being set for san francisco schools, as the district works to balance the budget. good morning and welcome to thursday's october 24th. >> happy thursday to all of you. let's start with the check of the weather with you. >> it's been so beautiful out and we continue that trend this afternoon. so this morning it is clear as could be outside. live look from sutro tower showing you the golden gate bridge. look at the current sky condition. no matter where you are right now, you have clear skies. even along the coast, half moon bay is reporting clear skies and part of the reason why we do have a light offshore wind right now. that wind direction moving from the land out into the open ocean. a bit breezy in our hills. oakland hills gusting to 25mph. and that offshore wind this morning. it's a dry wind. so that is keeping our marine layer at bay. so where we are seeing that wind. temperatures are a bit elevated like concord and fairfield. we're at 60 degrees but we're in our sheltered valleys like sonoma, santa rosa, even danville. we are a lot cooler this morning starting out in the 40s. so

looking at the forecast today, if you like, yesterday. today is gorgeous sunny skies, upper 70s to near 80 degrees inland once again around the bay shoreline. this is beautiful bright upper 70s today and along the coast you get a beautiful day. today. we have tons of sunshine and highs near 70 degrees. let's check in with frances. see those drive times this morning? >> hi, drew. good morning everyone. we are off to a great start. it is nice and quiet out there. we're starting off with a live shot of the golden gate bridge. drew, i showed you the sky conditions and here are the road conditions. they're clearing road work in the northbound direction and it looks like there are four lanes right now. traffic is flowing smoothly in all directions. and also a live shot in emeryville for headlights moving westbound highway four to san francisco right now, the ride is green at 26 minutes. if you take a look at the drive time traffic maps, you'll notice it's green almost everywhere except for folks coming out of tracy into livermore and that westbound 580 drive from tracy to dublin right now is 38 minutes. >> thank you. frances. happening

today. if you have business as san francisco's superior court, you want to double check that it's still happening. nearly 200 court clerks are going on strike this morning. abc seven news reporter lena howland is live at the hall of justice. celina, clerks are already showing up to protest. >> reggie. that's right. already here at 5 a.m, we are seeing a few of those court clerks just starting to show up here, just outside of the hall of justice. here behind me. although we are told the majority of them will be here a little closer to 6:00. and that's when they are expected to start their picket line. the union representing the san francisco court clerks say roughly 200 will be walking off the job today. they say staffing, technology and training issues are leading to a backlog in the courts delaying both civil and criminal cases and causing more than 70 misdemeanor cases to be thrown out and because of this staffing shortage, they tell us defendants are sitting in county jail longer than they should have to, and victims and their

families are waiting longer than they should have to for their day in court. keep in mind, this is all happening as the high profile trial for the death of cash app founder bob lee is in the middle of its second week, and this courthouse handles both criminal and civil divisions. the union believes this has the possibility of halting trials and delaying hearings on everything from felonies to traffic violations, proceedings for divorces and child custody cases. now we have reached out to courthouse officials to see what the expected impact of today's strike might be. we are still waiting to hear back at this hour. live in san francisco lena howland, abc seven news. >> all right, lena, thank you so much. and now to a story we've been following out of san ramon. an assistant principal at california high school was reportedly attacked by a student from another school in the district. and now we're learning more about what happened. san ramon police say the administrator approached the 16 year old and another teen in the parking lot around 845 saturday

night. she told him that leaving the homecoming dance early was not allowed, and that's when the assaults reportedly happened. police say the 16 year old dragged the assistant principal by her hair from one spot in the lot to another. afterward, both teens left parents and students were in shock over that report. >> it's just a what we consider a nice area to live, to raise our kids. we don't expect, you know, kids to behave like that in this area. >> that's really hurtful and really hard to hear, because all of our assistant principals are super wonderful and super sweet and amazing. >> the 16 year old was later arrested at his home. he is facing felony assault and kidnaping charges because of the allegation that he dragged the victim across the parking lot. the assistant principal was treated at a hospital. >> we're also following the story of the football fiasco in the east bay last night. the west contra costa unified school district held a public meeting and it got heated. at the center

of this controversy is the el cerrito high school football team. it had to forfeit multiple games because the principal says some of the players were ineligible. at the beginning of the meeting, the superintendent took responsibility for the investigation and fallout, and that wasn't enough to appease some parents. >> you say that this is a confidential investigation, but mr. norton has took responsibility for it and has released it to the media. and with that, we say we want the students reinstated, that you have took away their games last week, and we want an apology to our team for disparaging our name and our reputation. >> sources tell us the players involved did not live in the district. instead of being six and one and going to the playoffs, the team is now one and six. >> the future of school closures in san francisco is in limbo for now with the appointment of a new superintendent. the closure plan has been halted for at least a year. the district says it still needs to balance the budget to avoid a state takeover. abc seven news

reporter monica madden pressed leaders about the possibility of future closures at yick wo elementary, you'll find handmade signs of protest from students who don't want to see their school closed. >> a lot of people in a city that's very transient are looking for community. >> parent christy sampson has two young daughters at the school. >> it's been a whirlwind, to say the least. it's we kind of felt blindsided at first. >> she's hoping new leadership will mean different approaches to the district's multi-million dollar budget deficit to get rid of small schools, you're getting rid of communities inside san francisco. >> there needs to be solutions. and with maria su coming in, i'm actually very hopeful that we can see some change in the district and that i believe in her. >> understandably, students, family and faculty have had a lot of questions about the future of their schools. that's why we decided to come along with the mayor and the new superintendent to hear exactly what questions the students had for their leaders. oh goodness. mayor london breed and new superintendent doctor maria su,

touring on wednesday after announcing the district is pausing its closure plans, taking questions from those most impacted. >> we're not closing and explaining complex school finance questions on a fifth grade level. >> for example, when you're doing decimals, you don't know what the answer is. you have to go through the problem to help solve it to get to the correct answer. >> we asked su if she's found that answer yet. can you feasibly promise to them that this school isn't going to close or merge going forward? i need to have more data and more information, as well as to make sure that we're having deep and honest conversations with our school community before we move forward with anything. >> for parents like sampson, need to make sure that we have the stability. >> she's still looking for signs of certainty about the future of the community. her family lives in san francisco. monica madden, abc seven news. >> law enforcement across the country are on alert ahead of

the election. we now know of at least two concerning security incidents in arizona. a man has been arrested in connection with three shootings at the democratic national committee office in tempe. police say he had over 200 guns and 250,000 rounds of ammo. authorities think the man may have been planning a mass casualty attack. police say they observed the man putting up political signs with razor blades. >> our investigators also observed kelly posting anti-democratic signs in the area near his home in ahwatukee, attaching clear plastic baggies containing a white powdery substance labeled biohazard. >> the other potential attack was in georgia, the secretary of state's office saying it stopped a cyber attack that tried to crash the state's absentee voter website. officials say it had the hallmarks of a foreign attack, according to the election lab at the university of florida, more than 24 million americans have already voted in

return under these conditions. you look at humidity right now, it's not terribly dry, but it is lower than usual thanks to those offshore winds. but those winds don't last all that long. by sunrise they'll back off and humidity levels will actually rise. a bit throughout the day. so some good news there. look at the forecast. it is gorgeous. just like yesterday. full sunshine into the 70s. we go everywhere, even along the coast. will likely hit the upper 60s to the lower 70s later on today. so here's future weather. we'll get those numbers warming very nicely throughout the morning and into the afternoon. we have sunny skies and a nice looking forecast. enjoy it because this is the last full sunny day we have this week. starting tomorrow, we'll start to see some high clouds move into the forecast. so it's partly cloudy tomorrow. still mild, but then cooler weather starts to move in here over the weekend and sunday. we do have a chance of a shower. we'll show you that coming up in eight minutes. >> thank you. drew. discovery that could make a difference. coming up, scientists say they've uncovered a new alternative to the overdose drug narcan. and they say it could

likely going to cost quite a bit more in the next few years. we're talking about all the bridges except the golden gate bridge. bridge tolls are going up to $8 next year, and now we're getting a look at the proposed toll hikes for the five years after that. so here's a look at the pricing starting in 2026, tolls would go up $0.50 every year through 2030. the cost will vary depending on how you pay. so if you pay by fastrak a license plate, a license plate account or an invoice, but you can see it'll eventually rise to between 1050

and 1150. bridge officials say they need that money for maintenance. some drivers are not happy. >> it's going to make it too expensive for me to get to work. it's already too expensive to pay to park here. >> on the one hand, they want return to work on the other hand, they want to raise the price so that it's almost prohibitively expensive for people to come to work. they've got to pick one of the two. this is outrageous, is what i think. >> there will be a webinar. so the public can give their input on the proposal that's coming up november 13th. and if this has you thinking about maybe other ways to get around, there is really no free way to cross the bay. bart from west oakland to embarcadero and back is 750 total. the san francisco bay ferry charges 940 round trip to trans bay fares on ac transit busses cost 12 bucks. you can avoid bridge tolls, but you would have to drive all the way from san jose. and i mean, no

one's doing that. >> so yeah, that's a long ways for sure. well, a 2,000 pound star has landed in san francisco. aurum is latin for gold, and it's a new piece of public art next to the old mint in the south of market area. the 13 foot stainless steel sculpture was installed as a tribute to the gold rush. legacy at the mint. aurum will be lit up at night casting geometric patterns on the plaza between fifth and mint streets. it really is a cool site. there, and there's more new art in the city. this one in the mission district, the casa adelante housing complex is now home to a colorful new set of murals. the series is called make things new and it's made up of 4000ft■!s of paintings by san francisco artist lorraine garcia-nakata. she says she created the series to honor the people who live in the mission, and specifically those living in the affordable housing complex. >> they face a lot of challenges, and so i wanted to actually create something that was relaxing, that it was

the north bay, it's chilly. ukiah, cloverdale, santa rosa, sonoma, coming in in the 40s right now. so the forecast today is looking lovely. sunshine, no matter where you are close to 80 degrees inland today, the bay shoreline in the mid 70s. and then along the coast we'll go into the upper 60s. so the coast is looking lovely as well. totally sunny out there today. we'll find those temperatures nice and warm this afternoon as we head into the weekend, though, we do find cooler air moving in here overnight tonigh, partly cloudy skies and again a mixed bag of 40s and 50s on the board. let's show you future tracker. tomorrow we have partly cloudy skies. temperatures, though are still lovely. 70s and 80s for the most part. now saturday is going to be the warmer of the two days. this weekend you will notice a fair amount of cloud cover moving in ahead of that chance of showers on sunday, but nonetheless, ahead of that front, we're still pretty warm on sunday, though. those temperatures start to tumble and they'll go below average. you'll feel a cooler finish to the weekend and here's future weather getting a better picture of what to expect. it looks like this front will

error. >> number three, if you use one of these state owned bridges in the bay area for your commute, get ready to pay even more under a new proposal by 2030. tolls would rise to 1050 for fast track users and 1150 if you get an invoice. officials say they need the money to maintain the bridges. >> number four homeowners in moraga and orinda could soon be subject to some of the strictest defensible space rules in the country. the proposed rules would require people to uproot plants, take down wood fencing and remove all combustible material within five feet of structures. >> and number five in the accuweather forecast, our warm pattern does continue. sunshine everywhere. even along the coast. 70s and low 80s. later on this afternoon. >> and number six. it's a good ride across the bay bridge. in fact, there are no major trouble spots reported this morning on bay area freeways. >> and number seven, a new perk for amazon prime subscribers that could make your commute a little cheaper. you will now get a ten cent per gallon discount

to figure out how mice and rats are getting into homes. >> i've seen them dig through the lead flashing on on tile roofs. they dig through two by fours. they can they do dig under foundations. if there's foundations are shallow. all they need is this little small hole. a rodent can be that big, and it can squeeze through a small hole. >> when it comes to rodent control, the state is taking a tougher stance on rodenticides. >> it's important because our state was just allowing these poisons to be used without really evaluating them. >> since 2020, lisa owens and her nonprofit have worked with legislators to crack down on rat poisons that impact wildlife. >> it's designed to cause a rat or mouse to bleed to death, but unfortunately, it's also causing other animals to bleed to death. so it builds up in the body of the rat or mouse, and then a predator eats it like a hawk or an owl or something as large as a mountain lion, a bobcat.

is a nice looking forecast. upper 70s around the bay shoreline and even along the coast. get used to the sunshine is going to be bright along our entire coastline and warm with temperatures near 70 degrees. let's check in with frances with drive times. >> all right. we've got some easy driving conditions out there right now. still no major problems reported or accidents. so we'll start off in the south bay this time in san jose. this is headlights are on northbound 101. and that's 880 right across your screen. it's problem free all the way up the peninsula on 101. and if you're heading down there on a train, trains are reporting no delays on ace, bart and also caltrain. as we check out the ride on 880 through oakland, you'll see traffic is flowing well there past the coliseum and some drive times for you. the slow spot westbound 80 emeryville to san francisco is now 13 minutes, but as you continue the ride, san francisco to sfo, that's green at nine minutes. >> gloria francis, thank you so much. we are now just 12 days away from election day. a new wall street journal poll finds

vote we win. that will happen in georgia. bruce springsteen is performing. trump has rallies in arizona and nevada. perry russo, abc news, washington. >> there is a controversial measure on the ballot in south lake tahoe that could affect a lot of people right here in the bay area. if passed, it would create a tax for unoccupied homes that sit empty for more than 183 days a year. that's about six months. the first year would cost the homeowner $3,000, and it would go up to at least 6000. in the following years. >> some of the people we've talked to say, you know, if that's the way you want to treat me as a second homeowner in your community, i'm going to sell my home, and i'm going to go somewhere where i feel more welcome. >> we still believe they're a valuable part of our community. there's just a cost to having almost half of all homes sitting unoccupied for the majority of the year. >> the measure states that occupancy does not have to be 183 consecutive days. renters and guests would also count towards that total.

>> in the south bay, a group of voters is calling on a san jose police sergeant who is also running for city council to drop out of the race. tam truong is under investigation for fraud and wage theft. truong has been on administrative leave and has had his officer certification temporarily suspended. he's charged with grand theft for allegedly using his position as a cop to defraud mortgage companies of more than half $1 million. the private security firm he owns was also sued over alleged wage theft. >> how can we let someone with this disgraceful history seek a position of power? >> his pending criminal case will make it impossible for him to effectively represent his 100,000 constituents in district eight. >> truong's campaign office sent us a statement saying this is a political ploy. despite the allegations and loss of endorsements, including from mayor matt mehan, truong is staying in the race.

>> happening today, work at the san francisco superior courthouse may be coming to a halt. nearly 200 courthouse clerks are on strike. abc seven news reporter lena howland is live at the hall of justice. and, lena, i understand the picketing just started. is that right? >> yeah. gloria. that's right. only in the past 30 minutes. more courtroom clerks have shown up here to the hall of justice and only in the past few minutes, as you can see behind me here, it appears as though their picket line is just starting here around the hall of justice. this comes just two weeks after the union representing the san francisco court clerks voted to authorize a strike of about 200 employees. in that time, union negotiators still haven't been able to reach a deal with court management, saying they have refused to negotiate in good faith. they say staffing, technology and training issues have led to a backlog in these courts delaying both civil and criminal cases and causing more than 70

misdemeanor cases to be thrown out. and because of this staffing shortage, they tell us defendants are sitting in county jail longer than they should have to. and victims and their families are waiting longer than they should have to for their day in court. keep in mind, this is all happening as the high profile many trial for the death of cash app founder bob lee is in the middle of its second week here at the hall of justice, and this courthouse handles both criminal and civil divisions. the union believes this strike has the possibility of halting trials and delaying hearings on everything from felonies to traffic violations, proceedings for divorces and child custody cases. we have reached out to courthouse officials to see what the impact of today's strike will be, and if anything inside has been canceled, we are still waiting to hear back at this hour. live in san francisco lena howland, abc seven news. >> all right. thanks, lena. and we have a traffic alert. the

metering lights at the bay bridge toll plaza have just been turned on, so we're going to see a backup start to grow at the tolls. right now, the drive time from highway four to san francisco is 38 minutes. >> an update to a story we've been following a lawsuit filed by bart workers who lost their jobs over a covid vaccine mandate. a federal jury has sided with the fired workers. there are six of them total in the lawsuit, and each will receive more than $1 million. the workers argued bart did not accommodate the religious vaccine exemptions. bart has not commented on yesterday's decision. we're learning about a possible powerful new weapon that could have a major impact on the ongoing fentanyl crisis. researchers at the lawrence livermore lab say they developed a new drug that could bring users back from a potential overdose quickly and more effectively than ever before. the drug is called subutex. researchers say it binds directly to the opioid, which then neutralizes it and allows it to be flushed out of the body faster. in non-human tests, they say, it cuts specific recovery

this was going to be a watershed case. mitali jain is the director of the tech justice law project and one of the attorneys representing garcia. it moves us from talking about the harms of social media to talking about the harms of generative ai. and she says, unlike social media companies, she thinks it's hard for ai companies to relinquish responsibility when we're talking about generative ai and we're talking about effectively, chatbots that are being fueled by the company's own llm and algorithms, it becomes much harder to say that this is third party content for which they're not responsible. the lawsuit, filed yesterday claims character technologies was reckless by offering minors access to lifelike companions without proper safeguards. character i posted a statement online saying we are heartbroken by the tragic loss of one of our users and want to express our deepest
