over that. cal sophomore who won 100 grand for making a field goal during espn's college game day. what he plans to do with the money. >> good morning. welcome to tuesday. it's october 8th. >> now we're going to start with a check of our forecast with lisa. a cooler day. >> cooler day. but boy it was warm early on. in fact, we reached 80 degrees yesterday at half moon bay before temperatures finally began to cool off, but not cool enough for our inland valleys. and with that heat remaining this morning and our warmest day ahead. national weather service has issued a heat advisory for these areas here from the valleys to the upper elevations of the east bay and parts of the south bay, where we'll see mid 90s. otherwise, we are looking at the trough to the north, cooling us off another 10 to 15 degrees today. sounds dramatic, but we were very hot yesterday. over 105 still in those hot spots. so these 50s and 60s will be slow to warm. this morning, and that will allow for that sea breeze

to kick in right now, anywhere from 7 to 9 degrees cooler from san carlos to hayward. and then we'll get that marine layer building into tonight and wednesday. so inland we talked about the warmth mid 90s for you by three, 4:00 in the afternoon around the bay, upper 70s for you in oakland to about 80. and then in the south bay. we'll see some upper seconds with those 60s at the coast. gloria. >> good morning. we are following a sig alert for you this morning in hercules. we told you about that a little bit earlier, and there are still some big delays because of that. that's on eastbound 80 before highway four. speeds are down to about 16 miles in that area. so we'll keep tracking this for you throughout the morning. and right now you could see a live look at our bay bridge camera. it's very crowded up there. and on the upper deck. and that's because there was a crash on westbound 80. this was on fifth street. it has cleared, but there are still delays from that crash earlier. the metering lights flipped on just after 530 this morning. and if you're taking bart, we do have a major

delay in all directions because of an equipment problem on the track. and that's in the berryessa line. and we'll keep tracking that for you throughout the morning. as well. we want to show you some video of westbound interstate 580. it has reopened after a slow speed chase in the east bay chp says it all started around 415 near el charro road in livermore. you could see video of all the crews there responding to that. now, officers tried to stop someone for traffic violations. we're told that that person then took off going about 30mph down the freeway until they stopped at 164th avenue in san leandro. you could see the video right there, the person putting their hands up in the air. and that's where that driver was arrested. all lanes were shut down while it was happening. it is all back open now, so we'll have the latest for you on that as soon as we get more information as well. >> all right gloria, thank you. we'll continue to check back in with you. pending school

closures and the question many parents in san francisco have been asking for months. will my child's school be on the list? families could be getting some answers today. abc seven news reporter lena howland is live in san francisco. and lena, the superintendent, is finally expected to give an update today on which schools meet the criteria for closure. >> that's right, amanda. and while the list coming out today is not the final list of schools that will close, it is expected to show the list of schools meeting the criteria for closure or merger. families today will also learn which schools are safe. now this announcement has been a long time in the making. the district had promised the list last month, then delayed it, saying it needed more time to get it right. on top of the list, superintendent matt wayne says you can expect more detail on the district's budget crisis today and the criteria used to determine which schools will close to consolidate. in a video statement last night,

superintendent wayne discussed plans to engage with school communities about these changes and budget stabilization efforts. >> the decisions we make in the coming months are going to mean the difference between the state recognizing we've made progress, or feeling like it needs to intervene more. and this budget crisis means significant reductions for the 2526 school year. it is within this context that we are also making decisions about school closures. >> so what comes next? after the list is announced today, a virtual town hall will be held on thursday night of this week at 530, so the community can weigh in. wayne will give his final recommendation on which schools to close in november, and then the school board will vote in december. it's still not clear how many schools could be on that final list of closures, although the district has said all along that they would not be going through this process for just a couple of schools. live in san francisco, lena howland,

abc seven news. >> lena. thank you. happening today, san francisco supervisors will get an update on the state of the city's economy, including the hotel industry. it comes as a strike of union hotel workers enters its third week. according to a report published with the board's meeting agenda. hotel occupancy rates and revenue have been mostly flat through the summer and well below pre-pandemic levels. however, last month's dreamforce conference did bring thousands of people to the city. as you would expect, occupancy rates improve the week of the conference, according to the hotel workers union, hotel workers, industry leaders and the city's economists will speak during today's meeting. also today, supervisor asha safai is expected to introduce legislation to make it easier for anyone who works in san francisco to understand their rights. the legislation calls for at least 40 existing labor laws to be consolidated. according to safai, the city would be the first in the nation to have its own comprehensive labor and employment code. >> the former executive director of the san jose police officers association is due back in court

today. joanne segovia entered a not guilty plea. this was back in august on modified drug charges. the latest filing changed the drug. she is accused of smuggling from fentanyl to another opioid. segovia's attorney says she might plead guilty today as a result. it's not clear if she'll face a lesser sentence or get a plea deal because of the change. >> the city of oakland and the group set to buy the city's stake in the coliseum, have agreed to new terms for the deal. the african american sports and entertainment group will pay $125 million purchase fee. that's a 14% price increase from the original deal. most of the payment will be due by the end of the fiscal year in may. $10 million will be due in one month. alameda county still needs to approve the deal. mayor shang tao has said she plans to use revenue from the deal to pay city workers salaries and general operating costs. >> new this morning, the biden administration issuing new rules overnight when it comes to safe drinking water. and, gloria,

this order will require some major work for local cities over the next decade. >> amanda, the biden administration is setting a ten year deadline for cities to replace old lead pipes with new, safer ones. it's committing an additional $2.6 billion for drinking water upgrades and lead pipe replacements through the bipartisan infrastructure law. lead is found in many legacy pipe systems across the country. it can cause a range of disorders, from behavioral problems to brain damage. it can also lower iq scores in children. it can stunt development and increase blood pressure in adults. the epa estimates that the stricter standard will prevent up to 900,000 infants from having low birth weight, and avoid up to 1500 premature deaths a year from heart disease. the rule is the strongest overhaul of lead and water standards in roughly three decades. president biden is expected to officially announce a new regulation today in wisconsin. amanda. >> all right, gloria, thank you.

people living and working in san francisco are realizing the toll of not having air conditioning. conditioning? excuse me. following the brutal heat wave, the bay area has been dealing with. at the ucsf parnassus campus, the lack of ac is more than an inconvenience. it's a health concern. nurses and patients have been fighting through the heat, and they're trying to find ways to keep cool. but on certain floors, the lack of air conditioning is making it difficult. >> my anger level is like up to here. i've been dealing with this for years and i don't know what else to do. i'm sick of it, and we're all sick of it. >> in a response to the nurses complaint, ucsf apologized for the situation and said they will continue to make investments in cooling. neither ucsf officials or cal osha responded to abc7's attempts to talk about the situation. >> all right. well, mother nature helping out in that department today for most of us. but still a heat advisory for

our inland valleys, where we'll see temperatures in the mid 90s, perhaps upper elevations of the east bay in the valleys around livermore and danville and the santa clara hills there. so a warm day there, not as warm still everywhere else. 10 to 15 degrees of cooling, even inland with that advisory. you are cooler today. a series of troughs will visit us this week, keeping the heat away, and we are watching milton, a hurricane with winds of 145 miles an hour, gusts to 190. moving to the east northeast at 12. so it's kind of fluctuating between a three and a four. but that's really not what we're concerned about. it is going to be a huge hurricane no matter what. creating massive impacts from tampa to fort myers and orlando, 15in of rain possible and life threatening storm surge that for that area in the next 24 to 48 hours. 60s and 70s right now, even 50s up in the north bay looking at those winds over 25 miles an hour today, that helps to build the marine layer tonight. lots

netanyahu as the leader in israel, to put bringing the hostages home at the top of the list of what they will accomplish. >> people in the bay area are also marking one year of war. students for justice in palestine held a rally at san jose state university. while student organizations supporting israel designed and flew kites. happening today, the supreme court is set to hear a challenge to a biden administration regulation on ghost guns. the rule is focused on gun kits that can be sold online. the kits can then be assembled and the guns do not have serial numbers. under the rule, manufacturers now have to add serial numbers to these kits. manufacturers and gun rights groups say the bureau of alcohol, tobacco, firearms and explosives has overstepped its authority to regulate these gun kits. the supreme court sided with the administration last year in a 5 to 4 vote. abc

seven is focused on building a better bay area and finding housing solutions is a key issue in the north bay. san rafael is opening a new sanctioned camping area for the unhoused. the camp on mahoney creek path offers 24 over seven security and restrooms, and tents on platforms. residents must follow the rules. there are no drugs or alcohol allowed. there are 50 tent sites available, and so far they have 18 residents. the end goal is to move folks into permanent housing. >> i think we're really trying to balance providing some of that compassionate response and provide those services alongside things like vacating camps that have to do with health and safety concerns. >> the program was funded by a $2 million grant, and is expected to operate for 12 to 18 months. a waterfront makeover in the north bay is now one step closer to becoming a reality. there was a groundbreaking ceremony yesterday at the sausalito ferry landing. the

project has been in the works since 2017, when it received nearly $2 million in federal funding. when construction is complete, the landing will have an expanded plaza, more seating areas, a new promenade, and improved queuing zones for cyclists and pedestrians will enhance our waterfront, make it safer, more accessible, more enjoyable for residents and visitors alike and it will continue to enhance an amazing alternative form of transportation. construction is expected to wrap up in december. the project will not impact ferry service. >> a big change is coming to the mega millions lottery. starting in april, ticket prices will jump from $2 to $5. mega millions officials say the change will lead to larger prizes and more frequent payouts. we cannot get enough of this young man and his kick. a sophomore at cal made a field goal during espn's college

really particularly concerned for like a siesta key bradenton, sarasota on that front right eyewall, that south part to venice and even fort myers. some big surge warnings for 6 to 10ft down there. then the new hurricane warnings. and i know people by, you know, everybody in orlando or say daytona beach hurricane warnings include them now jacksonville beach down to melbourne. we're going to have wind speeds upwards of 89 90mph. that crossed the state early thursday morning. so we do anticipate big time power outages and also flash flooding. the highest risk for up to 18in of rain so that inland flash flooding, again a threat here in florida. we'll get into all of the track. the timing. we've got teams everywhere that will bring you the latest. but also we have to talk politics. and of course now we're at four weeks exactly until election day. so we're checking in with vice president harris, who has been blasting former president trump for spreading disinformation about the federal response to hurricane helene and something a little lighter or maybe why some candy prices are being driven up

to scary heights. we're going to check out the sweet deals that you can land before october 31st, make the trick or treaters happy, and make you happy, too. >> yeah, ginger, back to what's going on in florida. we've heard you talk about really emphasizing the word unprecedented and talking about the response before the response. i'm assuming that everyone on the ground is kind of busy prepping at this point. what are you seeing? >> oh my gosh. it was it was on edge of chaos, i would say yesterday it took us 2 or 3 times as long as it should have to get anywhere. the traffic was really bad. you have a lot of people leaving, but you also have a lot of people that are choosing to stay that were in home depot lines or gas lines or at walmart and trying to get their last minute supplies. you know, today we have another day of making that decision. but the hope is especially in a place like pinellas county. so that's saint petersburg. it sticks down like a little peninsula, no matter what side of the storm they end up on. it's bad. it is terrible news for saint pete. and so that's the areas i'm hoping like they did evacuation zone a, b and c, and when we use

that word unprecedented, it's very hard for people to put that together and say, this is what it's going to look like because we've never seen it. so i'm hoping that we just find other words in the thesaurus today to, to make sure people are doing what they need to do. >> yeah. and also the fact that this is it sounds like this is the hardest, i guess i should say the toughest time is going to be basically overnight hours, which is exactly what you don't want to see happen. i mean, it's the most vulnerable time for people. >> you don't want. i mean, it's hard enough to rescue people if they didn't leave. and i think they'll probably do what they often do. there's going to be a window of time where first responders can't get to people. so even if they did stay, they're putting themselves and the first responders at risk. and a lot of times police and things will set a set a cutoff and say, listen, we're not going to go in. it's not worth it. we can't keep everybody safe. and so you're facing something like that, you know, and that's the worry. >> okay ginger we know you'll be there covering it and we appreciate that. good luck to you and

eligible for closure or merger. this is not the final list that the school board will be voting on later this year. because of declining enrollment, the superintendent told us at the beginning of the school year, they have the capacity to serve an additional 14,000 students leaving resources stretched thin. the san francisco unified superintendent released a video statement last night to families districtwide on what they can expect to see today. on top of the list being released, superintendent matt wayne says families will learn about the process of how these decisions are being made. he also talked about the importance on engaging with affected school communities over the next few weeks. >> i will also then share the criteria we're using to identify which schools we're going to talk with about closure or merger, and the process we'll go through to ultimately make a final recommendation to the board of education on november 12th. as a district, we have difficult decisions to make, and it's important that we're talking about these decisions

hundreds of thousands in campaign funds from a committee he formed to promote proposition d, and instead funneling the money to his mayoral campaign as a way to bypass campaign contribution limits. when asked about the allegations, this is what farrell had to say. >> what a joke. each of these former mayors is supporting one of my political opponents. this is the machine trying to attack me as a front runner in this race. >> according to ethics commission data, the committee mayor, mark farrell, for yes on prop d has raised $2.3 million, while the campaign committee mark farrell for mayor 20-24 has brought in $1.8 million. >> we're now just 28 days away from the election and early voting officially got underway this week in california in the south bay. santa clara county employees are gearing up for the ballots expected to start coming in. registrar's office officials tell us voters are excited. several people were lined up before the doors even open for in-person voting yesterday.

it's 63 in hayward with upper 50s in a breeze. half moon bay, no fog here, though. it's going to take throughout the day for it to build along the shoreline. 53 santa rosa. those cool 50s in the north bay. low to mid 60s in our inland valleys, and our 24 hour temperature change confirms we're going in the right direction. a couple of degrees to ten degrees cooler. now, yesterday it hit 80 briefly half moon bay and then the numbers began to tumble. but it was a hot one obviously, as you know. and so we're still hot inland with our heat advisory. but cooler breezier wednesday, thursday and friday with extra cloud cover. and then for the weekend we're looking at those showers sometime on saturday. and so as one system heads into the pacific northwest, the next system, you can see that batch of moisture offshore just moves right overhead here. saturday into sunday. and then there's yet another system that is going to flirt with us into next week. so all in all, we'll get settled into a more fall like pattern
