what's happening here with this article. three mayors that are supporting political opponents. this is blatant politics. >> san francisco mayoral candidate mark farrell, responding to allegations he broke campaign finance laws after three former mayors asked the state attorney general and district attorney to launch a criminal probe into farrell's campaign funds and across the bay, the recall effort against oakland mayor shengtao picks up steam today. >> the oakland branch of the naacp, after considerable thought, has decided to support the recall of mayor xiang tao. >> all this as early voting gets underway today. good evening. >> i'm ama daetz and i'm dan ashley. thanks for joining us. we are now 29 days away from election day and campaign efforts across the bay area are really ramping into high gear. >> we have abc7 news team coverage with zach fuentes, who talked to voters who were lined up to cast their ballots. this morning. >> monica madden has more on ranked choice voting and one

candidate's approach to filling out the ballot. >> let's begin, though, with abc seven news reporter louis pena, who's in the newsroom with the latest on the effort to recall oakland mayor shengtao. louis? >> yes. am i less than a month? oakland residents will get to decide the fate of mayor shengtao today. another big group announced they're backing the recall effort. campaigns for and against the recall of oakland's mayor shengtao are intensifying. on monday, the oakland chapter of the naacp announced their official stance on the recall effort. >> we, the concerned citizens, therefore, demand your recall for the sake of our city's future. you lack the competency, credibility, judgment, and ability to lead what was once a great american city. >> this announcement comes one day after mayor shengtao launched her campaign against the recall, joined by the chair of the alameda county democratic party and about 30 supporters on sunday. >> it seems like this was a very strategic planned press

conference to try to debunk any support that the mayor had in coming out of numerous people coming out to support. >> yesterday, members of the naacp listed public safety the year long search for a new police chief, and a decline in business as reasons for the lack of trust in her abilities. >> many working people, we are suffering. >> mayor tao's supporters categorized the recall as an attack. it was not led by the people of oakland. >> over 80% of the funding for the recall is coming from landlords, tech developers and people who want to further gentrify oakland. >> several members of the naacp expressed concerns over mayor tao's history of missing deadlines. when governor gavin newsom offered a retail theft grant to help oakland deal with the rising crime rate, the mayor incompetently missed the filing deadline. recently, mayor tao failed to file a counterargument

on the voter guide for voters to see her reasons as to why she should keep her job. her team responding, the mayor has been busy doing her job, reducing crime, increasing foot traffic in oakland, building affordable homes, cleaning our streets and parks, bringing the ballers to west oakland. we know oakland voters want her focused on improving quality of life and that's what she's been doing. we looked at the data and despite groups pointing to an increase in crime, theft numbers over the last 12 months are down 36% compared to the yearly average over the last three years, according to oakland pd. and the recall movement against mayor shengtao has collected more than 40,000 signatures. this is the first oakland mayor to face a serious recall effort like this one in more than 100 years. in the newsroom. louis pena, abc seven news. >> more than 100 years. all right, louis, thanks very much. in san francisco, the mayor's race is heating up with scathing accusations of law breaking

against candidate mark farrell and a letter from three former san francisco mayor willie brown. art agnos and frank jordan. they are asking state attorney general rob bonta and san francisco district attorney brooke jenkins to launch a criminal investigation into farrell. the group accuses him of misusing hundreds of thousands in campaign funds from a committee he formed to promote proposition d, and instead funneling the money to his mayoral campaign as a way to bypass campaign contribution limits. when asked about the allegations, this is what farrell had to say. >> what a joke. each of these former mayors is supporting one of my political opponents. this is the machine trying to attack me as a front runner in this race. >> according to ethics commission data, the committee that mayor mark farrell for yes on prop d has raised $2.3 million. while the campaign committee mark farrell for mayor 20-24 has brought in $1.8

million. >> this comes as mark farrell discussed his ranked choice voting strategy today and his alliance with another mayoral candidate in his effort to replace current mayor london breed. >> abc seven news reporter monica men is here with details on this story. monica. >> hey there. well, with the ranked choice voting system, it really leads voters to not pick a single candidate, but they will list all of their top choices. so this can lead to unexpected outcomes. and because if there isn't a clear winner in the first count, everyone's second choice votes, then get tallied and so on and so forth until there's a winner. so for mark farrell, linking up with asha safai is a strategic way for him to try and knock away votes from mayor london breed. >> together we will win this race in the contest for san francisco mayor. >> alliances can be key. >> i have formed a partnership with asha safai, former interim mayor mark farrell, asking his supporters monday to also vote for supervisor asha safai. while we don't agree on everything, we both believe london breed should not be mayor of san francisco.

>> if politics is a game, so is the game of ranked choice voting. >> the question is, you know who has the best ranked choice voting game? >> i spoke with experts to explain how it works. >> the way it goes is like a round robin. >> when san francisco voters head to the polls, they can list up to ten choices for mayor in order of their preferred candidate. top to bottom. there's no minimum number of candidates. voters can choose if your preferred candidate loses your vote, stay active and get moved up. >> and so your votes stay alive and don't die with your candidates of candidacy in the way it does without ranked choice voting. but in this case, you still can keep your votes active, impacting the outcome of the election positively or negatively. >> james taylor of usf says candidates have to be savvy about potential partnerships similar to what jean quan and rebecca kaplan did in the 2010 oakland mayoral race. ultimately leading kwan, who was in second place, to beat her first place opponent, don perata. >> if you can, you know, find

enough uh- cooperation or coalition with at least one other campaign. and this is what we saw in oakland. you had, you know, two campaigns united against don perata and it was anybody but don is how it was described. and that was one of the most shocking outcomes of ranked choice voting so far in california. in california history. >> the breed campaign, chalking it up to a deflection from the attack ads candidate daniel lurie is launching at farrell, a spokesperson for mayor london breeds campaign, telling us farrell's strategy is, quote, a ridiculous stunt that shows farrell's campaign is in total disarray. ultimately, anything could happen next month. now farrell is also asking voters to not rank supervisor aaron peskin, and he's courting daniel lurie voters, so it will be really interesting to see if other candidates partner up as voters start heading to the polls. >> that's really fascinating. it is. all right. thanks, monica. thank you. >> well, as we mentioned, we are now just 29 days away from

election day. and today, early voting officially got underway in california. abc seven news reporter zach fuentes continues. our team coverage. >> it's buzzing behind the scenes at the santa clara county registrar's office monday, the first day of early voting vote by mail ballots have been sent out in california, and santa clara county. employees are hard at work gearing up for the ballots expected to start coming in. >> it's a really, really busy today coming into work. there's a lot of our staff that usually helps us. there's just like all lining up to go in and help uphold this democracy. and i'm very excited. >> many voters are also excited. officials at the registrar's office telling us that several people were lined up at the door before opening to vote in person. >> it's better to do it early than to do it late. >> many voters say having the choice to get their vote in early is a relief. >> i couldn't wait for my ballot to come into the mail. i'm getting on a plane tomorrow morning, and in order to make sure my vote is cast and in the mail, was to come into the registrar's office this morning.

>> early voting doesn't just make things convenient for many voters. it can also help make things more efficient for california registrars offices, which can start processing ballots as they come in. >> the sooner they come in, the sooner our local election officials can get those pellets processed. and then there's less to do on election day. >> still, experts say early voting may not be for everyone. >> for other people, they're continuing to gather information. maybe they're not sure. maybe they're waiting to see if there's some late breaking story or scandal. and those folks can wait. >> though election day is creeping closer right now, voters and potential voters have time to make their voices heard. vote by mail. ballots have been sent to active, registered voters and should be received in the coming days. for those who haven't registered yet, you have until october 21st. after that, you can only do provisional same day voter registration ballots must either be put in an official drop box, mailed or completed in person by november 5th at 8 p.m. ballots sent by mail that were postmarked by the

more than 1200 people. the attack ignited a war in gaza, where the health ministry says more than 40,000 people have been killed. and today, president joe biden lit a single candle in remembrance of the victims in israel. people gathered at the site of the nova music festival, where more than 300 people were killed. hamas took about 250 people hostage, about 100 of them remain missing, including at least seven americans. >> we're calling for president biden and his administration to focus on getting the americans home. >> we want prime minister netanyahu as the leader in israel to put bringing the hostages home at the top of the list of what they will

milton within days of halloween, hurricane devastation. they are bracing for more as a category five approaches, officials warn residents in evacuation zones cannot be guaranteed safety if they choose to stay. milton is expected to make landfall wednesday night. it has doubled in strength in less than 24 hours, currently packing 180 mile per hour winds, 180 miles an hour. >> and this thing has strengthened so quickly. it is just a monster. of course, we're tracking it closely here. >> abc seven news meteorologist sandhya patel has the latest. sandhya. yeah. ama and dan. let's take a look at milton. it is nearing its record low pressure right now. it is a category five in the gulf of mexico. so really, this has been explosively intensifying right now, milton's pressure is at 897 millibars, and it could drop even more. so this is near a

record. we are also talking about 180 mile an hour winds, 220 mile an hour gusts moving to the east at ten. now at this point it is expected to remain a potentially catastrophic hurricane category five nearing the yucatan peninsula tomorrow morning, continuing across the warm waters of the gulf of mexico. category four as it approaches the west coast of florida, it is going to be a potentially devastating hurricane for the west coast of florida, eventually weakening once it crosses land there. but let's talk about the rainfall potential up to 15in is expected in isolated locations. you can see parts of the west coast near tampa, five inches or higher. they already have hurricane warnings, storm surge warnings, tropical storm warnings up for that region. and they are talking about a storm surge up to 15ft. so very dangerous situation. meanwhile, here we have a very different picture a live view from our sky star camera at fisherman's wharf.

this is on the skystar wheel and you're still seeing a lot of blue sky. the fog is not here yet. we do have triple digits once again in our hottest inland valleys like fairfield, concord, 100, in santa rosa. right now we do have a few records coming in. we'll wait for the official word from the weather service. 93 in san jose. 85 oakland. 77 in san francisco. that heat advisory is going for virtually all areas except the coast until 11 p.m. tonight. heat related illnesses are still possible. it's major to extreme today around parts of the bay and inland. red and purple indicating that. but look at the temperature drop. i mean, this is very encouraging. 18 degrees cooler right now in half moon bay, 15 in san francisco, sea breeze is certainly helping. it's not terribly strong, but it's about 18 miles an hour and half moon bay. we'll keep it on the breezy side the next few hours. winds drop off later on, and then they'll pick back up again tomorrow afternoon. the fog has been around southern california. it's made it to monterey. we are expecting it to

eventually reach us in the sierra. they are seeing thunderstorms, so overnight fog fills in near the coast tomorrow through friday. breezy and cooler days and this weekend a chance of showers coming our way on saturday. some tropical subtropical clouds will move through tonight. tomorrow morning we start off with some fog near the coast and it will spread across the bay by tomorrow evening. your morning temperatures anywhere from the 50s to the 70s. fog near the beaches. once again. watch out for that. tomorrow afternoon is a different day. the heat wave is over mid 90s inland. still hot. don't get me wrong. inland 60s coast side breezy with partly cloudy skies. now we look ahead to the future and one system will knock those temperatures down thursday even more. and then here comes the system that is going to bring us rain chances on saturday, which is encouraging at this time. and at this point in the game, we look at the rainfall projections, could see anywhere from a few hundreds to about a quarter of an inch. accuweather seven day forecast. we are looking at mid 90s inland, but by wednesday, thursday, friday, saturday, even into sunday and

monday we're going to only go with 80s inland 60s coast side. that is going to be quite the relief and that chance of showers on saturday. i know fleet week festivities are coming up. i don't think anything is going to ruin that.
