise this fall as they have every fall since the beginning of the pandemic. and that's why we recommend that people get vaccinated. >> the problem for thousands in the south bay and bay area wide, getting the vaccine may not be as easy as before. the federal government has sunsetted the free covid vaccine program, instead leaving the bill to insurance companies. if you are uninsured or underinsured, that could mean a booster that costs hundreds of dollars. santa clara county public health has solutions. >> whether you're uninsured or facing high out-of-pocket costs with insurance. >> our health care access program hap may help you get the care you need. >> you can find the information

was additional support from the california highway patrol in this area. >> i've been out in the middle of the night checking out things, and i see people out at different restaurants. city just feels so good and it looks so good. and our officers are out there, our ambassadors. >> dreamforce is set to bring $90 million to the san francisco economy. many of the hotels near the convention were sold out, with hotel rooms going for more than double the normal rate. >> not only do they spend their money in the hotels, but they spend even more money outside of the hotels and they pay for taxes. pedicab driver ivan is benefiting from the influx of people. >> he said salesforce hired many of them to bring people to the conference and take them back to the hotel. around moscone center, restaurants are reporting an influx in reservations and walk ins. >> all the homeless, everything that's been affecting the business right now with the conference look more clean. so it's been busy. >> kim georgetown flew from ohio for the conference and even took public transportation.

representatives were there to celebrate the monument, which is titled portrait of a phenomenal woman by artist laura thomas. it honors the award winning poet, writer and civil rights leader who grew up in oakland from age 14, and while in the bay area, angelou broke color and gender barriers. city librarian michael lambert shared what he hopes young people take away from seeing it here. >> i want them to be inspired. doctor maya angelou has contributed so much to our country's literary and cultural history, and what better place for this monument to honor doctor maya angelou than here at the front door of the people's university, the most democratic of institutions? >> if you'd like to see it in person, the bronze sculpture will be a permanent fixture to welcome people to san francisco public library. that's at 100 larkin street in the civic center complex. and that's not far from the california labor school, where angelou took dance and drama courses. after leaving

jumped into a moving vehicle from her own patrol car to rescue the driver. it started when the deputy noticed the truck that was driving erratically, so she got closer and realized the driver was having a medical emergency. the deputy, as you can see her, was dangling out of the patrol car while her partner was driving. climbed through the window of

the truck and put it in park. unbelievable. the driver was treated and is said to be okay. wow. >> iphone users can now add their driver's licenses to their apple wallet. the pilot program, which began today, allows people to show their digital id at tsa security checkpoints at sfo and lax. google started a similar program last month. now people can also use their apple watch. officials say apple and the dmv won't know when or where you use your id. >> apple is the latest participant in the california mdl journey. we've joined their wallet as of today and their following google. and of course, we've had a mobile dl in the dmv wallet for about a year now, so over 650,000 people are participating in the program. today, we expect maybe with this announcement, that number is going to go up a little bit. given the given the demand for apple products, the pilot program is limited to 1.5 million participants. >> people with mobile driver's licenses will still need a physical license while driving. >> all right. just ahead,

are heading out today. the u.s. postal service pushed back on former president trump for questioning the agency's ability to help carry out the election. >> abc news reporter perry russom has the story. >> today, postmaster general louis dejoy says former president trump is wrong to question the postal service's ability to deliver ballots. trump calling it a poorly run mess, saying it's not possible for the postal service to run are already being mailed in multiple states, including pennsylvania, georgia and wisconsin. early in-person voting begins tomorrow in virginia. it comes as the u.s. intelligence community reveals a new claim about iran's efforts to interfere with the election. accusing iranian hackers of stealing nonpublic material from former president trump's campaign and then sending it to

individuals associated with president biden's campaign. biden's campaign ending nearly two months ago. it's not clear how much material was taken or how sensitive it was. the joint statement makes it clear no biden campaign official asked for the material, and there is no indication the informati was ever used. the harris campaign says it was not sent any material and pushes back on iran's efforts to interfere. >> i think these latest attempts are nothing new by the iranian regime. it sought to undermine democracies around the globe for years. but of course, they're absolutely troubling. iran should not interfere in our elections. >> vice president kamala harris has an event with oprah tonight. oprah is an independent who endorsed harris at the democratic national convention last month. perry russom abc news, washington. >> all right. joining us now, abc seven news insider phil matier. and we're talking about a new survey from the public policy institute. and one of the findings is that proposition 36, which would increase penalties for some crimes, is leading in the polls by a mile. 71%. so

what does that tell you about how the pendulum is going back and forth? and it's really swinging towards more justice. >> it is really interesting. remember, it was not that long ago that california was known for the three strikes you're out law. the three felonies you go in for life. people thought that that was just too onerous. it was too troubling, and it put too many people in jail. so in 2014, with the encouragement of jerry brown and some big donors, they went to the ballot and said, let's change that, le decriminalize. let's let minor use of drugs, let's increase the number of the dollar amount of stealing before it becomes a felony to $950. it was meant to reduce the prison population and also to bring some what they call social justice to the court system. it did. but the other unintended consequences was that it's led to a skyrocketing in shoplifting and other property crimes. and so ten years later, we have the district attorney's association. we have walmart,

target, we have retailers, we have mayor london, breed of san francisco and the mayor of san jose saying, no, it's time to change it. and over the objections of the governor who tried to keep this off the ballot, a new one goes on 36. it would basically say, put some teeth into the current law. it would make it an offense to be in possession of drugs like fentanyl that were before would be a misdemeanor. it could go up to a more serious charge. the idea is to get people into treatment and also on property crimes. it would it would make repeat shoplifters, felons, something that the governor didn't want. so it looks like a swing back and a lot of people are behind it. yeah. >> i mean this is probably too simplistic, but it almost feels like the reverse prop 47 in 10 years. that's some major whiplash, right? i mean, so let me just ask you, like, since 2014, that is right. >> no. but you know, it is. it is major. but to a lot of people, let's say if you were sitting in indiana, you might go, oh, it's a minor correction,

or we're trying to just fix it or so. so it's not completely off the rails, but here it becomes a do or die situation when you incorporate social justice. and gavin newsom saying it's a return to the war on drugs because we're going to be charging people for fentanyl and drug crimes, other people go, no, it's just a sign of the times. and you're right, kristen. it is a sign of the times. whether we elected a progressive district attorney in san francisco, chesa boudin, he was recalled pamela price, the progressive uh- da in alameda county, is facing a recall crime. is the number one issue on california voters minds and public safety. and this is a reflection of it. >> i think if you talk to the people in indiana, they would say, what is going on in california? the whole country just wonders that. but it's clear there is that a lot of people think we're heading in the wrong direction, and they want to get it, want to get it turned around and that's another thing that the poll found was that a majority of people felt that california was going in the wrong direction and that the nation was going in the wrong direction. >> so if they're looking for a

>> not just any old costume, but epic hollywood level wheelchair costumes >> instead of being a kid in a wheelchair, we dress it up and make it into something really cool. you get to be the one riding the rocket ship or driving a tank. it's entirely up to the kid what they want to be dressed up as. in the past, we dressed up a girl's wheelchair to look like a power loader from the alien movies. we did another one where it was a miniature loader like you'd find in a construction site, and we set that one up with a bucket that could lift and tilt and scoop. and that's just the ones we've done. they've got dozens of other builders that also volunteer time and resources to make these sorts of things happen. the beauty of it is, when it's all said and done, there's no cost to the families. everything is provided free of charge. >> three years ago i saw them online and i thought that was the most amazing thing ever. whoever did this is magical and like the nicest, coolest person
