with florida bracing for what could be a major hurricane. >> lane is growing stronger over the gulf of mexico, and thousands are already being forced to evacuate ahead of a life threatening storm surge. this morning, people on florida's gulf coast bracing for a major hurricane. helene is expected to rapidly intensify into a category three storm before making landfall. >> they've seen what the storms can do. and you know, we've been lucky for so long, so you just never know. >> helene is projected to hit near the big bend area of florida tomorrow, packing 115 mile per hour winds up to a foot of rain and up to 15ft of storm surge. let's talk about the number one loss of life and property that is storm surge 10 to 15ft steinhatchee cedar key, crystal river, 6 to 10ft. >> that's a lot of water for those low lying areas. 4 to 8ft around tampa bay, causing big problems down to sarasota. >> helene's progression could be one of the fastest on record. it's expected to grow from a tropical storm into a major

hurricane in just 60 hours. another storm, john, hit mexico this week, also growing into a category three hurricane in a matter of hours, thanks in part to the warmer than usual waters in the gulf fueling these storm. back in florida, a state of emergency has been declared in more than 60 counties as halloween approaches, make sure that you are executing your hurricane preparedness plan. >> your gas tanks, filled water, nonperishable food that will last you, particularly when you have power outages. >> the governor of georgia has also declared an emergency ahead of the storm. >> now to the presidential race and the investigation into gunshots at a kamala harris campaign office. it comes as the vice president makes a controversial promise on abortion rights. former president trump, meanwhile, is defending his economic plan, which is facing criticism from some republicans. abc's perry russom has details. perry. good morning. >> andrew, good morning to you. as vice president kamala harris

prepares to deliver an economic policy speech today, police are investigating gunfire at one of her campaign offices. this morning, police in arizona investigating bullet holes found in a democratic campaign office in tempe. the same office was shot at last week. no one was injured and no arrests have been made. vice president kamala harris is leaning into what's become a defining issue for her campaign. abortion, saying she wants to abolish the senate filibuster to restore reproductive rights. >> i've been very clear. i think we should eliminate the filibuster for roe and get us to the point where we have 51 votes would be what we need to actually put back in law. the protections for reproductive freedom. >> arizona senator kyrsten sinema, an independent posting to state the supremely obvious eliminating the filibuster to codify roe v wade, also enables a future congress to ban all abortions nationwide. and west virginia senator joe manchin, who left the democratic party earlier this year to become an

independent, says he will not endorse harris because of her stance on eliminating the filibuster. >> i believe that when you go down that slippery path, you don't just do it for one issue. >> a new poll shows a large gender gap among independent women voters 51% supporting harris, 36% for trump. the former president making this appeal to women voters in pennsylvania, you will no longer be thinking about abortion. >> it's all they talk about abortion. you will be protected, and i will be your protector. women will be happy, healthy, confident and free. >> michigan governor gretchen whitmer calling trump's abortion comments deranged. meanwhile, polls show trump leading harris on a top issue for voters the economy. he's proposing steep tariffs on companies that send american jobs overseas, even threatening john deere with a 200% tariff. senate republican leader mitch mcconnell critical of the plan. >> i'm not a fan of tariffs. they raise the prices for american consumers.

>> today, harris will outline her economic policies, pushing what she calls an opportunity economy, offering financial assistance to homebuyers and expanding the child tax credit. one new analysis shows just how tight this race could be in the electoral college, predicting this could be the closest presidential election since 1876. foreign policy is also in the spotlight. trump yesterday suggesting russia will win the war against ukraine, praising russia's military history, including its victory over hitler. rhiannon, all right, perry, thank you for that. >> now to the middle east. sirens blared across tel aviv today. a missile fired by hezbollah was approaching, but it was intercepted. it's the militant group's first launch against the city since the war in gaza began. hezbollah says it was targeting the headquarters of israel's intelligence service. the group also confirmed an israeli airstrike has killed a hezbollah commander. abc's ian pannell in beirut says the fighting could intensify even further, with a

senior u.s. official telling our martha raddatz that there's going to be another big round of attacks with hezbollah trying to move long range missiles around and israel mobilizing some ground forces for raids. a top lebanese official says nearly 500,000 people have been displaced in recent days, and hundreds have been killed. >> back in this country, drug prices took center stage on capitol hill, with lawmakers demanding to know why americans pay so much more for weight loss drugs than people in other countries. abc's lionel moise has some answers. >> reporter a contentious hearing in washington. >> stop ripping us off as lawmakers took on the high price of the popular weight loss drugs ozempic and wegovy. >> novo nordisk is not the villain in this story. they're a hero. we should be here celebrating this miracle innovation. >> the ceo of novo nordisk, the maker of the drugs, was asked why americans are being charged so much more compared to patients in other countries. the company charging $969 per month

for ozempic before insurance and rebates, compared to $155 in canada and 59 in germany. wegovy cost more than $1,300 per month, compared to 265 in canada and 137 in germany. >> and my question is why? >> the ceo blamed the u.s. health care system, arguing that middlemen, so-called pharmacy benefit managers, are the ones who negotiate costs and get in the way of passing on discounts to customers. >> there is a market. we have to operate in, and we negotiate hard to make sure that americans have access. >> a recent ftc report found pharmacy benefit managers or pbms significantly control drug prices, and the agency has targeted the three largest pbms in a lawsuit over insulin costs. when it comes to ozempic and wegovy, senator sanders says the pbms are pointing the finger at

evacuation order in the village of cleves and in whitewater county. affecting more than 200 households now. officials say no one has been exposed to the chemical, but concern about a possible explosion triggered a shelter in place order. no word on the cause of the leak. we turn now to nfl hall of famer brett favre, revealing he has parkinson's disease. >> his diagnosis is raising more concerns about the toll that football may be taking on players, both young and old. 54 year old nfl legend brett favre, at a hearing on capitol hill yesterday on a welfare misspending scandal, announced his personal health battle. >> i've recently been diagnosed with parkinson's. this is also a cause dear to my heart. >> parkinson's is a neurodegenerative disorder that causes parts of the brain to deteriorate, affecting movement and cognition. favre's 20 year football career possibly made him more susceptible to the disease in general. >> repeated hits to the head are linked to neurodegenerative diseases, concussions, and even subconcussive hits can alter

brain structure and chemistry. >> favre shared his experience with head trauma in the new documentary concussed. >> i can't tell you how many times my head hit the turf and stars or fireworks or whatever went off. i didn't think that was a concussion. it's hard to even put a number on how many of those i had. >> favre's announcement comes as a new survey finds 1 in 3 former nfl players believe they have the neurodegenerative disease cte. the disease, not just affecting professional players. patrick risha, who played football in middle school through college, died by suicide in 2014. an autopsy revealed he had cte after repeated hits to the head. >> if i would have known about how delicate the brain is, i would have been on that football field stopping the game. >> the two biggest changes need to happen throughout the football ecosystem is kids probably should not be tackling young and getting hundreds of hits to the head while their brains are developing, so probably no tackle until 12 or 14. and then we should not be hitting in practice.

scammed by an event in detroit. they say they paid hundreds of dollars to attend a bridgerton themed ball, dressing up in gowns and arriving in horse drawn carriages. but they say the event lacked decor and served undercooked food. they're demanding a refund. the company behind the event apologized, saying it's reviewing options. >> we turn now to the inspirational story of a college student athlete overcoming the odds after a tragedy in his family. he's got a lot on his plate, but with determination and his community on his side, he is carrying a burden. most young men his age really couldn't imagine. >> i get to come in here and see my siblings and stuff every day, you know what i'm saying? so it just put a smile on my face to see them happy. >> our marion smith plays football at michigan state university, but football is far from his only focus these days. recently, he lost his mom to breast cancer, and without a dad and the family's life, smith has been left to raise his five younger siblings. the youngest two years old.
