helene are involved in a serious car crash. the news at five starts right now. >> always live abc seven news starts right now. >> high winds and dry conditions this week will raise the threat of wildfires. p-g-and-e's is preparing with plans to turn off the power to more than 13,000 people in northern california. good evening and thanks for joining us. i'm dion lim. the public safety power shutoffs known as psps. those are expected to impact customers in up to 13 counties. the utility warns the following bay area counties could be impacted. alameda, where 346 customers are on alert. contra costa with 286. and in the north bay with 268 customers in sonoma county and 140 customers could lose power in napa county. take a look. this p-g-and-e's map. you can see the areas in orange those are under the psp alert and they include parts of calistoga,

danville, and black hawk. abc seven news reporter tara campbell talked to p-g-and-e's and a rancher who received notice that he is on that psps list. >> you know, i'm concerned. >> john pereira is talking about power to his ranch potentially being cut off. >> p-g-and-e's coworkers and p-g-and-e's meteorologists have been watching a weather system and conditions on the ground. we're seeing in the next few days breezy offshore winds, low humidity and all these conditions sort of come together to create elevated risks for wildfires. >> p-g-and-e's warning of possible public safety power shutoffs starting monday. >> if we go forward with this public safety power shut off, it could potentially impact about 13,500 customers spread across targeted portions of 13 counties. >> this is a young horse. we're sending out, and john's ranch in contra costa county is one of those targeted areas. i have like nine wells in the valley all over tassajara. and

p-g-and-e's goes down so my cattle can't drink. my horses don't drink. so it's, you know, pretty traumatic to, you know, an operation like mine and a short drive down these rural roads is alameda county. >> another area that could feel the impact. and here at the castro valley library is one of the locations p-g-and-e's is setting up a resource center. this is a place people can come to stay cool, connect to wifi and charge their devices. >> there would probably be an issue around our meals. our refrigerator would stay cold. we do have a small generator to keep the freezer going if we had to. >> good rope horse uh- barrel horse. >> meanwhile, back at the ranch, they're hoping they won't have to use their backup plan. i do have a water truck. >> i can go get water and. but, you know, that's a whole nother operation. you know, cost quite a bit of dollars when they shut us down. >> all right, let's bring in abc seven news meteorologist sandhya patel now. and, sandhya, as of

right now, we're not feeling that heat. but we are certainly going to have that heat advisory very soon. >> absolutely. diane, right now, consider the temperatures that you're looking at in the comfort zone. we have anywhere from the 60s to the 80s that is going to change dramatically beginning tomorrow, which is why that heat advisory goes up beginning tomorrow. it runs until wednesday night. all of the bay area is covered under that heat advisory, because there will be a moderate to major heat risk. temperatures will range from the low 90s to the mid 100 seconds. as you take a look at this graphic for tomorrow, that heat risk for bayside and inland communities in that moderate to major category, it will shift covering much of the bay area on tuesday as those temperatures rise. now, speaking of rising, it's going to get hot inland tomorrow in the upper 90s, right along the coastline in the 70s, as you will see. and we do have air quality that will be deteriorating. we are looking at moderate to poor air quality for tomorrow with a spare. the air alert, dion, i'll be back with a full look at the forecast, which

includes even hotter weather than that coming right up. >> all right, sandhya, thank you. getting to some breaking news coming into the newsroom now. actor and musician kris kristofferson has died. kristofferson was a rhodes scholar who later became a country music superstar and an a-list hollywood actor. born in brownsville, texas, his family moved to san mateo, where he was in his early teens. many of his songs were best known as performed by others, including me and bobby mcgee, sung by janis joplin. a family spokesperson says kristofferson died yesterday at his home on maui. a cause of death was not revealed. kris kristofferson was 88 years old. new details now. detectives are investigating a deadly shooting at defremery park in west oakland during a high school alumni picnic. police say a 38 year old man was shot at about 730 last night. officials say the mcclymonds alumni action picnic is an annual family friendly gathering with hundreds of people of all generations. they're outraged. a

shooting happened during a peaceful event. >> it is unconscionable that someone would actually act in a way of violence in this way, to take someone's life during a party celebration, we would like to extend our condolences to our fallen alumni. >> it's really heartbreaking to lose a member of your community who is beloved, especially in front of the entire community. >> police did not say whether the shooting was connected to the picnic. investigators say there may have been more than one shooter. mcclymonds high school's principal assures parents and students that the school is safe. five people who were stranded in a boat off san francisco's ocean beach are now safe. the san francisco fire department received a call at about 2 p.m. about a boat in distress near the great highway, and cantara street. sfpd rescue swimmers, national park service lifeguards, and the u.s. coast guard used jet skis to transfer the people to a coast guard

boat. >> we haven't determined the cause of the why the boat was there, which is inoperable as all we know at this time. but they were able to drop their anchor and stay stationary. but they were a little precarious position by being right at the breaks. so they were getting pushed around quite a bit. >> the victims were taken to the coast guard base in marin. no one was injured. an ambulance in san francisco was vandalized and equipment stolen from it. take a look. a paramedic was hurt in the process. this all happened friday night at zuckerberg san francisco general. the fire department posted this video. you see here where there is smashed glass on the ground. fire crews say a suspect was arrested and the equipment returned. well, in case you felt it, a 4.2 magnitude earthquake shook parts of the bay area just before three this morning. it was centered in monterey county, near the town of aromas, about ten minutes east of watsonville. people reported feeling it as far north as petaluma, south to king city even. there are no reports of injuries or damage.

today, north carolina's governor says more than 200 people have been rescued from these flood waters. rescue teams from 19 states and three federal teams are assisting north carolina in rescue operations. at least 64 people have died in five states across the south. president biden announced today he'll visit the disaster zone, but only if it doesn't disrupt recovery efforts. there is devastation everywhere where entire neighborhoods are under water. water systems in cities across the carolinas are severely damaged, and it could take weeks to repair them. the federal government has vowed to help.

>> we're hearing significant infrastructure damage to water systems, communication, roads, critical transportation routes, as well as several homes that have been just destroyed by this. and but we will continue to bring those resources in to help them. >> and in tennessee, numerous people are still unaccounted for after flood waters inundated neighborhoods there. the national guard conducted rooftop helicopter rescues to bring stranded residents to safety. three veteran san diego firefighters who were driving to north carolina to help with the relief effort were badly hurt this morning. they were involved in a traffic crash at the texas-louisiana border. officials say the injured include a battalion chief and two captains. they suffered moderate to critical injuries as a result of the crash. >> these are individuals who will go toward danger while the rest of us step away. they put themselves in harm's way to protect us. we appreciate them all the time, but particularly when tragedies like this happen,

that heat risk will be moderate to major across just about the entire bay area. so that is concerning, especially if you're sensitive to the heat. a live view from our santa cruz camera right now. it's a little choppy out there. 62 in san francisco, 68 in oakland. you're really comfortable. hayward, san jose, redwood city in the 70s. half moon bay, 59 degrees. seeing a layer of haze from our mount tam cam, 80 degrees in santa rosa right now. mid 80s around fairfield. livermore 71 right now in napa and from our east bay hills. camera. you're getting a clear view tomorrow. sunny. much warmer. tuesday through thursday. a heat wave will hit. fire. danger starts to come up and on friday we're looking at some relief arriving. but you'll see in the accuweather seven day forecast why it's not complete relief. so temperatures this evening in the 70s and 80s at 615 along the coastline cooling quicker. and you will notice that inland areas will remain in the 50s. and 60s first thing tomorrow morning 50s coast side. it will be a quick heat up at noontime. you're already in the 70s and

80s across the entire area, and by 4:00 in the afternoon, you're starting to see a lot of 90s here in the bay area. so be prepared because if you're not used to it, you're going to feel that heat. temperatures first thing in the morning 50s and 60s. tomorrow afternoon. it's significantly warmer. south bay temperatures 95 in san jose, 97. los gatos on the peninsula. mid 90s. redwood city 76. half moon bay, downtown san francisco 83 degrees 80. in the sunset north bay. numbers 97, santa rosa 96, in san rafael, heading into the east bay. upper 80s, oakland hayward 93 castro valley. inland areas will be sizzling 98 in concord, 97 in pleasanton. now you look at tuesday's temperatures and they're going to go up even more mid 100 seconds inland. some of the hottest weather is expected for the coastline on wednesday. still triple digits. and thursday we continue with this heat wave before we get a break. accuweather seven day forecast dangerous heat wave developing october is going to start out
