year's election. >> change on the way for one of the east bay's most congested corridors. the plans to improve interstate 680 and when drivers will see the difference. >> and a live look outside rain overnight in parts of the bay area means wet roads for your morning commute. it's something we haven't seen in quite some time, and it does make everything a little spooky. >> dooky on this october 31st happy halloween! >> yeah. >> and we will begin with a check of the weather i heard last night santa called it a cauldron of clouds. >> a cauldron of clouds. it's exactly what we had in the cauldron filled up with water. this morning because i had a wet drive into work. but the rain is tapering off right now, as you can see on live doppler seven and the radar, the and the satellite, the frontal system that brought us the rainfall is pushing through the bay area right now. so there's still there's still some little pockets of light rain, but the steadier rainfall has pretty much ended. and you can see that behind that front we're going to get drier weather and some brighter weather as the day goes on. right now, though, we're looking at temperature readings

on the cool side, seasonably cool generally in the low to mid 50s all across the bay area except up north where it's quite a bit cooler. currently. currently 44 at cloverdale, 45 at santa rosa. so the north bay lives up to its usual fashion of being a little chillier than the rest of the bay area. right now we're looking at our forecast headlines today, increasing sunshine. so this halloween weather will be more of a treat than a trick. and that that pattern will carry into the nighttime hours as the trick or treaters go out. we expect dry conditions. it'll be a little bit on the chilly side, but certainly pleasantly dry. and then tomorrow evening into saturday morning, our next round of rain will be pushing through. i'll give you a closer look at that a little bit later, but right now we'll check on traffic with frances. good morning. >> good morning spencer. morning, everyone. it is a bit of a tricky ride out there with the slippery roads. and also there is a sig alert, a traffic alert in foster city. so it's going to be tough for commuters to get around foster city. there's a car fire that has all lanes shut down eastbound 92. you're taken right off at foster

city boulevard, and then you can get right back on. so if you are headed to the san mateo bridge, you will be able to get through. and right now, as we show you live shot of the san mateo bridge, westbound traffic on the right looks good from the toll plaza to foster city is only 11 minutes. and you see that eastbound traffic making its way across the span past that car fire. it's also a spooktacular ride across the bay bridge right now. no problems getting into san francisco. amanda. all right. frances. >> thank you. keeping our attention on your drive. if your commute takes you along interstate 680, in the east bay, you already know how congested it gets. and today could be the first step in easing that congestion. abc seven news reporter lena howland is live in san ramon. with how new federal funding will help implement a first of its kind technology to tackle the commute. lena. >> amanda. for folks living out here in the east bay, it is no surprise the 680 corridor is one of the top five most congested areas in the bay, and because this area can no longer build its way out of the problem, they

are turning to tech. this afternoon, speaker emerita nancy pelosi and congress member mark desaulnier are expected to announce a $166 million grant aimed at easing congestion on 680. it's money coming from the national infrastructure project assistance grant program, known as mega, which falls under president biden's infrastructure investment and jobs act. the contra costa transportation authority says part of the money will cover new state of the art ramp metering technology. it will use real time traffic data to instantly change ramp metering timing, so it can adjust to the traffic conditions along 680, and to coordinate all ramps together. >> we actually will know the exact traffic or occupancy in each lane. and so by really knowing exactly where those gaps exist in the highway, we can actually strategically let people get into the corridor >> they will also study travel

behavior to better understand when or why commuters would consider alternative forms of transportation, such as public transit. one idea is to allow busses to drive on outside emergency lanes during commute hours to bypass traffic. this project is expected to take about two years to design, then followed by construction. the goal is to have it finished by 2028. live in san ramon, lena howland, abc seven news. >> and now we go to an attack on board a united airlines flight out of san francisco under federal investigation. abc seven news reporter j.r. stone spoke with the person who was on that plane and witnessed the attack. she says the victim is deaf and nonverbal. >> the next thing i know, i just hear the this just these sort of blood curdling screams. >> sandhya gupta is describing the moment she woke up two hours into her united airlines flight from sfo to washington dulles airport on monday. in the row in

front of her, she could see one passenger attacking another. >> he was just very violently and very aggressively just pummeling the guy who was in the window seat in front of me. it was it was vicious. this wasn't like a bar room. i'm going to throw a couple of punches around. i mean, this was this was vicious. >> the fbi says the suspect, everett chad nelson, had just gone to the bathroom and was walking back to his seat when he attacked the victim, who was sound asleep in a random row, not his. another passenger jumped in to help. basically. >> kind of like wrapped this guy and sort of like a hug. and the assailant just. it was the weirdest thing. he just went limp. this doctor is basically just, like, trying to, like, stop the bleeding. i mean, his face was just a mess. it was awful. there was blood spatter on the on the window shade and

all that kind of stuff. >> it was then that gupta says they learned that the victim couldn't hear or speak when he was trying to communicate with us in sign language. >> that's when we realized that he was deaf and nonverbal. >> that victim was communicating with the united flight crew by phone messages, according to sandhya. >> he also just kept texting. i'm so scared. it was just awful. >> gupta says some of those texts describe flight attendants saying that the suspect had claimed the victim attacked him in the street earlier, but that victim wrote that he had never seen the man before in his life. a suspect was arrested shortly after the plane landed at dulles and is still in jail. at last check, the victim, who was being treated by the doctor on board was okay, but physically and mentally shaken over what happened. j.r stone abc seven news. >> the san jose city council has rejected embattled council member omar torres's request for a 30 day leave of absence. torres made the request citing

mental health issues tied to an ongoing investigation he's accused of sending sexually explicit text messages to a minor, and yesterday the santa clara county democratic party joined the growing calls for his resignation. their statement reads, in part, quote, council member torres admitted conduct has rendered him unable to represent and serve his constituents and disqualifies him from continued service on the city council. we join other community leaders in calling on council member torres to resign. now it's your voice, your vote and a sprint to the finish in the race for the white house. >> with just five days to go. vice president kamala harris and former president trump focusing on battleground states today. >> both campaigns plan to visit nevada. trump also expected to make a stop in new mexico. the former president took time yesterday to highlight a comment made by president biden during his stop in green bay, wisconsin. he arrived to a rally riding in a garbage truck, an obvious dig at the president's statement where he appears to

experiencing temperature readings right now in the low to mid 50s. it will get a little bit milder as we get later into the day. skies will get brighter as the rain winds down and the front sweeps out of here. we'll see mostly sunny skies by afternoon. high temperatures up to about 60 at half moon bay and along many coastal locations. 64 here in san francisco and mid 60s generally around the bay shoreline up in the north bay. a similar range of highs 63. napa 66 to santa rosa. over in the inland east bay. we'll see mid to upper 60s down in the south bay 68 in san jose. forecast animation for the remainder of the day shows again, partly to mostly sunny skies in the afternoon hours, but going into the evening we'll see a little bit of an increase in clouds, just to add a little bit of a ghoulish aspect to the trick or treating hours. reggie aqui spencer. >> thank you. a major misstep by the dmv, at least for people living in san francisco. coming up, the quote, intolerable term that has made it onto some driver's licenses. >> and in san francisco, former 40 niners quarterback colin kaepernick is opening up about

our colin kaepernick says his experience being shunned by the nfl inspired his new business venture. kaepernick spoke about his silent sideline protest in 2016 at the techcrunch disrupt conference in san francisco. he's promoting his ai driven storytelling storytelling platform called lumi, which is meant to help others tell their stories. >> where we're focused is how do we enable stories? and that may come from ai assistance. it may come directly from users. >> nfl quarterback kaepernick says he was inspired by his experience taking a knee during the national anthem to protest police brutality, saying he lost control of his own narrative at that time. now, the latest on efforts to bring two chinese

pandas to the san francisco zoo, the chronicle reports the zoo is close to its goal of $20 million in donor commitments needed to build an enclosure for the pandas. chinese wildlife officials are working with the zoo to bring the pandas to san francisco next year, and the ceo of the san francisco zoological society says they may end up remodeling an older habitat to house the pandas instead of building a new structure, which would cost more. >> well, san francisco san franciscans have so much pride for their city and some strong feelings about what to call it. so when the tourists say san fran, we roll our eyes, putting the despised nickname right on our driver's licenses was a bridge too far for one local lawmaker? >> abc seven news reporter tara campbell breaks down the san fran slide, showing up at ids and the fight to fix it. >> it is not san fran, it is san francisco state senator scott wiener calling out the dmv for issuing a series of driver's licenses to san franciscans,

listing the city of residence as san fran for any self-respecting san franciscan that does not make the cut in this letter, wiener asking the dmv to stop using what he describes as an intolerable term. >> don't be a tourist and don't make us residents and denizens be tourists either. >> it doesn't sound good. it kind of bothers me. i think it's an insult to the great tradition of san francisco. you might as well just say frisco. if you were going to go that way. >> in fact, that's one of the state senator's suggestions, listing some alternatives for the dmv, including sf, the city, the city by the bay, and the best city in the world. >> trying to make a little bit of light of it and have some fun with it, while also conveying that this needs to be corrected. and i'm confident it will be corrected. >> in a statement, the dmv saying, quote, we're aware that a city abbreviation issue occurred recently for a relatively small number of customers during a short time frame. we have already made a

type it as i type it, right? >> i say the city, but yeah, but i type sf, right? >> we say sfo. that's a little different. >> yeah, but not san fran. >> i think that's not how confusing this is. so san francisco on the on the license for sure. okay. >> well in sf oh how rainy has been this morning. we've got wet weather across the bay area. as we said, we would have a frontal system moving through with rain was fairly steady during the early morning hours in some locations, but it's winding down a bit now, and most reporting stations right now just saying cloudy and calm, which is exactly the picture in fact, some places are partly clear already here in the city, for example, it's 53 degrees 54. in oakland, a mid to upper 50s generally in hayward, san jose, redwood city and half moon bay. here's a view in emeryville and you can see does not appear to be rainy there right now. 45 degrees up north at santa rosa, petaluma, 48. 50 in napa. low 50s at fairfield, concord and livermore. let's move along and

take a look at our forecast headlines. today will bring increasing sunshine. skies are clearing already in fact. so that's good news for trick or treaters halloween is shaping up to be a nice day and a nice evening as well. no tricks. all treats weather wise. but tomorrow into saturday, late tomorrow i should say into saturday morning. we will have our next round of rain sweeping through the bay area. high temperatures this afternoon uh- i would say seasonably mild mid 60s around the bay shoreline. mid to upper 60s generally in our inland areas. not a very wide range of temperatures. we're talking maybe 64 to about 68 degrees generally as our high temperatures in the afternoon hours and our halloween weather day planner looks like this. we'll have again brighter skies going into the midday and afternoon hours. good news for early trick or treaters and then into the evening as it gets darker. we'll still have just partly cloudy skies, temperatures dropping into the temperatures dropping into the upper 50s in the accuweather seven day forecast shows our next round of rain arriving friday night. continuing into saturday morning, and then we'll

some rainfall. it's a good thing people aren't trick or treating at this hour, but that rain is moving out here right now, giving way to drier conditions. partly cloudy skies. the wind is calm, so there's no wind chill effect right now, but it is chilly up in the north bay, where current temperature readings range from mid to upper 40s. generally, most of the remainder of the bay area has temperatures in the mid 50s right now, so it's seasonally mild. and going into the afternoon hours we'll have a lot more sunshine, which is good news for trick or treaters. you may not need the jacket if you're trick or treating in the late afternoon, because temperatures will be mainly in the 60s, then it will get chillier, of course, going into the nighttime hours. so look for highs of 64 in san francisco today, mid 60s right around the bay shoreline down to the south bay 68 in san jose, inland east bay, upper 60s as well up in the north bay. we'll still have highs in the 60s, but the low to mid 60s generally. and as we look ahead with the accuweather seven day forecast tomorrow, rain arrives tomorrow night, friday night into saturday morning. so another round of wet weather is coming. our way. but we'll start drying out under dry and windy conditions on sunday

and then going into early next week we'll have milder weather. francis good morning. >> good morning spencer. it's been a scary and slippery ride out there with quite a few accidents. and there's a big problem in foster city. this is the one we're tracking right now. it's a big rig earlier, big rig fire that has all lanes shut down of eastbound 92 just before foster city boulevard. all traffic has taken off. you can see it's slow approaching the scene, and you can get right back on foster city boulevard on ramp to continue your ride across the san mateo bridge. it's also starting to fill in on the westbound 80 ride through emeryville here for headlights moving towards the bay bridge toll plaza. highway four to san francisco right now, 34 minutes and we'll check out the ride in the south bay. this is 101 for headlights moving northbound up the peninsula. it's fine right now. that's 880 right across your screen. and an accident was reported northbound 85 at the almaden expressway. amanda. all right. >> thanks, francis. five days and counting to election day. both candidates head west today for rallies in nevada, arizona and new mexico. abc news reporter perry russom has a look at where both campaigns stand in

the final days of the 2024 election. >> former president trump doubling down on calling himself a protector of women even after he says his campaign advisers told him not to. >> they said, sir, i just think it's inappropriate for you to say, pay these guys a lot of money. can you believe it? i said, well, i'm going to do it. whether the women like it or not, i'm going to protect them. >> trump, also addressing reports that he promised control of public health agencies to robert f kennedy jr, who is an anti-vaccine activist. he's going to be with us and he's going to make sure our food is safe. >> our people are safe. our women are safe. vice president kamala harris responding, saying putting an anti-abortion conspiracy theorist in charge of our public health agencies says everything you need to know about how donald trump would govern trump with a photo op dressing as a sanitation worker, joe biden, to make that statement. it's really a disgrace. >> trump slamming president biden for appearing to call his supporters garbage. biden says he misspoke and was referring to

the comic at trump's rally. who called puerto rico a floating island of garbage. harris going one on one with abc's mary bruc. >> my highest priority is to bring down prices and bring down costs. that is one of the biggest issues that is affecting the american people. i've been traveling the country. they know the price of groceries is still too high. i know it's still too high. bringing down the cost of housing, bringing down taxes for middle class families so they can not just get by but get ahead. those are my highest priorities. >> and harris was asked about the possibility of becoming the first female president in u.s. history. she says she does not expect anybody to vote for her because of her race or her gender. she says she wants to earn their vote with a plan to make their life better. perry russom, abc news, washington facing a growing budget deficit, the oakland unified school district is once again considering potentially closing schools. >> the superintendent is going to present options to the board of education at a meeting in two weeks. currently, the district says it's dealing with a $79 million deficit with enrollment

expected to drop in the coming years. the district is weighing closures and looking at mergers. happening today, an announcement that could have a big impact on your commute. congressmembers nancy pelosi and mark desaulnier are set to give more details about a $166 million grant to make major improvements on interstate 680, in the east bay. abc seven news reporter lena howland is live in san ramon. lena. a major component of this project is tech. >> reggie. that's right. and it's new technology that monitors traffic in real time. we're talking about a first of its kind tool that could instantly change ramp metering, timing and adjust the traffic on the road. now, the contra costa county transportation authority says by knowing the exact traffic in each lane and where the gaps exist on the highway, they can strategically let people into the corridor to fill gaps at the right time. they say 680 is one of the top five congested corridors in the bay area, with traffic back to

pre-pandemic levels. this project was newly awarded $166 million from the national infrastructure project assistance grant program, known as mega. mega falls under president biden's infrastructure investment and jobs act. congressman mark desaulnier, who represents part of contra costa county, spoke to u.s. transportation secretary pete buttigieg to help secure the funding. >> we're using smart technology. we're connecting to all the street lights all through the corridor so the system management can be smarter about moving people through the corridor and reducing our pollution and our carbon impact. >> they will also study commuters habits and determine when and why commuters choose alternative forms of transportation like public transit. but this project will not happen overnight. that the transit authority tells us that the design phase of this project will take about two years before construction, and the goal is to

company is partially responsible for a car crash that left the child with permanent injuries. bastian michel was hit by a car while he was supposed to be in a tutoring session at kumon in willow glen. court documents show bastian went missing an hour into the session. another hour passed before the child's mother arrived. bastian was found next to the center, suffering from severe injuries. now the family is suing the driver and suing kumon for negligence. >> what happened to bastian? on june 24th should never have happened to him or any child. >> kumon had a responsibility to take due care to ensure he returned to his parents safely. >> as part of this lawsuit, the michelle's want kumon to put in more protections like sign out sheets and updated training for staff. kumon america told us student safety is the most important thing to them, and they would address the lawsuit in court. now it's time for our abc seven mornings advancer our way of highlighting some things happening in the day ahead here in the bay area.

>> first, a vigil will be held this afternoon to honor those who died while being held in immigrant detention centers here in california. local immigrant justice organizations and faith leaders are organizing today's event. they're calling for the closure of all six immigration and customs enforcement detention centers across the state. 19 people have died in those centers since 2012. the aclu says independent medical experts found that 95% of deaths in immigrant detention centers are preventable. today's vigil will take place at the ice field office in san francisco. >> san francisco will host a halloween party and its entertainment zone tonight. several downtown bars and restaurants will take part in nightmare on front street, which will feature live music, horror movie screenings, costume contests and more. it's part of the recently launched entertainment zone initiative to help revive downtown. the entertainment zone designation allows bars and restaurants to sell alcohol on the street. the celebration takes place on front street between sacramento and

we see the backup grow right now, the drive time westbound 80 from highway four to san francisco is 40 minutes. and the roads have been a little scary. and slippery out there, so give yourself a little extra time. this morning. go go go >> you might remember this scary caught on camera moment during san francisco's fleet week. a u.s. navy parachutist landed right on top of a 17 year old girl. at the time, we didn't know how badly hurt she was. now we are hearing from the family about this incident and what they're asking of the u.s. navy. abc seven news reporter luz pena spoke to the family's attorney about the incident and the victim's road to recovery. >> this is the moment 17 year old mia de guzman recorded in

amazement, staring at the sky as a navy officer on a parachute flew over the crowd. seconds later, her life would change forever. >> crash landed into her and her mom, and his helmet actually hit the mom in the head. he landed on top of mia. >> a moment of awe quickly turning into agony. her mom suffering a concussion. 17 year old mia rushed to the hospital with serious injuries. >> she sustained pelvic fractures and it sounds like the hope is that she will be able to walk without a limp and it's not going to impede her growing. her mom's concern is that, well, will she be able to have kids? naturally. and the doctors don't know that that will be possible unless they take the pins and screws out because it's holding her pelvis in place. >> several weeks after the crash, we're learning more details about the family. mia had just arrived to the u.s. two days prior to the crash, her

parents bringing her to the u.s. from the philippines. >> the parents, as a celebration, took them to see the blue angels. so she had no insurance yet she had literally just came. didn't even fully unpack her bags yet. and then this happened. >> mia was set to start high school, but instead she's in the process of learning to walk again. is the family planning to sue the navy? >> so our goal is not to sue. they contacted an attorney because they really didn't know how to get in touch with the navy. step two is to make sure that this young woman has her medical bills covered and isn't starting her adult life in debt, and is just fully compensated for everything that she'll need. >> in a statement, the navy saying in part, the navy is conducting several investigations into the incident and taking the necessary steps to ensure the highest level of safety at future events. the navy parachute team paused scheduled demonstrations to conduct this review of procedures in san francisco. luz

the biggest airlines are partnering with the state to accelerate the use of sustainable aviation fuels, or saf, for short. it costs about 2 to 3 times more than jet fuel right now, but officials say travelers flying in the state should not expect to pay more. >> we've seen airlines in california increase the amount and availability of sustainable aviation fuel they're using today, and so they expect to do that. and what you've seen uh- in the years since the pandemic is that airfares, on average, are actually been decreasing. so what the consumers expect from airlines is consistently low fares and that's what they continue to get. >> the agreement would increase use of saf by an additional 200 million gallons by 2035. that's ten times higher than current levels. well, much more to come. at 6 a.m, southwest announces red eye flights out of sfo, including the longest route the airline will offer. >> waymo is getting competition. amazon's self-driving cars will soon be hitting bay area roads.
