>> plus, forty-niners fans are taking issue with ticketmaster. what they say the site is doing to make resale tickets more difficult to lock down. >> good morning. it is friday, november 1st. your rent is due. >> that's right. and the rain is coming today. yes, it is indeed. >> it will start in the late afternoon, but the first part of the day looks pretty good. so we're off to a dry start on this first day of november. in fact, here's the satellite radar composite image. you can see the rain sort of getting organized offshore, but right now we're dry and a little cooler than at this time. yesterday, two degrees chillier here in san francisco, seven degrees cooler in oakland. that's the pattern all across the bay area. more specifically right now it's 50 here in the city, 47 in oakland. we've got some mid 40s and even some low 40s in the inland east bay up to the north bay. it's only 38 degrees at santa rosa right now. it has gotten chillier there since we went on the air earlier this morning. by this afternoon it will be much milder with skies, bright skies, not totally sunny, but we'll have clouds advancing in the late afternoon. highs will range

from about 60 along the coastline to mid 60s around the bay to upper 60s inland. and here comes the rain. the forecast animation shows the first wave of rain arriving in the north bay in the mid afternoon hours. it will sweep southward and eastward into the evening commute. it's going to be a wet one. let's check out friends of traffic with francis. francis spencer. >> even though it's been dry, we've just had tons of accidents this morning, the day after halloween, and also there's an overturned car crash and heading towards the santa cruz mountains through los gatos. southbound 17 at ama bridge road. the right lane is now open, but traffic is only getting by in one lane, so traffic is heavy 17mph approaching the scene. and if you're heading across the san mateo bridge, westbound traffic is still flowing well from the toll plaza to foster city. it's 11 minutes. there is a crash, though. southbound 8-80 at 92 that has been cleared to the right hand shoulder. also, ace train number one running 53 minutes late due to an earlier equipment problem, but bart and caltrain reporting no delays. reggie aqui.

>> thanks, francis. happening today controversial new rules on rv parking begin in san francisco. many unhoused people are going to find it a lot harder to find a place to park at night. abc seven news reporter lena howland joins us in the studio to explain the change and why. some say the rules are inhumane. >> reggie. last month, the sfmta board passed a new plan that will enforce the overnight parking ban for rvs and make it easier to tow them. that takes effect starting today. rvs are already banned on city streets, but they are implementing a mechanism to classify streets as towable for rvs between the hours of midnight and 6 a.m. now that the new rules are in place, vehicles in violation could be towed. an estimated 1400 san francisco residents are living in rvs, including families, critics say towing rvs where people live is cruel, as there are not enough shelter beds and more than 500 families are on the shelter waitlist. melody, who is surviving with a traumatic brain injury, has been living on the san francisco

streets in her rv since 2007. she opposes this new ban. >> this law is going to push me to my grave. i no longer have physiological resources to cope with the stress of them towing my vehicle. >> as part of this plan, city workers first have to offer shelter to rv up to rv occupants. meanwhile, supervisor joel engardio supports this plan. in a statement, he said some rv dwellers near the ocean have dumped piles of debris in the street. we cannot accept rvs as a long term solution to our housing crisis. i support building more affordable housing in my district for formerly unhoused people. opponents told us this will eventually mean more san franciscans living on the streets. live in studio lena howland, abc seven news lena. >> thank you. the santa clara unified school district is being sued, accused of creating an anti-palestinian, anti-arab and anti-muslim climate for students. the lawsuit is being brought by the bay area office

of the council on american-islamic relations. it's a civil rights suit and calls for an investigation of the district. the district says it has not been served with the lawsuit, so it cannot comment at this time. however, it says, quote, our schools are beautifully diverse and we strive for environments where every young person and employee feels a sense of safety, welcome and belonging. >> election day, now just four days away, this is the final weekend to work on your ballot. so far, more than 64 million americans have already voted. >> as for former president donald trump and vice president kamala harris, they both head to the battleground state of wisconsin, where they will be hosting competing rallies tonight in milwaukee. both campaigns were in nevada yesterday. vice president harris, using celebrity assistants to further make the case against trump, jennifer lopez told a crowd in las vegas why she will not be voting for him. >> he has consistently worked to divide us at madison square garden. he reminded us who he really is and how he really

feels. it wasn't just puerto ricans that were offended that day, okay? it was every latino in this country. it was humanity. and anyone of decent character. >> former president trump was also in las vegas for a campaign stop and his campaign seems to be focused on further distancing itself from the conservative project known as project 2025. >> she talks about project 2025 all the time. i have nothing to do with it. i've said it every way possible. >> after his event in vegas, the former president went to arizona for a sit down conversation with controversial conservative pundit tucker carlson. >> here in california, it's expected that the state's 54 electoral votes will go to no surprise. kamala harris. we may see the occasional political ad here, but voters in swing states are being bombarded with ads, rallies, door knocking and mailings are common for voters

get back into title contention. they're finalizing a deal to promote zach minasian as their new general manager. minasian was one of farhan zaidi's first hires and has been with the giants since 2019. but he's not all about analytics. his expertise goes way back in scouting, a point of emphasis for buster posey. minasian comes from a baseball family his brother perry is gm of the angels and minasian started out in baseball, helping his father, actually as a bat boy for the texas rangers when he was a kid. dodgers legend tommy lasorda was his godfather, and the giants, we're told, are expected to formally announce him soon. by the way, zach is married to our very own abc seven news anchor, karina nova, and we know she's very proud of him. very exciting time, spencer. >> okay, let's take a look at our weather stuff. things are going to get wetter and wetter as we get later into the day. there's an approaching cold front that will bring us some rainfall, beginning in the

latter part of the day and into the evening. right now, though, it's dry, skies are at least partly clear. we've got temperature readings of 50 here in san francisco, 47 across the bay and oakland, mainly 40s around the bay shoreline right now, and some locations farther inland are pretty chilly, like santa rosa, which has a current temperature reading of 38 degrees. these are our forecast headlines today. the rain arrives in the late afternoon and continues through the evening rush, which could be a messy one because the rain will be rather steady and intense at times. tomorrow it will be rainy in the morning, breezy and drying out in the afternoon. but sunday through early next week we're talking about windy, warmer weather with high fire danger at least increased fire danger this afternoon. however, look for bright skies before the rain arrives. highs will range from about 60 at half moon bay to mainly mid 60s near the bay. inland areas will warm to the upper 60s, but not much higher than that. and here's the forecast animation showing that rain sweeping in in the late afternoon and into the evening hours. those will be the wettest hours. and in the late night hours as well, before it tapers off and winds down tomorrow, giving way to a brief period of

out of sfo. and we first brought you the story yesterday morning. we learned from a witness that the victim is deaf. abc seven news reporter tara campbell is asking airlines how they accommodate and protect travelers who are hearing impaired. a brutal attack aboard a united airlines flight from sfo to washington dulles international airport. putting into perspective challenges some passengers face. >> one individual was assaulted. >> the fbi says suspect everett chad nelson was walking back to his seat from the bathroom when he attacked a person sleeping in a random row. >> the next thing i know, i just hear the this just these sort of bloodcurdling screams. >> a witness in the row behind describing the scene and the victim as a deaf man when he was trying to communicate with us in sign language. >> that's when we realized that

he was deaf. >> airlines are not required to have sign language interpreters on their flights. >> jan garrett is with the pacific ada center under the air carrier access act. >> there are some requirements about trying to provide, you know, as effective of communication as you can, whether that's writing notes or whatever it is. >> texting the witness, describing the victim as doing exactly that, texting with the flight crew. >> he also just kept texting. i'm so scared. >> united airlines, in a statement saying thanks to the quick action of our crew and customers, one passenger was restrained after becoming physically aggressive toward another customer. the flight landed safely and was met by paramedics and local law enforcement, and that's where the experts say a complaint resolution official or cro comes into play. >> once they got to the destination airport. they should have been able to have the cro, you know, work with the

passenger to get whatever interpreter or communication would be needed because they're supposed to be a, a cro for every airline, every airport, 24 over seven. >> we reached out to united for more about their process and are waiting to hear back. in the meantime, the suspect is still in jail after being arrested shortly after the flight landed in dulles. tara campbell, abc seven news. the union representing striking boeing factory workers, says members will vote monday on a new contract offer from the company. the latest offer provides slightly larger wage increases than the proposal rejected last week. it would raise wages 38% over a period of four years, or a compounded increase of about 43%, boeing said in a statement. the company is also offering a $12,000 contract ratification bonus that is up from $7,000 offered previously. another convention, set to be held at san francisco's moscone center,

has been canceled. the san francisco business times reports the american college of surgeons has canceled plans to hold its 2029 conference there. it's the third organization to back out of planned events at the moscone center, after the american geophysical union and the american gastroenterological association also backed out. it's a significant blow to efforts to boost post-pandemic tourism revenue for the city of course, and those conferences would have accounted for more than 100,000 hotel room bookings. >> if you like your coffee with nondairy alternatives like oat or soy milk, you might be used to paying extra. well, starbucks is trying to change that. >> finally, it will no longer charge for nondairy milk starting november 7th, the same day it launches the holiday menu. and after that change, nearly half of their customers will see their drink price go down by 10%. starbucks says nondairy milk is the second most common request after an additional shot of espresso. so i get oat milk. same additional

at hayward and san jose, mid 40s at redwood city and half moon bay. nice view looking across the embarcadero from our rooftop camera. it's chilly up north right now. upper 30s in santa rosa and petaluma. low 40s at napa, fairfield and mid 40s right now at concord and livermore. these are the forecast headlines today. rain arrives in the late afternoon, continues through the evening commute, which will probably be a messy one. and into tomorrow morning. then rainy conditions tomorrow morning will taper off, giving way to partial clearing in the afternoon, breezy conditions in the afternoon tomorrow. in fact, it's going to be downright windy on sunday, so sunday through early next week. windy and warmer. drier. and that means increased fire dange. when we go to the afternoon before the rain arrives, we'll see highs of 60 at half moon bay, 64 in san francisco, right around the bay shoreline, mainly mid 60 to 60s today, and inland areas won't warm up much more than that. we're talking about mid to upper 60s in our inland communities, about 66 to 68 degrees at the peak. and here comes the forecast. here comes the forecast. animation. this

happened last night in downtown san francisco. well, look, it was a hit. nightmare on front street, a free city sanctioned halloween block party where you can drink in the streets. people turn out in costumes. they brought their halloween spirit and they drank spirits in the entertainment zone. this is the second free event in that zone. >> i love it. it's great for the community just to bring everybody together. have a good time. music is good. halloween is fun. let's keep going. >> he was having a grand old time. celebrations were also held in the castro, in the mission district, in the mission communities, they created a safety zone and encourage families to come out and join the fun. >> families can come and trick or treat and enjoy our community and remember that we all are one. and when we celebrate

we're starting with dry conditions this morning. but that will change going into the afternoon. here's a look at the satellite radar composite image. you can see we've got some active weather out at sea moving in our direction right now though it's dry and it's pretty cool in some spots. only 38 degrees right now in santa rosa. we have lots of low 40s in our inland areas here in the city. it's 50 and across the bay in oakland is 47. as we go into the afternoon, hours before the rain arrives, we'll see highs of 64 here in san francisco, mainly mid 60s, about 65 to 66 right around the bay shoreline. inland areas will not be much milder than that. highest temperatures will be around 6768 degrees. and of course, here comes the rain. so let's check out the forecast animation by about 1:00. this afternoon. we may see the first little sprinkles of rain arriving in the northernmost part of our viewing area by about 7:00 this afternoon, rain will have spread to just about all parts of the bay area, and of course it will intensify and spread during the evening commute, which is certainly going to complicate and slow down that commute. but behind the rain, we get some some partial clearing in the early morning hours tomorrow. and by

afternoon it should be all over. let's check out what's happening with the traffic with francis. >> yes, spencer, traffic is actually better now than it was an hour ago. there were so many accidents out there, but we will show you some slow drive times on that westbound 80 stretch from highway four to the maze. it's now 18 minutes as you continue from emeryville to san francisco. that's another 18 minutes and southbound 101 from san francisco to sfo is green at ten minutes. so the bay bridge toll plaza metering lights are on. it is a little slow across the upper deck, but still not much of a wait here. and at the richmond bridge you will see traffic is backed up, slowing from around the richmond parkway to the tolls and also just a heads up. ace train number three is running about half an hour late. train number one almost an hour late due to earlier freight train traffic. reggie aqui. >> thanks, francis. new this morning. california has been selected as the headquarters for the national semiconductor technology center. governor newsom made the announcement in this video overnight. >> i think what separates the game played in california from a business and innovation perspective versus the rest of

every single channel is about the presidential. just in time for the coming cold and flu season. sorry about that. that's not the right video. the orders apply to mainly health care workers, similar to mandates from the last cold and flu season in alameda, contra costa and napa counties. staff at health care facilities will be required to mask up starting today in san mateo county. both staff and visitors will need a mask and in santa clara county, the toughest restrictions their mask mandate applies to staff, visitors and patients. as we head into cold and flu season, health care officials are continuing to urge everyone to get both the updated covid vaccine and flu shots. these mask mandates, taking effect today, are expected to last through march 31st. live in studio lena howland, abc seven news. >> lena. thank you. we're now just four days to election day. vice president harris and former president trump will both be in milwaukee, wisconsin, tonight as they try to appeal to last-minute voters. here's abc news reporter perry russom.

>> hertz is offering what you could call a free ride to the polls through election day. the rental car company has launched a new deal that gives customers a free day when they reserve a car for at least two days through election day. the company says it wants to make it easier for people to exercise their right to vote by providing greater access to reliable transportation, but just a reminder, you can just mail it in, or you can walk it over to the ballot box location. so many options. whatever. abc seven news is here to help you navigate through all the races and measures on the ballot. we have a voter guide at abc seven news.com where you can look up races specific to your county. you'll find it under the election section. >> despite increased funding, new research shows that california law enforcement are solving fewer crimes. the san francisco center for juvenile and criminal justice shared their new report, and it showed that in 1990, officers in california made 30 arrests per officer per year. on average. today, it's closer to ten arrests per officer, which is a 69% decrease. their study also

showed a 408% increase in law enforcement funding. >> it's a mystery to us. we don't know why police efficiency and sheriff's efficiency has declined so much. it's occurred around the state. it's occurred in liberal and conservative jurisdictions alike. >> the report also looked at clearance rates, which are the number of crimes solved by arrests, and those have dropped 41% since 1990. researchers say possible reasons for this decrease in solving crimes are communities demanding alternatives to arrests and incarceration, as well as some officers might be protesting police reforms through intentional work slowdowns. >> a woman arrested for embezzling money from her former employer in san carlos is now suspected of stealing more money from another business in the north bay. the woman was arrested this past week by santa rosa police for embezzling over $100,000 from the amaturo sonoma media group. she'd been previously suspected of siphoning $300,000 from her former employer. investigators

say she spent the money on amazon and personal purchases, vacations and an extravagant birthday party. she's expected to appear in court this morning in san francisco. >> the city attorney has filed lawsuits against two tenderloin convenience stores. authorities claim they were secretly operating illegal gambling dens. sfpd investigators uncovered illegal activity at sf discount market and tenderloin market and deli. both businesses are on leavenworth street. authorities say both stores also engaged in other criminal activity, including the sale of drug paraphernalia, as well as buying and selling stolen goods. >> this morning, there are questions about the future of a beloved farm in the south bay. emma prusch farm park is a popular spot in east san jose. it holds the city's largest barn, where four animals are housed and a garden dedicated to teaching sustainable farming and providing food for those in need. for years, the prusch farm park foundation has worked as a partner with san jose's parks

have been arrested, all part of a more than two year investigation called operation penalty box. >> each illegal sideshow they organized involved an average of 300 vehicles and up to 600 participants, taking over 7 to 8 different intersections at once in san jose for several hours at a time. >> the suspects are connected to 22 sideshows like these from 2022. police say the sideshows can and have led to major injuries and damage. >> eight police vehicle windows shattered numerous instances of lasers pointed at officers on the ground and in our helicopter, six pedestrians struck by reckless drivers leading to major injuries and two officers hit by participants vehicles. >> the city of san jose passed an ordinance in 2021 to make it illegal to promote sideshows. police say operation penalty box is the largest enforcement under the ordinance. five of those arrested are from san jose. two are from oakland. >> remember that we've now deployed nearly 500 automatic license plate readers across our city. and remember, if you're

50 degrees here in the city. we have upper 40s at oakland, hayward, san jose, and mid 40s at redwood city and half moon bay. and a nice view across the embarcadero from our rooftop camera. skies are getting brighter right now. temperatures in the low 40s at santa rosa, petaluma, napa, fairfield, mid 40s at concord and livermore. and these are the forecast headlines. so rain arrives late afternoon today going into the evening commute. tomorrow will be rainy and breezy in the early morning hours. rainy in the early morning hours, breezy by afternoon and then sunday through early next week. look for a windy conditions. at times it will be drier, warmer and that means increased fire danger. but for this afternoon we'll see. just bright skies with increasing clouds, high temperatures before the rain arrives about 60 along the bay, along the coast, around the bay shoreline. mid 60s mid to upper 60s inland. and here's the forecast animation starting at 4 p.m, at which point we'll see the first drops of rain arriving in the northernmost part of the viewing area between 3 p.m. and about 7 p.m. we'll see the north bay getting a pretty good drenching, and then after 7 p.m, the rain spreads to all parts of

the bay area. so the evening commute, certainly the latter part of it is going to be a little bit challenging with all the rain, but the rain will taper off by about 7:00 tomorrow morning, giving way to a period of drying high. the rainfall estimates for by noon tomorrow range anywhere from about 2/10 of an inch. in the areas that are not quite so wet, up to over 6/10 of an inch an inch in the wetter areas. and here's the accuweather seven day forecast. so after tomorrow morning, we'll see some drying occurring. it becomes breezy in the afternoon. windy on sunday with increased fire danger. it will be drying out and warming up. and then after sunday going into virtually all of next week, sunny skies, dry conditions and mild with high temperatures inland in the mid 70s. stephanie. >> all right. spencer. thank you. valero has agreed to pay a record $82 million fine for reportedly admitting toxic chemicals from its refinery in benicia, the bay area and state regulators say at times. valero released 360 times the legal limit of harmful contaminants

over a 15 year period. refinery managers are accused of hiding the toxic releases, also referred as ambient benzene, which are emissions from burning coal and oil. valero did not admit any wrongdoing here, and in a statement, they told us the benicia refinery has consistently had very low concentrations of ambient benzene and the fence line compared to other u.s. refineries. now you're about to get a brighter morning. daylight saving time is ending, and we will return to standard time sunday at 2 a.m. and that means you need to set your clocks back one hour before bedtime saturday night. if you still have a clock or watch that doesn't reset itself, many americans are fighting to make this the last daylight saving time, they say. springing forward has health risks, including mood disorders, car accidents and keeping our bodies from setting up permanent internal clock. proponents of keeping daylight savings say it can reduce energy usage in the evening hours and increase the hours of sunshine people get.
