captioned by los angeles distribution and broadcasting, inc. are making one last pitch to sway voters. and in oakland, there is the potential for a complicated shakeup at city hall. good evening, and thanks for joining us. i'm dion lim. we'll get to the election in just a moment. but we are going to start with the weather because even after seeing rain there is concern about the possibility of fires tomorrow. let's get to abc seven news weather anchor spencer christian with your 24 hour accuweather forecast. spencer. >> okay, dion, i want to point

out first that we are not under a red flag warning for high fire danger. nonetheless, we have the classic elements for increased fire concerns. we have stronger winds. we have lower humidity and rising temperatures. here's a look at our current wind speeds. we have gusts up to 20mph already, and those gusts will increase significantly tomorrow, up to about 35mph on the coast at times. and as we get into monday afternoon, we'll see gusts up to 40mph in the afternoon, hours along the coastline and strong gusts elsewhere as well as well. so now we've covered the winds. let's cover the humidity, which is in a nice, comfortable zone right now. but over the next couple of days, starting tomorrow morning, for example, we'll see humidity dropping below 50%. then later in the day, in the afternoon, below 25%. in fact, in some cases below 20%. so that's dangerously low humidity along with stronger wind gusts and of course rising temperatures. tomorrow's highs will be only in the low to mid 70s, but we'll see upper 70s on monday and while that's not hot, the warmth, the stronger winds, the lower humidity all combined to raise fire concerns. i'll have more on that. and the

accuweather seven day forecast a little bit later. >> dion watching it closely. spencer. thanks. now with just three days left until election day, candidates running for san francisco mayor are fanning out across the city in a last minute push for voters. recent polls show a close race. abc seven news reporter cornell bernard caught up with the leading candidates to hear their final message to undecided voters for top candidates for san francisco mayor. >> now, in the homestretch, making a final pitch to voters. >> this race has so much at stake. >> incumbent mayor london breed is seeking another term in office this weekend. she's telling voters that she's battle tested after protecting the city during the pandemic. but there's more to do. >> this is not a place for on the job training, and this is a serious city with a serious responsibility. we're on the rise and i hope that voters see it. >> mayoral candidate mark farrell is getting out the vote with last minute and undecided voters in west portal. he says crime, homelessness and drugs are the biggest issues facing

san franciscans. >> we need a mayor is going to come back and focus on these basics, really do it aggressively with a strong determination. again, a strong vision for where we need to go because those issues affect everything that we do as a city. >> candidate aaron peskin is on the move this weekend in noe valley greeting voters. he says he's running on his experience as a longtime san francisco supervisor. >> there's a growing acknowledgment that i am the person with the experience, with actual plans to move the city forward, to address our affordability crisis, to reduce rent costs, and to make san francisco safer in a way that actually works. >> hey, how are you? good. >> nonprofit founder and levi strauss heir daniel lurie says he's proud to be the only mayoral candidate who's never held political office. lurie hopes being an outsider will make him the voters first choice in ranked choice voting. >> everybody i'm running against has had their chance and they have failed this. this mayor has failed to deliver for the people and the taxpayers for six years. now it's time for a change in san francisco.

>> cornell, bernard, abc seven news. >> with time winding down, the san francisco democratic party made a push to get people to the polls. they rallied at dubose park. that event was part of a nationwide get out the vote effort. mayor breed congressmember barbara lee, state senator scott wiener, and district attorney brooke jenkins all participated. one of the big issues in the east bay, the future of alameda county district attorney pamela price. the group save alameda for everyone, supports the recall effort, and they rallied in oakland today, saying her policies have fueled crime. we call christ, we call christ, and we stand here and we stand here together because our hearts ache and we want justice. price and her supporters have blasted the recall, calling it an attempt to silence those who support criminal justice reform. there are two big recalls on the ballot in the east bay. there's one that we just mentioned, of

course, pamela price and the other is against oakland mayor sheng tao. so what happens if they are recalled? both instances involve a series of steps that involve a lot of players, and it won't necessarily force them out of office immediately. abc seven news reporter anser hassan explains. >> for the past year, those for and against the recall of alameda county district attorney pamela price and oakland mayor chen tao have made their case. on tuesday, it will be up to voters. the recall at the statewide level is actually pretty rare. it's not used very often, but at the local level, we see the recall used as kind of a gun behind the door, a threat, if you will, factor. david mcewan is professor of political science at sonoma state university. he says if either of the two elected officials are ousted, the mechanism to replace them is quite different. for da price, it's a two step process. da price's term ends in 2028. the alameda county board of supervisors will appoint her successor, who will serve two

years until the next general election in 2026. whoever's elected in 2026 fills up the rest of the term until 2028. professor mcewan says what's unclear is just how fast the board of supervisors will move. generally, the board would have a meeting within two weeks of the november election, and that's an important element because we may not have certification yet for alameda county. he expects a decision will likely be made by the beginning of january. when it comes to the oaklandor seat, mcewan says that could be much messier. and this is one of the subtle or nuanced messages that mayor tao is putting out. there is like, look, if i'm recalled, there's a mess behind me about what happens if mayor tao is recalled. tao will remain in office until the vote is certified, which could be mid-december. oakland city council president nikki fortunato bass would take over as interim mayor. a special election must be called within 120 days from when mayor tao steps down. that special election could happen as late as

april. but complicating the process is that fortunato bass is running for alameda county board of supervisors, district five. if she wins, she will take office in january. that means oakland's pro tem will take over as city council president and become the next interim mayor until the special election. you're looking at a 5 or 6 month period in oakland politics and oakland city politics, where you could see literally four mayors in about five months. in a statement to abc seven news, the alameda county registrar of voters, tim dupuy, says he's received over 270,000 votes as of saturday. that's 28% of alameda county voters. dupuy expects 80% voter turnout for this general election in oakland, anser hassan. abc seven news. >> it is complicated, and abc seven news is here to help you navigate through all of the races and measures on the ballot. we have a voter guide at abc seven news.com where you can look up races specific to your

county. you can find it under the election section. new at 11 a pair of walgreens stores in san francisco were hit in an apparent smash and grab robberies. an employee says a large group of juveniles ran into the store on mission street near first at about 3:30 p.m. the suspect started going through the display cases and all, but cleaned out the cosmetics shelves. they left behind quite a mess as they ran out of the store with several bags of merchandise. a second store on market in ninth streets was hit about an hour later. police say that incident happened at about 4:45 p.m, with a large group entering the store. you're looking at video as they tried to smash open display cases. you can see them grabbing what they could, putting merchandise into bags. the group then heads out the door, heading down market street. police say so far, no arrests have been made. a security guard says the store was also hit yesterday. over in the east bay, three people have been charged in connection with an organized retail crime ring.

they are suspected to have been involved in a criminal enterprise at the oakland coliseum. flea market. the alameda county da's office alleges the trio had heaps of stolen property valued at more than $348,000. those products came from ten different chain retailers like sephora, macy's and walmart. still to come tonight, the bay area marks dia de los muertos. see how people are remembering their loved ones through colorful celebrations and a special dedication in memory of a seven year old boy. the grand opening of a playground that his parents hope will bring joy to the community for years to come. and a little later, we'll hit the campaign trail with the race to the white house, the candidates making their final pitch to sway voters

he filled the streets of the mission district for the 43rd annual dia de los muertos procession. >> at the beginning, i used to be very small that people would come to celebrate the day of the dead. nowadays it's very important because a lot of our uh, a lot of people who are from other cultures, they come and check our cultures and these days. so it's really nice. >> as teca dancers led the way, performing ritual dances at the four main stops for direction, this event is put on by el colectivo del rescate cultural de la mision and organizers encouraged attendees to shop and eat afterwards to help out all of the local businesses and people gathered earlier in the day at potrero del sol park for the day of the dead. festival of

altars. the community was invited out to build an altar in memory of beloved family members. there were also cultural ceremonies and the debut of a play telling the story of latinx skateboarders. the festival of altars is part of the marigold project, which is an organization rooted in sharing the traditions of indigenous and latino communities in the mission district. families around the world are celebrating dia de los muertos, and while some families in the south bay are coping with loss, they are also celebrating new life. abc7 news south bay reporter zach fuentes explains why and what those families are calling on everyone to do. >> this was joe chairez. he was a sacramento police officer. but first a beloved son. >> he died of a brain aneurysm on the job while making an arrest. >> jess said that before joe graduated from the academy, he told him that he wanted to be an organ donor, a decision jess initially disagreed with. but when joe passed and doctors asked jess if his organs could

be donated, he knew he had to think that over. >> god gave me an answer right then and there, and the answer was if i honored my son, i'd be honoring him. >> joe saved four lives that day. >> five years later, i got to meet the person that has my son's heart, and i got to put my head against his chest. >> joe was one of many organ donors being honored on this ofrenda at all three santa clara county run hospitals. the goal is to honor the past donors and raise awareness for organ donations, especially in the latino community. >> in california alone, there's over 20,000 individuals waiting for an organ. latinos make half of that in the california waitlist. >> eileen delgado, spallino with donor network west, says many in the latino community are hesitant to register as donors because of common myths. >> when the medics come to take care of you, they're not going to take care of you because you're a donor. and why waste resources taking care of you right? >> something they say is far from the truth. >> we need the organs to be in

really good shape, so they're going to take care of you anyway because that's what they have to do. and paramedics are not looking at their driver's license for that donation. they're looking at it to identify who you are and get you to a hospital and call your next of kin. >> pankaj sawant has a beating heart today because of someone like joe chairez, who registered to be an organ donor here. >> before i was literally playing to praying to god to like, at least give me a couple of years so that i can see my son go to college. and yesterday we applied for his admission. >> his request now is for more people to consider registering as organ donors. i think that's the ultimate thing you can do. for more on registering, head to donor network west.org in san jose, zach fuentes, abc seven news. >> so important in marin. a special dedication to a little boy with the grand opening of a new playground today. alex's playground and discovery gardens was created to honor seven year old alex schwanbeck nearly five years ago. he was tragically killed when a 400 pound gate came crashing down on him during

his school recess. organizers say his family is turning their grief into action and giving back to their community. in niven park. the parents funded this project with a focus on curiosity and adventure. it's really spectacular to see kids playing in the park, climbing in the structure, just running around, exploring. >> it's a really, really neat event. we just hope that this brings a lot of joy for families for years to come. >> today's grand opening was called alex's perfect day. it certainly looked like it. it entertained included entertainment, activities and food trucks from his favorite food places in the east bay. today, more than 208th grade students participated in girls tech day. amazon web services hosted the event at mlk junior middle school in hayward. it all aims to inspire and motivate girls and young women to pursue interests in science, technolog,

engineering, arts, and mathematics. the students engaged in talks by local women influencers and our very own south bay reporter lauren martinez, served as a co-host of girls tech day. girls can do anything. >> absolutely. for so long, some of these fields were male dominated and this is great. i'm happy to see it. >> yeah, nice to see all of them be so encouraged. and also nice to see the weather be kind of seasonal and mild for once. >> it has been, you know, after the early morning showers, which fell before most people got up the skies cleared and we had a very lovely day. as you pointed out, it was nice and mild in the afternoon. and right now we're looking at the satellite radar composite image to show large area of clearing, large area of high pressure. actually, that's going to move in to replace the clouds that accompanied the rainfall this morning. right now we're looking at breezy conditions, especially along the coast where most surface wind speeds are between 12 and about 20mph. those winds will be increasing over the next couple of days, and it's chillier right now than it was at this time last night. by anywhere from

four to about nine degrees. so temperatures are dropping at least during the overnight hours. clear skies right now as we look out over san francisco from sutro tower, 55 degrees here in the city right now, 59 in oakland, and mid or mid to upper 50s at hayward, san jose, redwood city, half moon bay. not a very wide range of temperatures at the moment. here's a view in emeryville where skies are also clear. it's 52 degrees right now in santa rosa, petaluma and napa in the upper 40s, so it's getting a little chilly and some north bay locations, 50 and 51, rather in fairfield, 52 livermore, concord, 56 degrees and a nice view from mount tam looking down onto parts of san francisco and the bay bridge and off in the distance there we see oakland. these are our forecast headlines. next two days will be dry with breezy to gusty conditions elevating our fire concerns, and we don't have a red flag warning for high fire danger, but high elevated fire concerns for sure. with the drop in humidity and the increasing wind speeds. now tuesday election day, it will be warmer with a mix of sun and clouds, no weather excuses for not getting

out to vote, and the remainder of the week will be sunny with november warmth gracing us all the way through the week into next weekend. now, beach hazards statement has been issued by the national weather service from 3 p.m. tomorrow to 7 p.m. monday. wave heights will be elevated, breakers could reach heights of 10 to 14ft. and of course, there is the risk, possibly of dangerous sneaker waves and rip currents. when we go to our forecast animation overnight, we'll see clear skies for the most part. but in the early morning hours, the wee hours of the morning, we might see a little system moving into the north bay. and the northernmost part of our viewing area could produce some light sprinkles up around cloverdale, ukiah. but it won't last long. it will fizzle and go away, giving way to mainly clear skies. overnight lows will be mainly in the mid to upper 40s, except to some low 50s in oakland and san francisco. and on we go to the accuweather seven day forecast. i'll get out of the way so you can see it all. don't forget to set your clocks back tonight or in the early morning as we fall back to standard time. tomorrow

election day is just three days away and the candidates are staging campaign blitzes across some key swing states in the final weekend of campaigning. vice president harris and former president trump, both visited north carolina saturday, where polls show an extremely close race. here's abc's chuck severson. >> with many polls showing an extremely tight race, vice president kamala harris and former president donald trump are focusing in on some key battleground states, including north carolina. harris, speaking to a crowd of about 10,000.

>> if you're planning to vote in person, the old fashioned way, there are a few things you need to know before you cast your ballot. first and foremost, there is a dress code. now. it doesn't mean you have to be wearing your sunday best, but there are restrictions on any clothing or accessories that are in support of or against a certain candidate or proposition. that's because california law bans electioneering. the idea is to create a neutral environment for voters so they don't feel pressured to vote a certain way. this means you got to leave any campaign gear behind. no maga hats, no harris wall shirts. it even applies to buttons. but don't worry, the i voted sticker is okay. another question we get is what should i bring to the polls? in most circumstances, voters are not going to be asked to present an id to an election official, but it's another story if you're a first time voter. now, in california, first time voters can register to vote on the day of and get a provisional ballot. you're going to want to make sure that you bring a california id or present your last four digits of your social security number to an election official, and make sure to bring

proof of residency, like a recent utility bill or any other government issued mail that you might have gotten recently. when you get there, you may see people watching the process there. poll watchers, not election officials. the difference is they're volunteers here to monitor the process and make sure everything is running smoothly. however, they're not allowed to ask you for personal information like proof of voter registration or your id. selfies are permitted at the polling place, but ultimately it's up to the discretion of election workers. if it's causing a disturbance and any photograph you may take cannot compromise other people's personal information. now, there's always the option to mail or drop off your ballot at one of these official drop box locations. if you're doing it by mail, though, your time is running out. it needs to be postmarked and in the mail on or by election day, which is next tuesday, november 5th in san francisco. monica madden, abc7 news. >> for more on the san francisco mayoral race, you can head to our website. we did in-depth

interviews with the top candidates in the race. those conversations are all posted at abc7 news dot com slash, sfmoma or wherever you happen to stream abc7 news. today, one of the country's most popular casual dining chains filed for bankruptcy. tgi fridays is blaming the covid 19 pandemic for the business challenges. the filing will affect the restaurant's parent company, which operates 39 of the 160 tgi fridays in the country. all of those locations will remain open while the company undergoes restructuring and bankruptcy proceedings moving forward. new developments now out of spain. the prime minister has ordered a record 5000 troops and an additional 5000 police officers to the regions hit hardest by flash floods. the catastrophic flooding that has killed at least 200 people in spain so far, with the death toll expected to rise. heavy rain began on monday that later destroyed bridges and cut off communities, leaving them without electricity, food and

water. it's one of the worst floods europe has seen in the last century. nvidia has replaced industry rival and silicon valley giant intel on the dow jones. it's being called a shake up to the blue chip index, reflecting a shift in the semiconductor industry. intel held its spot for 25 years, but with the recent boom in artificial intelligence, nvidia was able to corner the market with chips that run those systems. nvidia stock has soared, while intel has been cutting jobs. still ahead tonight a runaway runaway postal truck. what happened is bad. but then it got worse. and that's why seven on your side investigates. >> i'm spencer christian. drier air and stronger winds add up to fire concerns. i'll have the accuweather forecast coming up in just a moment. whe

behind it. that's when seven on your side investigated. the video clearly shows a postal truck getting hit, hitting a parked car, and it gets even worse after that. seven on your side stephanie sierra has this story. >> it was not someone you'd expect to hit your car and then flee the scene, but that's what happened here. and months later, this family is still trying to recoup their losses. >> i just want to let you know something's wrong with the car. you know, the back is all smashed. >> brady muir got the urgent call from his son. the family's vw jetta was mysteriously damaged. >> you know, at first i was hard on my on my kids because i was like, just tell me what you did. >> his teenager said they were not responsible. they'd gone to get burgers and returned safely. >> they're like, well, literally like we went to in and out and then came home. so i was like, you know what? let's go through our ring. >> brady scrolled through his ring camera, video, and all of a

sudden i see the post office. he was shocked at what he saw. the video shows a mail delivery truck with no driver inside. slowly rolling away from the curb. the driver runs back and jumps inside, and all of a sudden. >> and then you hear a large bang. and then the volkswagen moved like 4 or 5ft. and i'm like, holy cow. like, it was the post office. and i was just like, in complete disbelief. >> the driver backs up and slowly veers around the damaged car, then drives off. >> did we get a note? did they ring our doorbell? nope. person got back in the car and just drove off. just like nothing ever happened. >> brady contacted the local post office to make a claim. an employee came and took pictures. >> well, i'm going to, you know, turn this in and we'll get back to you. >> however, no one did. brady contacted the postmaster in sacramento. >> okay, what you need to do is take the car to get two estimates, and then we'll get

back to you. >> again, no one did. so he called back. >> and he's like, to be honest with you. he goes, it's going to take anywhere from 6 to 9 months for us to get going on it. now i was like, yeah, that's not going to work. >> the damage seemed minimal, but the impact had actually bent the frame. the car was a total loss and the insurance payout didn't cover the replacement cost. brady had to settle for an older model. >> that's when the reality hit. >> he'd lost a perfectly good car. plus the insurance deductible. rental car costs, lost hours at work all through no fault of his own. and months later, still no word from the u.s. postal service. >> your agent ran into our car, destroyed our car, and decided to drive off. it's on video. clear cut. then nothing. crickets. >> seven on your side. asked why the u.s. postal service never responded to his claim. a spokesperson said it's all because brady never filed standard form 95. he can't file
