this has been a city without order. this is in response to a string of several shootings along a one mile stretch of sycamore drive since the beginning of the month. the city has had more than a dozen shootings and two homicides. the mayor of antioch has called them gang related and retaliatory in nature. the public weighed in for well over an hour about the violence during last night's city council meeting. >> this is not a handful of people that are shooting. it's a whole city that understands there is no order. it started with our police department. it has trickled down. they see that you're not doing anything. the police is not doing anything. and so they think it's open season. they're coming from other communities and they're coming in and tearing it up. i'm also calling for mutual assistance from our regional law enforcement partners, so that we can continue to add more patrols to both the sycamore and the carvalho and carvalho road. >> lastly, i'm calling on governor newsom for more chp support in the mayor's message posted to instagram over the weekend.
6:05 am
>> he also discussed limiting access to the sycamore community and carvalho road, establishing a curfew and asking governor newsom to send in the national guard. this comes a year after the fbi uncovered a racist texting scandal at the antioch police department. ever since, more than 40% of the force is out on paid leave, the mayor is expected to hold a press conference with the police department this morning at 11, we're told they will propose a funding plan for mutual aid assistance. live in studio. lena howland, abc seven news. >> lena, thank you. new this morning a just released bipartisan senate report highlights the secret service failures in the july assassination attempt against former president donald trump in pennsylvania. gloria rodriguez is at the live desk with the details of that report. gloria. >> good morning. amanda. the report says the secret service failed to make clear decisions and did not communicate properly with local law enforcement. it also states the agency did not

provide necessary resources that caused foreseeable, preventable security failings. the senate homeland security and governmental affairs committee released that report. it interviewed multiple secret service personnel and found that some declined to acknowledge individual areas of responsibility for planning or security, which contributed to the failure to prevent the shooting. before the trump rally, local law enforcement raised concerns about the building. the report found the line of sight from the building plagued rally planning, but no steps were taken to mitigate the threat. trees obstructed the view of the sniper team that was positioned to top one of the nearby roofs. an emergency services unit commander told the committee about a walkthrough two days before the event, and he said it was, quote, incredibly disorganized with no coordination, and said he felt like there was really no plan since the attack. the acting secret service director has acknowledged that the event was a failure by the agency. amanda. all right. >> gloria, thank you. san

scams. two financial crimes in the south bay resulted in victims losing hundreds of thousands of dollars. the scam is known as a business email compromise. that's when a suspect hacks into a business email account and uses it to reroute payments into their personal account. in january, san jose police say their investigation found pennsylvania resident alita torres was the primary suspect for the scam. police recovered most of the money and returned it to the owner, but an arrest warrant has been issued for torres. as police search for other victims, this isn't just happening locally, but it's also happening nationally and a lot of perpetrators are involved. >> so suspect torres is one of many who are behind this scam, and so a lot of them are also international and a lot of these tips you've heard of, but worth repeating, obviously, because people keep getting hit by them. >> don't give up personal or financial information and no scammer payment methods. gift cards, wire transfers or cash by mail should all raise a red flags.
