p-g-and-e's warning customers in four bay area counties of possible outages starting today to help reduce the risk of wildfires. and taking a live look outside this morning, a spare the air alert is in effect for today because of high temperatures. drew is here tracking the heat wave. good morning everyone. it is monday, september 30th. we do want to turn to drew. yeah. >> i mean, we had a really pleasant weekend. yes. and now everything is changing. for the warmer, you'll feel it noticeably warmer today and then just downright hot tomorrow and wednesday. so we begin our day one heat wave. this morning we have heat advisories posted for virtually the entire region. that does include the coast, and it does include the city. and that means everyone is going to feel these warm temperatures that are going to last several days. you do want to take it easy out there. we have clear skies. it's a beautiful looking shot from our exploratorium camera, but we have sunshine from the get go once that sun is up here and that will warm us

pretty fast. right now though, as we get you going in the early morning hours, it's still comfortably cool, mainly in the 40s and in the 50s. so we'll look at the inland forecast first. we're well into the 90s today with full sunshine, mid and upper 90s, but the bigger stories around the bay shoreline, it is going to be very hot. sunny skies, upper 80s to the lower 90s around the bay shoreline. and then look at our coastal forecast. not a cloud to be seen. this morning. we have sunshine. those daytime highs along the coast will feel warm into the mid 70s. let's check in with frances. she is busy this morning. the traffic center. >> yeah, unfortunately drew, we're starting off with two early morning fatal accidents. so these are the spots you'll want to avoid. one is in san jose on northbound 880 before the alameda, where a motorcyclist was thrown off the freeway and all lanes shut down at this point. so you'll want to avoid that stretch. you may want to take northbound 280 as an alternate. and here is a look at 280 northbound and that's highway 17 and also 880 going across your screen. so eventually we might just see the

backup grow there. the second fatal crash you want to avoid is southbound 680 from the cordelia junction. it is jammed towards parish road. so you may want to head over to the carquinez bridge instead. amanda. >> all right, frances, we'll continue to check in with you. thank you. starting today, thousands of p-g-and-e's customers across northern california could lose power. it all stems from a planned public safety power shut off. here's the impact to the bay area. in alameda county, 346 customers are on alert. contra costa county with 286 customers in the north bay, 268 customers in sonoma county and 140 customers could lose power in napa county. abc seven news reporter lena howland is live in livermore, and lena p-g-and-e's is preparing for potential outages by providing a place for people to go. >> yeah, amanda, that's right. this tent you see here, right behind me is set up in a costco parking lot in livermore. and that will become a community

resource center to anyone that may lose power. this is meant to be one of several locations where people can come, stay cool and charge their devices, and also connect to wi-fi, p-g-and-e's says this psps could potentially impact 13,500 customers spread out across a targeted portion of 13 counties. the utility company says severe weather, including high winds, can cause trees or debris to damage equipment. p-g-and-e's says power shutoffs help reduce the risk of wildfire from energized power lines. >> p-g-and-e's coworkers and p-g-and-e's meteorologists have been watching a weather system and conditions on the ground. we're seeing in the next few days breezy offshore winds, low humidity and all these conditions sort of come together to create elevated risks for wildfires. >> while there is no set timing for these possible public safety power shutoffs, p-g-and-e's says

information about the suspect or suspects. an elderly man died in a two alarm fire at a san leandro apartment complex. the fire started inside a unit at the eden roc apartments on washington avenue around 330 yesterday afternoon. the alameda county fire department says two people escaped. however, the man who died did not. first responders had to navigate around the tight quarters of the parking lot to get to the burning apartment. >> getting in this tight corridor with a number of cars that were parked in the in the path to get to the apartment uh- caused may be a challenge for them. i don't think it caused a delay in their response, but it was definitely a difficult to navigate through these tight corridors. >> the fire damaged four units at the complex. 12 people were displaced. the red cross is helping those people find another place to stay. no word yet on the cause.

sound in the bay area. another chaotic night of sideshows on the roads. and neighbors are sick of it. police in vallejo tell us hundreds took part in dangerous displays on saturday. and we talked to one couple who says the mayhem spilled from the street onto their house. here's abc news reporter j.r. stone. reporter >> this is what it looked like in vallejo saturday night into sunday morning. vallejo pd say they believe there were between 350 and 400 people involved in sideshows all across town. neighbors we talked with are angry and say they've had enough. >> had i known that they were doing sideshows, i wouldn't have never moved here. that's patricia williams. >> i talked with her and her husband, paul, who have now lived in vallejo for four and a half years. this is what it looked like in their front yard when the sideshows happened overnight. people, for as far as you could see, the williams sent us these photos showing the damage done to their lights,

their gutters and their roof. after people at the sideshow started climbing onto their home. >> man, we were sleeping okay. it literally woke us up. somebody could have got killed out here or hurt. you know what i mean? >> the striking point was when they were on my property on my roof, you know, and this caused some damage that now we have to pay for it. and enough is enough. the city or the police, they need to come out. i don't care if you got two officers. you need to know what these sideshows are because you need to put a stop to it. >> police tell me there were multiple sideshows like this in vallejo saturday night into sunday morning. they did respond to at least one with mutual aid from solano and napa county sheriff's offices and american canyon police. no arrests were made and no cars impounded. at least one person was hurt, but they weren't cooperative with officers. williams are upset, saying they called police at least twice. but the sideshow here still lasted nearly an hour. vallejo pd say due to staffing shortages, officer

governor ron desantis says 99% of the state has power once again, after the storm knocked out power to millions last week. communities in north carolina are still cut off by mudslides and major flooding. three veteran san diego firefighters who were driving to north carolina to help were badly hurt. yesterday, they were involved in a traffic collision at the texas-louisiana border and ended up with moderate to critical injuries. several first responders from the bay area are helping in the aftermath of the disaster. they are with two local urban search and rescue teams, california task force three, based in menlo park, has sent their member carl houston. he is a retired battalion chief from san mateo city fire and california task force four from oakland has sent two members to florida, one to tallahassee and another to orlando and kuchins of san mateo is one of 15 american red cross volunteers from the bay area, now on the east coast. since wednesday, she

has been managing the red cross evacuation center in jasper, florida. >> the day of the hurricane was a more like a almost 20 hour day shift. >> hutchins is now preparing to move to north carolina, where the damage is more severe. five people stranded in a boat off san francisco's ocean beach are now safe. the san francisco fire department received a call just after 2 p.m. yesterday about a boat in distress near the great highway in quintara street. sf fire department rescue swimmers. national park service lifeguards and the u.s. coast guard use jet skis to transfer the people to a coast guard boat. >> we haven't determined the cause of the why the boat was there, which is inoperable. as all we know at this time. but they were able to drop their anchor and stay stationary, but they were in a precarious position by being right at the breaks. so they were getting pushed around quite a bit.

>> rescuers brought the stranded boaters to the coast guard base in marin. fortunately, no one was hurt. we're focused on reporting on the future of artificial intelligence here at abc seven, and a landmark plan to manage the safety of ai has died on the governor's desk. governor gavin newsom vetoed the first in the nation plan to set safety measures for large ai models yesterday. the bill by san francisco state senator scott wiener faced fierce opposition from the tech industry, saying it would have a chilling effect on ai development. governor newsom said he didn't think it was the best approach. he announced a partnership with industry experts to develop new guardrails for the technology. state senator wiener shared a statement saying, quote, this veto is a missed opportunity for california to once again lead on innovative tech regulation and we are all less safe as a result. that's the end of his quote. reviving our downtowns is a key part of building a better bay area. and this week, leaders

in san jose could act on a plan aiming to do just that. tomorrow, the city council is set to vote on incentives to lure businesses into empty office spaces. the proposal calls for two year exemptions on certain taxes and parking permit fees for new businesses. they would have to rent at least 2500ft■!s of space for four or more years, and quite a sight along highway one on the central coast over the weekend. take a look. a wayward sea lion made its way onto the highway near watsonville, creating a big traffic hazard. the california highway patrol, local firefighters, and an animal rescue team all worked together to capture the sea lion and reopen the road. we're told the sea lion is receiving care before it will be released back into the wild. uber eats isn't just for food and groceries. the company announced a new partnership just in time for the spookiest month of the year. uber and spirit halloween are coming together to bring all

temperatures are still above average but not as hot as tuesday and wednesday. look at our temperatures in our hills right now. 70s in the north bay hills, the oakland hills. right now it is warm. we're currently 72 degrees, so that mild air is already in place. and it's a warm to hot day today. so looking at the forecast, lots of sunshine inland upper 90s that heat advisory around the bay shoreline. it is going to be hot sunny skies upper 80s lower 90s and along the coast. no fog today. temperatures are warm in the seconds, so we have a moderate to major heat risk today, the major heat risk is mainly for the inland east bay. the south bay, the santa cruz mountains. but really take it easy the next several days maybe you feel okay. day one. day two of the heat wave, but by day three or day four, it may get to you. so stay hydrated out there. find frequent ways to get heat relief. maybe that breaks in the shade if you're outside ac if you can find it. 80s and 90s are widespread today. overnight tonight it's going to stay warm. we'll stay in the 70s in our hills, widespread 60s away from the coast and watch what happens

a spacex dragon nine crew arrived at the space station yesterday with two empty seats. nasa pulled two crew members off the four seat vessel to make room for astronauts. suni williams and butch wilmore. >> we, of course, train together as a crew of four, and now they're launching as a crew of two. but we will always be a crew that has trained together, and we will always be friends and colleagues. >> williams and wilmore were only supposed to be on an eight day mission to the iss when they launched in the starliner back in june. that spacecraft has been plagued with problems involving thrusters and helium leaks. nasa decided to send it back to earth without any people on board. the spacex dragon nine is scheduled to return to earth

deeper into the day. the inland forecast. it's bright. it's hot with heat advisories mid and upper 90s for daytime highs around the bay shoreline. i think this is the bigger story because it's rare we're this hot sunshine upper 80s to the lower 90s around the bay shoreline and even along the coast. you are not immune to the warm weather today. sunny skies this afternoon and daytime highs mainly in the 70s. let's check in with frances. it's been pretty busy on the roads this morning. good morning. >> yes, true. it has a lot of problems out there, including a couple fatal accidents. so i want to show you some drive times in the south bay, where we have one of the fatal accidents in san jose now, on the southbound 880 stretch from fremont to san jose. that's green 15 minutes and northbound 280 from 101 to cupertino is green. but as you can see here, with this live camera shot for headlights moving on northbound 280 and the traffic across your screen is northbound 880, that is backed up because all lanes are blocked due to this fatal accident on northbound 880 before the alameda. so you can

see traffic is crawling there. you'll really want to avoid the area completely. you may want to consider 280 to 87. you can get on northbound 880 at the alameda. but that stretch is the one to avoid. our second fatal accident this morning for folks coming out of the cordelia junction heading towards the benicia bridge, a fatal accident blocks one lane southbound 680 before paris road. so only one lane open. you can see traffic is backed up all the way to the cordelia junction. if you want to take an alternate, you want to head through vallejo towards the carquinez bridge. there is some minor slowing there, but probably a better bet at the bay bridge toll plaza with metering lights on, it's back to pass. the 880 overcrossing and from the toll plaza to san francisco. that's another 16 minutes. also heads up bart, now reporting no red line service at this point. the yellow line will take you there, but there are some ten minute delays right now through san francisco. amanda. all right. >> frances. thank you. happening today, p-g-and-e's is warning customers of a possible psp or what they call a public safety power. shut off, and that's

way of violence in this way, to take someone's life during a party celebration, we would like to extend our condolences to our fallen alumni. >> it's really heartbreaking to lose a member of your community who is beloved, especially in front of the entire community. >> police did not say whether the shooting was connected to the picnic. investigators say there may have been more than one shooter, but they haven't made any arrests. mcclymonds high school's principal assures parents and students that the school is safe. a paramedic is still recovering this morning after being hurt while their ambulance was vandalized and equipment stolen in san francisco. this happened friday night at zuckerberg san francisco general hospital. the fire department posted this photo and you can see it right there. the smashed glass on the ground. fire crews say a suspect was arrested and the equipment was returned. developing news. hezbollah's highest ranking

kristofferson has died. kristofferson was a rhodes scholar who became a country music superstar and a-list hollywood actor. born in brownsville, texas, his family moved to san mateo when he was in his early teens. he later owned a ranch in mendocino county. many of his songs were best known as performed by others, including me and bobby mcgee, sung by janis joplin. now, kristofferson went on to

have a successful film career, starring alongside barbra streisand in a star is born. his family says he died at his home in maui saturday at 88 years old. a cause of death has not been released. developing news directv is acquiring dish network after years of talks. the deal is for directv to pay $1 for the company and assume its almost $10 billion of debt. the combination would form the country's largest pay tv company with 20 million subscribers. but there's a long road for the merger, including refinancing and reducing that debt. dish and directv attempted to merge in 2002, but it was blocked by regulators. this morning, crews are looking for people still unaccounted for after hurricane helene left a path of destruction across five states. at least 95 deaths are blamed on the storm. the impact felt from miami, florida, to asheville, north carolina, where the
