sheng tao is flaunting significant crime reduction numbers. good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us today. the mayor joined the assistant police chief in announcing that oakland is on pace to record its biggest drop in homicides in the city's history. >> abc7 news reporter anser hassan has the details and explains what is helping to aid the decrease in crime in the month of october. >> we haven't had a single homicide. >> assistant police chief james behre says the oakland police department is, quote, not waving a victory flag, but he wants oakland residents to know the city is making strides against violent crime. >> we're sitting at 113 homicides this time last year for 2024, we have 71. >> according to data released by the city, that represents a 33% drop in the homicide rate compared to last year. it also points to a 37% decrease in overall crime. this year, a data point that tells us that we are on the right track and that we need to continue our focus, and

we need to continue having the resources that we have focused on. >> ceasefire. >> doctor holly joshi was brought in last december with the mandate to fully relaunch the ceasefire program after an outside audit shows it works. the program brings together those at risk of committing gun violence through group meetings to foster dialog. >> ceasefire is effective is because it's a strategy. it's not something thrown at the wall. >> sergeant huy nguyen is president of the oakland police officers association. he praises the work done to reduce the number of homicides. but he says further budget cuts would mean fewer officers and possible cuts to the ceasefire program. >> if the direction that we're moving to 600 police officers, the challenge is ceasefire might not even exist because we won't have enough officers just to answer 9-1-1 calls. >> oakland mayor shengtao, who faces a recall vote on tuesday, restructured opd to work with the department of violence prevention and programs like ceasefire. >> again, oakland is on the right track, but we're going to

continue to dig in until we have zero homicides in oakland, anser hassan. >> abc seven news. >> with just one weekend left until election day, both presidential candidates continue to woo voters in swing states, sometimes just miles apart from one another. tonight, both vice president kamala harris and former president donald trump are holding rallies in milwaukee. this is a live look at both rallies on the split screen. but both candidates have yet to come to the podiums. harris holds a 51 to 45% edge over trump for wisconsin's ten electoral votes. in warren, michigan, today, trump mocked harris. >> you're the worst. borders are in the history of the world. we're not going to let you destroy our country. kamala, you're fired. >> earlier, harris held a rally in janesville, wisconsin. she accused trump of wanting vengeance against his opponents. >> if donald trump is elected,

he's going to be sitting in that oval office stewing over his enemies list because he spends full time planting, plotting revenge and retribution. >> harris says trump should be disqualified for saying former congresswoman liz cheney should have rifles, quote, shooting at her. trump says his comments were misconstrued. >> a new berkeley igs poll is giving us some insight into tuesday's election. in the race for president, vice president kamala harris has a big lead over former president donald trump among california voters. democrat adam schiff is also comfortably ahead of republican steve garvey for u.s. senator. as far as state propositions, prop 36 would stiffen sentences for repeat offenders. it has 60% support right now. prop 32 to increase the minimum wage is barely below the 50% threshold to pass, and prop 33, which would expand rent control laws, is also below 50%. >> and with the election four days away, do you know what is and isn't allowed at the polls?

from selfies to dress code. abc seven news reporter monica madden has details on the do's and don'ts of voting in person. if you're planning to vote in person the old fashioned way, there are a few things you need to know before you cast your ballot. >> first and foremost, there is a dress code. now, it doesn't mean you have to be wearing your sunday best, but there are restrictions on any clothing or accessories that are in support of or against a certain candidate or proposition. that's because california law bans electioneering. the idea is to create a neutral environment for voters so they don't feel pressured to vote a certain way. this means you got to leave any campaign gear behind. no maga hats, no harris wall shirts. it even applies to buttons. but don't worry, the i voted sticker is okay. another question we get is what should i bring to the polls? in most circumstances, voters are not going to be asked to present an id to an election official, but it's another story if you're a first time voter. now in california, first time voters can register to vote on the day of and get a provisional

ballot. you're going to want to make sure that you bring a california id or present your last four digits of your social security number to an election official, and make sure to bring proof of residency, like a recent utility bill or any other government issued mail that you might have gotten recently. when you get there, you may see people watching the process there. poll watchers, not election officials. the difference is they're volunteers here to monitor the process and make sure everything is running smoothly. however, they're not allowed to ask you for personal information like proof of voter registration or your id. selfies are permitted at the polling place, but ultimately it's up to the discretion of election workers if it's causing a disturbance and any photograph you may take cannot compromise other people's personal information. now, there's always the option to mail or drop off your ballot at one of these official drop box locations. if you're doing it by mail, though, your time is running out. it needs to be postmarked and in the mail on or by election day, which is next tuesday, november 5th in san francisco. monica

madden, abc7 news. >> and stay with abc7 news for election coverage. we have a voter guide with information about the propositions and the candidates. just go to abc7 news .com and look under the election section, or use the qr code right there on you see it there on your screen. >> in san jose, a man is in jail accused of entering a middle school girl's locker room and recording students inside. police say the man ran when staff at bret hart middle school confronted him inside the building on monday. on wednesday, he was found and detained. police say they found photos on his phone. parents want to know how something like this could even happen. >> it's concerning that anybody can just walk into campus like that and no one say anything. you walk right by, supposedly, when they told him that he had to leave, he he just flicked him off and cussed at them. and then nobody really engaged into, like, trying to really remove him from the school. >> he's been booked for possession of child sexual abuse material and the recording of juveniles with a hidden camera in a private area.

>> officials in santa clara county are hoping to expand services for people struggling with substance abuse in the south bay. it's part of the goal to double the number of people receiving care by the year 2030. abc seven news reporter dustin dorsey has the details. >> just as a physical compass gets people on the right track, santa clara county's new compass program aims to do the same for those suffering from addiction. they'll do this with a compassionate addiction services and support clinic to treat the most vulnerable. supervisor otto lee has witnessed firsthand how much addiction can make an impact. my cousin was addicted to substances and was overdosed three years ago. >> it affects everybody in the family of how it happened, making us wonder how did it happen? how could we have done more? and what do we need to do moving forward? >> now, he and his colleagues at the board of supervisors hope to take that next step to help. the board will vote to expand addiction services from hospitalization to recovery,

with patient care in mind when they decide that they want help or when it is clear that they are in grave danger. >> we need to be there for them. >> services will include easier access to same day walk in and telehealth access, direct care with medication triage and withdrawal management, collaborative help with santa clara valley health care providers, ems and inpatient services, and support for prescribers to give a full, comprehensive approach. >> and we're expanding services that specifically meet the needs of youth, of adolescents, of the unhoused, and of those in the justice system. >> in 2023, overdose deaths in santa clara county were down for the first time in a decade. numbers are declining this year again, but overdose deaths don't tell the full story. leaders say demand for addiction services still far outpaces supply, which is why they are doubling down on efforts to double the care 10,000 can receive. addiction treatment annually. today, the county hopes to serve 20,000 by 2030. >> together, we will ensure that

mental health and substance use treatment is prioritized for the well-being of everyone in santa clara county. >> substance abuse impacts everyone, either directly or indirectly, and getting help to those who need it helps build a better community for all in santa clara county. dustin dorsey, abc seven news. >> a prison correctional officer is accused of planting packages of contraband that he then took credit for sniffing out with his k-9. that's according to the san francisco chronicle. officer avelino ramirez was indicted by a federal grand jury thursday. prosecutors say ramirez planted drugs, drug paraphernalia, tobacco, cell phones and weapons. he put them inside ziploc bags. they say latex gloves, foil or tape prepared at his house. prison officials say ramirez worked at san quentin state prison for ten years. he was credited with finding contraband 20 times in 2022. >> coming up, when you go to the store or restaurant, do you know where your fish is coming from?

with our choices. and now with the new study from a team working at stanford's, pulling back the curtain on the global fishing industry and a fleet of specialized vessels that operate out of the spotlight. >> abc seven news weather anchor spencer christian has the story. >> you probably know what type of seafood you like to eat, but knowing exactly where it comes from can be trickier, especially if it's taken a detour on what some researchers are calling fish taxis. giant refrigerated ships that ply the world's oceans, transferring the catch from cargo holds of commercial fishing vessels, allowing them to stay out at sea for as long as possible. >> so what they allow is going out at sea and getting the cargo, bringing it back to port while the fishing vessels keep fishing. and that's the main job that they are doing. >> jean-baptiste jouffret and frieda benson are with the stanford center for ocean solutions and the stockholm resilience center in sweden, they say tracking the refrigerated ships, also known as reefer vessels, could be key to making the ocean supply chain more transparent and spotting

illegal fishing. >> so this is what we try to change with this study, because we believe that engaging with these owners can open up new pathways for increased transparency. >> their study builds on a data tracking effort. we first reported here on abc seven news several years ago. that's when stanford teams began working on linking various satellite and transponder systems with artificial intelligence to better track fishing vessels, but there's also a missing piece of the puzzle with reefer ships. >> but what has been unknown is who actually owns them. and that's partly because the way that global shipping is organized, which is quite an intricate kind of owning structure. >> the team began by cross-checking available location data against ship identification systems, and then worked backward, ultimately identifying 324 owners operating more than 500 reefer ships currently in use. china, russia and greece were the most active countries, including a single family owned company, so 46 of those 500, it's a single family

back in greece, in china, for which also has a large fleet of reefer. >> you're going to have a different pattern with many different owners owning different reefers. >> the new study includes an interactive map that allows the public to track whose vessels are where. the team is hoping to work with the owners to develop a stronger monitoring system to discourage illegal activity and overfishing. >> there are a lot of efforts trying to build traceability in the seafood supply chain, so when you buy a fish, you can actually figure it out where it's been cut. >> combining the power of advanced technology with public awareness to build a healthier ocean at stanford. spencer christian, abc seven news. >> and we have links to the study and the online monitoring tool at abc seven news.com. >> lake tahoe is on high alert after an invasive species of mussels was discovered near stockton last week. these golden mussels are native to china and southeast asia. in waterways, they can diminish water quality,

action for childhood arrivals or daca recipients eligible to sign up for coverage for the first time. according to the state, 1.3 million californians remain uninsured, with more than 170,000 of them residing in the bay area. open enrollment will run through the end of january of 2025. >> we're now learning that a's owner, john fisher, and his family will invest $1 billion toward the construction of the team's new stadium in las vegas. a team executive made the announcement during a special meeting with the las vegas stadium authority. fisher will also take out a $300 million loan in addition to his personal investment. the stadium project will also include $380 million in public financing. construction is expected to begin this spring. >> spring got a ways to go because we're just getting into fall and maybe some rain coming

our way. >> some fall showers. meteorologist sandhya patel is here with that sandhya. >> yeah, and that storm is starting to move in right now. let's take a look at live doppler seven right now. you will notice that that rain line that was in northern california and in the sierra up to the north, i should say the northern california mountains is shifting south. so here we go. street level radar, sea ranch. highway one. we are starting to see some of the wet weather moving in. also around ukiah. so as we look at live doppler seven, most of the bay area is still just dealing with cloud cover. that is going to change over the next couple of hours. temperatures right now in the 50s and 60s. a live view from our okay camera and the sun is dimmed by all the clouds at this hour. it is aloha friday travel forecast time. and if you are flying out of o k tomorrow morning, there's a 30% chance of showers. otherwise, afternoon should see plenty of sun 65 degrees heading to honolulu. scattered showers with some sun 30% chance 85 degrees.

so let's check out your diwali forecast. happy diwali! if you do celebrate tomorrow morning. it's a level one early morning showers the rest of your day plans are going to be just fine. temperatures in the 60s sunday. bright skies and windy weather expected with warmer conditions, but the fire danger will be coming up. we'll talk about that in just a moment. golden gate bridge camera it is socked in right now. level one storm tonight. rain with downpours at times. tomorrow afternoon we'll go bright and breezy and then sunday into early next week. we do have gusty offshore winds developing which will bring the warmer weather, but also bring fire concerns. so clearly fire danger is not over with the incoming storm tonight through early tomorrow morning. it's a light level one system. rain will be briefly heavy, slight possibility of thunder and breezy to gusty winds. right now the winds are starting to pick up in napa as we go. hour by hour, 7:00 tonight the rain is still in the north bay by 10 p.m. most areas are starting to see some of the rain coming through. there will be some

downpours, pockets of it around 1130 tonight. and while you're sleeping at 230 in the morning, you will notice some of that wet weather moving through the east bay. the south bay scattered showers early tomorrow morning and then you start to notice that clearing trend across the region. your rainfall totals. most areas will get anywhere from about a 10th to a half an inch. there will be a few spots that will pick up more rain than that. now, this does go into the sierra as well, and it's going to be more snow than rain until 11 a.m. tomorrow. we have a winter weather advisory 2 to 8in expected above 6000ft. so lake level is impacted. carry the chains if you're heading up gusts to 40 miles an hour. hazardous travel conditions expected morning temperatures because of the cloud cover and the rain, most areas will actually be running higher than last night 40s and 50s. 39, though at lakeport tomorrow afternoon, you're looking at low to upper 60s. it's going to be breezy and the winds will be picking up. switching direction a dry northerly wind sunday. you can see ramping up, and that's
