one community has come together to help a veteran in need. >> from abc news. this is america this morning. >> good thursday morning, everyone. >> i'm andrew dymburt and i'm rhiannon ally. we will get to new york city's mayor being indicted in just a moment, but we want to begin this morning with hurricane helene. >> florida is bracing for impact. the storm is expected to explode into a category four hurricane before landfall tonight, and there are major flooding concerns all the way north to virginia. abc's reena roy begins our coverage from tampa. reena. good morning. >> hey, andrew, good morning to you. that's right. well, you can see the rain has already started coming down here early this morning in tampa. and we are expecting even heavier rainfall and high winds as helene moves in. but the big concern here is storm surge. this morning, hurricane helene is on track to explode into a powerful category four storm before slamming into florida, first unleashing its fury on mexico's yucatan

peninsula and gathering strength over the warmer than usual waters of the gulf. helene is expected to make landfall on the eastern part of the florida panhandle tonight, with winds up to 130mph and up to two feet of rain in some areas. storm surge could reach 20ft, equivalent to a two story building. the national weather service calling it catastrophic and or potentially unsurvivable. mandatory evacuations have been ordered in at least 20 florida counties. this low lying hospital in saint petersburg evacuated. extreme measures also taken at tampa general hospital. >> this is what's called an aqua fence. a portable barrier that officials hope will help divert floodwater away from the hospital and keep the patients safe. >> average sea levels along parts of the gulf coast are more than half a foot higher today than just a few decades ago. the other big concern power outages, which could extend well inland. do you see how it's still a cat one overnight into early friday

south of atlanta? >> that's why we're worried about trees down. and we're talking trees into homes all over georgia and north florida. and then also power lines and power outages. >> as helene takes aim at florida, fema has announced a plan to better respond to disasters in the future. it's teaming up with the nfl to turn football stadiums into emergency shelters, or even temporary hospitals when needed. and tampa's airport closed just a short time ago. ahead of this hurricane, and as you said, emergencies have been declared as far north as virginia because of flooding concerns. andrew. >> all right. reena. thank you. and stay safe out there. we'll take a closer look at the forecast in just a few moments. >> the other big story this morning, the man running the biggest city in america has been indicted in a federal corruption investigation. retired police captain eric adams got elected, vowing to fight crime. but now he's at the center of an unprecedented scandal in new york city's history. >> these charges will be entirely false, based on lies.

>> this morning, new york city mayor eric adams is vowing to fight the charges in a federal indictment as he faces growing pressure to resign. >> leaks and rumors have been aimed at me in an attempt to undermine my credibility and paint me as guilty. i will fight these injustices with every ounce of my strength and my spirit. >> adams will be the first sitting mayor of new york to face criminal charges, but we still don't know what those charges are. the indictment remained sealed overnight. the case stems from an investigation into whether the mayor and his team conspired with the government of turkey to funnel illegal foreign donations into his campaign. the fbi raided the home of adams's chief fundraiser late last year, and days later seized electronics from the mayor. >> the investigation has more recently ballooned into a broader corruption inquiry involving some of his top deputy

mayors and others in his inner circle, and in more recent weeks, the feds have raided the homes of two deputy mayors. they've seized the phone of the police commissioner, the schools chancellor, both of whom have resigned. >> and in the last week, the city's health commissioner and mayor's chief counsel also announced their resignations. >> it would be best for leader jeffries. >> new york congresswoman alexandria ocasio-cortez, among those demanding adams resign. but the mayor defiant. >> we're not going to be distracted. >> the indictment is expected to be unsealed today, but sources say adams is not expected to appear in court until next week. >> the u.s. and its allies are now calling for a 21 day cease fire across the lebanon-israel border. the idea is to allow for a negotiated settlement between israel and hezbollah. but israel appears ready for an escalation after hezbollah fired a ballistic missile toward tel aviv. thousands of additional troops are preparing for a possible ground offensive into

shifting her focus to immigration. she goes to the southern border tomorrow. andrew. >> all right, perry, thank you. a 20 year old man is under arrest in southern california, accused of walking into a courthouse and throwing a bag full of explosives. he was quickly taken into custody at the santa maria courthouse, but six people were injured in the explosion. police say the man was wearing body armor as well. he was scheduled to be arraigned on a gun charge. he now faces attempted murder charges. >> new details about the deadly hijacking of a los angeles city bus. police say the suspect is a 51 year old man from la. the driver and two passengers were held at gunpoint during a slow speed chase there. one passenger was wounded and later died. police used spike strips to stop the bus. the driver was rescued through his window. he had been able to stay in control of the bus thanks to a protective barrier inside. the suspect is now being held on $2 million bail. no word on a motive. >> time now for your thursday weather. >> good morning. as strengthening hurricane helene charges northward, we're going

to have major flood problems from north florida through georgia. the southern appalachians, and fierce wind. this will be a category three hurricane at landfall, most likely with this potentially even peaking at a category four intensity. for a time now, we've seen about a day's worth of flooding due to a trough in place ahead of this storm, and after the additional rain comes in with 12 to 18in in the southern appalachians, devastating flooding could occur. for accuweather, i'm jeff cornish for abc news. >> coming up, the reality tv star sentenced for fraud again. >> also ahead, the battle of the elk versus the suv in colorado and yet another death now linked to

charging an suv in colorado. look at this. the animal taking a run at a passing vehicle there. the suv may have just been collateral damage from mating season, which makes elk more aggressive. >> and a warning about coyotes. this one tried to run off with a small dog in los angeles. the wife of former motley crue drummer tommy lee posted the video urging people to keep an eye on their pets. >> and this morning, another death has been linked to contaminated deli meat recalled weeks ago by boar's head. abc's andrea fujii has the latest. >> this morning, the cdc reports a 10th person has died in connection with the boar's head deli meat recall. a listeria outbreak was first traced to the company's liverwurst in july. the latest victim is from new york. the cdc now saying at least 59 people in 19 states have been sickened by the bacteria. the company has permanently discontinued liverwurst production and has closed the virginia plant where it was made. other varieties of sausage, ham products and bologna were also recalled.

inspection reports at the plant revealed mold, insects and meat and fat residue in the walls, floors and equipment. >> we're all still in shock or all of the things you know that he's seen and been through in his life to come to that. >> the family of 88 year old gunter morgenstein of virginia has filed one of multiple lawsuits against boar's head. they say he died from listeria poisoning after eating liverwurst. symptoms can include fever, aches, fatigue, and sometimes seizures. >> the real big risk is pregnant women, immunocompromised people. elderly people. >> boar's head now saying to prevent future incidents, it's implementing enhanced food safety and quality measures and establishing a food safety council that includes independent food safety experts. the cdc says the number of listeria cases could be higher because it can take ten weeks for symptoms to appear. rhiannon. >> andrew andria. thank you. a
