>> i don't know. good morning. on this monday, november 4th. >> a little chilly to be talking about ice cream, but i'll turn to lisa. >> sorry, i don't think i'm a fan of that. all right. good morning everybody. we are looking at still some strong upper elevation winds and they are blowing from land to sea or really north to south. and that's why we're pretty dry. and the weather service has issued a red flag warning for the next three days, starting tomorrow. so this system building in strongly to the north of us and a system departing, allowing for the winds to continue out there. there's a gorgeous look outside mount tam where temperatures are in the upper 50s that sun. 638 is the sunrise 52, in hayward, 46 half moon bay. some of the areas where the winds have slackened off. we are cool in the low 40s in the north bay. our roof camera there, those breezy winds mainly in the upper elevations, but at the surface here, still kind of breezy out towards the delta. so that's why it's milder there. and you can see upper elevations 30 to

nearly 40 miles an hour in the red zones here. so while that will stay breezy all day long, surface winds will change to an onshore component. a few high clouds and strong high pressure. we're sunny. we're mild with mid and upper 70s today, and we'll detail that red flag warning for the next three days coming up gloria. >> all right. well right now we're going to go straight to our bay bridge toll plaza camera. the metering lights did flip on about a half hour ago. you can see it's really starting to get busy out there at the bay bridge toll plaza from highway four to san francisco, 47 minutes. and we're also tracking over in san jose on northbound 101 before alum rock avenue. the two left lanes are blocked, so there is a backup right now to 680. speeds are down to 16mph, but looking live at our golden gate bridge camera, you can see that there are no delays here. traffic moving both directions pretty nicely. reggie. >> all right, gloria, thank you. tomorrow is election day, and this morning, the focus remains on the handful of swing states

that could decide the presidency. >> former president trump will be in north carolina and michigan. then both he and vice president harris will be in pennsylvania tonight for their final rallies before the polls open. and that state could very well decide the whole thing in front of a north carolina crowd. yesterday, trump continued his attack on the legitimacy of the elections, falsely claiming that cheating is the only way he could lose. >> the ones that should be locked up are the ones that cheat on these horrible elections. >> the former president also said he shouldn't have left the white house, and said that he wouldn't mind if reporters were, quote, shot. should there be another attempt on his life? vice president kamala harris took a detour off the campaign trail saturday night to make a surprise appearance on saturday night live. she appeared with maya rudolph on snl to give herself advice for the election tomorrow, and to poke fun at trump. and live from new york. >> it's saturday night and i'm just here to remind you, you got this because you can do

something your opponent cannot do. you can open doors. really laugh like that. do i? o, a little bit. >> her appearance on the live show is sparking some controversy, and fcc commissioner posted on x that it was, quote, a clear and blatant effort to evade the fcc's equal time rule. commissioner brendan carr is a senior republican on the commission who was appointed by trump. he went on to suggest nbc offer equal time to other qualifying campaigns. in response, nbc news agreed to air a short video message from the former president. the one minute ad aired sunday during a nascar playoff race. >> more than 6.7 million people have already cast their ballots across california. if you aren't one of them, you still have time to get your mail in ballot turned in, or you can show up in person to vote. abc seven news reporter lena howland is live in dublin this morning with everything you need to know before election day. lena.

>> amanda. we're at the dublin civic center right now, which is one of four vote centers set up across dublin. and it's one of dozens set up all over alameda county. county election bosses say 100 vote centers are staying open through tomorrow. over the weekend, we found many voters getting it done early as alameda county sheriff's deputies stood watch. so far here in alameda county. the registrar of voters tells us they've had about 300,000 people already vote. he says that represents 32% of voters so far. but he expects some close races may not be decided tuesday night. >> it's probably going to take us a couple of weeks. i'm estimating, you know, we could be looking at about 400,000 plus votes coming in by mail on election night. that's a lot. >> the number of police officers feels a little like something is wrong. like it's a little overboard, if i'm honest. but seeing that there is police presence makes me confident that

i can come here and vote safely. >> every registered voter across the state has already been mailed a ballot, but if you plan to vote, the old fashioned way in person, there's a few things to know before you go. because state law bans electioneering, be sure to leave any campaign gear behind before heading inside. first time voters can register all the way through tomorrow at any vote center and get a provisional ballot. just make sure you have a california id or the last four digits of your social security number available. also, make sure to bring proof of residency like a recent utility bill or any other recent doc. any other documents sent by a government agency, and you also still have the option to mail your ballot in just make sure that it is postmarked on or before election day. live in dublin. lena howland abc seven news. thank you. >> lena in the south bay. voters in silicon valley are being encouraged to vote for women candidates. yesterday, volunteers gathered at a phone bank in san jose to specifically contact people about supporting female politicians. santa clara

county supervisor cindy chavez was among the volunteers really wanting to see new, fresh energy in these seats and i, for one, am very excited about the future as i look at these candidates. hi there, chavez says 150 people are expected to volunteer throughout the day at the phone bank tomorrow. the santa clara valley transportation authority is offering free rides to polling places for election day. you can hop on any vta bus, light rail or paratransit between 7 a.m. and 8 p.m. those are the hours the polls are open. i guess if you vote at 8 p.m, you need to pay for your ride home. good luck. so plan accordingly. >> in the last presidential election, almost 87% of voters in california voted by mail. california automatically mails ballot to each active registered voter. of course you fill out your ballot, then sign and seal the envelope. the postage is prepaid, so there's no need to add any stamps. you can return it to an election office, dropbox, or polling place. if you're mailing it, just be sure

have power this morning. >> four people are still missing after the boat they were on capsized in the ocean off bodega bay over the weekend. gloria. the group was out for the opening day of crabbing season. >> yes, amanda. and there were a total of six people on the boat. the press democrat says six of them were members of one family, and one was a family friend. they took off from a marina in bodega around 3:00 saturday afternoon. a cell phone ping showed their boat was last near carmen beach. the coast guard began searching for them when they didn't return as expected. yesterday, one of the people was found dead. incredibly, an 11 year old boy, though, was found alive. he floated ashore sometime overnight with the help of a cooler. >> the kid had, which has been through it, and he's a. i haven't talked to him personally, but yeah, obviously i feel feel bad for him. but i'm so happy that he survived. >> the boy's condition has not

been released, but officials say he is stable and has been reunited with family members. the press democrat says a group traveled from corning. the sonoma county sheriff's office says they will reevaluate today to determine if they will continue that search. just incredible. lisa, it is too bad and scary with the winds. >> hour long period northwesterly swell. today we have our beach hazard statement that lingers through 7:00 and we have gusty upper elevation winds that still are offshore, but an onshore component returns today. surface winds are light. there's a look at high pressure building in some rain in the pacific northwest, and we don't have any rain in the next seven days. we just have low relative humidity that we will be tracking, along with those winds. 56 downtown, 54 in oakland, it's 52 in san jose and 46 on the coast. gorgeous view from our sutro tower camera. low 40s petaluma. no wind there. and then we have that mixing with winds up to 28 miles an hour. so it's near 60

is happening way too often bold shoplifters entering stores, trying to wipe out shelves, even if items are locked behind glass. this happened twice on saturday at two san francisco walgreens. many business owners hope voters will take action this week and approve proposition 36, but there's a big debate if it's the right solution. that's because proposition 36 would reform prop 47, which reduced penalties on

certain crimes to help reduce the state's prison overcrowding. some say that's led to rampant shoplifting and drug problems. prop 36 would increase penalties on crimes like shoplifting and fentanyl dealing, allowing felony charges that aren't currently allowed. san jose mayor matt mehan and san francisco mayor london breed are among the people who support the change. >> there's just no interest at most by most of the police because of the proposition 47 that was passed ten years ago. >> it promises to produce mass treatment on demand without creating even a single dime of new funding for this supposed mass treatment. >> governor newsom is among those opposing prop 36. opponents say it will slash crucial funding for victims. crime prevention, treatment and rehabilitation. bart police have arrested a man accused of stabbing a woman. in what? police are calling a random attack. this is not the right video for that. but bart says a

station worker spotted the suspect yesterday afternoon at the fruitvale station. police say the stabbing happened saturday on an antioch bound train near the 24th street mission station. again, this is not the video for this specific story. a station agent helped the victim until officers arrived. here we go. that victim went to the hospital with serious injuries. bart surveillance cameras captured an image of the suspects which helped investigators catch him. police in windsor say they've arrested a man who was allegedly impersonating a police officer. the police department says the 60 year old set up his car with flashing lights and a fake badge, then pulled someone over. he was not wearing a uniform and claimed to be undercover. police are urging the public to contact the windsor police department. if you think you were stopped by this man. >> congratulations. if you're one of the runners who came out for the 23rd golden gate half marathon and five k in san francisco yesterday. yesterday's race started at aquatic park. it

that's initiating a red flag warning tuesday. wednesday. thursday. wednesday. the driest and windiest day. it's this system here that's pulling away. so that's going to allow for the winds to ease slightly. but then this system is building in and will be yet another trough that allows for that tug between the pressure gradients. there's a look at a gorgeous golden gate bridge, a light breeze there at the surface. 56 downtown is 54. in oakland, san jose 52 and 48 along the shoreline, 49 here in santa cruz, 71 later on today, light winds and low 40s in petaluma. upper 50s with winds up to 28 miles an hour out of the north by the delta 46 in concord. but we've got a warmer day on the way, so those breezy winds allowing for that well mixed atmosphere, a return to a weak onshore flow today. a red flag warning tuesday, wednesday, thursday. those winds cranking up to 50 miles an hour with the highest gusts. and that's going to drop our relative humidity into the teens. return to friday

and the weekend with more morning low clouds and afternoon sun. there's a look at the upper elevation winds that we're at about 40 miles an hour. the past couple of hours, so they are beginning to ease up a little bit. still breezy to gusty, and our fire danger index looks a lot better today than it was yesterday. this is all bright into the yellows, but still very dry from yesterday's north winds. and this will ramp up again as we get into a much drier period. so the winds today will continue to be quite gusty along the coast 20 to 30 miles an hour. breezy inside the bay here. monday we see a return to that wind shift out of the north northeast. and this is tuesday night, i should say. and that's when we're going to get into this red flag warning tomorrow. throughout the day wednesday, the relative humidity will be at its lowest. thursday, not a whole lot better. and we'll be looking at mild temperatures throughout the entire time frame. today, though, one of the warmest days, upper 70s san rafael and fairfield with mid 60s along the coast. >> thanks so much, lisa. now

at 8:00 tomorrow night. remember, you do have to be in line by 8:00 in order to still vote. live in dublin. lena howland, abc seven news. >> all right. thank you. lena. tensions are high in the presidential election. law enforcement agencies are warning about fake videos inflating fear surrounding our voter system. gloria, the fbi has a new message this morning about this disinformation. >> amanda, this morning, the fbi has a new warning about two fake videos related to the election that claim to be from the agency and the fbi says these videos are fake. now, according to the fbi. one video says the fbi apprehended three groups committing ballot fraud and the other video makes a connection to second gentleman doug emhoff. the intelligence community says that fake videos are often the work of foreign actors like russia, china and iran. however, the agency has not said if these videos are related. the cybersecurity and infrastructure security agency director says she is confident in the integrity of our elections.

ahead here in the bay area. >> first, some changes in store for commuters taking the san francisco bay ferry starting today. you'll need to double check the schedule for multiple routes. the transit agency says the route schedule adjustments will include minor changes to departures to improve efficiency and reliability. you can see the list of routes on your screen. some alameda routes will also add midday trips. to find out more about the changes, just go to san francisco bay, ferry dot com. >> happening today. bay area transportation officials will begin taking feedback from the public about big bridge toll increases. all but the golden gate would be affected. currently, the toll on state owned bridges is $7, but it goes up to $8 next year. tolls could go up to 1150 by 2030. under this new proposal, officials say they need the money for maintenance. >> best place to retire the two bay area city is just named most affordable, and you are looking live at the big board at the new york stock exchange. >> you can see we're down about 171 points. another update on

died. his publicist says he died peacefully last night at his home in los angeles, surrounded by his family. his career spanned an incredible 75 years in that time, jones worked with some of the biggest names in music. frank sinatra, ray charles, michael jackson and that is just to name a few. he was named by time magazine as one of the most influential jazz musicians of the 20th century. his musical genius, of course, spanned many genres. in a statement, his family says they're celebrating his life despite despite their broken hearts. quincy jones was 91 years old. >> the legal fight over elon musk's $1 million voter sweepstakes is due back in court today, but not the court. musk wants a federal judge will not be taking up the lawsuit over the giveaway for the tesla founder's super pac. philadelphia's district attorney sued over the sweepstakes, claiming it violates state lottery laws. musk says the

money is a prize in earnings for work as a spokesperson for his america pac. he tried to have the case moved to federal court. a judge declined kicking down. kicking it down to a state court set for a hearing this morning. >> today, an attorney representing east bay, congressman eric swalwell, plans to file a defamation lawsuit against alameda county da pamela price. it comes after price made what swalwell calls defamatory statements about him in a facebook post last month. swalwell says price made the comments while criticizing his decision to endorse her recall. swalwell's attorneys gave price an october 26th deadline to retract the statements. they say she didn't respond or comply. a group endorsing the recall against pamela price rallied in oakland yesterday. save alameda for everyone claims price's policies have fueled crime and failed. oakland. we call price, we call price and we stand here.

>> we stand here together because our hearts ache and we want justice. >> price and his supporters have blasted the recall, calling it an attempt to silence those who support criminal justice reform. >> tomorrow, voters will also decide the fate of oakland mayor xiang tao. she faces a big recall effort in the east bay, and it involves a series of steps, and it won't necessarily force mayor tao out of office immediately if recalled. tao will remain in office until the vote is certified, which could be mid-december. then oakland city council president nikki fortunato bass would take over as interim mayor. a special election must be called within 120 days from when mayor tao steps down. that special election could happen as late as april. however, fortunato bass running is running for alameda county board of supervisors, and that complicates things. if she wins that race, she takes office in january. that means oakland's pro tem, essentially the vice

mayor, would take over as city council president, but they are also running for a different office, and that becomes the next interim mayor until the special election. a lot up for question. >> you're looking at a 5 or 6 month period in oakland politics and oakland city politics where you could see literally four mayors in about five months. >> as i mentioned, a lot up for question in a statement to abc seven news, the alameda county registrar of voters says they have received 270,000 votes as of saturday. that's 28% of alameda county voters. officials expect about 80% voter turnout for this general election. >> new at six san francisco's police union is suing to overturn a policy limiting police officers ability to conduct traffic stops. the policy was approved by the police commission in february. it was an effort to reduce a practice known as a pretext stop, which is when an officer pulls someone over for a traffic violation in order to

investigate another possible crime. according to the lawsuit, the union is arguing the police commission does not have the authority to stop officers from pulling people over for traffic violations. they also argue banning these types of traffic stops is a danger to public safety. >> giants third baseman matt chapman and catcher patrick bailey have been named 2024 gold glove winners. they're the first giants to win the award since brandon crawford won the award in 2021. it's the fifth gold glove of chapman's career, but his first since being in the national league. meanwhile, bailey is the first giants catcher to win the award since buster posey won it in 2016. >> now it's your morning money report. wendy's says it's planning to close 140 locations in the coming months, but the company will also open an equal number of new locations. wendy's says the locations it plans to close are outdated and underperforming. the new locations will have a focus on technology, with new pickup windows, updated kitchen appliances and a new design in

downtown, 54 in oakland. it's in the upper 40s. redwood city, half moon bay and as we head out to our inland valleys, it's cooler from santa rosa. 41, in petaluma, with 46 in concord. so the breeze is with us, and it is offshore in the upper elevations. but a return to an onshore component later on today. but things dried out considerably all day long yesterday. so even that rain we had friday night into saturday and those longer nights with the relative humidity recovery not making for any help as we get into this stronger offshore flow tomorrow. so that's why we have the red flag warning. pretty much everywhere until thursday. and we're talking about the fuels getting so dry with the relative humidity down in the teens that certainly you have to be aware. now remember the camp fire that happened in november up in paradise where temperatures weren't particularly warm. so we have all the elements coming together tomorrow for the next three days, and then we return to morning clouds and afternoon sun

happened in japan at a toyota facility within sight of mount fuji. joby is set to operate air taxi flights at expo 2025 in osaka next year. last month, the faa announced it signed the final regulatory framework for how air taxis will operate and how pilots will be trained. joby is one of the companies expected to launch in 2026. in san francisco, los angeles and new york. >> it may cost a lot to live in many parts of the bay area. one north bay city has just topped a best place to retire affordably list, and that is american canyon in napa county. the list from fortune magazine used measurements across health care, wellness, livability, and financial health. the magazine says the city is more affordable than its neighbors, while still offering the amenities of napa valley. santa clara also made the list its number three. >> hot off the heels of the timothy chalamet lookalike contest, three bay area women are hosting a similar contest, except this one will be for
