secure the election and drive new voters to the polls. but first, an election tradition that really demonstrates just how close this race for the white house might end up being. the votes are in at one of the earliest and tiniest locations in the country to report election results. kamala harris and donald trump have tied with three votes each in dixville notch, new hampshire. the unincorporated township opened and closed its polls just after midnight eastern time. it's a tradition that dates back to 1964. republicans and two undeclared voters participated. >> elsewhere across the country, we are just hours away from polls opening for election day tonight. both kamala harris and donald trump made their final pitch to voters in battleground states. harris wrapped up multiple stops across pennsylvania today with a rally in philadelphia. pennsylvania. is the state with the most electoral college votes up for grabs, ready for a new way forward where we see our fellow american not as an enemy, but as

a neighbor. former president trump also rallied voters in pennsylvania today, along with stops in michigan and north carolina, focusing on immigration at each stop. >> november 5th, 2024 will be liberation day in america. on day one, i will launch the largest deportation program of criminals in the history of our country, and trump will be spending election night watching the results in palm beach. >> vice president harris will spend election night at her ama mater, howard university in washington, dc. and abc seven news anchor julian glover is reporting from our nation's capital tonight, looking at the bay area friendships at the heart of the harris campaign. julian, good evening. >> hey there. good evening. dan, we're actually hearing from the harris campaign tonight. they're expressing some renewed optimism. they say that they believe that vice president kamala harris could win all seven swing states. i've also been speaking to, as you mentioned, two of her lifelong

friends, stacey and carol. they, too, believe that vice president kamala harris could win big tomorrow night, but they're not leaving it to chance. they're doing everything they can to make it happen. >> this is from 2019, when she came out and ran for president and this is vintage. this is vintage. and she came out as kamala harris for the people. and that truly is who she is. >> stacey johnson and carol porter have known the vice president since grade school. they've been in harris's corner for every election of her life, including the biggest one, doing everything they can to get out the vote. >> we've all been so supportive, you know, i've been door knocking. i've been phone banking. i was door knocking in atlanta just a couple of weeks ago, and it's such a testament to who she is that so many people, her friends, family and colleagues and just so many people have just galvanized around her and this movement.

>> they'll be phone banking on behalf of their dear friend, vice president kamala harris, calling voters in swing states, trying to convince them to cast a ballot for harris. carol and stacey. they'll also be a part of that election night watch party on howard university's campus, where they tell me they hope to be able to watch her story unfold. for now, reporting outside of the white house tonight in washington, i'm julian glover, abc seven news. >> all right, julian, thank you. and security is high in d.c, and tonight the bay area is also taking precautions ahead of the election, a number of buildings in oakland have boarded up. even the police department has closed a few streets. all of this likely a precaution to protest that we could see come election day. abc seven news reporter j.r. stone was in oakland tonight looking at the safety precautions for before and after the votes are counted. >> boarded up windows in downtown oakland on the eve of election day as building owners prepare for possible protests while large scale protests weren't seen here in the town in

2020, after donald trump lost, they were seen in oakland in the days after trump won in 2016. this is what it looked like. video shows some of the garbage cans that were set on fire back then. former abc seven news reporter amy hollyfield described the scene after one of the first of several 2016 oakland protests. >> look at this damaged window. just an example. just one of several businesses that suffered damage like this. the fbi has been active across the country closely, watching all threats as we go into election day. >> the san francisco fbi office will also be setting up a command post to cover the region. >> we bring in our partners so that we can adjust information, intelligence and threats that come in, and we can disseminate that information to the key partners, which is state and local officials around the united states. >> the oakland police departmen, whose main building as of late monday night was surrounded by barricades, said in a statement. we are providing extra staffing

to facilitate people's rights to peaceful gatherings and to address any crime related incidents. at least 245 national guard personnel across 18 states and washington, d.c. have been activated or are on standby. those include washington, oregon and nevada, but not california. a massive fence surrounds this downtown oakland building. those inside tell me it was put up around lunchtime monday. one employee told us her coworkers have concerns about going to work in oakland on tuesday. all of this, though, just precautions based on what played out in past years. j.r. stone, abc seven news and with just hours to go now until election day, both democrats and republicans are very busy tonight encouraging people to vote. >> abc seven news reporter tim johns shows you how both parties are asking people to flood the polls tomorrow, not just here in the bay area, but all across the country. >> hopefully with election day finally upon us, the push to get

voters to the polls is more intense than ever. in san mateo county, supervisor david canepa says there are around 70,000 unregistered potential voters. canepa spent part of his day on monday trying to convince some of those people to vote on tuesday. >> that means going to a voting center like the one behind me and having the ability to show an id and to, you know, be able to cast their vote. it's a conditional, conditional vote, but it's a vote that matters. >> it counts, and it's not just happening in the peninsula here in san francisco, there's also a big push to get people out to the polls, especially those who might not have voted in the past. >> so we just wanted to call and see if you'd be voting for kamala harris tomorrow at manny's cafe. >> the countdown is also on. for the past several weeks, these people have been making thousands of calls to voters in the swing state of nevada, all of them trying to convince folks to vote for kamala harris. >> i knocked on the door in carson city yesterday with a 23 year old guy that thought the election was next tuesday.

>> republicans, too, are trying to turn out their voting base. john dennis is the chair of the san francisco republican party. he says since 2020, republicans have registered millions of people around the country and thousands here in california. dennis believes those voters could be crucial in several important statewide ballot measures, as well as important seats in the house of representatives that the polls are not capturing those new those new registered voters. >> and they will you know, those kinds of folks tend to vote. >> about 83 million people have already voted around the country, including 8 million californians as of monday night. that also includes erwin gonzalez, who believes voting is one of the most important things we do as americans. >> this is one of those few times that i feel like we can actually make a change. it's really easy to think that it doesn't matter. but in reality, it really does. >> in san francisco, tim johns, abc seven news. >> well, there is so much to decide this election. our california ballots are really quite long. >> yes. so tonight we're

bringing you a special edition of news to know, breaking down the most important points to keep in mind heading into tomorrow. >> we'll start with the second question on your ballot after the presidential race, selecting california's next u.s. senator. it's democratic congressman adam schiff versus former baseball player steve garvey, the only republican running for statewide office. the winner will take the late dianne feinstein's seat in the senate. >> we're also watching the bay area's most contentious congressional race, district 16. that's the south bay district, where sam liccardo and assemblyman evan low have taken voters on a roller coaster with a recount. multiple ethics complaints, and sharp rhetoric showing the divide between democrats in the east bay. it's recall central voters will decide whether oakland mayor xiang tao and alameda county district attorney pamela price will lose their jobs. >> the results for san francisco mayor may take a while to play out, with the combination of ranked choice voting and what appears to be a very close race,

and will also be watching the statewide ballot measures that could change california's approach to crime, rent control and more. >> but of course, the focus of the night and potentially the days to come will be on the white house. 270 is the number you need to know. that's how many electoral votes put a presidential candidate over the top. for months, candidates have focused on these seven swing states. if the right combination of states are close, it could be days before the presidential race is called. >> abc news will have live coverage starting at 4:00 right here on abc seven, running all the way up until abc seven news at 11. you can track the local races by tuning in to our abc seven news streaming coverage starting at 8 p.m. watch on the abc seven news app or anywhere you stream abc seven. we got you covered. >> yeah, we certainly do. and we've got you covered with the weather. we want to get to the accuweather forecast with the focus on fire danger. >> yeah. next couple of days. abc seven news meteorologist sandhya patel is here. the

entire bay area is under a red flag alert. that's unusual, isn't it? >> it's going to be. yes. >> tomorrow. >> the entire region is going to be under that red flag warning. and there's good reason for it. it's dry downsloping winds that will raise the fire danger as the humidity comes down. here's a live view from our mount tam cam, and it's a little shaky, but it is going to get even worse than that. so that red flag warning starts tomorrow morning, runs until thursday morning. wind gusts over 55 miles an hour, combining with humidity dropping to less than 15%. any fires that develop are going to rapidly spread. there is a wind advisory for solano county for tomorrow night. it will run until wednesday evening. those gusty winds could cause a few outages and knock down tree limbs. as we check out what's going to happen with the winds, let's first look at the current winds. not too bad. 29 at big rock ridge. 25 at sweeney ridge. look at what happens. they just ramp up close to 50 miles an hour. and in some instances tomorrow night as high as 50 plus miles an hour. that's going to bring in the heightened

fire danger. the oranges and yellows indicating high to very high fire danger that continues going into wednesday. so really, the fire danger is not going to be over right away. this is going to be a long duration event. and dan, i'll be back with a full look at the forecast on that red flag warning coming right up. all right. >> that's intense. thanks. sandhya p-g-and-e's may shut off power in some parts of the bay area starting tomorrow to prevent its equipment from sparking wildfires. the utility is preparing for shutoffs in alameda, contra costa lake, napa, sonoma, santa clara and solano counties. the power shutoffs could happen right after the polls close at 8:00 tomorrow night and continue through wednesday. >> the red flag warning has election officials in alameda county shutting down a vote center. the location is the joaquin miller center vote center on sanborn drive. the nearest vote center is montera middle school, and the nearest ballot drop box is woodminster market. >> a lot more to come here. there's a desperate search tonight for four missing boaters after a dangerous few days off the californ
