the candidates on the final push for your vote as we head into election day. i was rocking my wings to try and get everybody's attention and i had to put it down. a pilot makes an emergency landing on a bay area freeway in the middle of the morning commute. it's a really, really rough. yesterday was really windy and the conditions are quite dangerous. to deadly boating accidents in just 3 days and a dramatic story of surviva.

good afternoon. i'm kristen and i'm dan ashley. thanks for joining us for the 2nd time in 3 days, crews are investigating a fatal boating accident in bodega bay. one person died this morning after a boat capsized near bodega head. this comes after another boat capsized on saturday. only one person, and 11 year old boy, survived. abc 7 news reporter louis pena has the latest on the two incidents. rescue crews have been working since saturday night searching for people in bodega bay in separate incidents, two boats capsized. one saturday evening with 6 people on board and a second one monday morning with two men. the water's really, really rough. the ocean is really dangerous right now. saturday was the beginning of crabbing season, attracting many to this area law enforcement confirming 6 people were on the boat that capsized saturday. 3 adults and 3 children at least one body found in the water. an 11 year old boy, the sole survivor so far, he self rescue,

so he was able to make it to shore and stay the night on the shore and in the morning he walked up and he was found by passersby on highway 1 and he survived. it's really miraculous that he that he made it according to the sonoma county sheriff's department, the 11 year old has been reunited with his mom. he confirmed everyone on the boat had a life jacket monday around 7:10 a.m. another tragedy. there was a person who was watching the incident and that person reported that it was a boat with 2 men on board that had capsized and they could see those two men, you know, in the water and, and struggling us coast guard and sonoma county sheriff crews responded quickly to the area. involves again, a 21 ft uh pleasure craft boats, but to, uh, two males aboard one of those males was located and pronounced deceased. as conditions worsen, the surge has now shifted into a recovery mode for the missing 4 on saturday and the surge continues for the

missing fishermen from monday's capsized boat fellow fishermen. they have a passion just like me. sorry about the emotion. um and seeing that happens that really puts in perspective, meaning the fishing community staying away as the water conditions and winds intensify. you travel down here, you've spent some money to get here. might be your only chance and you say, i gotta go. don't do i. in bodega bay, los pena abc 7 news. and from a tragedy on the water to a mishap in the air, a shocking morning for commuters in the south bay as a plane landed on highway 85 in the middle of rush hour. it was a dramatic sight certainly for the drivers. check out this video just obtained by abc 7 news. you can see the plane land on the freeway that there it is right there and it comes to a stop near the shoulder that plane stayed on the highway for hours before crews could clear it out of the way. abc 7 news southby

reporter zach fuentes has more on what happened from the. pilate himself. parked on the highway for hours, the pilot of this single engine cubcrafter cc-11 is lucky to be alive. peterson conway, a father of 3 daughters and husband is grateful to land a plane in a small area, so i guess i'm luck. conway commutes from a farm in carmel to palo alto every other day and was the only person on board. he left carmel at 6 in the morning and asked the airport to fill the plane up with fuel. we don't know what happened. if that happened or it didn't, but clearly i had an engine out a mayday call into the palo alto airport where he was headed. they tried to divert him to san jose, but he said he wouldn't have made it, so he had to think fast. then saw kids running out into the football field i was trying to make and i couldn't make that. northbound traffic on 85 was back to back and nobody would be able to see me coming down on top of them, so i opted to land on the southbound lane. he made that

landing just around 7:15 monday morning on southbound highway 85 just before de anza boulevard. to try and get everybody's attention and i had to put it down. no one was injured. it took crews 6 hours to remove the plane after taking the wings off and loading it onto a tow truck. neighbors took to the overpass for hours, watching the process unfold. it was a miracle that he didn't hit any oncoming traffic since he landed into oncoming traffic. could have been a disaster. the plane wasn't the only disruption on the southbound side of highway 85 monday morning as crews were preparing to interview the chp about the plane landing, 2 trucks crashed into each other and hit a chp patrol car. no one was seriously hurt. after that, a 6 car crash closed all lanes of highway 85 south, just a couple of minutes from where crews were still clearing the plane, adding to the traffic nightmare, though grateful that there were no serious injuries, conway said he's sorry for the impact on the community. i feel horrible to everybody in their morning commute and all the first responders here after the

wings were removed, the plane was towed to palo alto in cupertino, zac fuentes, abc 7 news. turning now to the weathe, we have a red flag warning ahea. we do, and spencer christian is here with a first look at the forecast. spencer, ok, dan and christian, well we've got uh falling humidity and rising wind speeds and it's dry out there. that means high fire danger. so here's our red flag warning for high fire danger goes into effect at 11:00 a.m. tomorrow is in effect until 7 a.m. thursday. during that period of time, winds will be out of the north, northeast, around 25 mph or higher, gusts up to and perhaps even above 55 mph at times. and the humidity, of course will be down to about 15% or lower, which is dangerously low. right now we're looking at just moderate winds and breezes near the coast and the bay, but by this time tomorrow we'll see wind speeds, sustained wind speeds between 25 and 30 mph and again with gusts over 50 mph right now we're ■looking at relative humidity critically low between below 25% over much of the bay area this time tomorrow

it will be below 15% over a wide swath of the bay area so you can see why this fire danger is increasing and is go to linger for a couple of days. i'll have the full actually where the 7 day forecast in just a few minutes. dan and kristen, thank, spencer. uh, peachy and amy shut off power starting tomorrow in some parts of the bay area to prevent the equipment from sparking wildfires, pgd is preparing for shut offs in parts of alameda, contra costa, lake napa, sonoma, santa clara, and solano counties. abc 7 news reporter leslie brinkley is live with the details and what it means for voters tomorrow, leslie. well, what we know so far is pg&e has notified yesterday 15,000 customers that they could experience a psps or power shut off this week. they said they were going to notify more people, a substantial number this afternoon and some people have said, well, we had rain last week, aren't we ok? no, we're not. apparently this dry air several days of very dry

conditions have meant that the fuel has now dried out and we're in fire danger. fire season isn't over. pinie is taking this week's november fire danger potential seriously as they warned of potential power shutoffs including parts of contra costa, alameda, napa, sonoma, santa clara, santa cruz, and solano counties starting tuesday evening around 8 p.m. this potential psps event is actually the strongest pressure gradient difference which really drives the wind and the dry the dry conditions. 2021. the power shutoffs could happen right after the polls close at 8 o'clock tuesday night and continue through the peak wind event forecast for wednesday. the two polling places that could be affected are in middletown in lake county, and in los gatos in the south bay. there are only 2 polling locations that are currently

forecasted and we don't anticipate needing to shut off power until after the polls close, just in case in an abundance of caution we are providing backup generation. just to make sure that elections can proceed. pg&e has also setting up 23 customer resource centers where customers can plug in and charge phones during the wind event if we do see um power outages that affect polling places, there can be emergency measures taken to say extend voting by an hour or two to make sure that people who are there, um, uh, have a chance to cast their ballots. it's highly unusual for weather to impact california voters who can vote early by mail or by dropping off a ballot as long as ballots are postmarked by tomorrow, the vote will count if it's received within 7 days. places slopes of mount diablo behind me from, uh, clayton, uh, all the way down to san ramon. those are some of the pockets where there

to go to san francisco ethics commission has fined mayoral candidate mark farrell, uh, nearly $110,000 over campaign funds. abc 7 news reporter monica madden joins us live now

with the details on that and what the other candidates are doing today. monica, hey there, kristen. about 25% of san francisco voters have already cast their ballots, so this could impact some people's choices. ferrell has been fighting off campaign ethics allegations for weeks now and his support has dipped in recent polls, but with ranked choice voting. anything can happen. this is at san francisco, one day left to go. mayoral hopeful mark farrell playing defense on election eve. the city's ethics commission alleging farrell took 93,000 in contributions from his political action committee for prop d and use that money in his race for mayor. in a statement, ferrell telling abc 7 news, quote, we agreed to a settlement for an accounting error that we corrected and publicly disclosed months ago, which led us to terminate our prior legal counsel for this matter. his messaging online focused on the positive. i believe we will win tomorrow. the other candidates vying for the keys to san francisco also making their closing arguments to voters monday. incumbent mayor london

breed has the challenge of persuading voters to give her a second term. give me another chance to continue to work that we know needs to be done here. with perception problems around the city's biggest issues. freed is focused on optimism. it takes a lot of work to run a very complicated layered bureaucratic city, and i've been able to. remove a lot of barriers and a lot of that is working. this just didn't happen overnight. it took a lot of hard work, a lot of collaboration and my hope is that people are starting to see the difference, feel the difference political newcomer daniel lori vowing to bring change to city hall. there's going to be a new era of accountable leadership in city hall.fit executive telling voters he'll be ready on day on. i know how that building works. i have a track record of getting big things done, whether it's building housing, whether it's building shelter, both at a fraction of the time and cost of supervisors president aaron peskin saying he's staying out of the political dogfights while

the other candidates are beating up on each other in the city of san francisco, we've run a really positive campaign in every neighborhood in every community of this city, and we've really been running on the issues. he's most focused on solutions and i'm not only going to combat crime, but i'm also going to combat corruption at city hall with an office of the inspector general. at stake, the city's reputation as leaders work to chart a new path forward. and typically as we are with other races, we would look at polling to get an idea of where voters are at right now. the latest polls showed daniel luri coming out on top, but those numbers are from the san francisco chronicle and our two weeks old, so no recent polling to get an idea of where voters stand right now, dan kristen, well, we'll find out very soon, won't we, monica? thank you so much. yes, we will. and now joining us to talk about the implications of these latest headlines is ab 7 news insider phil mati. hey phil, what do you think? well, this isn't good

news for mark farrell. he's been having a bumpy ride. daniel luri his chief competitor to try to replace uh mayor london breed has spent millions of dollars on television ads slamming mark farrell for past ethical questions of financing of campaigns and such loaned on his house so he's made it an issue what you have here is a reinforcement of that or a verdict from the san francisco ethics commission, uh, some people are questioning the timing of it, saying the exactly. ok, what are the options? you either have it before the election. or you have it after the election and if it's after the election, people said you sat on it. the agenda came out and that's how this came up. they've already had the settlement a couple of weeks ag, so this has been in the works for a while. the surprising thing was that the ethics commission, which usually takes years, actually got this thing done pretty quick. let's jump across to the east bay, the recalls in oakland for the mayor, district attorney, what do you make on what's happening? well, the latest polls from the oakland chamber of commerce indicate that mayor sing tao, the embattled mayor of oakland

is indeed on the ropes with. 50 to 60% of the voters saying that they are in favor of a recall, uh, she hasn't gotten any news on the good news on the budget side she's gotten some better news on the crime side, but it's the voters right now are in a mood that is not favorable for an incumbent, whether you're mayor of london breed or you're oakland mayor shane tao you add on the budget problems you had the fbi investigations. you have all these other things and, and she hasn't been charged with any crimes, so she says she's not the target of the fbi raid on her house, but that it's none of that helps there about the state elections so much money has gone into that as well, but where, where's the big money? the biggest money this year is not in the sports gaming or it's not an insurance it's not in the some of the things we've seen in the past, uh, the biggest money is on rent control, uh, proposition 303 is out there and that would allow cities and counties to set up their own rent controls, say how much you can raise rent annually. it's being opposed by the. uh uh uh

apartment owners association and there's been $350 million raised and spent on the 10 ballot measures in front of voters, half of which you probably don't even know anything about, and neither did i until i had to get studied up on, but on this one you've seen it on tv ads all the time on, on abc 7 because more than half of that um of that 350 million has gone into that measure. that's how much money there is in this issue. there is in this issue this and in proposition 34, the rent control initiative has been put on the. repeatedly by a guy by the name of michael weinstein, who heads up the aids healthcare foundation and he uses the foundation's money for the political cause, so on this year, the some of the people up in sacramento put a measure on called proposition 34, which would prevent him from doing this in the future. so this is where the big money is on rent control and in in an area where housing is tight this is a paramount issue. it's a huge issue for us here right, phil, thanks very much. tomorrow will be an interesting night for sure. thank you. it will be. all

needed moisture over the weekend, but now that we've got these dry winds blowing in the fuels are getting drier. our vegetation and of course the fire danger is increasing. let's take a look at the satellite radar composite image. and you can see clear skies, high pressure in control of our weather right now. and that's going to be the pattern for the next several days. but along with the clear skies, we've got intensifying wind speeds, a very, very critically low relative humidity. and so we have a red flag warning for high fire danger in effect from 11 a.m. tomorrow to 7 a.m. thursday. during that period of time, winds will generally be out of the north northeast at about 25mph or higher, and gusts may be over 55mph. and we've got relative humidity that will be dropping into the low teens 11, 12, 13% at times. now. right now, the wind is relatively calm. it's a little breezy in some spots near the coastline, but will these winds will ramp up by this time tomorrow for sure. it's also quite a bit warmer right now than at this time yesterday. in most bay area locations up in the north bay, 5 to 8 degrees warmer here in san francisco, six degrees warmer

than at this time yesterday. livermore seven degrees warmer. so let's take a closer look. here's the view from sutro tower looking out over san francisco, where it's currently 66 degrees. we've got 70 right now at oakland and hayward, mid 70s at san jose and redwood city, 59 at half moon bay. and a beautiful view from mount tam looking down onto the bay. notice the absence of clouds. 78 up north at santa rosa. we've got 73 degrees at petaluma, napa and fairfield. at 75 apiece at concord and livermore. and looking at mainly blue sky over the golden gate. these are our forecast headlines into this evening. we'll have clear skies, breezy conditions, even gusty at times. of course, the stronger gusts will be with us tomorrow and then tomorrow through thursday. dry, gusty. and of course, that red flag warning i pointed out to you. and over the weekend we expect unsettled weather. clouds will move in a little drizzle is likely, we'll gain some more moisture and we'll be all the fire danger will be behind us. we hope we also have a beach hazards statement in effect until 7:00 this evening. wave heights are elevated. we could see breaking waves up to about

went to uh- of her was her attorney general inaugural speech. and during that speech, she actually looked at me and my brother and told her, told us that we're the future of america. and ever since then that memories kind of stuck with me. and i kind of carried that on throughout my life. >> no matter the results, these howard bison couldn't be more proud of their most famous alumna. if vice president kamala harris wins the presidency, what would your message be to her? >> i would thank her as well for paving the way for all of us. i'd probably let her know that she'll be voting for me as well. pretty soon because i'm like, she's inspired so many of us. i think a lot of us have been saying, like, who's next? who's going to run for president next? >> classes were held remotely on class today, so those students weren't skipping class to be able to speak with me. they'll be held remotely for the rest of the week, except for tomorrow on election day, where classes are canceled. as for that election night, watch party at the yard, just through those barriers here on campus, it's actually closed off to students, but many of them have been telling me they hope to get as close as possible

to take in a small slice of history. for now, reporting live here in washington, i'm julian glover, abc seven news. >> julian, can you give us a sense for you know, the security there, but also, you know, she's going to be there and also all the other kamala supporters. what that's all going to look like? >> as you can imagine, security is understandably very tight. any time that you have a sitting vice president, any time that you have a presidential candidate that will be amongst folks in this open space, which the yard is, it's a communal space in the middle of several buildings on campus where kids come to hang out between classes. they host concerts for homecoming. so these barriers have been placed all around the howard university campus to make sure that anyone who's not supposed to be inside of this protected area is not. obviously, security top of mind. after those two attempts on former president donald trump's life. so we'll have to see. there's lots of excitement here on campus. and many of the students who've been walking to

and fro tell us they cannot wait to see those election night results rolling. >> what a what an experience for them and for you, julian, giving us great coverage there. thanks so much. >> well, santa clara county is expecting voters to turn out in massive numbers this year. the registrar of voters is predicting 80 to 85% of eligible voters will cast their ballots in this election. so far, more than 431,000 ballots have been returned. that's about 41%. >> it's a very long process of checking signatures, opening, flattening, running them through the machines. our ballot counters have already started. we've already counted, i think, over three 300,000. so as soon as those 8:00 hits tomorrow night, we'll issue our first results. >> officials say if anybody needs a replacement ballot, they can go to the registrar's office or any of the 106 voting centers set up countywide. and a big turnout is as well. today at walnut creek city hall in contra costa county, voters waited in a

as to release the superintendents recommendations for school closures. >> abc seven news south bay reporter dustin dorsey spoke with the superintendent about what goes into this big decision around hundreds of students and

families left in limbo as the fate of their schools hangs in the balance. >> alum rock union school district is closing and consolidating up to nine schools to make up for $20 million in budget shortfalls. superintendent herman cerda told families at a town hall, it's the only way for the district to survive. >> i understand their frustration. i understand their anxiety in order for this district to continue to self-govern to exist, when you submit your budget to the county, you have to show three years that you're fiscally solvent. we are only showing two years. the third year we're bankrupt. >> there are 22 schools in the district, and of these 13 up to nine will be recommended by cerda to close or consolidate to save $10 million this year. he's considering things like specialized programs, enrollment and geography when deciding which schools to choose. cerda says the district saves roughly $1 million per school closed. >> you can cut every program. it's not going to get you there. you can cut staff. it's not

going to get you there. right now, it's the closures. okay. it's the consolidation of, you know, certain programs and students that that we need to do. >> low enrollment is also the reason for the budget deficit. the district loses $15,000 for each student who leaves the district. and in the past ten years, cerda says, enrollment has been cut in half. >> families can't afford to live here. they're moving out of the area. it's too expensive to live in the bay area. i've talked to families where some of them have 2 or 3 jobs just to pay the rent. >> sara says consolidation will help improve instruction as resources will not be spread out so much in the short term and he hopes that will boost enrollment in the long term. >> are we going to have to do this again? don't know yet, but what we are going to do is we're going to maximize the resources that we have here and improve our programs so that we are attracting more students. >> which schools will officially close will be announced at a later time in san jose. dustin dorsey, abc seven news. >> oakland unified is also

considering school closures. the district is facing a looming $95 million budget deficit. it's considering closures, consolidations, hiring freezes and layoffs. district staff will present the school board with a list of proposals next week. san francisco unified was considering closures, but with the appointment of a new superintendent, that plan has been put on hold for now. the district says it needs to balance its budget to avoid a state takeover. and that deadline is december 15th. >> the union representing san francisco police officers is suing the police commission. the police officers association wants to overturn a department policy that bans cops from pulling over people for low level offenses. the police commission approved the policy in february with the goal of reducing so-called pretextual stops, which critics say impacts people of color disproportionately. the peoa police officers association argues it violates california state law because the policy conflicts with the vehicle code. in a statement, the city

attorney's office says they will review the suit and respond accordingly once they've been served with the actual lawsuit. meantime, san francisco city leaders announced a partnership between the city and real estate investment company bxp to upgrade the embarcadero plaza. bxp is the owner of salesforce tower. a possible renovations to the plaza include a new children's playground, spaces for entertainment, and a marketplace. bxp has pledged $2.5 million for the project. the city would pay $15 million. >> all right, now is your chance to give your $0.02 on the latest proposal to hike tolls on the bay area's seven state owned bridges, starting at five, the bay area toll authority is taking comment by email. if approved, increases would be phased in over the next five years, starting january 2026. that's when the toll would jump to 8.50. it would increase by $1 every year until 2030, when it would reach $11.50.
