make your commute easier. the changes being planned and how technology will play a critical role. >> and back to that live. look outside. oh not live. actually, we know that we saw some damp roads overnight for the morning drive. but spencer says you won't need an umbrella for trick or treating. this is obviously not the right video for that. >> no, i think they switched it. they switched it. >> but coming in from the south bay are wet roads everywhere. it wasn't raining though. actively? no. >> i drove through some fairly steady rain from the east bay on 580 coming into the city. but once it got into the city, got lighter and lighter. but yeah, my wipers on the whole way. so. but it's winding down, so that's good news for trick or treaters. so here we go. looking at satellite radar composite image. you can see the cold front. you can see a clear outline of it. it's swept pretty much out of the bay area now moving over into the central valley. there still some isolated trailing showers, mainly up in the north bay, but we are going to have a day of increasingly bright and bright and dry conditions, bright skies and dry conditions right now. we're looking at

temperatures up in the north bay that are in the chilly range, mid to upper 40s for the most part, and then as you get south of the golden gate over into the east bay and down into the peninsula, you see temperature readings right now generally in the mid 50s. so a little milder as you go southward. these are our forecast headlines into the afternoon. we'll see increasing sunshine halloween tonight. no treat no tricks. rather all treats. it's going to be nice pleasant weather for trick or treaters especially in the late afternoon and early evening. then tomorrow evening into saturday morning, our next round of rain will be moving through. but for today, no rain. certainly not in the afternoon hours. high temperatures will range from 60 at the coast to mid 60s around the bay to upper 60s elsewhere. good morning frances. how's the traffic? >> good morning spencer. well, it could be monstrous out there for a couple of big rig accidents, actually. so one is on the peninsula. heads up. this is an earlier big rig fire on. all traffic is being taken off eastbound 92, right before foster city boulevard. and then you get right back on to get on

to the san mateo bridge. but you can see traffic very heavy approaching the scene. there's also a new big rig problem reported northbound 17 before the big moody curve, and apparently it's on its side and it is visible from the southbound side. and that's why traffic is slowing right now in the southbound direction. here's a live look, though, in san jose at 280 and highway 17. so you see, 17 is problem free once you get past that accident. and headlights are on northbound to 80. also, bart is running on slower speeds due to wet weather, but reporting no delays, and the bay bridge toll plaza backup growing now towards west grand drive time. highway four to san francisco is 45 minutes. reggie. >> thanks, francis. if your commute takes you along interstate 680 in the east bay, you already know how congested it can get. well, today could be the first step in easing that. abc seven news reporter lena howland live in san ramon. with how new federal funding will help implement first of its kind technology to tackle the commut. >> reggie. for folks living out here in the east bay, it is no

surprise that the 680 corridor is one of the top five most congested parts of the bay area. and because this area could no longer build its way out of the problem, they are turning to tech. this afternoon, speaker emeritus nancy pelosi and congress member mark desaulnier are expected to announce a $166 million grant aimed at easing congestion on 680. it's money coming from the national infrastructure project assistance grant program, known as mega, which falls under president biden's infrastructure investment and jobs act. the contra costa transportation authority says part of the money will cover new state of the art ramp metering technology. it will use real time traffic data to instantly change ramp metering, ramp metering timing so it can adjust to the traffic conditions along 680 and to coordinate all ramps together. >> we actually will know the exact traffic or occupancy in each lane, and so by really

knowing exactly where those gaps exist in the highway, we can actually strategically let people get into the corridor. >> they will also study travel behavior to better understand when or why commuters would consider alternative forms of transportation, like public transit. one idea is to allow busses to drive on outside emergency lanes during commute hours to bypass traffic. this project is expected to take two years to design before construction even begins. the goal is to have this project complete by 2028. live in san ramon lena howland, abc seven news. >> all right, lena, thank you. the san jose city council has rejected embattled councilmember omar torres's request for a 30 day leave of absence. torres made the request, citing mental health issues tied to an ongoing investigation. he's accused of sending sexually explicit text messages to a minor. yesterday, the santa clara county democratic party joined the growing calls for his

started the day with rainfall, which is moving out of the bay area right now. as that cold front that brought us the rain is sweeping over into the eastern part of the state. but behind that front we have rather chilly conditions this morning. current temperature readings across the north bay are generally in the 40s, mid to upper 40s. as you get south of the golden gate, you see some temperatures right now in the 50s down in the peninsula, mid 50s from the east bay over into the inland east bay, where we have low 50s. and as we get to the afternoon hours, of course it will be warming up. the south bay will be well, south bay and the inland east bay will both be our warmest regions, with highs up to 68 at san jose over in the east bay inland east bay 68 at concord, 67. livermore right around the bay shoreline. look for highs in the mid 60s today and up in the north bay we'll see low to mid 60s as well. moving along to the halloween uh- day planner, you can see that this morning. we still have some isolated showers, but they're winding down. but from noon into the late afternoon we'll have increasing sunshine temperatures getting a little bit milder as we get into the late afternoon. nice conditions for trick or treaters. nothing

investigation. abc seven news reporter j.r stone spoke with the person who was on that plane and witnessed this attack. she says the victim is deaf and nonverbal. >> the next thing i know, i just hear the this just these sort of bloodcurdling screams. >> sandhya gupta is describing the moment she woke up two hours into her united airlines flight from sfo to washington dulles airport on monday. in the row in front of her, she could see one passenger attacking another. >> he was just very violently and very aggressively just pummeling the guy who was in the window seat in front of me. it was it was vicious. this wasn't like a barroom. i'm going to throw a couple of punches around. i mean, this was this was vicious. >> the fbi says the suspect, everett chad nelson, had just

gone to the bathroom and was walking back to his seat when he attacked the victim, who was sound asleep in a random row, not his. another passenger jumped in to help. >> basically, kind of like wrapped this guy and sort of like a hug. and the assailant just. it was the weirdest thing. he just went limp. this doctor is basically just, like, trying to, like, stop the bleeding. i mean, his face was just a mess. it was awful. there was blood spatter on the on the window shade and all that kind of stuff. >> it was then that gupta says they learned that the victim couldn't hear or speak when he was trying to communicate with us in sign language. >> that's when we realized that he was deaf and nonverbal. >> that victim was communicating with the united flight crew by phone messages, according to sandhya. >> he also just kept texting. i'm so scared. it was just awful. >> gupta says some of those texts describe flight attendants saying that the suspect had

claimed the victim attacked him in the street earlier, but that victim wrote that he had never seen the man before in his life. the suspect was arrested shortly after the plane landed at dulles and is still in jail at last check. the victim, who was being treated by the doctor on board was okay, but physically and mentally shaken over what happened. j.r. stone abc seven news. >> former 49 san francisco 40 niners. quarterback colin kaepernick says his experience being shunned by the nfl inspired his new business venture. kaepernick spoke about his silent sideline protest in 2016 at the techcrunch disrupt conference in san francisco. he's promoting his ai driven storytelling storytelling platform called lumi, which is meant to help others tell their stories. >> where we're focused is how do we enable stories? and that may come from ai assistants. it may come directly from users. >> kaepernick says he was inspired by his experience

taking a knee during the national anthem to protest police brutality, saying he lost control of his own narrative at that time. now, the latest on efforts to bring two chinese pandas to the san francisco zoo. the chronicle reports the zoo is close to its goal of $20 million in donor commitments needed to build an enclosure for the pandas. chinese wildlife officials are working with the zoo to bring the pandas to san francisco next year. the ceo of the san francisco zoological society says they may remodel an older habitat to house the pandas instead of building a new structure, which would cost more. southwest airlines is expanding service, and it includes new flights out of the bay area, starting in june. southwest will start flying red eye flights from sfo to nashville and to baltimore. hurrah! my mom lives in baltimore. i've been waiting for this. that baltimore flight will become the airline's longest mainland u.s. route. southwest is also adding a red eye from san jose mineta international airport to baltimore. these

>> such a scary situation during fleet week, a u.s. navy parachutist landed right on top of a 17 year old girl, hurting her severely. now we're learning more about that girl. her name is mia. she was rushed to the hospital with serious pelvic fractures. in fact, she had to have surgery that left her with pins and screws holding her pelvis in place. and it may impact her ability to have kids. on top of that, her family's attorney says mia had only just moved to the u.s. two days before parents as a celebration took them to see the blue angels. >> so she had no insurance yet she had literally just came, didn't even fully unpack her bags yet, and then this happene. >> mia is now learning to walk again. her family says that they don't want to sue. they have contacted a lawyer because they said they didn't know how to reach the navy, and they're

trying to get their medical bills paid. in a statement, the navy said that they are investigating the incident. the parents of a seven year old san jose boy are suing a tutoring company. >> they say the company is partially responsible for a car crash that left the child with permanent injuries. bastian michelle was hit by a car while he was supposed to be in a tutoring session at kumon in willow glen. court documents show bastian went missing an hour into the session. another hour passed before the child's mother arrived. bastian was found next to the center, suffering from severe injuries. now the family is suing the driver and suing kumon for negligence. >> what happened to bastian on june 24th should never have happened to him or any child. >> kumon had a responsibility to take due care to ensure he returned to his parents safely. >> as part of the lawsuit, the michelle's want kumon to put in more protections like sign out sheets and updated training for staff. kumon america told us

student safety is the most important thing to them, and they address the lawsuit in court. >> santa clara county has a new fire station to serve the los gatos mountain communities. the redwood fire station replaces existing facilities which serve the area for the past 45 years. county officials say the fire station excuse me was due for an upgrade because of development in the mountain communities, increased traffic and the growing risk of wildfires. >> the replaced redwood fire station footprint went from being two very outdated, older, quaint modular buildings. it's a nice way of saying it to the modern two story building. you see before you today. >> the new station has been in the works for about eight years and includes a gym and private, gender neutral dorms and restrooms. as well as up to date decontamination showers and turn out extractor. i don't know what that is. i'm just gonna be

honest with you. but good luck with that turnout extractor. now it's time for our abc seven mornings advance. it's our way of highlighting some things happening in the day ahead here in the bay area. >> first, a vigil will be held this afternoon to honor those who have died while being held in immigrant detention centers here in california. local immigrant justice organizations and faith leaders are organizing today's event, and they're calling for the closure of all six immigration and customs enforcement detention centers across the state. 19 people have died in those centers since 2012. the aclu says independent medical experts found that 95% of deaths in immigrant detention centers are preventable. today's vigil will take place at the ice field office in san francisco, and san francisco will host a halloween party in its entertainment zone tonight. several downtown bars and restaurants will take part in nightmare on front street, which will feature live music, horror movie screenings, costume contests and more. it's all part of the recently launched entertainment zone initiative to help revive downtown. the

entertainment zone designation allows for bars and restaurants to sell alcohol to be consumed on the street. the celebration takes place on front street between sacramento and california from 2 to 10 p.m. three front street businesses schroders, harrington's and the royal exchange, will be permitted to sell alcoholic beverages to go. >> waymo is getting some competition. amazon's self-driving cars will soon be hitting the roads. >> plus, a major tech setback as sf based dropbox announces a major cut to their workforce. and you are looking live at the big board at the new york stock exchange. we're down about 159 points. another update on how the markets are doing next. but first, here's spencer. okay, amanda. >> our halloween morning weather is becoming drier, or at least less wet, as the frontal system that brought us the early morning rain is sweeping eastward out of the bay area, and so are the showers going with it. right now we're looking at temperature readings generally in the mid to upper 40s up in the north bay, which has been pretty chilly all morning long. most other areas

francisco. >> now it's your morning money report. san francisco based dropbox announced it is cutting its workforce by 20%. the san francisco chronicle reports that this will impact more than 500 jobs. dropbox already cut 500 jobs last year and will relinquish part of its headquarters. the company's ceo stated that this is part of the company's transitional period. dropbox will provide free job placement services and allow affected employees to keep their company devices. taking a live look at the new york stock exchange as trading gets underway, this morning, we are down about 200 points. >> chipotle is finally redeeming itself after customers called out the restaurant chain for its inconsistent portions. frustrated customers posted their meals and accused the company of giving smaller portions. a wells fargo analyst even went so far as to individually raise weight 75 chipotle bowls to prove the inconsistency. chipotle ceo scott boatright says that problem stores have been identified and customers report

being much happier with portion sizes. san franciscans have so much pride for their city and some strong feelings about what to call it. when the tourists say san fran, we all roll our eyes. >> but what is going on with the dmv? because one lawmaker says this is a bridge too far. when they are calling us san fran on our licenses. abc seven news reporter tara campbell breaks down the san fran slight and the fight to fix it. >> it is not san fran. it is san francisco. >> state senator scott wiener calling out the dmv for issuing a series of driver's licenses to san franciscans, listing the city of residence as san fran for any self-respecting san franciscan that does not make the cut. in this letter, wiener asking the dmv to stop using what he describes as an intolerable term. >> don't be a tourist, and don't make us residents and denizens be tourists either. it doesn't sound good. it kind of bothers me. i think it's an insult to
