presidential election. i've not seen an ad for a car or cereal or anything else in weeks. >> and seeing the election from swing states, people living in battleground states say they've been bombarded by ads, rallies and people aggressively canvasing ahead of tuesday's election. >> and as we exit october and approach election day, remember daylight saving time is coming to an end this weekend. so we fall back good. which is good, right? >> i yeah, we get that extra hour of sleep, but i like it. it's controversial. >> i know it's dark early but that works for this shift, right. yeah. yeah. and if you're up now then it works for you on this friday, november 1st. i'm sorry, but your rent is due also. yeah. >> that time of the month. how's it looking, spence? >> well, we've got some rain coming our way again, but at least we got through halloween, right? with a fairly decent weather. and we're going to start this day with a calm weather as well. looking at satellite radar composite image, you see a lot of clear sky ther,

but clouds are on the way as is a little bit of rain, maybe more than a little bit of rainfall. but right now, current conditions are really calm. wind speeds are generally under eight miles per hour. it is chillier this morning, however, than this time yesterday. in fact, 7 or 8 or even more uh- degrees cooler than at this time yesterday. across the bay area. right now it's 51 at san rafael, 50 in san francisco, 47 in oakland. many locations in the inland east bay are in the low 40s. check this out. napa only 39 degrees right now, so it's quite chilly in some north bay locations. as we look ahead, though, these are forecast headlines today. rain arrives in the late afternoon tomorrow. rainy in the morning, but breezy in the evening. in fact, it's going to get windy as a matter of fact, with warmer conditions and fire danger increased fire danger by sunday. i'll have more on that a little bit later, but right now, let's check out what's happening with traffic with francis spencer. >> good morning everyone. we've had quite a few accidents reported early this morning and even some injury crashes. even a few cars that ran into light poles or power poles. so we'll

start off with the maps and show you what are a couple trouble spots right now. both of them are on 880 northbound 880. before maori. there's an injury crash only the right lane is open and you can see traffic is backing up as you head towards that scene. and then as you move on further northbound 880 at tennyson, there's an overturned crash. this one. hopefully they'll clear to the right hand side and hopefully it won't cause too many delays. also, ace train number one is stopped right now near lathrop. manteca. due to some switching problems. it's already running about a half hour late, but bart and caltrain reporting no delays. and we'll show you a live shot of the golden gate bridge. there's a new injury crash just reported as well. southbound 101 at lincoln. and we'll keep you posted on that, too. reggie. thank you. >> francis. happening today. controversial new rules on rv parking begin in san francisco. many unhoused people are going to find it a lot harder to find a place to park at night. abc seven news reporter lena howland

joins us in the studio to explain the change, and why. some say these rules are inhumane. >> reggie, last month, the sfmta board passed a new plan that will enforce the overnight parking ban for rvs and make it easier to tow them. that takes effect starting today. rvs are already banned on city streets, but they are implementing a mechanism to classify streets as towable for rvs between the hours of midnight and 6 a.m. now that new rules are in place, vehicles in violation could be towed. an estimated 1500 san francisco residents are living in rvs, including families. critics say towing rvs where people live is cruel, as there are not enough shelter beds and more than 500 families are on the shelter waitlist. melody, who is surviving with a traumatic brain injury, has been living on san francisco streets in her rv since 2007. she opposes this new ban. >> this law is going to push me to my grave. i no longer have physiological resources to cope with the stress of them towing

my vehicle. >> as part of this plan, city workers first have to offer shelter to rv occupants. meanwhile, supervisor joel engardio supports this plan. in a statement, he said some rv dwellers near the ocean have dumped piles of debris in the streets. we cannot accept rv's as a long term solution to our housing crisis. i support building more affordable housing in my district for formerly unhoused people. opponents told us this will eventually mean more san franciscans living on the streets. live in studio lena howland, abc seven news. >> lena. thank you. >> the santa clara unified school district is being sued, accused of creating an anti-palestinian, anti-arab and anti-muslim climate for students. >> the lawsuit is being brought by the bay area office of the council on american-islamic relations. it's a civil rights lawsuit and calls for an investigation of the district. the district says it has not been served with the lawsuit, so it cannot comment at this time.

however, it says, quote, our schools are beautifully diverse and we strive for environments where every young person and employee feels a sense of safety, welcome and belonging. >> election day is now just four days away. that means it's the final weekend to work on your ballot. so far, more than 64 million americans have already voted. >> and as for president, former president trump, that is. and vice president harris, they both head to the battleground state of wisconsin, where they will be hosting competing rallies tonight in milwaukee. both campaigns were in nevada yesterday. vice president harris using celebrity assistance to further make the case against trump, jennifer lopez told a crowd in las vegas why she will not be voting for him. >> he has consistently worked to divide us at madison square garden. he reminded us who he really is and how he really feels. it wasn't just puerto ricans that were offended that day, okay? it was every latino in this country. it was

humanity. and anyone of decent character. >> former president trump was also in las vegas for a campaign stop. his campaign seems to be focused on further distancing itself from the conservative project known as project 2025. >> she talks about project 2025 all the time. i have nothing to do with it. i've said it every way possible. >> after his event in vegas, the former president went to arizona for a sit down conversation with controversial conservative pundit tucker carlson. >> in battleground states where donald trump and kamala harris are neck and neck, voters are bombarded with these rallies, ads, door knockers, mailings. so what's it like to be a voter in a swing state? abc seven news reporter monica madden found out. from watching those races closely. >> it's a very different vision. >> if you think we see a lot of campaign ads in california, just imagine the battleground president trump fights for you.

there's been about $1 billion worth of presidential ad spending in swing states between july 22nd through october 8th, and reporters at our sister abc owned stations in battleground states, confirming our assumptions about how voters are taking it. >> exhaustion. people are tired of seeing the ads and hearing the debates. >> pennsylvania could very well determine the outcome of the presidency, and our colleague brian taff says it's a responsibility. voters there don't take lightly. >> we realize that we're right smack in the middle of this whole thing, and our vote really has the potential to determine who is the next president of the united states, what are kind of the ads that you have been seeing, and what are people buzzing about the most? i'm not making this up when i tell you that every single ad, every single day, on every single channel is about the presidential election, i've not seen an ad for a car or cereal or anything else in weeks over north carolina. >> it's still nonstop. but our colleague joel brown says there's been specific ads on repeat. >> one advertisement that's gotten a lot of attention has

been donald trump's attack on kamala harris and talking about transgender inmates within the state prison system. kamala harris's ads a lot more on, on, on personality and the subject matter of the ads. >> much different than what we're seeing in a blue state. >> it is the abortion, reproductive rights issue. it is the economy, and it is immigration. these are the three things that are that voters here are being beaten over the head with on a daily basis. >> what themes would you say are resonating with your state in terms of different issues that we're talking about in this cycle? >> we saw donald trump here in rocky mount, which is about 60 miles away from raleigh. yesterday he talked a lot about the economy. talked about inflation. talked about immigration as the biggest issues in the campaign. a big part of his focus, though was was on the economy. kamala harris was here in raleigh, one of the more urban areas of the state. a lot of her message has been turn the page on donald trump. and i know that's resonating with with with many voters. we heard from them yesterday in raleigh, in san

francisco. >> monica madden, abc seven news. >> abc seven news is here to help you navigate through all the races and measures on the ballot. we have a voter guide at abc seven news.com where you can look up races specific to your county. you'll find it under the election section. >> well, checking out our november first weather. we had a nice dry break overnight and the day will start with dry weather as well, but wet weather is certainly on the way. there's a frontal system out there swinging in our direction right now though, we're experiencing chillier weather than we had this time yesterday morning. it's three degrees cooler in san francisco, seven degrees cooler in oakland, san carlos and san and mountain view, 11 degrees cooler in livermore than at this time yesterday. right now 50 degrees in san francisco, 47 in oakland. we've got some low 40s over in the inland east bay, in places like danville and livermore, up in the north bay, 42 at saint helena, 40 at napa and 40 at santa rosa. but it will get a little bit milder going into the afternoon hours. but that's when rain arrives as well. so these are our forecast headline headlines. rain arrives late afternoon, continues into

the evening through the evening rush as a matter of fact, tomorrow rain in the morning. but turning breezy to windy in the afternoon and sunday through early next week. windy, warmer and increased fire danger. let's talk about this afternoon though, before the rain arrives, we'll expect highs of about 60 at half moon bay, 64 here in san francisco, right around the bay shoreline. look for mainly mid 60s, about 65 to 66 and not much milder in our inland areas where we'll just see mid to upper 60s. now here's a look at the forecast animation showing the approaching cold front by about 2 or 3 in the afternoon. we should see some rain beginning to move through the north bay. then it will sweep quickly during the evening hours, during that evening commute through all parts of the bay area and continue until tomorrow morning before tapering off. so get ready for the wet weather, but there is some nice weather to follow. more on that a little bit later. >> reggie aqui spencer. thank you a violent attack against a deaf traveler on board a cross-country flight is now raising questions about what airlines are doing to accommodate them, and an end could be in sight for striking

united airlines flight out of sfo. we first brought you this story yesterday morning. we learned from a witness that the victim is deaf. abc seven news reporter tara campbell is asking airlines how they accommodate and protect travelers who are hearing impaired. a brutal attack aboard a united airlines flight from sfo to washington dulles international airport. putting into perspective challenges some passengers face. >> one individual was assaulted. >> the fbi says suspect everett chad nelson was walking back to his seat from the bathroom when he attacked a person sleeping in a random row. >> the next thing i know, i just hear the this just these sort of bloodcurdling screams. >> a witness in the row behind

describing the scene and the victim as a deaf man when he was trying to communicate with us in sign language. >> that's when we realized that he was deaf. >> airlines are not required to have sign language interpreters on their flights. >> jan garrett is with the pacific ada center under the air carrier access act. >> there are some requirements about trying to provide, you know, as effective of communication as you can, whether that's writing notes or whatever it is. >> texting the witness, describing the victim as doing exactly that, texting with the flight crew. >> he also just kept texting. i'm so scared. >> united airlines, in a statement saying thanks to the quick action of our crew and customers, one passenger was restrained after becoming physically aggressive toward another customer. the flight landed safely and was met by paramedics and local law enforcement and that's where the experts say a complaint resolution official or cro, comes into play once they got to the destination airport.

>> they should have been able to have the cro, you know, work with the passenger to get whatever interpreter or communication would be needed because they're supposed to be a, a cro for every airline, every airport, 24 over seven. >> we reached out to united for more about their process and are waiting to hear back. in the meantime, the suspect is still in jail after being arrested shortly after the flight landed in dulles. tara campbell, abc seven news. >> the union representing striking boeing factory workers, says members will vote monday on a new contract from the company. the latest offer provides slightly bigger wage increases than the proposal rejected last week. it would raise wages 38% over four years, or a compounded increase of about 43%. boeing said in a statement the company is also offering a $12,000 contract ratification bonus, up from 7000 offered previously.

>> another convention, set to be held at san francisco's moscone center, has been canceled. the san francisco business times reports the american college of surgeons has canceled plans to hold its 2029 conference. there. it's the third organization to back out of planned events at the moscone center, after the american geophysical union and the american gastroenterological association also backed out. it's a significant blow to efforts to boost post-pandemic tourism revenue for the city. those conferences would have accounted for more than 100,000 hotel room bookings. caltrain says its electric kick off was a success, drawing in a big crowd during its opening weekend. the agency says there were more than 60,000 riders, three times as many as an average weekend, and there was a special launch party at caltrain stations across the peninsula last weekend. the trains are better for the environment and faster to caltrain, says the commute between san jose and san francisco will be less than an hour.

>> thousands of people coming out for the halloween festivities in san francisco last night. one of the biggest events was nightmare on front street, a free city sanctioned halloween block party. people turned out in costumes and brought their halloween spirit to what they call the entertainment zone. this is the second such free event in that zone. >> i love it. it's great for the community just to bring everybody together. have a good time. music is good. halloween is fun. let's keep going. >> celebrations also held in the castro and the mission district. in the mission communities created a safety zone. encourage families to come out and join the fun. >> families can come and trick or treat and enjoy our community. and remember that we all are one. and when we celebrate together, we all have fun. >> small businesses in the city said they were happy with the turnout, especially for the entertainment zone downtown supporters hope that halloween isn't the end of those popular events, and i have a feeling they're right. >> can we give a shout out to that cow there? yeah, that was

pretty great. all right. you're about to get a brighter morning. daylight saving time is ending, and we will return to standard time sunday at 2 a.m. and that means you need to set your clocks back one hour before bedtime. saturday night, you get some extra sleep. and if you still have a clock or a watch that doesn't reset itself, this is a good reminder. many americans are fighting to make this the last daylight saving time. they say springing forward has health risks, including mood disorders, car accidents, and keeping our bodies from setting a permanent internal clock. proponents of keeping daylight saving time say it can reduce energy usage in the evening hours and increase the hours of sunshine. people can enjoy. yeah. what do you guys think? >> i think it's never going to change, but i hope it does change because i don't mind the fall back. >> but i do really don't like the spring forward. when we lose that hour of sleep. so i'm for just getting rid of it completely, especially for us on this shift. >> i got to say, getting that

extra hour is so nice. >> yes, i wish we could hold on to it every night though, right? you know, keep adding the hours and an hour. exactly right. >> changing it requires an unbelievable amount of agreement on the federal level. and the state level. and i just don't see that ever happening. but keep dreaming. yeah, yeah. >> dreaming. dreaming. well, if i get that extra hour of sleep, maybe i can dream. take a look at what's happening with the weather. we've got a little bit of rainfall approaching us. we're going to start the day, though. this first day of november. with dry conditions and mainly clear skies. but as you can, as you can see on the satellite radar image, there's quite a bit of moisture out to sea and it's going to be moving through the bay area by the end of the day. right now, though, we're looking at clear skies and a little bit chillier than at this time yesterday morning is 50 in san francisco. right now we have upper 40s at oakland, hayward, san jose, redwood city, 41 at half moon bay. that's pretty chilly. other temperature readings as we look across the embarcadero from our rooftop camera. only 39 degrees right now up in petaluma and 40 at santa rosa and 40 at napa. so

the north bay is pretty chilly. we've got mid 40s at fairfield and concord, 42 at livermore. let's take a look at our forecast headlines today. the rain will arrive in the late afternoon and continue into the evening hours. so that means the evening commute is going to be a wet and slippery one tomorrow. it will be raining in the morning but clearing in the afternoon turning breezy. then sunday through early next week. look for windy and warmer conditions with increased fire danger so the weather will be more pleasant. but of course we'll have greater concerns about fire this afternoon. high temperatures will range from about 60 at the coast to mid 60s, generally around the bay shoreline to mid and upper 60s in most inland areas. so not a very wide range of temperatures there. and here comes the rain on our futurecast, you can see rain is likely to arrive first in the north bay by mid-afternoon 2 to 3 p.m, something like that. then going into the evening hours, we'll see the rain spreading. there will be times when it's moderate to heavy, so the evening commute might be a challenging one, but by tomorrow morning we'll see the rain winding down and moving out of the bay area will be left with rainfall totals that are fairly impressive, ranging from

fridays for the rest of the year. we first told you last season about the surprise doubling of certain 40 niners season tickets at levi's stadium, and fans are now looking to sell, but many of those fans are finding it's a lot harder to do than they expected. >> abc seven news south bay reporter dustin dorsey explains the issues the faithful are facing. >> the 40 niners players say the home field advantage created by the fans makes levi's stadium one of the toughest places to play in the nfl, but it's becoming more and more expensive to go and while fans say they're faithful to the team, they fear the organization is not reciprocating. >> i think really all they're interested in is money. >> fans we spoke with say the team is prioritizing the financials over the faithful from turning a parking spots into vip parking to certain ticket sections being upgraded to club seats at a much higher cost. and now fans who have had their seats for years are being forced to sell. why are people trying to get rid of them?

they're just like even at the huge loss to expensive, these very desirable seats now go from 265, from 275 a game to 465 a game. but mike mifsud has found tickets are not that easy to sell. he says the official nfl resale partner, ticketmaster, appears to give 40 niners own seats priority. >> that tells me that this p preferred section has tickets from $657 and up. you see the blue dot? guess who owns that seat? 40 niners. so they give that ticket to ticketmaster to sell. and that ticket costs $657.25. what i showed you said that was the lowest priced ticket. 657 plus. wrong answer. >> the blue dot represents a verified ticket from the 40 niners. the pink are verified resale tickets from fans. some of those are actually listed for less than 657, some down to $411, mifsud said. it's hard enough to sell and this isn't helping, so all those people are

trying to sell. >> their tickets are last in line. they're absolutely 100% dumped on ticketmaster. >> couldn't be reached for comment, but its website says having verified tickets protect against resale fraud. the 40 niners say they don't control ticketmaster's policies when it comes to individual game tickets, but they will work with fans to either sell individual seat licenses that are controlled by the santa clara stadium authority, or help them move to a more affordable section for their season tickets. in santa clara, dustin dorsey, abc7 news. >> new data on the cost of policing and the crimes being solved. coming up at 530, the puzzling trend of more money being spent on departments, despite

anywhere. right now. san francisco at 50 degrees at this moment. going into the afternoon, hours before the rain arrives, it will warm up to about 60 degrees along the coastline. 64 here in san francisco, generally mid 60s around the bay shoreline, inland areas. we'll see some upper 60s, 67, 68, 69 degrees. but that rain will start up north and swing southward rather quickly once it gets organized. so here's the forecast animation starting at 1:00 this afternoon. by about 3 or 4, we should see that rain sweeping through the bay, through the north bay, and down to the golden gate into san francisco, and during the evening hours during the evening commute, it's going to get wetter and wetter as that rainfall spreads to all parts of the bay area before weakening and breaking up around midday tomorrow, giving way to drier conditions. so here's the accuweather seven day forecast. that level one storm on the exclusive abc seven storm impact scale will wind down tomorrow. we wind our clocks back on sunday as we fall back to standard time, and then going into next week, dry and mild weather. good morning frances. >> good morning spencer. even though we had dry conditions on

the roads right now, there have been lots of accidents. this morning. and we'll start off with one in the east bay. northbound 880 before it looks like this one has just been cleared from all the lanes. so traffic is still heavy from stevenson, but hopefully that should clear up quickly. there's also a three car pileup in the santa cruz mountains, southbound 17 at ama bridge road. right now it is blocking all lanes and traffic getting by on the shoulder. it is slowing as you make your way southbound on 17. here's a live shot in san jose. headlights are on northbound 101 and northbound 101 at old bayshore, and earlier accident, where a car ran into a power pole may still be there and traffic is flowing well and also westbound 80, just a little more crowded now. highway four to san francisco, 31 minutes. reggie. >> thanks, francis. new. this morning. california has been selected as a headquarters for the national semiconductor technology center. governor newsom made the announcement in a video overnight. >> i think what separates the game played in california from a business and innovation perspective versus the rest of the country, is that we have

consistently invested in what we call a formula, a formula for success, a focus on education, infrastructure, research and development, pushing out the boundaries of discovery. >> the facility is being funded by the biden-harris administration's chips and science act. it's based in sunnyvale. a semiconductor is essentially the basis for most electronics, including your computers and your cell phones. the goal of the center is to really ramp up america's ability to design, develop, and manufacture semiconductors. that's been a concern because right now, the u.s. relies on semiconductors made overseas. >> if you put all your masks away, it's time to find them now. starting today, several counties across the bay area are bringing back mask mandates in certain settings. abc seven news reporter lena howland is live in the studio this morning, breaking down the details. good morning lena. >> good morning stephanie. today these masks will now once again be required inside of hospitals. skilled nursing facilities and other health care facilities across the bay area. these mask mandates are making a return

just in time for the cold and flu season. they're used as a tool to help limit the spread. the orders apply to mainly health care workers, similar to mandates from the last cold and flu season in alameda, contra costa and napa counties. staff at health care facilities will be required to mask up starting today in san mateo county. both staff and visitors will need a mask and in santa clara county, the toughest restrictions their mask mandate applies to staff, visitors and patients. as we head into cold and flu season, health care officials are continuing to urge everyone to get both the updated covid vaccine and flu shots. these mask mandates, taking effect today, are expected to last through march 31st. live in studio lena howland abc seven news. >> we're now four days to election day. vice president harris and former president trump, both in milwaukee, as they try to appeal to last minute voters. here's abc news reporter perry russom. >> with four days left until election day, vice president

in other criminal activity, including the sale of drug paraphernalia and buying and selling stolen goods. >> this morning, there are questions about the future of a beloved farm in the south bay. emma prusch farm park is a popular spot in east san jose. it holds the city's largest barn, where four animals are housed, and a garden dedicated to teaching sustainable farming and providing food for those in need. for years, the prusch farm park foundation has worked as a partner with san jose's parks and rec department. the foundation runs the garden and the city operates the rest of the park. but on october 18th, the foundation was told they had to leave. >> they gave us 30 day notice and we feel it's in retaliation for us holding the city accounting accountable for what they're doing and not doing. >> that retaliation, according to the foundation, is for requesting information about the city's financial management and possible misappropriation of funds. san jose leaders tell a different story. >> we've tried to negotiate and

thank you. reggie. i was a little slow on the uptake there. so here comes our next cold front. that will bring some rainfall starting this afternoon or evening. but early part of the day will be dry and fairly pleasant. a little chillier than yesterday morning, though, as you can see here, 24 hour temperature change shows like 3 to 11 degrees cooler across the bay area. then at this time yesterday, 50 in san francisco. right now, 47 in oakland, up in the north bay. we've got even chillier readings 40 at santa rosa, 42 at santa rosa and sonoma, 40 over in the east bay and danville, 41 down south and gilroy. these are our forecast headlines today. rain arrives in the late afternoon and continues through the evening commute, which could be pretty messy tomorrow. rain in the morning, but breezy and drier in the afternoon and starting on sunday. continuing into early next week. it will be windy, warmer and of course increased fire danger with those winds and the drier conditions this afternoon. look for highs of 60 at half moon bay, 64 here in san francisco. most locations near the bay will see highs in the

mid 60s, about 65 to 66 degrees. inland areas won't be much milder than that. we're talking about a range of about 66 to 68 in the warmest inland spots. and here comes the rain. this is our forecast animation starting at 1:00 this afternoon in the early to mid afternoon, we should see the first waves of rain moving through the north bay, down to the golden gate and then increasing expanding, i should say to the south and east bays. and that means in the middle of the evening commute, we may get some of our wettest weather into the late night hours. we expect occasionally, some downpours, but the rain will start to wind down and lose its intensity early tomorrow, and by tomorrow afternoon we should be drying out rather nicely. the rainfall totals by noon tomorrow will range anywhere from about 2/10 of an inch to nearly 6/10 of an inch. so it's going to be a pretty significant rain maker. so that's a level one storm on the exclusive abc seven storm impact scale for tomorrow. windy with fire danger increasing on sunday, but going into most of
