the trends we've seen this election season, and they wanted some relief. >> and if we politicians don't develop the ability to listen, we're going to be in trouble. >> the changing voter and the changing vote. good afternoon. thanks for joining us. i'm larry beil and i'm kristen z. >> we'll have more on the election in just a few minutes. >> but first, we want to begin with those red flag danger warnings. a major wildfire that's burning in southern california. it's fast moving. it's destroying homes and forcing evacuations. this hour in ventura county, the mountain fire started at around 930 this morning in the moorpark area, and the flames are being pushed by santa ana winds. >> it burned over 10,000 acres in about five hours, and several people have been injured and taken to hospitals. >> reporter sophie flay, with our sister station in los angeles, is in one of those neighborhoods where homes are burning. >> if you take a look behind me here at this house that is completely engulfed in flames, we've been watching this house for at least 30, 45 minutes. it

started small, but the flames just took over and that really is due to those strong winds. we saw two houses from culver city fire come out here. we saw two firefighters, two hoses were hosing down this home trying to save what they could. i just spoke to some of them off camera and they told me that, you know, they had to move on because there are other houses on this street in this neighborhood that could be saved. and that's where they are heading right now. again, they they did what they tried to do, but of course, like we've been talking about all afternoon, these winds are just so strong. and like chris mentioned, unpredictable. and this is what we're seeing. if you take a look, we have ventura county fire department driving right by us here, right next door to this home is another home that at the beginning of our coverage here, right when we got to valley vista, you know, there was just a bit of a flame going through the roof. and now this this home is completely collapsed, you know, barely any structure left of this home. and if you take a look overhead, you

can see what we're hoping for, you know, hoping for a water drop here. we saw one not too long ago. we've been seeing them come all afternoon. but again, you got to be careful because of these strong, strong winds. and if you take a look across the street from these two burning homes that we were showing you just before, right across the street, here is what's left of this home. i mean, these are all next door neighbors. this is a neighborhood. this is a community. it's devastating. we said earlier our hearts go out to these people, to these homeowners, to these neighbors, to this community. we're really thinking of them, right now. luckily, it looks it seems as though most people did listen to the evacuation order and did get out. it is a bit of a ghost town where we're standing right now. you can see overhead another water drop here. hoping to put out some of these flames. hoping to help stop the spread in this neighborhood. >> unfortunately, same kind of destruction we've seen here for

years in the north bay taking place now in southern california. let's check in with spencer christian now because he's here not only looking at what's happening in southern california, but we've got higher fire danger here in the bay area. >> we do indeed all the way through tomorrow morning. and as a matter of fact, here's a look at the satellite radar composite image, essentially the same pattern in the atmosphere that's bringing us high fire danger. and gusty wind is affecting southern california as well. we've got this big high pressure system that centered over us, actually, and out over the sea as well, with its clockwise circulation and over in the desert southwest, we've got the low pressure system with its counterclockwise circulation. so the difference in pressure between those two systems, the pressure gradient, is producing these powerful wind gusts. and of course we have red flag warnings here in the bay area as you and down in southern california, all of los angeles county down to orange county. so let's take a closer look at our red flag warning here, in effect until 7:00 tomorrow morning. winds generally out of the northeast at 15 to 25mph. we have gusts from 40 to 50mph, mainly closer to 40mph down at the surface,

50 mile per hour gusts in the higher elevations, relative humidity down to 12% in some locations. and right now we're looking at winds gusting generally 21 to 20 to about 30mph. but they are stronger at times and i'll give you a look at when we think these winds are going to subside and when we'll get some increase in our moisture here to reduce the wildfire danger. i'll have that a little bit later. kristen. >> all right. spencer, thank you. so given those conditions, we want to take a live look at current power outages from pg and e. you see the purple triangles. they indicate public safety power shut offs, customers in just about every bay area county are affected by the planned outages. the majority are in napa and solano counties, but you can also see in points farther south. >> abc seven news reporter luz pena joining us live now in walnut creek with a look at the impact that those power shutoffs are having in the east bay. luis. >> larry. well, fire season is not over. and that massive fire in southern california is a perfect example of this. here in

the bay area, thousands of people are without power in the north bay, in the east bay, and in the south bay as fire, as fire looms, as winds intensify throughout the bay area, approximately 16,000 p-g-and-e's customers are without power. a planned strategy by the utility to prevent fires. >> this psps is due to the very powerful winds combined with dry conditions and other factors that we take into account ability. we saw gusts of 88mph in the north bay, so we certainly are seeing these elements coming together, and that's why we call it psps. it's for the safety of our customers. >> in the east bay, fire crews are ready for deployment. what are those problematic areas that you guys are focused on right now? >> well, in the county, the hill areas have wind speeds up to up above 60 miles. an hour. we have gusts going like crazy. we're we're everywhere as an equal concern. wildland urban interface areas are

concerned. >> almost three weeks ago, nearly 33 years after the oakland hills firestorm, a vegetation fire broke out in the oakland hills, damaging two homes. with 500 residents evacuated. we caught up with one of those residents today as fire danger looms. >> it's unbelievable. i mean, just the fact that our house caught on fire, we still have to think about it catching on fire again. it's like unimaginable. >> this is a reality that many in the east bay live with. we captured the weekly emergency siren warning system. >> my father and his wife in 1991 ran for their lives in the fire that was devastating this entire area and so this community has been brought together by fire, by wind in particular. and so we've rebuilt. but that doesn't mean it couldn't happen again. >> the latest wind event is a dire reminder to always be ready in the middle of the night.

a while. that doesn't mean we won't win. that doesn't mean we won't win. the important thing is don't ever give up. >> that was vice president kamala harris delivering her concession speech in front of a crowd of supporters at howard university this afternoon. she says she spoke with president elect donald trump on the phone, telling him she will help with a peaceful transfer of power. trump defeated harris and will return to the white house after capturing key wins in all the battleground states. governor gavin newsom issued a statement following harris's speech today, writing, though this is not the outcome. we wanted our fight for freedom and opportunity endures. california will seek to work with the incoming president, but let there be no mistake. we intend to stand with states across our nation to defend our constitution and uphold the rule of law. >> all right, now let's get to some of the local races. and we begin with the mayord

changes upon us. >> abc seven news reporter monica madden is here now with a closer look at what's happening in the race for san francisco mayor. >> monica could be a shakeup. kristen sze political outsider daniel lurie is the leading is leading right now against incumbent mayor london breed. but we still don't have a clear winner. san francisco, of course, has struggled in the last several years with our post pandemic recovery, homelessness and public safety. so the next mayor will have a lot of responsibility when it comes to the direction of the city and its global reputation. >> i want to thank you for believing in me, for believing in san francisco. >> political outsider daniel lurie pulling ahead of incumbent mayor london breed. but not officially calling it a victory. >> we can set the standard right here in san francisco for solving our challenges together, no matter what, mr breed telling supporters election night she's not going out without a fight. >> what happened before? >> in 2018, there were just a few days of votes that were

being counted. the vote count was going all kinds of different ways. and again, i won by 2500 votes. so i want to be very clear. this is not over until the last vote is counted. >> while ranked choice voting always leaves room for the unexpected, politicos say it's a tough showing for an incumbent. just ask former mayor willie brown. >> once you get as high as a non-incumbent in the numbers, as lurie has gotten, there's no question he got when we asked experts to weigh in, what does that tell you about the message that san francisco voters are sending to city hall? >> i think this is a resounding message we're hearing across the country right now. folks are not happy with the status quo. they're not necessarily even voting for something. in a lot of cases, they're oftentimes voting against things. >> while we should get a better picture of the race on thursday, the department of elections tells voters finalizing results could take up to three weeks.

>> ranked choice voting in general takes some time just because of the way in which it's calculated. it's not a straight count, so you add on top of that that folks are mailing in their ballots, and that's definitely going to going to take some lag time, a signal clearly reflected in the election results, not just in the bay area, but nationwide. >> now tomorrow's results are going to be critical. if mayor breed closes the gap, voters can expect this process to take much longer. but if lurie's lead increases, it could be game over. larry. kristen. all right. >> thank you. keep an eye on that as we move forward now in the east bay, it appears oakland mayor xiang tao could lose her job. the yes on recall is winning with 65% of the vote. we have reached out to mayor tao's office, and we're told she's still waiting for all of the votes to be counted. alameda county district attorney pamela price looks like she will also be recalled with about 65% voting her out of office. abc seven news reporter tim johns spoke with both sides today. >> results so far indicate alameda county voters are set to

recall district attorney pamela price by a nearly 2 to 1 margin. karl chan, one of the organizers who helped lead the recall price effort, says voters in the county are celebrating the preliminary results. >> they are saying that, you know, they have enough of this, you know, district attorney who has a failed policies and not able to perform her job. >> chan believes the da was too soft on crime and didn't seek harsh enough punishments for those who broke the law. while celebratory wednesday, chan says the next step is getting a good candidate to replace price. >> they want to see real change. they want to see this attorney to be replaced by someone who is capable to rebuild the office, rebuild the trust of the people. >> there are some who are also unhappy with tuesday night's tentative results. while price herself didn't return our request for comment. we spoke with activist cat brooks. brooks leads the anti-police terror project and believes price never got a chance to really do her job. >> they started calling for the

recalls as the ballots were still being counted. you can go back and look on social media, you can go back and look at interviews. >> brooks says the da was also a victim of false narratives surrounding her policies, especially those perpetuated on social media. she says the recalling of the county's first black female district attorney is painful for people to say that the da was not sending people to jail is just false. >> it's just not true. she said plenty of people to jail for long periods of time. >> if price's recalled the board of supervisors will appoint an interim district attorney that person will serve until the elections in 2026. in alameda county, tim johns, abc seven news. >> in the east bay, it appears the mayor of antioch is also about to be ousted by voters. initial results show ron burnell with a large lead over the incumbent, lamar hernandez thorpe. >> we leave antioch a stronger, better place than it was four years ago. and , you know, we have a mental health crisis response team. we're we've hired 40 new police officers after the racist text messaging scandal, and we've opened a hotel to accommodate

a child. for weeks, torres has been under investigation for allegedly sending sexually explicit text messages to a minor. but monday, another victim came forward telling police they were sexually abused by tours when they were a child about 20 years ago. torres is now facing charges in that case. the victim came forward after the original investigation came to light. >> the survivor is a known person to torres. the alleged assaults started when both the survivor and torres were minors and continued after torres became an adult. but while the survivor was still a minor, the subsequent investigation led to. this led to the discovery of evidence corroborating the survivors allegations.

>> police say the original investigation involving explicit text messages is still active. >> while the race for the district 16 congressional seat is coming to a close as votes are still being counted, former san jose mayor sam liccardo is showing a strong lead right now over assemblymember evan low. abc seven news reporter zach fuentes with more from the candidates. >> the fight for the district 16 congressional seat has been an intense one. anna eshoo had been in the seat for more than 30 years and is retiring. former san jose mayor sam liccardo and state assembly member evan lowe both set their sights on the rare opportunity to fill it. san jose state political science professor melinda jackson has kept a close eye on the race. >> the stakes were high and i think both of these candidates, you know, really gave it their all. >> both campaigns hurled criticisms at the other since the primary elections earlier this year. the top two candidates in that election got to move on to the general election. liccardo won first place by a wide margin but low in santa clara county. supervisor simitian initially

tied for second place. all three were to go to the general election, but a recount was called for by a former staffer of liccardo's. lowe accused liccardo of being behind the recount, which liccardo denied. from there, each campaign threw accusations at the other. >> allegations of unethical behavior being traded by both camps. >> when the polls closed tuesday night, sam liccardo showed a strong lead. still, he was hesitant to declare any victory at his election night watch party. >> they're still counting the votes. and as i've said before, we believe in counting all the votes. so we're going to let the registrar of voters count all the votes. >> we reached out to both campaigns wednesday. liccardo was not available for an interview before deadline. lowe's team did not get back to us earlier on election night. lowe expressed relief that the race was coming to a close. >> well, i'm excited that hopefully i can catch up on some sleep, but i'm so grateful for the volunteers who have dedicated themselves in supporting democracy numbers since election night showed liccardo maintaining his lead,

until 6 p.m. for lake county. and portions of northern napa county, and for all of solano county. winds are generally 30 to 40mph out of the north, gusts to 60, maybe even 70mph. right now we're looking at our current wind gusts all around the bay area, generally from 20 to about 30mph, and some lighter winds in some places closer to the northern coast. there, the relative humidity dangerously low, under 20% across just about the entire region, under 15% in many places like vallejo, 12%, 13% at napa. that's really, really low. we expect an increase in humidity over the next 24 hours, though. right now, 67 degrees in san francisco, low 70s at oakland, hayward and san jose, upper 60s at redwood city and half moon bay. nice view from mount tam looking down onto the blue bay waters. 72 right now in santa rosa, petaluma 6871 napa. upper 60s at fairfield, concord and livermore. and this is the view from the east bay hills camera. and these are the forecast headlines. high fire danger is with us through tomorrow morning. this windy pattern produces

dry, gusty offshore winds as they flow out to the coast. they dry up and warm up and then on saturday through through monday, we expect chances of rain with increasing clouds and increasing humidity as well. overnight, low temperatures under clear skies will be mainly in the mid to upper 40s, except at oakland and san francisco will bottom out at about 50 degrees and highs tomorrow under sunny skies. 65 half moon bay. in fact, many coastal locations will be in the mid 60s tomorrow, right around the bay shoreline. low 70s 7172 will be the highs, but that's the same pattern inland. we won't have many locations above 72 degrees inland, except perhaps santa rosa at 74 and san jose at 74. here's the accuweather seven day forecast. red flag warning will expire tomorrow. winds will begin to ease a bit, certainly by friday. sunny skies and calmer, much calmer wind. clouds enter the picture on saturday and sunday, producing a chance of showers late saturday, maybe some morning drizzle and fog

our partners at cal fire, our partners in the sheriff, every law enforcement agency available, every helicopter, every fixed wing aircraft, everything we've been able to get ahold of is here fighting this fire. and it is moving at a dangerous rate of spread. this fire has spotted more than two and a half miles out in front of itself. >> this fire started at 930 this morning. it's already burned over 10,000 acres. >> back to politics for now. president elect donald trump with a resounding win in the election taking crucial battleground states. if you take a look at the electoral map, here's where we stand right now with donald trump at 294 electoral votes. kamala harris at 223. the magic number is 270. that's what you need to win. and mr. trump is also winning the popular vote. surprising a lot of people by more than 5 million. abc news reporter perry russom with the latest on the election. >> today, after winning the white house president elect trump now preparing for his next four years in office. >> i will fight for you, for your family and your future. every single day. i will be fighting for you. and with every

>> republicans with another major win last night, taking the majority in the senate. >> the filibuster will stand. there won't be any new states admitted that give a partizan advantage to the other side, and will quit beating up the supreme court every time. we don't like a decision they make. >> we are still waiting to see what the house looks like, but it is possible that republicans will have control over the white house and congress, making it much easier for trump to enact his policies. perry russom abc news the white house. >> well, it appears this year's voter turnout is just below the record high set in 2020. according to analysis of data by the washington post, national turnout is expected to be 65%, just below the 66% set in 2020. california's turnout is at 69.8%. that's actually 2% higher than in 2020. all right. >> joining us now is abc

seven news insider phil matier. we have got a lot of ground to cover here. so one of the takeaways from this election is clearly about change. in addition to the election of donald trump, the reelection, two officials look like they're going to be recalled locally. you got incumbents defeated. you've got prop 36 passed to toughen up on crime. prop six. the voters made it very clear and loud statement here. they did. >> and in some ways it's an election like we've never seen before. it's rather calm, considering the fact that the mayor of oakland was just recalled and at the same ballot, the mayor, the prosecutor, district attorney of alameda county was removed as well. and it's everybody sort of really calm about it because it's been brewing for a while. there's been an increased emphasis in questions about public safety in the bay area and across the state. we've seen the massive thefts. we've seen the sideshows. we we're not talking about homicides so much. we're talking about daily crime break ins, property crimes. it's reached a tipping point. and the voters have said enough. they said enough in los angeles, they

turned out the district attorney there because he wasn't tough enough on crime. they turned out pamela price because she wasn't tough enough on crime. and there's also a question about competency involved here. and so, yes, this is what we're seeing here nationally. that's a bit of a different story. but that's what we're seeing here in california. >> so of course kamala harris losing this revives the political ambitions potentially for governor gavin newsom, who already today made a statement about, hey, make no mistake, we'll still be fighting for california's values constitution, democracy. he's starting to sound like he's ready to be the one who stands up against whatever that's coming. >> yes, we've done that in the past, and that doesn't necessarily work out. all that well, because let's take, for example, this gavin newsom right now, he's got a little bit of a problem called gas prices in california, which are set to go up, possibly as they order gas companies to change the blends of their gasoline. so does california raise its gases in order to offset climate change,

or does he try to keep it down? can he do both? also electric vehicles? he set mandates for electric vehicles. they're not selling the rest of the country is going. how's that working out? is it or not? so gavin newsom star is rising. but that attention on him is going to put more pressure to get california working. and the other part about gavin newsom is there's a real question. there is democrats have this sort of habit of like, you were good today, but that was today. tomorrow we're looking for somebody else. just ask elizabeth warren or bernie sanders. >> yeah, bernie sanders made quite a statement in the post that he made today. what's next for kamala harris here? >> a number of options. i mean, she is probably the preeminent democrat still in people's minds. she could come back to california and run for governor in two years. you know, she is very well liked here. she ran a campaign that people are still emotionally involved with. or she could be president of a university. she there are a number of options open to her. i

times passed overwhelmingly last night, with more than 70% in favor, winning every county in the state. >> abc seven news anchor dion limb breaks down what exactly this means for our safety, existing at the mercy of criminals was very disappointing, very disheartening. >> and i guess we had to hit rock bottom before finally people woke up and they realized that it's time to take a different turn. >> that's the sentiment shared by more than 70% of voters in california who approved proposition 36 on tuesday's ballot. >> i'm not surprised the measure would bring back harsher penalties for theft and certain drug crimes issues that have plagued the bay area and the state in recent years. >> they were really looking for relief from so many people allegedly committing redefined petty crimes and being able to get away with it. >> it's a reversal of prop 47, which passed in 2014, reducing

some felonies to misdemeanors. reclassification meant crimes such as repeat shoplifting merchandise under $950 carried a much lighter sentence on a felony. >> you can get up to a year in the county jail, and you. or you could actually go to prison if the circumstances warranted it on a misdemeanor. it's misdemeanors are not going to jail, or they're going from very minimal time a weekend or something like that. >> drug crimes under prop 36, such as fentanyl trafficking, would become felonies. >> it was not in the category of cocaine, methamphetamine, or heroin at all, or pcp. it was off on like a possession of a prescription drug, a non prescription drug. >> opponents of the measure, which include governor gavin newsom, say prop 36 would further crowd the jail system and disproportionately affect communities of color. the curb coalition, which advocates to reduce prison spending, released this statement wednesday condemning prop 36 passage, calling it a setback and a, quote, misguided attempt to revive the failed war on drugs.

it's kind of a hold on to your hats kind of a day in some places, sometimes literally. >> and figuratively for a lot of people today. uh- gusting winds. spencer. overnight the it was just howling. i mean, really ferocious. >> it really was. i heard things blowing around and banging into the side of my house. it was pretty scary at times. here's a look at our weather headlines. a high fire danger through tomorrow morning is how long it lasts with this windy pattern. excuse me. brings dry and gusty offshore winds. so with the dryness and the wind of course, that increases the fire danger. but saturday through monday, we expect cooler weather, clouds increasing and chances of showers. right now, though, we still have this red flag warning in effect for the entire bay area until 7:00 tomorrow morning. winds gusting 40 to 50mph at times. relative humidity down below 12% in

some spots. and we have a wind advisory in effect until 6:00 this evening for parts of the interior and north bay mountains and for solano county. powerful wind gusts there as well. right now we have winds gusting up to about 30mph, generally near the bay here. and of course, in the higher elevations, much stronger gusts. overnight, we'll see clear skies, continued windy conditions overnight, low temperatures will be mainly in the low to mid 40s. uh- only down to about 50 degrees in san francisco and across the bay in oakland. and then tomorrow, a sunny day. the winds will start to diminish in the afternoon hours, but remember that red flag warning is still in effect until early tomorrow morning. highs in the afternoon will range from mid 60s at the coast to low 70s. just about everywhere else, from bay to inland. there won't be much of a temperature variation about 70 to 73 degrees, and here's the accuweather seven day forecast. on friday, the winds continue to ease relative humidity increases just a bit over the weekend. of course, there will be a much greater increase in humidity as clouds arrive.
