starts right now. >> high winds and dry conditions. this week will raise the threat of wildfires. p-g-and-e's is preparing with plans to turn off the power to more than 13,000 people in northern california. good evening and thanks for joining us. i'm dion lim. the public safety power shutoffs known as psps, is expected to impact customers in up to 13 counties. the utility warns the following bay area counties could be impacted. alameda county, where 346 customers are on alert. contra costa county with 286 customers. and in the north bay, 268 in sonoma county, and 140 customers could lose power in napa county. this p-g-and-e's map gives a more precise look where the areas in orange are under that psps alert. they include parts of calistoga, danville, and black hawk. abc seven news reporter tara campbell talked to p-g-and-e's and a rancher who received

notice that he is on the psp list. >> you know, i'm concerned. >> john pereira is talking about power to his ranch, potentially being cut off. >> p-g-and-e's coworkers and p-g-and-e's meteorologists have been watching a weather system and conditions on the ground. we're seeing in the next few days breezy offshore winds, low humidity, and all these conditions sort of come together to create elevated risks for wildfires. >> p-g-and-e's warning of possible public safety power shutoffs starting monday. >> if we go forward with this public safety power shut off, it could potentially impact about 13,500 customers spread across targeted portions of 13 counties. >> this is a young horse. we're sending out, and john's ranch in contra costa county is one of those targeted areas. i have like nine wells in the valley all over tassajara. and p-g-and-e's goes down so my cattle can't drink. my horses don't drink. so it's, you know,

pretty traumatic to, you know, an operation like mine. >> and a short drive down these rural roads is alameda county, another area that could feel the impact. and here at the castro valley library is one of the locations. p-g-and-e's is setting up a resource center. this is a place people can come to stay cool, connect to wifi and charge their devices. >> there would probably be an issue around our meals. our refrigerator would stay cold. we do have a small generator. we keep the freezer going if we had to. >> good rope horse uh- barrel horse. >> meanwhile, back at the ranch, they're hoping they won't have to use their backup plan. >> i do have a water truck. i can go get water and. but, you know, that's a whole nother operation, you know, cost quite a bit of dollars when they shut us down. >> tara campbell, abc seven news. >> let's bring in abc seven news meteorologist sandhya patel. sandhya let's talk about the timeline here of when we are really going to feel that heat starting tomorrow.

>> and that's why the heat advisory is going up for the entire bay area. as you can see on this graphic, it starts at 11 a.m. tomorrow and it runs until 11 p.m. wednesday. the biggest concern is those temperatures will soar into the low 90s to mid one hundreds, bringing moderate to major heat risk to the bay area, especially for those who are sensitive. so this is a look at tomorrow as we take a look at the temperatures for tomorrow. you will notice they're in the upper 90s. today's highs were in the upper 50s to mid 80s. when you're getting up to 98 degrees in livermore 87, oakland 95, san jose 97, santa rosa 83. in san francisco, 90. in santa cruz, you're going to feel it. and although the winds are going to come out of the land and blow towards the ocean, offshore winds bringing increasing fire danger, they're not expected to be strong, but definitely a concern. i'll be back with a look at that and air quality coming up dion. >> all right. sounds good sandy thank you. new details. detectives are investigating a deadly shooting at defremery park in west oakland during a

high school alumni picnic. police say a 38 year old man was shot at about 730 last night. officials say the mcclymonds alumni action picnic is an annual family friendly gathering with hundreds of people of all generations. they are simply outraged. a shooting happened during a peaceful event. >> it is unconscionable that someone would actually act in a way of violence in this way, to take someone's life during a party celebration, we would like to extend our condolences to our fallen alumni. >> it's really heartbreaking to lose a member of your community who is beloved, especially in front of the entire community. >> police did not say whether the shooting was connected to the picnic. investigators say there may have been more than one shooter. mcclymonds high school's principal assures parents and students that the school is safe. the alameda county fire department is investigating the cause of a deadly apartment fire in san leandro. flames engulfed the

unit at the eden rock apartment complex on washington avenue just before 330 this afternoon, after firefighters put out the flames, they found the body of an elderly man inside. five people stranded in a boat off san francisco's ocean beach are now safe. the fire department received a call about it at about 2 p.m. over a boat in distress near the great highway and cantara street. sffd rescue swimmers. national park service lifeguards and the coast guard used jet skis to transfer the people to a coast guard boat. >> we haven't determined the cause of the why the boat was there was inoperable. as all we know at this time, but they were able to drop their anchor and stay stationary. but they were in a precarious position by being right at the breaks. so they were getting pushed around quite a bit. >> the victims were taken to the coast guard base in marin. no one was injured. governor newsom is taking a stand for reproductive rights in california. the governor signed a bill into law requiring certain health insurers to cover

in vitro fertilization treatment. large group health plans must now provide coverage for californians seeking to start a family through ivf. the process can be very expensive, running in the tens of thousands of dollars. in a written statement, newsom says california is fighting back against republican efforts to jeopardize access to ivf. for the first time in four years, the federal reserve issued a significant interest rate cut. this month. rates are down to 4.75 to 5%. abc7 news anchor stephanie sierra spoke to a realtor, neil canlis, about how it impacts the bay area housing market. >> i know it depends on the neighborhood, but given the statewide predictions which areas of the bay area do you expect will be most impacted by price hikes? and if you can get specific on what those numbers are? that's a good question. >> i think that a lot of it's going to be in the single family residential market. you know, if you look at the peninsula, san mateo, that area, and foster

city burlingame even go more south to palo alto. the single family homes there are still going to go high. we're still going to. inventory is still at a record low. inventory is still at one month supply. and given that, you know, there's just not enough, inventory on the market for the buyers out there. so we're going to see prices go up, especially in the peninsula. i think san francisco single family homes are going to go up as well. the condo market is not as as strong, but single family homes for sure. and then in the east bay, i mean, you're still seeing multiple offers. and in parts of fremont, union city, you're seeing a lot still in lamorinda and lafayette, orinda, moraga. so i think things are looking up for home values in 2025. >> canlis says condos in san francisco, south of market and soma areas are among the best deals right now on the market. hurricane helene has unleashed her fury. >> we never anticipated it to be this devastating.

governor says more than 200 people have been rescued from these floodwaters. the storm is being blamed for killing 64 people in five states across the south. president biden said today he'll visit the disaster zone, but only if it doesn't disrupt recovery efforts. there is devastation everywhere. entire neighborhoods are underwater. water systems in cities across the carolinas are severely damaged, and it could take weeks to repair them. the federal government has vowed to help, hearing significant infrastructure damage to water systems, communication, roads, critical transportation routes, as well as several homes that have been just destroyed by this. >> but we will continue to bring those resources in to help them. >> in tennessee, numerous people are still unaccounted for after flood waters inundated neighborhoods. the national guard conducted rooftop

helicopter rescues to bring stranded residents to safety there. three veteran san diego firefighters who were driving to north carolina to help with the relief effort were badly hurt. this morning. they were involved in a traffic crash at the texas-louisiana border. officials say the injured include a battalion chief and two captains who suffered moderate to critical injuries as a result of the crash. >> these are individuals who will go toward danger while the rest of us step away. they put themselves in harm's way to protect us. we appreciate them all the time, but particularly when tragedies like this happen. >> the firefighters were part of a task force of dozens of california first responders to help with storm recovery. well, just ahead, people immersed themselves in art this weekend. we'll check out a celebration of creativity and see some of the latest works at one of the largest artist hubs in the bay area. and a live look outside. a gorgeous picture on a pretty mild day. that, though, is about to change, and sandhya has
