high stakes and high security in the final countdown to the presidential election. the increasingly tense rhetoric and how bay area election leaders are preparing. but we begin tonight with a rescue at sea and several boaters still lost. a group out crabbing goes missing off the coast, and so far, the only one to come back alive is an 11 year old boy. with that, we say good evening and thank you for joining us, i'm dion lim. tonight the coast guard is calling off the search for four

boaters who disappeared off the coast of bodega bay. they went out crabbing yesterday, but never made it back to the dock. six people were on board that ship. today, crews found one of them dead. and an 11 year old boy who miraculously made it back to land alive. abc7 news reporter j.r. stone is in bodega bay with new details from search crews about how that boy survived. >> a scenic as this shot of the pacific ocean is. it's heartbreaking knowing that four people are still missing and may still be out there in the water. >> the survivability is, is at this point is unlikely. >> that's chief petty officer levi reid telling us late sunday that the search for those four of six people who were on a boat crabbing saturday near bodega bay has been suspended by the u.s. coast guard due to high winds and rough seas. it comes after the body of an additional person on that boat was found floating sunday, but also comes after an 11 year old boy on that boat survived floating to shore sometime saturday night into

sunday morning with the help of a cooler, so he had a life jacket on, but was was also using the cooler to float in. >> that's correct. was able to stay on shore because he wasn't sure exactly where he was. stayed put until sunlight, and then was able to come out to think that there was a young boy who had his life jacket on who used this cooler. >> that's got to be a miracle in itself. >> absolutely. the kid had, which has been through it, and he's a i haven't talked to him personally, but yeah, obviously i feel feel bad for him. but i'm so happy that he survived. >> reid says that boy is now in stable condition and has been reunited with family members. now, a hope that the other four, which includes kids and adults, might somehow be alive. is there any belief that any of those four could still be alive? >> that's always our hope in a situation like this is as remote

downtown oakland. alameda county sheriff's deputies standing watch. >> the number of police officers feels a little like something is wrong. like it's a little overboard if i'm honest. but seeing that there is police presence makes me confident that i can come here and vote safely. >> brandon thomas pedaled in with his ballot. >> this whole election is going to be. it's been a stressful ride, so i just wanted to do my part, get it done early so that, you know, i'm sure my parents that i voted show everyone that i care. let's see if they've been signed. >> alameda county election bosses say 100 voting centers are now open through tuesday. many voters are getting it done early. we've had about 300,000 people already vote, which represents about 32% of our voters so far. >> so turnout is going to be really good. >> depuy expects some close races may not be decided tuesday night. >> it's probably going to take us a couple of weeks. i'm estimating, you know, we could be looking at about 400,000 plus votes coming in by mail on

together with whatever results ended up being voted on. cornell, bernard abc seven news. >> now, this race remains extremely close, with polls showing harris and trump locked in a dead heat. the final abc news ipsos poll shows harris, at 49% support among likely voters. trump at 46%, which is about where this race has been all along. abc news political director rick klein breaks it down. >> if the battleground states are any indication, we have seen a little bit of movement. that, to me is really intriguing. the new york times siena poll, which is a very reputable pollster, they came out with with numbers today that that had harris leading in some of the southern states up narrowly in north carolina and georgia, but in a real dead heat in pennsylvania and michigan. that would be very tough for her to win without those states. >> be sure to stick with abc seven heading into election day. we have a voter guide on abc seven news.com where you can get details on the look up races specific to your county. you'll find it all under the election section. new developments tonight in a disturbing case of

violence on bart, police arrested a man accused of stabbing a woman. in what? police are calling a random attack. bart says a station worker spotted the suspect this afternoon at fruitvale station, then told police. he's accused of stabbing a woman on an antioch bound train near the 24th street and mission station at about 8:00 yesterday morning. a station agent helped that victim until officers arrived. she went to the hospital with serious injuries. bart surveillance cameras captured an image of that suspect, which helped investigators catch him. all right, turning to your forecast now. after a gusty day, for many of us, windy and dry conditions are fueling some wildfire concerns across the area. let's get to abc seven news weather anchor spencer christian, with your 24 hour accuweather forecast. >> spencer dion yes, you're right, it's been a windy day. it's still windy in some spots, strangely enough. interestingly enough, i should say the strongest gusts right now are away from the coastline 28mph in livermore, 22mph at fairfield.

here is your day planner for tomorrow. 7:00 tomorrow morning. it will be bright and breezy and it's going to get gustier getting later into the day at noon. gusty and sunny with 72 degrees inland, about 70 around the bay shoreline. it will be mild. the temperatures will be 4 p.m, gusty and mild, 76 degrees in the warmest inland spot, 70 around the bay shoreline, 60 on the coast. and as we get into the 7 p.m. hour, the winds will be relaxing a little bit. it will be dark. sun is setting earlier these days, but still mild temperatures ranging at 7 p.m. from low 60s to upper 60s. i'll have the accuweather seven day forecast in a few minutes. dion. >> all right, sounds good. spencer and speaking of the weather, p-g-and-e's may shut off power to some parts of the bay area this week to prevent its equipment from sparking wildfires. p-g-and-e's is preparing for shutoffs in parts oflameda, contra costa lake, napa, sonoma, santa clara and solano counties. nearly 12,000 people may be impacted. napa and solano account for about half that total. the shutoffs would

likely begin tuesday and continue through thursday, p-g-and-e's says it's taking steps now to make sure elections facilities still have power. to the south bay now, where san jose leaders could move toward creating a new pedestrian mall, this week. the city council is set to take the next steps in, permanently closing a key public space to traffic in downtown historic district. the city wants to establish a pedestrian mall on post street between south first and lightstone alley. during the pandemic that section of post was closed to traffic before reopening in january of 2022. not all businesses, though, in the area like the idea of the closure, saying it took away convenient parking for some customers. the city council is planning a public hearing next february. happening tomorrow, bay area transportation officials will start taking feedback from the public about big bridge toll increases. all but the golden gate would be affected, and

currently the toll on state owned bridges is $7. it goes up to $8 next year under a previously approved hike, but tolls could go up to 1150 by 2030. under this new proposal, officials say they need the money for maintenance. so here's a look at the pricing for drivers with fastrak starting in 2026, tolls would go up $0.50 each year through 2030. but you can see there it will eventually rise to 1050. those without fastrak would pay more. the public comment period goes through december 3rd. back to back burglaries at san francisco stores with local leaders divided over the best solution. so we're diving into what these wild break ins have to do with your ballot. and a man pretending to be a police officer pulls someone over. now he's the one in jail. flashing lights a badge, all of it is fake. plus it's back to the drawing board for a luxury

widespread shoplifting happening so boldly and so often. small business owners say they are fed up. california's approach to crime is on the ballot. proposition 36 would increase sentences for certain drug and theft crimes. abc seven news reporter suzanne fawn explains why democrats are divided after yet another weekend of wild retail thefts. it happened again this weekend. bands of thieves ran into two different walgreens stores saturday afternoon, one on mission and one on market. they cleared out the shelves and

prop 47 by increasing penalties for repeat shoplifting and fentanyl dealing. prop 36 allows felony charges for possessing certain drugs and for thefts under $950. if defendants have two prior drug or theft convictions. san jose mayor matt mehan and san francisco mayor london breed support prop 36, saying it encourages treatment for those addicted to drugs. but opponents say don't be fooled. >> proposition 36 is a perverse fraud and i'm hoping that voters aren't duped by it. >> will matthews is with californians for safety and justice, a public safety advocacy organization and leading opponent of prop 36. matthews says prop 36 is misleading. >> it promises to produce mass treatment on demand without creating even a single dime of new funding for this supposed mass treatment. >> governor newsom is among the opponents of prop 36. they say it slashes crucial funding for victims crime prevention, treatment and rehabilitation.

opponents of prop 36 believe it will lead to more crime and mass incarceration. most people agree californians desire and deserve to feel safe. the question is whether prop 36 is the best way to do that in san francisco, suzanne phan, abc seven news. new at 11 now, a man from windsor is accused of impersonating a police officer. police took the 60 year old into custody yesterday after he stopped a driver early that morning. they say the man set up his car with flashing lights. even a fake badge, then pulled someone over. he wasn't wearing a uniform and claimed to be undercover. police are urging the public to contact the windsor police department. if you think you were stopped. an attention grabbing sight for drivers near the bay bridge this morning. take a look at all of that black smoke there. a fire burned at about 9 a.m. on the frontage road area near the toll plaza, and some kind of debris then caught fire, and those flames spread to nearby grass and brush. firefighters put it

out quickly and there was no significant damage. plans to build a massive new luxury resort in the north bay just hit a roadblock. a court is rejecting the plans for a new neighborhood in lake county because of wildfire risk. the green valley project would transform an undeveloped area of east of middletown. the developer wants to build 1400 homes, plus a massive hotel, golf course, equestrian center and camping area. two weeks ago, a state appeals court rejected the environmental review of the project, saying lake county failed to take into account the risk of sparking a wildfire. the developer will now have to work with the county to revise its plans. contra costa county fire and rescue rescued five people after their boat capsized in the antioch marina. this morning. three of five people were taken to the hospital and the other two released on scene. firefighters say the winds were very strong, making for

dangerous conditions on the water there. crews responded within five minutes of receiving a 911 call. >> when my friends say they come in, i was thinking about 30 minutes or 1 hour waiting for the fire department. but no, they show show off very, very fast, very quick. >> yeah. thank goodness. contra costa fire reminds people to make sure there are enough life vests for every person on the water, and to wear them at all times, no matter the weather conditions. well, and the weather conditions. we're watching humidity, wind. but everything else pretty mild. that's true. >> and one of the reasons it's so mild, even with this windy pattern, is those winds out of the north. and as they travel downslope, they dry out and they warm up. so we've got windy and warm and dry weather. of course that that's a recipe for high fire danger. so let's move along and take a look at current conditions. current wind conditions is really gusty away from the coastline right now. 21 mile per hour winds at

tensions are high in the presidential election and tonight, law enforcement agencies are warning about fake videos stoking fraud fears. abc's morgan norwood has the message from the fbi about russia's role in this disinformation. as the election nears, the fbi issuing a warning saying it's aware of two fake videos related to the 2024 election that claimed to be from an agency. but they're not. one falsely said the fbi apprehended three groups committing ballot fraud, while the second video pertains to second gentleman doug emhoff, the husband of vice president kamala harris. but the fbi is assuring the american public both videos are fake. in a statement saying attempts to deceive the public with false content about fbi operations undermines our democratic process and aims to erode trust

in the electoral system. the intelligence community says fake videos are often the work of foreign actors, in particular russia, china and iran. but the fbi did not say if these latest videos have a foreign nexus. on friday, intelligence officials said a video purporting to show haitian immigrants on the way to vote in georgia was a russian influence operation, described as disinformation and fake. a week earlier, another bogus video that appeared to show a man destroying trump ballots in battleground pennsylvania was also a russian fake. they want to undermine american confidence in our elections and trust in democracy, and they want to sow and stoke partizan discord. >> they want to pit americans against each other. >> cybersecurity and infrastructure security agency director jen easterly says she's confident in the integrity of our elections. >> i do not believe it would be possible for a bad actor to tamper with or manipulate our voting systems in a way that

they could have a material impact on the outcome of the presidential election. >> she says the machines americans use to vote are not connected to the internet, making them very difficult to hack. and there's a physical record of almost all votes. >> 97% of americans will have their ballots. their votes recorded on paper, which means they can be checked and rechecked over and over again. >> georgia secretary of state said it had identified four people who may have attempted to vote multiple times, an incident now under investigation that he says shows the safeguards in the state are working. morgan norwood, abc news, new york. the legal fight over elon musk's $1 million voter sweepstakes is due back in court tomorrow, but not the court. musk wants a federal judge will not take up the lawsuit over the giveaway for the tesla founder's super pac. philadelphia's district attorney sued over the sweepstakes, claiming it violates state lottery laws. musk says the money is a prize and earnings for work as a spokesperson for

his america pac. he tried to have the case moved to federal court, but a judge declined. and now a hearing in state court is set for tomorrow morning. developing news out of oklahoma. now where at least 11 people are hurt after multiple tornadoes ripped through the oklahoma city area. this morning. those storms caused severe damage to at least 100 homes there, knocking out power to tens of thousands of people. firefighters also rescued people stuck in their cars due to flash flooding. oklahoma's governor has declared a state of emergency for the six hardest hit counties. another milestone for santa cruz based company developing electric air taxis to carry paying customers. yesterday, joby aviation made its first test flight in japan. joby is set to operate air taxi flights at expo 2025 in osaka next year. now, last month, the faa announced it signed the final regulatory framework for how air taxis will operate and

how pilots will be trained. joby is one of the companies expected to launch in 2026. in san francisco, los angeles and new york. a popular restaurant in the north bay announced an abrupt closure in a facebook post today. molti amici announced they are permanently closing down after only one year in business. the italian restaurant in healdsburg was just awarded a michelin star, with bib gourmand recognition back in august. the restaurant thanked the community for their support but didn't share any details about the reason for their closure. renting a sleeping pod in san francisco for just $700. it's a story we first told you about a year ago, but it's taken nearly a year for the company behind the pods to receive the correct permits from the city. abc seven news reporter luz pena went back for an update and took a look inside. >> in a city where the average rent price is 3 to $4000, a

have a change of use because this building used to be a bank. >> for the first time, we're hearing exclusively from the co-owner of brownstone share housing, the company that runs the pods. we got a look inside the building, a place he said almost didn't survive because of how long the permitting process took. in san francisco, but there were no safety concerns. >> there's really no construction that we had to do to improve the building. >> after over a year, he's glad they finally have the right approval for the pods. we contacted the department of building inspections and they confirmed that on september 5th, the planning department issued a letter of approval for the sleeping pods. they also asked him to obtain paperwork for their shower stall and fix the front entry lock. the entrepreneurs inside hope the city makes the permitting process easier. >> if this had existed 3 or 4 years ago, we probably wouldn't have lost so much early stage startups to austin and denver. >> the company behind the pods is applying for a bigger place

here on abc seven. >> well, listen to this. san francisco skyscrapers may 1st day have giant robot spiders climbing up the side of office buildings to clean windows. sounds like science fiction, i know, but the artificial intelligence driven tech is already at work. on friday, the window cleaning robot was unleashed on a high rise building in dallas. the robots, as you can see, vertically climb buildings, reducing the risk of humans cleaning windows. although a single person is still involved. >> we have the vertical robot unit, which is the robot that you see that is walking on the building. some kind of a spider-man and the cleaning device. we combine a lot of ai algorithm, vision and different sensors to actually build and simplify this environment to make it very easy. >> who would have thought robotics ceo says the robots are already being used in asia and the middle east. i mean, i have no words. i'm just so shocked at what technology can do these days. >> so am i. there are interesting looking devices. i would imagine if i were sitting

named as the giants new gm. he's been with san francisco since 2019 and has a strong background in scouting. larry beil sat down with zach on friday to discuss the challenges ahead. >> first of all, congratulations. i know you got your family here as well, so it's got to be, you know, a great time for everybody involved. what are the past 24 hours been like for you? >> it's been a little crazy. a lot of text messages, phone calls. i'm still trying to deal with an infant baby and make sure he gets his sleep. but it's been fun, in a sense of making the calls to the people that have been so impactful on my life, my career, and their reactions. it's been awesome. so in a sense, as crazy as it's been, i'd love to relive it so many times over just to hear those reactions again. >> you're a baseball lifer. you come from a baseball family. your brother is the gm of the angels. we're not going to hold it against you that tommy lasorda, the dodgers legend, is your godfather was your godfather. yes. but do we put that low in the bio that, you

know, tommy and all the dodgers. >> i think the people who know me best. and i have three older brothers and, you know, four boys in a very sports related family. you're kind of having to scratch and crawl for everything. and whether that's attention winning a pickup basketball game and whether i liked it or not, i probably developed this little chip on my shoulder that i had to prove myself and try and get that attention. so in reality, uncle tom being my godfather, i actually think it's the perfect fit for me to be in this role with the giants. >> analytics have taken over the game. you're more of a scouting guy, and buster said that's what he is looking for. >> yeah, so the way i look at it is i, i try to stay away from putting people in the box of scouting and analytics and the way i look at it is a baseball person is someone who's passionate about the game. they're willing to sacrifice their time to try and build the

best possible team. we can have. and for me in particular, i've been fortunate to work in different departments. see different departments on a daily basis. and i have a ton of respect for our analytical department and expect to work with them on a daily basis, and i'm excited about that. >> what are you going to do differently to try to convince free agents that san francisco is where they should want to be? >> for me personally, i'm extremely biased. i live in the city. i live about five minutes from the station. my wife lives in this city. we started a family here. we love it here. so from a personal aspect, trying to relate to free agents, what a great place san francisco is. and then from a professional aspect, trying to relay to them what a great ballpark we have, how it may relate to pitchers, and what a great place it is to pitch. and i've been in this ballpark as a visitor when those stands have been have been full. those orange towels waving and it's a pretty daunting place to
