close in less than 40 hours. vice president kamala harris and former president donald trump making their final stops ahead of tomorrow's election. >> and an issue with the fcc. how nbc is responding to the agency's claim after having the vice president on snl over the weekend. good morning. it's monday, november fourth. >> we're going to start, though, with a check of the weather with lisa argen. good morning. >> good morning. it was a pretty weekend. we had some gusty winds yesterday and they remain today as the system moves away from the four corners region and we have a ridge of high pressure we are left with so lack of fog and bright sunny conditions, but we still are looking at critical fire weather. with our second push of offshore winds by tuesday. 54 in oakland. right now it is 42 in santa rosa. with those low 50s in san jose. 24 hours ago, we were much cooler. the winds had not started up in our inland valleys, and so with the wind, temperatures are a bit milder out there. we'll continue to see that breeze throughout the morning hours. and although

we don't have a red flag warning today, we do have one for three days beginning tomorrow morning into thursday. so here's the plan today. sunny conditions a few high clouds, a little bit warmer than we were yesterday. check out the temperatures after noon. we're in the low 70s, but we'll continue to see highs above average with mid 70s in concord, 77 in gilroy. and we will see the winds ease up later on today. and a light onshore flow returns. so we'll talk about a bit of a break. but all the wind yesterday really primed the atmosphere for what's coming tuesday, wednesday and thursday for the entire bay area will be under a red flag warning. so we'll talk about that in detail. but first, another check on our commute. >> good morning. good morning to you lisa. good morning to everybody. so far the commute is looking pretty good this mornin. you can see from our overall map mostly green which means no major issues other than in the altamont pass where we see that slow down pretty much in the tracy to livermore area. so from tracy to dublin, it will take

you 47 minutes. right now that is in the red. dublin mission boulevard south, 15 minutes, 101 to cupertino 15 minutes. right now and looking live at our san jose, 101 8-80 camera. you can see traffic. there is flowing pretty nicely. we'll have no delays in that area. >> tomorrow is election day and this morning the focus remains on the handful of swing states that could decide the presidency. >> former president trump will be in north carolina and michigan. then both he and vice president harris will be in pennsylvania tonight for their final rallies before the polls open. the state could very well decide this election in front of a north carolina crowd. yesterday, trump continued his attack on the legitimacy of the elections, falsely claiming that cheating is the only way he could lose the ones that should be locked up are the ones that cheat on these horrible elections. the former president also said he shouldn't have left the white house, and joked that he wouldn't mind if reporters were shot. should there be another attempt on his life? vice president kamala harris

took a detour off the campaign trail saturday night to make a surprise appearance on saturday night live. she appeared with maya rudolph on snl to give herself advice for tomorrow's election and poke fun at trump and herself. and live from new york. >> it's saturday night and i'm just here to remind you you got this because you can do something your opponent cannot do. you can open doors. really laugh like that, do i? oh, a little bit. >> her appearance on the live show is sparking controversy. an fcc commissioner posted on x that it was, quote, a clear and blatant effort to evade the fcc's equal time rule. commissioner brendan carr is the senior republican on the commission who was appointed by trump. he went on to suggest nbc offer equal time to other

qualifying campaigns. in response, nbc news agreed to air a short video message from the former president. the one minute ad aired sunday during a nascar playoff race. >> more than 6.7 million people have already cast their ballots across california. if you aren't one of them, you still have time to get your mail in ballot turned in, or you can show up in person tomorrow to vote. even if you aren't registered. abc seven news reporter lena howland is live in dublin this morning with everything you need to know before election day. hi lena. >> hey, reggie. good morning to you. we are at the dublin civic center right now, which is one of four vote centers set up throughout dublin and it's one of dozens you'll find all over alameda county. county election bosses say 100 vote centers are staying open through tomorrow. over the weekend, we found many voters getting it done early as alameda county sheriff's deputies stood watch. so far here in alameda county. the registrar of voters tells us they've had about 300,000 people already vote. he says that

represents 32% of voters so far. but he expects some close races may not be decided tuesday night. >> it's probably going to take us a couple of weeks uh. i'm estimating, you know, we could be looking at about 400,000 plus votes coming in by mail on election night. that's a lot. >> the number of police officers feels a little like something is wrong. like it's a little overboard. if i'm honest. but seeing that there is police presence makes me confident that i can come here and vote safely. >> every registered voter across the state has already been mailed a ballot, but if you plan to vote the old fashioned way in person, there's a few things to know before you go. because state law bans electioneering. be sure to leave any campaign gear behind before heading inside. first time voters can register all the way through tomorrow at any vote center and get a provisional ballot. just make sure you have a california id or the last four digits of your social security number

available. also, make sure to bring a proof of residency like a recent utility bill or any other document sent by a government agency. you also still have the option to mail your ballot in. just make sure that it is postmarked on or before election day, which is tomorrow. live in dublin. lena howland, abc seven news. >> thanks, lena. if you need a ride tomorrow. the santa clara valley transportation authority is offering free rides to polling places on election day. you can hop on any vta bus, light rail or paratransit between 7 a.m. and 8 p.m. those are the hours the polls are open in the last presidential election, almost 87% of voters in california voted by mail. california automatically mails a ballot to each active registered voter. of course, you fill out your ballot, you sign it and you seal it, and the postage is prepaid. so you don't need to add any stamps. you can return it to an election office, dropbox or polling place. and as lina just said, if you're mailing it, make sure it's postmarked no later than election day, november 5th. it can take up to a week to arrive.

your vote will still count. you can track it online on the secretary of state's website at where's my ballot? dot s o sca.gov and abc seven news is here to help you navigate through all the races and measures on the ballot. we have a voter guide at abc7 news.com where you can look up races in your county. you'll find it under the election section. >> p-g-and-e's may shut off power starting tomorrow, and some parts of the bay area to prevent its equipment from sparking wildfires. p-g-and-e's is preparing for shutoffs in parts of alameda, contra costa lake, napa, sonoma, santa clara and solano counties. nearly 12,000 people may be impacted. napa and solano account for about half of that total. the shutoffs would likely begin tomorrow and continue through thursday. p-g-and-e's says it is taking steps now to make sure elections facilities will still have power. >> this morning, four people are still missing after the boat they were on capsized in the ocean off bodega bay over the weekend. gloria. the group was out for the opening day of crab

season. yes, reggie. >> it appears the group was out to enjoy the first day of crabbing season, and there were a total of six people on the boat. the press democrat says six of them were members of one family. one was a family friend. they took off from a marina in bodega around 3:00 saturday afternoon. a cell phone ping showed their boat was last near karmet beach. the coast guard began searching for them when they didn't return as expected. yesterday, one of the people was found dead and incredibly, an 11 year old boy was found alive. he floated ashore sometime overnight with the help of a cooler. >> the kid had, which has been through it, and he's a i haven't talked to him personally, but yeah, obviously i feel feel bad for him, but i'm so happy that he survived. >> the boy's condition has not been released, but officials say he is stable and has been reunited with family members. the press democrat says the group traveled from corning. the sonoma county sheriff's office says they will reevaluate today to determine if they will

continue that search. lisa. >> okay. gloria, thanks. good morning to you. we still have a northerly flow of strong high pressure is building in to the north of us, but that offshore component is going to fade away a little bit today. but already the effects from hours and hours of that offshore flow has dried out the atmosphere. and we are getting set for another round of gusty offshore winds beginning as soon as tomorrow. 51 in hayward, right now. 46 in fremont. it is chilly in danville. good morning to you. 43 and in the north bay. we've got 42 in santa rosa, but with a little wind. 60 in napa. gorgeous view from mount tam. so breezy winds today. a combination of those north northeasterly winds and a weak onshore flow. but above 1000ft, they'll be gusty offshore and looking at our forecast for tomorrow, wednesday and thursday morning, we have a red flag warning pretty much for the entire bay area. and then over the weekend, a few more clouds in the morning, the low clouds and fog. and then afternoon sun.

you see eclipse from the red flag warning will be point raised. parts of the marin county coastline, but the rest of us will experience anywhere from 20 to 30 mile an hour wind gusts with gusts up to 50 miles an hour. sustained winds 20 to 30 miles an hour, bringing the relative humidity down to 14%. so certainly critical conditions. now, while we have the moderate conditions today, you'll notice that most of the area doing okay, but we're already dry from yesterday's sustained winds out of the northeast. so as a result, those breezy winds today bringing us a little bit of relative humidity relief, but not much. we have our beach hazard statement through this evening. 14 foot breakers are with us through the afternoon and evening. 72 in oakland, a mild day by the delta upper 70s there and the accuweather seven day forecast. a red flag warning begins tomorrow, lasts through thursday with above average temperatures and the low clouds and fog return by the end of the week into the weekend. >> lisa. thank you. severe

set up his car with flashing lights and a fake badge, then pulled someone over. he was not wearing a uniform and claimed to be undercover. police are urging the public to contact the windsor police department. if you think you were stopped. >> bart police have arrested a man accused of stabbing a woman. in what? police are calling a random attack. bart says a station worker spotted the suspect yesterday afternoon at the fruitvale station. police say the stabbing happened on an antioch bound train near the 24th street and mission station, just hours before he was caught.

a station agent helped the victim until officers arrived. that victim went to the hospital with serious injuries. bart surveillance cameras captured an image of the suspect, and that helped investigators catch him. >> take a look. this video captures what some businesses say they are experiencing way too often bold shoplifters coming into stores trying to wipe out shelves of items, even if they are locked behind glass. california's approach to crime is on the ballot. proposition 36 would increase sentences for certain drug and theft crimes. abc seven news reporter suzanne phan explains why democrats are divided over whether this is the right answer. reporter it happened again this weekend. bands of thieves ran into two different walgreens stores saturday afternoon, one on mission and one on market. they cleared out the shelves and ran out the door. no one was arrested. >> it's out of control. >> michelle leopold has seen it happen again and again. she's part owner of six ace hardware stores across the bay area. >> at our six stores, we have

seen so much blatant shoplifting where people will do it because there are no consequences. i think i have video of a customer that walked out with two yeti coolers. most of the shoplifting is right under that $949 limit. >> leopold says this guy stole eight propane tanks from the pittsburgh ace hardware. leopold says this couple took off with bins of tools and supplies. >> there's just no interest at most by most of the police because of the proposition 47. that was passed ten years ago. >> prop 47 made some theft and drug crimes into misdemeanors to help reduce overcrowding in state prisons. leopold says she believes prop 36 will reform prop 47 by increasing penalties for repeat shoplifting and fentanyl dealing. prop 36 allows felony charges for possessing certain drugs and for thefts under $950. if defendants have

two prior drug or theft convictions. san jose mayor matt mahan and san francisco mayor london breed support prop 36, saying it encourages treatment for those addicted to drugs. but opponents say don't be fooled. >> proposition 36 is a perverse fraud and i'm hoping that voters aren't duped by it. >> will matthews is with californians for safety and justice, a public safety advocacy organization and leading opponent of prop 36. matthews says prop 36 is misleading. >> it promises to produce mass treatment on demand without creating even a single dime of new funding for this supposed mass treatment. >> governor newsom is among the opponents of prop 36. they say it slashes crucial funding for victims. crime prevention, treatment and rehabilitation. opponents of prop 36 believe it will lead to more crime and mass incarceration. most people agree californians desire and deserve to feel safe. the question is whether prop 36 is the best way

to do that. in san francisco, suzanne phan abc seven news. >> all right. good monday morning to you. 27% relative humidity on top of mount tam. dry northerly winds throughout the past day or two. it continues today, although we'll get a weak onshore flow before another system dives in. and that will allow for a stronger offshore flow tomorrow, wednesday and thursday, putting us under critical fire weather for several days. it is 46. in fremont, 56 in livermore. so yesterday, although it was beautiful, those winds really erased any of that gain that we had from the rain on friday night into saturday 40s, where the wind is calm. 50 in novato, 60 in vallejo. and what a beautiful view here. 638 is the sunrise setting at 507. so those breezy winds, upper elevations, looking at the strong, gusty offshore winds that will ease up throughout the day. a red flag warning tomorrow, wednesday looks to be the windiest and

driest day. and then thursday this will end at about 11:00. and over the weekend we'll be back to our usual regime low clouds and fog with afternoon sun. so the entire bay area except right here along the marine coastline, we'll see these winds gusting anywhere from 40 to 50 miles an hour, sustained 20 to 30 miles an hour. and dropping that relative humidity to 14%. yesterday we were in the 40 to 50% range for relative humidity. so it gives you an idea of how much that will drop off in the next day. so the cooler numbers this morning where the winds are slackened or calm and then milder, where we've had those breezy conditions. here's a look at the surface winds. not particularly breezy except out by the delta upper elevations. check out mount umunhum 43 mile an hour. wind gusts up to 30 here in parts of the north bay, so we'll be looking at the breezy winds throughout the afternoon. a somewhat of an onshore component throughout the afternoon. and then look what happens as we get into your tuesday morning. winds are light and inside the bay, but by the

were pre-approved for credit cards, although they didn't really qualify. >> this morning, a trail of destruction after multiple reported tornadoes tore through parts of oklahoma. one touching down in oklahoma city, leaving nearly a dozen people hurt. another powerful ef three with winds of at least 136mph. dozens of homes and buildings damaged and destroyed. cars were flipped over. the storms snapped, trees downed power lines, and broke gas lines. at least 30,000 people reported outages. oklahoma's governor issued an emergency declaration for six counties. >> we just wanted oklahomans to know. big election on tuesday, and we just want them to know we are prioritizing with our utilities to make sure that those power, that power is up at those polling stations. >> the governor says if any issues are reported at polling places tomorrow, voters will be rerouted to other locations to cast their ballots. >> a busy weekend in san francisco. thousands of runners came out for the 23rd golden

gate half marathon in five k yesterday morning. the race started at aquatic park. it took more than 7000 runners over the golden gate bridge and back before finishing at ghirardelli square. the half marathon was the final event in 20-24 golden state challenge, which consists of a series of eight races across california's most scenic locations. >> a time of reflection and celebration in the neighborhood i call home. the streets of the mission district are packed with people observing dia de los muertos, with their annual procession. >> at the beginning, i used to be very small that people would come to celebrate the day of the dead. nowadays it's very important because a lot of our uh-, a lot of people who are from other cultures, they come and check our cultures and these days. so it's really nice. >> azteca dancers led the way, performing ritual dances at the four main stops. the event is in its 43rd year and it's put on by el colectivo del rescate

cultural de la mission. organizers encourage attendees to shop and eat afterward to help out all the local businesses. day of the dead fest. festival of altars took place earlier saturday in potrero del sol park. the community was invited out to build an altar in memory of beloved family members. there was also a play telling the story of latinx skateboarders. the festival of altars is part of the marigold project. the organization is rooted in sharing the traditions of indigenous and latino communities in the mission district. >> in the east bay. the community celebrated and honored our military veterans in downtown pleasanton. the 27th annual tri-valley veterans day parade was held on main street yesterday afternoon, and this year's theme was thanking military chaplains who have faithfully served our country. there's a plan to charge us more for bridge tolls coming up at 530. the opportunity to speak up about the proposed toll hike

or you can show up in person to make sure your vote is counted. early voting centers are open today and on election day. polling places open across the state. at 7 a.m, abc seven news reporter lena holland is live in dublin this morning with everything you need to know before election day. lena. >> hey, amanda. good morning to you. we are at the dublin civic center right now, which is one of about 100 different vote centers set up all around alameda county that will be staying open through the time polls closed tomorrow. they stayed busy all weekend long with people showing up to drop off their ballots early. it was a similar story in petaluma, up in the north bay poll workers showed us one of their busiest drop box locations. this is outside of one of 31 vote centers that have opened up across sonoma county. the county's chief deputy registrar of voters says they've had 137,000 mail in ballots sent in so far. but with such a contentious election, she says, the safety of poll workers is a top priority. they're hoping to

by a government agency. now, polls closed by 8:00 tomorrow night. remember, you must be in line by 8:00 in order to vote. live in dublin. lena howland, abc seven news. >> lena. thank you. tensions are high in this presidential election. law enforcement agencies are warning about fake videos inflating fear surrounding our voting system. gloria, the fbi has a new message. this morning about disinformation. good morning. >> reggie, this morning, the fbi has that new warning about two fake videos related to the election that claimed to be from the agency. and the fbi says these videos are fake. now, according to the fbi, one video says that the fbi apprehended three groups committing ballot fraud and the other video makes a connection to second gentleman doug emhoff. the intelligence community says fake videos are often the work of foreign actors like russia, china and iran. however, the agency has not said if these videos are related. the cybersecurity and infrastructure security agency director says

an hour today a weak onshore flow returns. then tomorrow is a red flag warning for everyone except well up to the north around bodega bay. we'll have those gusty offshore winds. tuesday. wednesday looks to be the strongest winds, the driest afternoon. and then thursday morning these winds will subside into the afternoon over the weekend. morning clouds back to our usual regime. the low clouds will bring up the relative humidity and we'll see a few more clouds into sunday and monday. here's a look at our fire danger index. notice some of the blues and yellows here, indicating that we do have dry conditions out there, but it's better than it was yesterday. it's going to go in the other direction as we get towards tomorrow. winds throughout the next several hours out of the north, and then notice they'll move to the northwest. so that is slightly better. but still things are dry. we'll be getting even drier as we get into a stronger offshore component. thus the red flag warning tuesday wednesday, thursday 76, in concord and livermore. so it's windier in parts of the bay this morning, but the winds ease

declined, kicking it down to state court, which is set for a hearing. this morning. >> today, an attorney representing east bay, congressman eric swalwell, plans to file a defamation lawsuit against alameda county da pamela price. it comes after price made what swalwell calls defamatory statements about him in a facebook post last month. swalwell says price made the comments while criticizing his decision to endorse her recall. swalwell's attorneys gave price in october 26th deadline to retract the statements and say she did not respond or comply. a group endorsing the recall against pamela price rallied in oakland yesterday, saying alameda for everyone claims price's policies have fueled crime and failed. oakland. we call price, we call price and we stand here. >> we stand here together because our hearts ache and we want justice. >> however, price and her supporters have blasted the

recall, calling it an attempt to silence those who support criminal justice reform. >> the other big recall on the east bay is against oakland mayor shantel. so what happens if both da price and the mayor are recalled? both instances involve a series of steps, and it won't necessarily force them out of office immediately. abc seven news reporter anser hassan explains. >> for the past year, those for and against the recall of alameda county district attorney pamela price and oakland mayor shengtao have made their case. on tuesday, it will be up to voters. >> the recall at the statewide level is actually pretty rare. it's not used very often, but at the local level, we see the recall used as kind of a gun behind the door, a threat if you will factor. >> david mcewen is professor of political science at sonoma state university. he says if either of the two elected officials are ousted, the mechanism to replace them is quite different. for d.a. price, it's a two step process. d.a. price's term ends in 2028. the

alameda county board of supervisors will appoint her successor, who will serve two years until the next general election in 2026. whoever's elected in 2026 fills out the rest of the term until 2028. professor mcewen says what's unclear is just how fast the board of supervisors will move. >> generally, the board would have a meeting within two weeks of the november election, and that's an important element because we may not have certification yet for alameda county. >> he expects a decision will likely be made by the beginning of january. when it comes to the oakland mayor seat, mcewen says that could be much messier. >> and this is one of the subtle or nuanced messages that mayor tao is putting out there is like, look, if i'm recalled, there's a mess behind me about what happens if mayor tao is recalled. >> tao will remain in office until the vote is certified, which could be mid-december. oakland city council president nikki fortunato bass would take over as interim mayor. a special election must be called within

120 days from when mayor tao steps down. that special election could happen as late as april. but complicating the process is that fortunato bass is running for alameda county board of supervisors, district five. if she wins, she will take office in january. that means oakland's pro tem will take over as city council president and become the next interim mayor until the special election. >> you're looking at a 5 or 6 month period in oakland politics and oakland city politics where you could see literally four mayors in about five months. >> in a statement to abc seven news, the alameda county registrar of voters, tim dupuy, says he's received over 270,000 votes as of saturday. that's 28% of alameda county voters. dupuy expects 80% voter turnout for this general election in oakland, anser hassan. abc seven news. >> another milestone for a santa cruz based company developing electric air taxis to carry paying customers on saturday.

joby aviation made its first international test flight. it happened in japan at a toyota facility within sight of mount fuji. joby is set to operate air taxi flights at expo 2025 in osaka next year. last month, the faa announced it signed the final regulatory framework for how air taxis will operate and how pilots will be trained. joby is one of the companies expected to launch in 2026 here in san francisco. also los angeles and new york. the future is now. >> wow. kidding. >> i wonder how much it will cost for one of those rides. >> oh, i have your answer. oh, i heard that it's going to be about $100 per person. >> and they can hold up to four people. okay. >> so that's not too bad. >> and you would take it. what, to the airport to also get on another flight that also costs. >> yeah i think that's how it's initially going to be pitched is i mean, let's say that you're i don't know, you're like in the far east bay and you need to get to sfo. it could be that that is a competitive price. yeah. to going in an uber or something.

delta, the wind has been pretty breezy over 20 miles an hour, but elsewhere not too bad. upper elevations have been anywhere from 30 to nearly 40 miles an hour, so the reds here indicate those gusty offshore winds that in the upper elevations, 1 to 2000ft will continue to be out of the north while we get that weak onshore gradient this afternoon. so here's a look at those winds throughout the afternoon. so not particularly gusty but late in the day we'll get those breezes along the coast and still quite breezy up in the north bay. but when we get into your tuesday we have that wind shift and the winds will continue to ramp up into tuesday and wednesday. this is tuesday morning. and then look what happens throughout the afternoon. we've got 20 to 30 mile an hour gusts here. and then that relative humidity that was at about 40% in the afternoon plummets to about 14%. so this is our red flag warning 20 to 30 mile an hour winds. the gusts at 50, the low relative humidity for the next three days. today it's warmer. it's sunny, it's breezy with low 70s
