alcohol to go all in an effort to revitalize downtown. good morning. it's friday, september 20th. >> how's the forecast looking, drew? >> it's really nice. we have clouds out there this morning, but as we head into the weekend, we have some warm weather coming our way. so here's a live look at sfo right now. you look at current sky conditions. and we certainly have our morning marine layer. so it's pretty gray out there right now. in fact some mist and drizzle is falling across the city and along the coast. but we have sunshine on the way, warmer temperatures that sets the stage for what will become a pretty hot weekend on the way. temperatures right now starting out underneath the cloud cover mid 50s to the low 60s right now. and as you head towards the inland forecast first. we do have lots of sunshine, a few degrees warmer compared to yesterday. we're basically in the mid 80s for daytime highs around the bay shoreline. you notice the cloud cover early on, breaking for sunshine around 10 a.m. a bright afternoon a bit warmer than yesterday. daytime highs will go into the low 70s.

that will feel nice with those clouds filling back in later on this evening. now along the coast right now we have cloud cover, some mist, some drizzle. we turn to partly sunny skies later on today and highs in the low 60s. we'll take a preview of the weekend forecast, where it feels like summer coming up in eight minutes. let's check in with frances. see those drive times this morning? >> all right drew. good morning everyone. we're already starting off with some busy roadways early this morning. first you can see with our overall traffic maps, the usual slow down as you make your way out of tracy. on to the altamont pass and also in the north bay. novato. there could be big trouble for drivers this morning heading out of novato southbound 101 before alameda del prado. there's a sigalert for a tree down. it's blocking the right lane and the problem is they just don't know when they're going to clear this up. so we'll keep you posted on this because we could see a big backup grow later on this morning. here's a live shot past the scene for taillights moving southbound past that tree down as you make your way down to the golden gate bridge. from here, it is fine. no delays at all.

and if you're heading to the lower deck of the bay bridge, there was some earlier crowding due to some road work that has been cleared, but traffic looks like it's picking up and it's moving well in both directions. reggie. stephanie. all right. >> francis. thank you. this morning, relief for the family of a san francisco photographer who was murdered at twin peaks back in 2017. two people arrested in his shooting were just convicted of the crime yesterday. the verdict, coming after a years long legal journey. a trial last year ended in robbery convictions for both suspects, but they were retried for ed french's murder this year. abc7 news reporter j.r. stone has the emotional reaction from the victim's sister. >> pretty emotional for me. we've been fighting seven years and never take this long. lori french, reacting to the guilty verdict that came down from a jury on thursday, and her brother ed's killing way back in

2017. it's on film. there was no question that they murdered him. for it to take seven years of my life and all his friends and family's lives to finally get justice, i don't know something's wrong with the system. >> 71 year old ed french was killed as he took pictures of the then under construction salesforce tower on that sunday morning at twin peaks. thursday, a san francisco jury found fantasy d cure and lamont mims guilty. in a statement, sf district attorney brooke jenkins says the jury's verdict holds mr. kerr and mr. mims accountable for the cold blooded murder of an elder in our community. doing what he loved to do the morning he was killed in 2017, laurie says the surveillance video of that crime was shown in court and is still painful to watch. >> and she pulls out the gun and she shoots him. she shoots him

straight in the heart and they start to run. and then mims turns around, comes back and grabs the camera bag off. a dying man. and then before he leaves, he kicks him. >> the jury read the verdict. laurie says she was in tears. while the two have been in jail for some time, she says she wants them in prison for what they did. we asked her about their sentencing in december. they will you be here for that too? >> right i will for sure. he's looking at me, saying, sis, why did you waste your time? i'm not coming back. that's what he's saying to me, okay? and i know that. but you know what? i had to. i had to find justice for him. it meant everything in my life. i'm 84. it meant everything in my life to me to get justice for him. and finally, now i can die in peace.

j.r. >> stone abc seven news. >> fremont is the latest city to consider new restrictions on camping. city staff presented a plan to ban camping on public property and to ban parking rvs in residential areas. it would also require people to move their cars after 72 hours. the city council is expected to vote on the rules next month. cities across the bay area are shifting homelessness strategies after the summer supreme court decision, giving them more leeway for sweeps in san francisco, mayor london breed says the city is on track to reach its shelter goal three years early. in july of 2023, san francisco launched the home by the bay plan, a five year plan to cut unsheltered homelessness in half by 2028. in just one year, the city has provided shelter to nearly 10,000 people and has moved more than 5000 people into permanent housing. now, the mayor wants to double the plan's goals for shelter and temporary housing.

governor newsom is making homelessness and the housing crisis a priority. during a visit to the bay area. yesterday, he signed a package of more than 30 bills intended to not only help the unhoused, but also to build more housing for everyone. the new laws will streamline the approval process for certain projects to boost home building places that don't abide by state requirements to accommodate new housing will face penalties. >> we continue to struggle with accountability. we continue to struggle with transparency. but for those that turn their back on this crisis, we're turning up the heat. >> the laws also require cities and counties to create plans to house the homeless and those at risk. the governor introduced the home key plus housing program, which will help veterans and people experiencing mental health or substance use disorders. >> if you are looking for something to do, this weekend, you have some options free concerts and events are coming here to san francisco starting tonight. organizers are hoping

they will bring lots of people and money into the city. abc seven news reporter gloria rodriguez joins us live with a preview. gloria, what's on the list? >> well, you know, stephanie, there's a lot going on in san francisco here today. we're talking about oktoberfest. that's going to be not far from where we are right now at the kgo studios on front street, and also a mega concert that is free. listen to this. ooh, i'm a rebel just for kicks now. >> i've been feeling it since 1966. now >> we all know that song, right? grammy award winning band portugal. the man will take the stage with american soul and funk group snack time tonight at 7 p.m. this will be at san francisco's civic center plaza. it's a free event by another planet entertainment. admission is free, but you're asked to rsvp online on their website if you do want to go. and in a different event, the state's first entertainment zone event with oktoberfest on front, that will be on front street between

california and sacramento and three bars will sell alcoholic beverages to go during the free event. that includes live music, and this is all part of the entertainment zone program, which allows outdoor drinking and is intended to help revitalize downtown. >> huge news. first time that they are letting us make this the entertainment zone our party has usually been 3 to 8, and now we can blow it up and go 2 to 10, which is a bigger party. we get to add another band to the equation and we're super excited about that. >> san francisco is authorized to create the zones under sb 76. that's a bill that was authored by senator scott wiener and oktoberfest is going from 2 to 10 p.m. so you do not have to pay to get into the event. but you are asked to rsvp online and you can go to their website to do that. live in san francisco.

gloria rodriguez, abc seven news. >> thank you gloria. dreamforce 2024 officially in the books, the annual salesforce tech conference wrapped up at san francisco's moscone center. this year's event was projected to pump about $90 million into the local economy. abc seven news reporter luz pena has more on dreamforce. big picture impact on san francisco. >> it's the last day of dreamforce, the largest ai event in the world, and the reviews about san francisco are coming in. >> it's a beautiful city. you know, there's a lot, of lot of great things in the city. >> many, like ken graf, are regular dreamforce attendees coming from outside the state, and this year they noticed more law enforcement. >> they've really done a great a fantastic job, you know, helping us get across the street, making sure that we've got security on all different corners of the buildings with over 40,000 people in downtown san francisc, safety was a priority. >> mayor london breed confirming this year there was additional support from the california

highway patrol in this area. >> i've been out in the middle of the night checking out things, and i see people out at different restaurants. city just feels so good and it looks so good. and our officers are out there. our ambassadors. >> dreamforce is set to bring $90 million to the san francisco economy. many of the hotels near the convention were sold out, with hotel rooms going for more than double the normal rate. >> not only do they spend their money in the hotels, but they spend even more money outside of the hotels and they pay for taxes. >> pedicab driver ivan is benefiting from the influx of people. he said salesforce hired many of them to bring people to the conference and take them back to the hotel. around moscone center, restaurants are reporting an influx in reservations and walk ins. >> all the homeless, everything that's been affecting the business right now with the conference look more clean. so it's been busy. kim georgetown flew from ohio for the conference and even took public transportation. >> i've seen an improvement. >> mayor breed saying the influx of crowds won't end with this

year's dreamforce. other large events, including the nba, all star game and fifa world cup, are coming to san francisco in the near future. in san francisco, luz pena, abc seven news. >> thanks, lou. 511 this morning. live doppler seven, along with satellite low pressure, is in southern california this morning supplying some light showers there. what we're witnessing is high pressure finally moving in over the next couple of days. this big ridge is going to bring warmer weather the next couple of days. and then early next week we have some hot temperatures. the first full day of fall is on monday, but it's going to be very hot in the afternoon. we'll talk about that in one second. the forecast today. sky condition very similar to yesterday. a lot of cloud cover out there. this morning across the city. we'll get some sunshine this afternoon. brighter skies in oakland, san jose and walnut creek throughout the day. the big story is that we're back to average when it comes to our temperatures. low and mid 80s from san jose to walnut creek. 71 in oakland, 67 in the city.

eight. orange county firefighters were hurt after a rollover crash in irvine late last night. the initial call reported several people hurt. >> we've got one overturned crew buggy, multiple patients, possibly a total of ten patients were triaging. now we'll let you know. >> the fire chief says the crew had just finished up a 12 hour shift on the airport fire. that's the wildfire burning in orange and riverside counties. video shows the backup on two. 41 freeway as first responders work to clear the scene of the eight injured. one firefighter had to be airlifted. five others were seriously hurt and two have more minor injuries. >> i've been a fire chief for ten years, and, these are the

toughest things to have to have to deal with. and it breaks my heart. >> the chp says it appears a ladder in the lanes is to blame. a vehicle ahead of the fire truck swerved to avoid the ladder, and the truck swerved to avoid hitting the guardrail and flipping over. >> that is scary. health officials in los angeles are monitoring three cases of dengue fever. the viral infection is spread by mosquitoes. symptoms are similar to the flu and can include fever, severe headache, and joint and muscle pain. health officials say the l.a. county patients had not traveled to areas where dengue fever is common, and contracted the illness instead. locally experts say that probably means someone who contracted dengue fever abroad went to southern california, then got bitten by a mosquito there. >> this now infected mosquito can then bite an individual that has not traveled, resulting in a locally acquired case. >> wearing mosquito repellent. long sleeves. avoiding standing water can prevent mosquito bites

and lower your risk of infection. this year in the u.s, there are more than 3000 cases of dengue fever. that's about twice as many cases compared to last year. >> masks will soon become mandatory at some places in santa cruz county. starting november 1st, all visitors to acute care facilities in the county will be required to mask up due to the expected respiratory virus season. those locations include care and nursing facilities, surgical and maternity centers, as well as dialysis and chemotherapy centers. the latest covid vaccine is now available, but federal government is no longer covering the shots, leaving the bill to insurance companies that means if you do not have insurance, you'll have to pay out of pocket. santa clara county has a program that can help. the county wants to make sure cost is not a barrier for people to get vaccinated. >> whether you're uninsured or facing high out-of-pocket costs with insurance, our health care access program hap may help you

campuses across the uc system did earlier this year, including uc berkeley and ucsf. police asked for more drones, robots, pepper balls and other equipment in the public comment portion of yesterday's meeting, many students said they were against investing more money in weapons. >> how dare you propose approval of ab 481 to allow police to buy more military grade weapons? that will only further hurt pro-palestine protesters? right to freedom of speech, health and wellness. >> uc officials said police are not requesting anything that is military grade, and the goal is to improve public safety. this morning, professors are accusing the university of california of violating their rights to free speech. their union just filed a complaint with the state labor board. it accuses uc officials of illegally threatening faculty with discipline if they include a discussion of pro-palestinian protests on campuses in their classes. the union's attorney is asking the labor board to find

35 businesses, cameras and install them for the owners of these businesses are family owned and they're small, so they don't have the even if they have the money to buy the cameras, they might not have the expertise to set it up. the cameras would be registered with the san jose police department if a crime occurs, police can access that video. there is also an option for the police to monitor the cameras. 24 over seven. well, this is the first neighborhood to receive cameras. there is a goal to expand the program to other neighborhoods that are facing high crime rate. >> now it's the abc seven mornings advancer our way to show you what's happening in the bay area today. >> first, three alameda police officers are expected in court today facing manslaughter charges. the officers are charged in the death of 26 year old mario gonzalez. attorneys for the officers are expected to ask for charges in this case to be dismissed. gonzalez died while being taken into custody in april of 2021. he lost

consciousness while officers had pinned him to the ground for nearly seven minutes. reviews by the previous day, the sheriff's office and the city of alameda all found the officers were not criminally liable. the alameda county coroner's office later ruled gonzalez's death a homicide caused in part by the stress of this altercation. >> a traffic alert if you're going to be in the east bay this weekend. part of i-680 will be closed for construction. it's the southbound stretch from acosta boulevard in san ramon to 580 in pleasanton. the closure starts at nine tonight and it goes until 4 a.m. monday. caltrans is asking you to plan alternate routes to help reduce traffic in that area. northbound 680 will still be open all weekend. >> san francisco transit is turning back time. muni heritage weekend kicks off tomorrow, celebrating the original vehicle fleet that started it all. festivities will run from 10:00 to 4 p.m. tomorrow and sunday. you can enjoy free entry to the

signs on x. the metropolitan transportation commission is hosting a public meeting on monday, where you can see the signs in person. the new maps will soon be installed at bart's el cerrito del norte station, as well as the santa rosa transit mall. as a part of this pilot program. this is the first time there's been an effort to coordinate the maps and signs for all bay area transit agencies. >> self-driving car company cruise is planning a return to bay area roads. the company announced it will deploy a fleet of five human driven cars in mountain view and sunnyvale this fall. at first, they'll only be used for mapping and will not carry passengers. cruise also hopes to reintroduce five driverless cars on area roads sometime after that. this comes a year after cruise operations got suspended in the bay area last october. you'll remember a san francisco pedestrian was hit by a car, then knocked into the path of self-driving cruise vehicle and was seriously hurt. some iphone users can now add

their driver's license to their apple wallet. the pilot program is available right now. it allows people to show their digital id at tsa, security checkpoints at sfo, and lax. google started a similar program last month. people can also use their apple watch. now, officials say apple and the dmv won't know when or where you use your id. >> apple is the latest participant in the california mdl journey uh, and we've joined their wallet as of today and they're following google. and of course, we've had a mobile dl in the dmv wallet for about a year now. so over 650,000 people are participating in the program today. we expect maybe with this announcement, that number is going to go up a little bit. given the given the demand for apple products, the pilot program is limited to 1.5 million participants. >> so if you want in on it, you should probably do it today. people with mobile driver's licenses will still need a physical license while you're driving, so please know that, you know this first hand.

we're on board. exploded setting this boat on fire. reporter sid garcia from our sister station in la shows you what happened in marina del rey. whoa >> the fire lit up the marina when it broke out around 830 last night. the explosions is what got the attention of the nearby residents. it also raised concerns as the fire spread quickly through the 100 foot yacht. the flames were finally put out by firefighters. the boat was on its side and much of it underwater. this was a challenging fire to battle, according to los angeles county fire, because you couldn't drive a fleet of fire engines in to put it out. plus, with what looked like fireworks exploding. firefighters later learned there was ammunition on the boat. they had to use extreme caution as they approached the yacht. sid garcia, abc seven news. >> a warning if you have plans to visit yellowstone national
